pope francis and the president and the first lady. we're going to go live to the vatican in just a few moments. >> but first we have major developments in the investigation of that deadly attack on an ariana grande concert in manchester, england. several new arrests overnight as we learn more about the suspected suicide bombers. ties to terrorists. we have full coverage beginning with nbc's chief foreign correspondent richard engel. richard, good morning to you. >> reporter: good morning, matt. the race is on to find and arrest anyone connected to the bomber. today here in manchester, police said that they arrested three men in the same neighborhood in the south of the city where the bomber lived. also a u.s. intelligence official tells nbc news that yesterday the bomber's 23-year-old brother was taken into custody. the official also said the bomber had a third brother whose whereabouts remain unknown. the first look this morning of the suicide bombing suspect who killed dodds at the ariana grande concert including

children. a neighbor confirmed to nbc news the photo is of salman abedi. identified by british authorities as the bomber 22 years old born in manchester of libyan descent. france's interior minister this morning said he has known connections to isis. and is believed to have traveled to syria. isis claimed responsibility for the attack but offered no proof and traveled to libya and likely received training from terrorists overseas. but his allegiances remain unclear. also unclear, was he part of a cell planning more? taking no chances, prime minister theresa may upped the threat level to critical meaning another attack could be imminent. >> you might also see military personnel deployed at stern events such as concerts and sports matches helping the police to keep the public safe. >> reporter: and today, there

was a strong police presence at buckingham palace where the changing of the guard ceremony was canceled. the bomb at the concert exploded at 10:30 p.m. on monday just outside the security perimeter at the arena in an area where vendors were selling t-shirts. it blew up as fans were starting to pass through on their way home. now the hunt is on for others linked to the bomber and with the higher threat level the uk is clearly concerned that the worst may not be over. a u.s. intelligence official told me that the bomber was identified by a bank card that he left in his pocket. he was later -- his identity was later confirmed by facial recognition. >> and, richard, obviously isis has claimed responsibility for this, but as you've been reporting there are potential ties to other terrorist organizations. >> reporter: that is one of the most confusing and potentially alarming parts of this. today the french interior

minister said he has proven ties to isis. that he traveled to syria, the isis stronghold but u.s. intelligence official also told me he has ties to al qaeda as well and this is the question, which group was he part of, was he part of both groups? his alliances, his associations, at this stage remain unclear which is why there's such an effort now to round up as many people associated with him because they don't know how big this cell might have been and exactly how -- where the cell leads back to. >> richard engel starting us off. >> jeremy bash is a national security analyst, jeremy, good morning to you. >> good morning. >> let me start where richard left off, this possibility that this suspected suicide bomber had ties to both isis and al qaeda. a kind of hybrid, if you will. how troubling would that be? >> well, matt, the bomber looked like isis but the bomb looked very much like al qaeda. if you think about the individual, he was recruited, he

was british born, probably recruited online. acting principally alone. that is a classic isis m.o. but the guice he used appeared to be very powerful. al qaeda has been known for its very sophisticated bombmaking capabilities and this device may trace back to other organizations. that's what investigators will be looking at in the next 24 to 48 hours. >> would that be unusual, jeremy, for an individual to have allegiances to isis and to al qaeda because we've certainly heard that there's competition among these two groups. >> the organizations are definitely rivals but, savannah, closer to the front lines these groups mix and mingle. they interact and different aspects of his network could have ties to both organizations. that is something we don't know yet. >> i want to ask you about the arrest that had just been made. we had one arrest made yesterday of a brother of the suspected suicide bomber. they're still looking apparently for another brother and then three arrests made just overnight, hour time. so we're starting to see that

this perhaps is a bigger circle. >> yeah, matt, if you look at three aspects, the bomb, the bomber and the network, these family member arrests are going to be part of that network. who else did he communicate with? who did he talk to in the community? who did he talk to online? who are his other ties and also important to note his travel potentially to libya. if you go back and look in january 2017, the american air force conducted a b-2 strike on a training camp in libya killing about 80 isis terrorists who had fled the city of sert 25 mys southwest of libya and there was concern that the reason we struck that training camp, juice about four months ago was because isis was plotting attacks in europe. >> jeremy, i want to put an image up on our screen. this is actually a live shot. investigators are outside the home of the suspect in manchester as we speak. so they're headed back there, number one. what significance do you make of that that they're going back to the home, that there's more work

to be done and, secondly, what about the fact the uk raised its terror level to the highest level possible. does it signify something more significant? >> if you look at the bomb and the possibility of other attacks in england, this was a very prudent step. they don't do this lightly. as for the raid that we're watching here on the screen at their home they're looking for laptop, cell phone, anything else they can exploit to figure out who this individual was connected to. >> by the way, theresa may's words were very specific. she said it is now concluded based on today's investigations that the threat level should be raised to critical. so it's about information they just learned. >> yeah, absolutely, jeremy, thank you so much. >> thanks, guys. there are also remarkable stories of kindness emerging from this tragedy and learning more about the victims. nbc's chief global affairs correspondent bill neely has more. bill, good morning. >> reporter: good morning, savannah. the very center of this story

are the missing and lost. parents and children. a mom and dad confirmed dead. they had been waiting to collect their daughter. a 14-year-old girl who was so desperate to go to the concert she went on crutches. she is missing. and dozens of children and teens still in the hospital. victims all of them of a massacre without mercy. this is tack was deliberately targeted. thousands of teenagers and children attending an ariana grande concert. the distraught artist back home in florida and among the many faces of the dead and the missing, one stands out, the youngest victim, saffie roussos described as simply beautiful, loved by everyone. her mother and sister were injured. georgina callander was 18. she tweeted her excitement at seeing her idol, ariana grande, who she met two years ago.

her mother leslie struggled to lay a flower for the daughter she has lost forever. 15-year-old olivia campbell now confirmed among the dead and her mother writing rest in peace, my darling, precious, gorgeous girl. taken far too soon. >> there wasn't a bone in her body that you could say was horrible and she was never horrible to anybody. >> reporter: 32-year-old kelly brewster also killed. the trauma is deep here. the tears flowing the a vigil for the dead. the survivors still horrified by what they saw. >> it was just absolute carnage. >> just screaming, my babies are in there because i thought the bomb had gone off in the arena. >> reporter: as thousands of terrified teenagers and their parents fled. and the injured were rushed out, help rushed in.

dozens carrying the wounded, paula robinson gathered children in a hotel posted on social media then had calls all night from desperate parents. >> i was just showing people to make the way -- if you have -- if you can't find your mum and dad then -- sorry. if you can't find your way there, just make your way to the holiday inn. >> reporter: manchester's defiance in the face of the bomber is loud and clear. >> what have they done? if you look around what have they done? they brought people together. >> reporter: manchester united players paying tribute to victims with a moment of silence. they play a big european final tonight. manchester united, a city grieving this morning but strong. well, this massacre has struck not just the families of the 22 dead or the 21,000 would were at that concert or even just the

trump was asked about his extraordinary meeting with the pope. his response, he is something. we had a fantastic meeting. these two leaders couldn't be more different. pope francis living a modest lifestyle, president trump more lavish, but today they tried to find common ground with the whole world watching. after their brief initial greeting in front of the cameras, the president and the pope met privately in the papal library for about a half hour. the two leaders emerged smiling. the pope seemed to light up when he greeted the first lady would wore a black veil as a sign of respect. and jokingly he asked her if she feeds the president a slovenian dessert. >> what do you give him to eat? >> pizza. >> reporter: and then in an exchange of gifts presenting the pope with a bronze statue representing a peaceful tomorrow. a piece of granite from the martin luther king mon many and

praise. >> buena suerte. >> reporter: they discussed a range of topics including immigration, health care and persecution of christians. president trump's next stop, brussels for the nato summit. matt, savannah. >> all right, kristen welker at the vatican, thank you. we want to go back to that video of a tanker truck exploding into flames. this happened tuesday in atwater, california. you can see a wall of fire and thick black smoke shooting into the sky right next to a gas station. officials telling us the tanker was carrying about 9,000 gallons of fuel when it overturned on an off-ramp. the driver was killed in the accident. no one else was hurt. the explosion sent workers and customers at a fast food restaurant running for safety. nearby businesses were evacuated. officials say it could be a couple of days before people are allowed to return to that area. awful to see that.

it could have definitely been a lot worse. mr. roker, what do you got on your map? >> we got a lot going on. first let's start out taking a look in california. mudslide, big, big one closing off about a quarter mile section of highway 1 around big sur and so it may be a long time before that section gets re-opened. it's a real mess as you can see from this -- these aerial shots. they've got a lot of debris and mud to clear. closer to home here in the east, we are looking a lot of wet weather and, in fact, severe weather down in florida. tornado watches in effect until 3:00 from the panhandle all the way into central florida just to the north of orlando. we've got 38 million people at risk for severe weather from knoxville, raleigh all the way down to just north of miami for strong storms, damaging winds, this big push of moisture coming through with this cold front that's going to cause scattered strong storms for florida, another day of heavy rain and that rain will extend up into

22-year-old salman abedi. officials believe he had ties to both, isis and aldil al qaeda. it was a meeting at the vatican between the pope and president trump. they met for about 20 minutes. after that, the pope met other members of the delegation, including the first lady, ivanka trump and jared kushner. a san francisco-bound flight was about to take off from newark airport when the control tower saw flames shooting from the right engine. passengers were evacuated using the emergency chutes. people suffered minor injuries during that process. newark airport was shut down for about an hour. reopened at about 11:00. the faa is investigating that situation. now, back to the concert attack. we're getting new information about the suspected bomber this morning. nbc's keir simmons is outside his home in manchester.

there's been a lot of activity there. keir, good morning. >> reporter: that's right. savannah, good morning. we've been piecing together the background of the suspected suicide bomber in the community where he lived. the home behind me is the home where his brother was arrested. what we found here in manchester are connections to al qaeda and isis going back years that are causing international concern. the suspected suicide bomber, who caused carnage at a concert, killing 22 innocent young fans, came from the same suburb, as a group of teenagers, who traveled to syria, to join isis. nbc news has learned. this morning, british police working to track down associates of salman abedi and to establish how his bomb was made. a u.s. official says abedi had traveled to multiple countries, i including libya. a university student, he lived with his family in a middle-class manchester suburb.

they worshiped at this mosque, says u.k. security analyst. >> we know the bomber came to this mosque. >> reporter: and four years ago, a network of teens joined isis. posting pictures from syria on social media. the boys, apparently becoming fighters. the girls, jihadi brides. >> there was a group of individuals who traveled to syria as part of the advanced guard, as the law enforcement here see it. >> reporter: a mosque spokesman denying a connection with monday's suicide bomber, but confirming the suspect's family worshiped here from time to time. >> i think his brother has prayed in this mosque in the past. yes. >> reporter: but you've never met him. and people here say think never met him? >> they never met him. they say the killer himself was not known to this mosque. not an active member of this mosque. >> reporter: communities in manchester, like other european cities, hit by a wave of isis recruitment in early years. to some people, it seemed

glamorous. manchester's extremist connections trace back to this poor city district. 20 years ago, a joint fbi-british investigation, uncovered early al qaeda documents in an apartment here. >> we found al qaeda man you'll that explained warfare. >> reporter: long parts of connections, british intelligence must now urgently uncover. one al qaeda jihadist in prison in the states was convicted of targeting a manchester mall. the al qaeda network he belonged to, were found to try to target the new york subway. that gives a picture of how important it is. to unpick the connections, not just here in the u.k. but for intelligence around the world. >> that work is ongoing. kier similarens in manchester. thank you. let's tell you what we think is going to happen with the weather today. >> there was a flicker of sun. >> she did see something. >> yes, yes, you did.

good wednesday morning. a lot of clouds as we start out and ready to head out the door with temperatures in the mid to upper 50s right now. and we'll get some clearing as we go through the day. only 50 degrees now in the north bay and 51 in san francisco. we'll see the high temperatures still fairly warm inland, but we're bringing the temperatures down in some parts of the bay area about 10 degrees and also cooler in the south bay. a high of 78 degrees and 69 degrees in the east bay. san francisco will see a high of 63 while the north bay will be up to 72 degrees. and before the a's hit the road, you can catch them with one more home game today, and they're going to be playing the marlins. the first pitch is at 63 degrees and then temperatures rising into the upper 60s as we will get more sunshine later today. let's get an update on what's happening on the roads with mike. >> seeing a pleasant drive for the most part. it looks like a lot of incidents

stories of the morning. here's your news at 8:00. >> reporter: good morning. i'm richard engel in manchester. there's a memorial here for the victims of monday's bombing. and there is a hunt underway to find more suspects, potential accomplices. police arrested three team in manchester this morning. and nbc news has learned that yesterday, the bomber's 23-year-old brother was arrested. and that he had a third brother, whose whereabouts are unknown. the first look this morning of the suicide bombing suspect, who killed dozens at the ariana grande concert, including children. a neighbor confirmed to nbc news that the photo is of salman abedi, identified as the bomber, 22 years old, born in manchester

of libyan descent. france's interior minister said he has known connections to isis. and is believed to have traveled to syria. isis claimed responsibility for the attack but offered no truth. abedi also traveled to libya in the past 12 months and likely received training from terrorists overseas. but that his allegiances remain unclear. also unclear, was he part of a cell? planning more. taking no chances, prime minister theresa may upped the threat level in the uk to critical, meaning another attack could be imminent. >> you might see military personnel deployed at certain events, such as concerts and sports matches, helping the police to keep the public safe. >> reporter: and today, there was a strong police presence at buckingham palace, where a changing of the guard ceremony was canceled. also, increased security at st. paul's cathedral where the queen is attending a service. the bomb at the concert exploded

at 10:30 p.m. on monday, just outside the security perimeter at the arena, in an area where vendors were selling t-shirts. it blew up as fans were starting to pass through on their way home. now, the hunt is on for others linked to the bomber. and with the higher threat level, the uk is cleernarly concerned that the worst may not be over. a u.s. intelligence official tells me that the bomber also had some ties to al qaeda. but his allegiances seem murky. there is a possible connection to isis, training abroad, some connections to al qaeda. and that is why they are looking so hard to try to round up people associated with him, to see if this was, in fact, a cell. a cell that could potentially be plotting more attacks. matt, back to you. >> richard, thank you very much. in the meantime, president trump and pope francis set aside some of their differences for a friendly face-to-face meeting overnight. nbc chief white house

hartstein. this event is a tough one i think for children because when they look at those young people coming out of that concert and what happened to them, they see themselves in those kids. >> 100%. and they really identify with the artist. you know? so, they see themselves. that increases some worry. they can see themselves there. so, it's really important to be able to have open and honest dialogue about what happened. >> you have great tips for parents. and the first thing you say to do with your children is validate their worries and concerns. to what degree? >> you don't want to walk in and say, don't be worried that can never happen here. you don't know that's true. you want to validate that feeling. it's real. it's honest. be in that with them. >> and limit and monitor the immediate kra they are taking in. >> if they're following ariana grande, anything she is tagged in will come up on snapchat and instagram. and they aren't getting out of the information right necessarily. be aware. if you notice them being stressed out, have them shut it down.

==topvo== authorities on the peninsula are investigating a deadly police good wednesday morning. at 8:26 i'm sam brock. authorities on the peninsula are investigating a deadly police shooting involving a man that officers say was armed with a rifle and standing in the middle of the street. we covered this all morning as breaking news on "today in the bay." it happened around midnight in south san francisco on cork place not very far away from king drive and skyline boulevard. police initially were responding to several 911 calls. when police officers arrived, they found a man holding a shotgun in the middle of the street. after telling the man to drop his weapon repeatedly, police say he apparently refused and that led to officers firing their weapons. the suspect's identity has not been released. mike inouye is tracking a couple of different problems. >> all of the b.a.r.t. lines out

of west oakland, there's some police activity and some sort of medical emergency so pretty much every train that drives through that area, 10-minute delays systemwide. also a problem in fremont on the union pacific railroad tracks. we do have a train stalled there, which is also stopping traffic, so mission boulevard tied up in the surface street area around stevenson and walnut. prepare to that. meanwhile an earlier crash in oakland has cleared by the coliseum so residual slowing 880 and the bay bridge toll plaza still has metering lights on and still has the backup. back to you. >> that's going to do it for us right now. we'll be back with more news coming up in just 30 minutes.

and i think as long as we do that and don't feel the need to compete with the real world, we're going to be fine. >> when i watch the show, it's clear to me, you love playing frank underwood. why? why did he get under your skin this way? >> i keep learning things about him. and he keeps changing and growing and moving and his need to stay in power, is really remarkable to see how he maneuvers everyone around him. and he's like a great chess master. about 17 moves ahead of everybody. >> and at the moment, as we catch up with him in the season, and the season picks up shortly after the last one ended off, desperate, is that kind of a good way to describe the state of affairs for him? is he always a bit desperate? >> i don't think frank underwood gets desperate. he just gets even. >> and by the way, he's about -- he and his wife are trying to, perhaps, bring the country to war. and for the reason of -- >> well, because there is a notion in politics, world politics, history of politics,

==topvo== authorities on the peninsula are investigating a deadly police good wednesday morning, and 9:26. i'm sam brock. an updated story we've been following all morning for you. police still investigating this deadly police shooting in san francisco say involved a man with a rifle. it happened around midnight in south san francisco on court place not far from king drive and skyline boulevard. police had received several 911 calls from neighbors there. officers say when they arrived, they found a man standing in the middle of the street way shith shotgun. after telling the man to drop his weapon repeatedly, police say he refused, and that's led them to fire their weapons, killing the suspect. his identity has not yet been released. some passengers arriving

early this morning at sfo. what a long 12 hours it was following a major scare last night as their plane prepared to leave newark, new jersey. that's when someone noticed one of the engines was on fire after the plane was taxiing, waiting to take off. after passengers got here onto another plane, they talked about the chaos as emergency chutes were deployed and everybody had to evacuate onto the tarmac. the fire ended up shutting down newark airport for about two hours. back here the cooldown continues in the bay area. we'll have a look at your weather and traffic right after this break.

we have some tips now. obi, you're up first. >> first tip is do some type of physical activity. walking to the grocery store. if you don't have time to get a decent workout, get some basic knee lifts that works the core. you can do that. >> lunges for ten seconds. it's better to do something as opposed to nothing. >> park the car a little further away. >> start small. >> right? >> it's okay. >> second goal is write down your fitness goals on a piece of paper to make yourself accountable. when you see what you're doing, what your goals are, you're going to hold yourself accountable to that. that visual thing is so important. number three, if you have time to brush your teeth and take a shower, you have time to workout. look at exercise as your hygi e hygiene. it's your daily hygiene. if you look at it that way, it will make it easier for you to put 15 to 20 minutes.

>> i do squats while i brush my teeth. >> or watching our show, get up and squat with us. >> that didn't sound right. >> okay. joy, what are some diet tips? we all want to look great in a bikini, help us. including al. >> while i love long-term goals, we have ambitious long-term goals, we have to make weekly short-term goals. you want them to be concrete and tangible. each week when you accomplish something, it's a high-five or a pat on the back. that stokes our motivation to keep going and get to the long-term goal. and those short-term weekly goals can be a number goal. this week, i want to lose one pound. or even better yet, can be an action goal. this week, i'm going to try two, new healthy press byes for dinner. this week, brown bag my lunch. my second tip would be to weigh in, twice a week. that's going to let you know where exactly you stand.

and i would say, you want to weigh in on mondays because that's right after the weekend. and if you know that you're stepping on that scale monday morning, it will keep you on the straight and narrow saturday and sunday. and i like the idea of a thursday weigh-in. that's going into the weekend. so, monday and thursday. and my last tip would be, to forgive your slip-ups. we're all human. everybody is going to sort of fall off the wagon from time-to-time. but nobody gains weight from one piece of cake or a slice of pizza. it's when you let that one-off thing turn into a whole-hog binge. you fall off the wagon, shake it off and forge forward. get right back on the plan. >> sometimes i feel like if you're allowed one cheat thing a week, a cupcake. obi, you have one more move you're going to show us to take us away? >> we did lunges. we can do lunges again. just step forward. all right. this is going to work the quads. >> there's something about jumping? >> we can do jumping. ski jumps.
