let's give you a live look outside right now. gray skies but a bit of a warmup. not quite as warm as yesterday. we'll get to that in a moment. thanks for waking up with us this sunday. i'm vicky nguyen. we'll get a check of the microclimate forecast with vianey arana. a good day to be outside. cooler temperatures. >> as expected. we have been mentioning a lot of these overcast skies. we're still seeing this yet again on this sunday morning, although we do have slow building fog, and it's not as dense as it's been the past couple days along the peninsula. 50 degrees now. overcast and still seeing a few low clouds for the south bay. 57 degrees. tri-valley at 54 degrees and san

francisco at 52 degrees. but we're expecting to see some of this fog kind of break apart throughout the late morning portion of the day, and what that's going to do is that's going to give us a chance to see a little sun. yesterday, we had overcast skies and we eventually saw the sun. today, we'll see less sun along the coast, but inland areas do have a chance to see more sunshine and also to see a bit more of a warmup in inland areas. maybe even some 80s in some spots. i'll have a closer look at exactly what you can expect as you head out today and also into memorial day monday coming up at about 7:16. you'll want to stick around for this one. >> great, thank you. >> we begin with a story we first broke on twitter this morning. a south bay man has died after a confrontation with a police officer. san jose police say they were called to a disturbance just after midnight involving a tenant at an apartment building on east st. john street in the city's downtown area, that's less than a block from city hall. witnesses say the man was shot after officers shotted warnings

for him to stop several times. the man was tyaken to a nearby hospital where he later died. >> a splashy opening but for all the wrong reasons at an east bay water park. two slides had to be shut down after a 10-year-old boy flew off a slide near the bottom and landed on the concrete. the boy is okay, but the whole thing was caught on video. this happened yesterday at the wave, dublin's new aquatic park. this shot from a photographer from the east bay times covering the grand opening. there you see the boy jetting down the slide and he flies over the edge of the green tube. the 10-year-old suffered some minor scrapes. he was not taken to the hospital. >> we checked him out fully and he was, you know, talking to us and laughing and smiling, and was in good spirits. >> park officials say the green slide will remain closed until they can figure out how to prevent this from happening again. this is not the first controversy for the $43 million aquatic park.

it's been under scrutiny from the start because construction began during the drought. >> the coast guard continues to search for a missing boater east of the antioch bridge. the search started about 6:40 yesterday evening. crews are looking for a man in his 50s to jumped off the boat to retrieve a hat he dropped in the water. >> firefighters are praising a hayward teen this weekend who saved his little brother from a fire. this is patella funel. he was in his room on the home's second floor when the fire broke out on friday night. he jumped out of his window and landed on the grass and then climbed back into another window and helped pull his 13-year-old brother to safety. the family says that teen has autism. hao was confused and didn't want to leave his room. the younger brother was treated for smoke inhalation. the cause of that fire is still under investigation. more controversy this morning involving an east bay high school. the parents of a teenage girl allegedly videotaped while she was using a san rumome valley

fust brought you back in march. a federal judge ordering the albany unified school district to not further discipline four students involved in a social media controversy. the students posted images targeting black students and a black staff member on social media. four students who either liked or commented on the posts were suspended. now a judge is blocking another further punishment saying the suspensions raised concerned about thir first amendment rights. one of the students was set to face an expulsion hearing next month. >> friday evening when the boat hit a rock. the fresno county sheriff's office said the couple was found

on a shore. 71-year-old bonnie died at the scene. sfathd-year-old donald is in stable condition. they were avid boaters. a spokesperson said their relationship with their son was very close. >> we're getting our first look at the man accused of carrying out the deadly manchester attack. this is an image of salman abedi taken on the night of the bombing. he's carrying a backpack with the device that killed 22 people and hurt 119 others. investigators are trying to figure out what he was doing in the days leading up to the concert. abedi returned from england from libya on may 18th. >> concluded or continuing as far as the northwest of the country. and we're getting a greater

as southern rock. their hits included rambling man, blue sky, and whipping post. petaluma resident mark mcgee toured with him for 11 years. he said he loved the musician and inman. >>ane nutshell, he was a really, really sweet soul. he was pretty quiet sometimes. he was very reflective. sometimes you could tell he had a lot on his head. >> allman married several times including a brief marge with cher. he leaves behind his wife shannon, three children and three grandchildren. he battled substance abuns for many years. he died of liver cancer complications in his home in georgia. allman was 69. >> take a look at this video. marine biologists conducted a necropsy to figure out what killed an endangered blue whale. biologists say it appears a boat

graduation ceremony. thousands of students received their diplomas yesterday at san jose state. the class of 2017 is the largest graduating class in the school's history, with nearly 10,000 graduates in all. award-winning tv news journalist and class of 1970 grad isabel durant was the speaker. she received an emmy for her coverage of the patty hurst kidnapping. what a beautiful day it was out there for those graduates. and i read a survey that said class of 2017 grads are set to make more money than ever in history. >> wow. >> so good luck to those guys going out. >> off to a good start already. >> finding their purpose. >> lets i was hanging out in downtown san jose and i saw everybody with their caps and gowns. congratulations, guys. if you're going to be out celebrating today, whether it's your graduation or you're remembering our fallen heroes, it's a good day for that, but you may notice it's chillier along the coastline. look at this gorgeous shot over

looking kirkwood. lake tahoe absolutely beautiful. no clouds in sight, but we are seeing clouds at least in the bay area. we're also waking up to some 50s. right now, 50 in the peninsula. we are starting to see some of that patchy fog, but it's not as dense. it's expected to clear out by midmorning. tri-valley at 54 degrees. south bay, 57 degrees. and out in san francisco, i promise you there's a san francisco camera back there. that's not all the fog out there. we are expecting an hour-by-hour outlook does show the fog to clear out by about 3:00. we'll start seeing breaks of sunshine. and we could see a little bit of some of the morning drizzle along the coast, but then if we fast forward just a look ahead through monday, memorial day, we do have slightly cooler temps and breezier conditions, and also a chance of seeing some of that early morning drizzle, but not rain. just a little bit of that fog will start building in more though by tuesday and as we head into tuesday, we're expecting to see a bit of a trap coming in.

what that's going to do, that's going to pull down not just the coastal areas but also the inland areas as well. today we're actually seeing the inland areas warming up. that's due to the high pressure building in. we're expecting a high of 80 in livermore. san jose, a high of 76. and along the coastline, it's going to stick to the 50s and 60s with those overcast skies. not as clear as it was yesterday. now, if you're heading over to bottle rock in napa valley, expect nice conditions as well. for today, might get early morning drizzle and it's because of the fog, but then by about 12:00, we start noticing some clearing skies, especially for inland areas. 73 degrees. by 3:00, mild sunshine, and then we start seeing a little bit of a breeze from the west-southwest coming in lightly at about 5 and 15 miles per hour, by 7:00, we start noticing the wind picking up just a bit, especially along the coast. we start noticing the wind picking up, we are going to see that continue into monday.

as we head into monday, memorial day, here's a look at what we can expect. patchy low clouds yet again. the past couple days we really have seen this marine layer bringing in the overcast skies. 58 degrees for inland areas to start off. we do start off with warmer temps as we head into tomorrow because of the high pressure. now, 68 degrees by 12:00. we haven't even hit the upper 60s this weekend. we have been finally cooler and we're going to stay cooling today for the coast. 72 degrees for inland areas, clearing skies. as we head to about 3:00, we keep the coastal clouds in the forecast with westerly winds coming at about 10 and possibly even 20 miles per hour. by 7:00, it does start turning a little windier, and then we start cooling right back down into the lower 60s and 70s. now, just a quick reminder if you're heading to the beach, remember to stay hydrated. wear a lot of sunscreen and look out for rip currents. always stay on the lookout and swim parallel if you get caught in one. over the next seven days, 64 degrees as we head into monday. that's because the ridge of high

an antioch family is grateful for a police officer who responded to a burglary at their home. and it's not just because he returned what was stolen from their 12-year-old daughter who has disabilities. today in the bay's garvin thomas brings us the story in this morning's bay area proud. >> the smile on charlotte's face should be familiar to anyone who has ever watched a kid enjoy the freedom that comes from riding on two wheels. the only thing different about

charlotte's smile is that she requires three wheels to make it happen. >> charlotte's journey, you see, has been a bit of an uphill one. diagnosed with bipolar disorder and on the autism spectrum, charlotte even battled a brain tumor last year. it all means she never got the hang of a traditional bicycle, but this specially adapted tricycle, her dad says, was perfect. >> for charlotte, this is great because she can be independent. she can ride with her neighborhood friends, go on bike rides with them. >> it was all great, until it was gone. alreadiy one morning a few weeks ago, the family dog barking alerted them to trouble. someone had scaled a wall and taken charlotte's trike. >> i was heartbroken. that bike was so special. >> antioch police officer dan fascier was the one who got the call. as soon as he learned how the

family had to fund-raise to get the $4,000 to buy the tricycle. >> it tears at your heart. >> this wasn't a typical call anymore. >> i figured if we didn't find it in a day or so, if somebody found out what that was worth, it was probably going to be gone. >> his next shift, he drove around the city, determined to find charlotte's tricycle. asking around, he finally got a tip that led him to a spot a mile away. >> one male had a bike that matched the description of charlotte's bike. the bike was soon returned, but what dan didn't know at the time is that wasn't the only good deed he had done. perhaps not even the most important. >> pretty special. >> episodes in the past due to charlotte's bipolar disorder had ended up with the police being called. charlotte did not feel comfortable in their presence ever since. >> i thank you for helping me find my bike. >> you're very welcome.

microclimate forecast with vianey arana. dpoom it you. >> good morning to you as well. >> we're looking at some, not as hot as last weekend. >> not for the coast and not inland. no upper 80s and 90s. just upper 70s and maybe some 80s. it will be just right. >> comfortable temperatures. >> that's a good word for it, comfortable temperatures definitely. outer sunset, you can see we're enjoying some of those hazy skies. we have in the past couple days, which has had people kind of concerned it might rain, but have no fear, you might catch a little drizzle along the coast, but no rain is expected. 54 degrees right now for outer sunset, then current temps everywhere else, if you notice, 50s all along the coast, and they're going to warm up to the upper 50s, but 57 degrees right now in san jose. and san jose will be climbing into upper 70s, but taking a live look right now at the doppler radar and the fog. we can see it is starting to build in, getting denser. it was patchy early on. we're expecting for this fog to start breaking apart throughout

the search started about 6:40 yesterday evening. crews are looking for a man in his 50s who jumped off a boat to retrieve a hat that he dropped in the water. oregon police have identified two people stabbed and killed on a train by a man they say was screaming hate speech. the attack happened in portland friday. witnesses say 53-year-old ricky best and 23-year-old telisant tried calming a man who was yelling insults at two women. one of them a muslim wearing a hijab. police say jeremy joseph christian attacked the men. they later died from stab wounds. police captured christian after he ran to a neighborhood near the hollywood transit center. president trump is back home after spending more than a week overseas on his first international trip. mr. trump was in italy yesterday for the final meetings of the g7 summit. he did not renew the united states' commitment to the paris accords on fighting climate

nbc bay area responds. let's bring in our consumer investigator chris chmura. >> the company says it's holding up its end of the bargain. but the consumers who contacted us say the matchmaker charged them high fees in return for specialized service which they say they never got. online dating is popular. but it hasn't worked for maria payne. >> it's been very difficult. >> so an ad for silicon valley matchmakers caught her eye. the company touted itself as a personal and local dating service. she liked that. more important, the success stories she heard during orientation. >> they linked up so many people, so many success stories. they showed me a few of them. you know, people that have gotten married through the site. >> maria bought in. she paid nearly $8,000 up front for 16 months of match making. but frustrations soon kicked in. maria says it turns out the service wasn't personal or local. she said she worked with multiple matchmakers by phone from a sacramento office.

she says the matches they made were terrible fits. >> i'm not being picky. same mistakes over and over again. it's like, are you listening to what i'm saying to you? have you looked at my profile. >> maria's membership is about to expire. her nearly $8,000 fee bought her four bad dates. >> this is our lives and they're just taking advantage of that. i feel like i have been taken advantage of. >> kim williams has a similar story, only she signed up with east bay matchmakers. she also bought into promises of a personal and local service, plus a surplus of available men. >> the reply was more than you could date. >> kim signed a $3,000 contract for six months of local match making. it's now up. she says she also had four dates, set up over the phone by people more than 100 miles away. >> ultimately, what it is is, you know, very little service for a lot of money. like i have been totally taken advantage of. taken to the cleaners. >> kim and maria went to

different bay area offices, but they were dealing with the same company. it operates at least four bay area match making companies. plus, more than a dozen around the country. all from its headquarters in oklahoma. its vice president of operations flew here to address consumers' concerns. >> one of the complaints you get over and over again is that they were promised some different schedule of matchmaking than what they were sdpaesh. >> he's right. singles sign this contract that promises a match making membership for a period of time. it says the company does not guarantee a specific number of introductions, does not guarantee any specific outcome and cannot make a satisfaction guarantee. >> i deal with professional, intelligent, articulate people. they're smart enough to understand the agreement they're entering into. >> yet more than ten clients came to us with complaints. carol says that doesn't alarm him. he says more than 6,000 bay area singles have signed up over the past five years.

and happy clients send letters every wiig. >> we get invitations to weddings and wedding videos and cards and thank yous. >> when we asked to meet one of those couples, the company introduced us to frank from san rafael. >> when i walked out of there the first day, like what am i doing? i can't believe i spent all this money? >> frank tells us he paid $4100 for match making that worked. a matchmaker in sacramento paired him with the woman who is now his fiancee. >> we're happy, engaged, living the dream. >> that's the dream maria, kim, and others feel they were sold. with testimonials like this on the matchmaker's website and pictures of happy couples like these on the owner's facebook page. but this testimonial from blake thanking silicon valley mat matchmakers for introducing him to his soul mate also appears on east bay matchmakers and one in nevada where blake praises las vegas matchmakers for introdu introducing him to his soul

mate, christy. a quick search reveals they're stock photos. carol acknowledges they aren't clients. he said there's a privacy concern. >> people aren't typically real keen about putting their pictures up and stating, hey, we used a match making service. >> he insists all testimonials are real, including the success stories the sales people share with potential clients in these local offices where they sign the contracts. >> i think you're buying something sight unseen, and you're paying a lot of money for this. >> santa clara university law professor anna hahn reviewed the contract and called it one sided. she said multiple singles fee they were lured in by false promises, they could file a class action lawsuit. >> if people are induced into signing a contract with fraudulent promises, they do have a claim. they can basically claim they were asked to sign something under false pretenses, they were promised things. >> but singles like kim, maria, and others we talked to want something else.

presented his first federal budget to congress for the 2018 fiscal year, when begins october 1st. the $4.1 trillion document proposes massive increases in defense spending, dramatic decreases in domestic spending, and sizable tax cuts for wealthy people. what does it mean for california? larry gerston here to sort is out. let's talk about how important this budget is and what stands out in the details now that you're seeing them. >> it's very important because this document is not only about dollars, but it's also about value. key political values in this country. but let's bear in mind that what the president proposes is not likely to be what congress appropriates. it's a proposed budget for congress to consider the most obvious element lies with the extensive proposed changes however. the $4.1 trillion budget is slightly more than the current

fiscal year, but it radically, and i mean radically reallocates the dollars collected and spent. if passed, this budget would overhaul government by reducing various domestic spending programs and dramatically increasing defense spending. all together, the president expect this and subsequent budgets to save $3.6 trillion over the next decade. those savings the president believes will allow for a sizable tax cut, which is the other side of that issue. >> that is the big picture. let's talk about the impact here in california. let's start with medicaid. the president proposed reducing spending by $610 billion over the next ten years. that's on top of $800 billion in cuts if congress approves the house version of the american health care act. why is that important? because one third of the state,

13 million californians, mostly children and disabled, older poor people, receive those benefits. another area is public education. this year, california received $4 billion in aid for public education. the president's budget would slice $400 million off that amount next year. that's 10 persh, and more in successive years. a third critical area is the cal works program. what does that do? it provides financial support, child care, job searches, thing like that, and support for low income individuals. the state would lose $370 million in federal assistance for this program. you put this together, additional cuts, for example, or elimination, would also include food stamps, the children's health insurance program, and social security disability insurance, which protects, get this, nearly 7,000 californians. >> those are significant cuts to

major, what we consider social welfare programs. we also heard about major tax cuts. it sort of makes sense. is that where we're seeing the money come from? >> that's the other side of the equation we need to know more about. now, because of the anticipated savings in the programs we just listed, president trump believes tax cuts will be possible. that without adding to the budget. he proposes lower tax rates of 10%, 25%, and 35% depending on the individual's income, of course. these three brackets represent a change from the seven brackets we currently have with a high percentage of 39.5% for the wealthiest of americans. estimates are the wealth 1% of americans would accrue half of the tax cut benefits. the president also proposes to reduce corporate taxes for a maximum of 35% to 15%. now, combined, the treasury predicts a whopping tax relief of $6 trillion, $6 trillion over

the next decade, which he says would be offset by more federal revenues from higher economic growth. big changes there. >> we'll see how that plays out when it comes to doing the math. what do you think this budget proposal tells you about what goes beyond dollars and cents when it come to the administration. >> you hit the nail on the head. it centers on values, political values. if you believe the government should be an active partner, particularly with those at the bottom end of the financial spectrum, well, the trump budget proposals are just unacceptable. if you believe that government should be less involved and that taxpayers should hold on to more of the money they earn, then the trump budget and tax plans are winners. so here's the rub here. california has disproportionate numbers of wealthy people and impoverished.

fog building in along the coastline, right now using our doppler radar, we can see some of that, especially over san francisco, and that's what's going to keep us nice and overcast. at least for the next couple hours until we eventually clear out, and that's going to be into the later part of the morning because by about 3:30, we'll keep a little cloud cover along the coast and this is going to keep the coast nice and cool. expect to see the chance for some morning drizzle, at least until about 9:00 or 10:00 a.m., and then as we head into memorial day, we're going to keep slightly cooler conditions along with breezy conditions as well, mainly for the coast, though. we'll see the overcast skies early on monday morning and then it will start clearing out through monday night into tuesday. that's because we have this ridge of high pressure sitting over california. that's going to start moving. as that moves east, we're going to see this weak trough that can bring the chance of some slight showers. today's forecast is going to be absolutely beautiful for inland areas. we're going to warm up just a bit. san jose climbing to about 76

degrees. morgan hill will be possibly hitting the 80s at about 80 degrees. as we head over to the east bay, we're also noticing an increase in temps as well. 79 degrees for danville. walnut creek, 79. antioch, 82. definitely inland areas will be warming up. along the coast, not so much for a warmup. 60 out of daly city, and in san francisco, also expect to see upper 50s and 60s, so not a major change from the temps we saw yesterday. very similar with the exception of some warmups in inland areas. napa expecting to see a high of 79. sonoma, 78. santa rosa also in the 70s. a quick check of your pollen report, we had a great pollen report all weekend long. trees have been moderate and everything else, weeds, grass, and mold, have been low. i hope that's giving you a better chance of hanging out outside with family and friends. monday, memorial day, a quick check of what you can expect by about 9:00 a.m., we'll still see

the patchy clouds. also, southwesterly winds coming in between 15 and possibly maybe gustier conditions along the coast by about 12:00, looking at 72 degree inland. and by about 12:00, 68 for the bay. that's all thanks to the high pressure that's going to warm us up by tomorrow. definitely expect to see nicer conditions. by 3:00, 76 degrees. coastal clouds are in the forecast. westerly winds will start picking up between 10 and possibly 20 miles per hour. and then by 7:00 it starts turning breezy even for inland areas. over the next seven days, we have changes as the high pressure begins to trek east. we welcome a weak trough tuesday. that's doing to bring a slight chance, the models are conflicting as far as rain chances go, but more than likely, it will be for the mountain areas. we're not going to put rain in there just yet, but there is a slight chance into wednesday and thursday that we may catch some of the early morning drizzle, but the temps at least will be warmer, into the 70s.
