good being with you this morning. i'm frances rivera. the world waits with bated breath as the president of the united states finally makes his decision on the obama era paris accord perhaps fulfilling a long held campaign pledge. >> we're going to cancel the paris climate agreement. and scrap the $5 trillion obama-clinton climate action plan and the clean power plan. >> overnight the president who referred to climate change as a hoax tweeted saying a decision had been reached and announcement will be made on the non-binding pact that includes every nation in the world and their aim to combat climate change. every nation in the world. every nation except two, nicaragua and syria. tracie potts is following it all. good morning. should we be looking out for surprises from the president today? >> reporter: maybe not. just in the last half hour an administration official said, yes, president trump is going to suggest pulling out of this

deal, but there may be some caveats. this may not be black and white. frankly, experts say it could take years for the u.s. to extract itself from the cleepar climate agreement. president trump's daughter, ivanka, one of his closest advisers, son-in-law jared kushner and others in his administration, secretary of state. on the other side you've got the epa director and steve bannon, his chief strategist against this deal. so there's been a lot of pressure on both sides for the president to make a decision which he says he will announce mid afternoon here. also, what does the american public think about this? two-thirds, 67% in our nbc-"wall street journal" poll say they think something needs to be done, some immediate action or some action on climate change. on the other side, you've got 22 republican senators urging the president to get out of this deal. based on what we're hearing this morning, it looks like that's exactly what he's going to do.

it may not be that easy and we could get some of those details in a few hours. >> 3:00 p.m. eastern. tracie potts, thank you. former fbi director james comey has been cleared for takeoff, permitted to testify before congress on the trump-russia probe, that as hillary clinton addresses the role russian spies played in her doomed presidential campaign for the very first time, alluding to possible collusion by trump staffers. nbc's andrea mitchell has more. >> reporter: james comey has the green light to testify to congress as early as next week. nbc news previously reported that comey told friends he felt pressured to back off from the investigation. this as the house intelligence committee approved seven subpoenas, four for former national security adviser michael flynn, trump lawyer michael cohn and their businesses on the russia probe and three for classified reports related to whether former obama officials susan rice, samantha

power and john brennan improperly accessed the identity of trump associates in intelligence reports. rice strongly denied it to us. >> did you leak the name of mike flynn? >> i leaked nothing to nobody and never would. >> reporter: hillary clinton blasted russian spies for hacking her campaign manager's e-mails, then working with american political operatives she said to target her campaign with false messages on the internet. >> the russians in my opinion and based on the intel and counterintel people i talked to, could not have known how best to weaponize that information unless they had been guided. and here's -- >> by americans. >> guided by americans. >> who did she say created those messages? top campaign fund-raisers and the president's son-in-law. >> they came to jared kushner and basically said we will marry our operation, we will marry

drink tonight? >> i have not. >> are you sure? 100%. >> have you taken illegal drugs? >> no. >> okay. have you taken medication? >> yes. >> the officer then conducted a field sobriety test on woods. >> w, x, y and z. >> sir, what i want you to do is place your hands behind your back. okay. >> law enforcement released pictures of woods' mercedes at the scene. it's a flat tire with a gash down to the rim. police conducted two breathalyzer tests which registered a 0.0 reading indicating woods was not under the influence of alcohol. woods claimed that he was affected by an unexpected reaction to prescribed medications. new this morning, drama on a malaysia flight from melbourne, australia to kuala lumpur.

a passenger had to be forcibly removed from the plane after he allegedly tried to enter the cockpit with a black object. passenger and crew tackled the man and tied him with seatbelts until they returned to melbourne. >> he ran toward the front of the plane and tried getting in the cockpit. >> i think he is raging lunatic and the thing he had was a boom box. >> the 25-year-old man was taken into custody. police say the incident was not terror related. a pennsylvania emergency room doctor was found with an assault weapon and ammo in his car outside the trump hotel in washington, d.c. early wednesday police and secret service agents arrested him shortly after getting a tip that the man with weapons had checked into the hotel. >> i believe that the officers and our federal partners and in particular the tipster coming forward averted a potential disaster here in our nation's capital. >> it remains unclear what he was up to. he has given conflicting

information why he came. the secret service said he posed no threat to anybody under their protection. he was arrested for possessing unregistered firearms and is expected to be charged today. to the growing backlash over the shocking viral photo of comedian kathy griffin holding up a mocked-up bloodied image of president trump. she has apologized, it's cost her a high profile job. a warning here for you. these images are graphic. here is nbc's stephanie gosk. >> i went too far i made a mistake and i was wrong. >> apology hours after the images went viral. kathy griffin holding a bloodied likeness of president donald trump's head. >> the image is too disturbing. i understand how it offends people. >> it was not enough for the president tweeting kathy griffin should be ashamed of herself. my children especially my 11-year-old son baron are having a hard time with this. sick. the first lady followed.

as a mother, a wife and a human being, that photo is very disturbing. it makes you wonder about the mental health of the person who did it. >> this is fake blood. >> reporter: the 56-year-old joked during the photo shoot about the possible reaction from law enforcement. >> we'll go to prison, federal prison. >> reporter: not a joke who looks into any possible threat to the president. people weren't laughing on line either calling it disgusting, repugnant, shocking. chelsea clinton tweeted this is vile and wrong. it is never funny to joke about killing a president. >> you don't know what you're talking about. >> reporter: cnn announced griffin would not host the new year's eve live show. a job she has done for a decade. franken not ready to cancel an appearance in july. >> she did make a very heartfelt apology, i think she was thinking she was making some artistic statement, but that image has no place in our political dialogue.

>> reporter: at a time of deep political divisions, a rare agreement over what defines bad taste. stephanie gosk, nbc news, new york. road crews in denver working through the night to repair damage caused by this tanker fire on interstate 25. officials say the fuel truck blew a tire and crashed into the median sparking the blaze. the video shows a driver here, watch, jumping out of the tanker after the accident. he was taken to the hospital with injuries but he is expected to recover. the fire shut down both sides of the highway for hours. the northbound side is still closed this morning. now to nbc meteorologist bill karins who is here with cool, wet weather for the northeast, breaking a stretch of awesome weather. >> i know. it was so nice for about the second half of may. you wake up this morning and there's a lot of clouds and showers. it's not pouring even rain through northern idaho and into montana, too. it's really just clouds locked in here. if we're lucky, maybe we'll get

>> enlisting a help of a couple members of nbc. "the washington post" out with a report alleging the trump white house is looking to give russia back its compounds in maryland and new york. russian officials were ousted from those compounds by the obama administration in late december in a direct response to moscow's interference in the 2016 election. it isn't clear what the u.s. would get in return for the move. and while the state department says the u.s. and russia have reached no agreements, the post report comes a week after the official twitter account of the russian embassy demanded two compounds be returned, quote, asap, other wise they threatened we'll have to take counter measures. 80 people are dead and 465 injured, the toll in the deadly suicide bombing in kabul, one of the worst in the city. the blast happened during the morning rush hour on wednesday in a highly secure area of the city near several embassies.

breaking overnight. the search is on for those missing in southern wisconsin after a local disaster struck cambria. an explosion rocked a cornmeal plant. this is how it played out as emergency personnel raced to the scene. >> the main part of the building has exploded. there's physical flames. it's dark. >> we have a large explosion, visible, flames, several people unaccounted for. >> reassessment, now missing four males. >> here was the village president's own reaction to the disaster shortly after the explosion. >> at this time we don't have any information about the number
