"early today" starts right now. >> good to be with you on this friday morning. i'm frances rivera. breaking overnight president trump's travel ban could be heading to the supreme court. before midnight east coast time the news broke that the white house is looking for permission to immediately enforce their executive powers on preventing travel from six muslim countries. nbc's tracie potts is in the capital. where do we go from here? >> reporter: we go straight to the supreme court which is exactly where president trump said he was going to take this when the lower courts turned down his initial travel ban and his revised travel ban. bans traveling to the united states for people from six mostly muslim countries. that was the issue. the courts have said because of what the president said during the campaign about banning muslims, they believe this travel ban is unconstitutional

because it is religious discrimination. what the justice department late last night asked the court to do was two things. they want to see this travel ban in place while the legal issues are being worked out. they want it fast-tracked. they don't want to wait until october or the next term to consider this. so possibly they can hear it and maybe decide by june. reaction from the aclu, from washington state this morning that filed one of the initial suits saying they think the supreme court will follow suit with other federal judges so far and say this is unconstitutional. the president, of course, says it's a matter of national security. frances. >> tracie, thank you. massive global reaction to president trump's call for america to quit the paris climate agreement. major landmarks showered in green there in new york, one world trade center shine across

the night sky. look at boston, the mayor in paris the global climate change accord was first agreed to. nbc's kristen welker has more on the dealmaker-in-chief's announcement. >> reporter: with the eyes of the world on the rose garden president trump made it official. >> the united states will withdraw from the paris climate accord. >> reporter: the agreement is a pledge by nearly 200 countries to reduce greenhouse gas emissions, the president vowing he can get a better deal. >> so we're getting out. but we will start to negotiate and we will see if we can make a deal that's fair. >> reporter: casting it as a campaign promise kept the move will lift regulation and save jobs, but the controversial decision also underscoring how much influence the nationalists in the west wing like steve bannon still have, bannon arguing for the president to pull out while daughter ivanka and son-in-law jared kushner were pushing the president to stay put.

today, that america first message was on full display. >> i was elected to represent the citizens of pittsburgh, not paris. >> reporter: the mayor of pittsburgh isn't on board tweeting i can assure you that we will follow the guidelines of in a joint statement italy, france and germany criticized president trump. the president of france saying the deal cannot be renegotiated, goading the president. >> we all share the same responsibility. make our planet great again. >> reporter: the u.s. helped craft the accord that includes nearly every other nation on earth, except syria and nicaragua. opponents also arguing backing out of the deal could put america last. >> it's an extraordinary abdication of american leadership, a shameful moment for the united states. >> we don't have a place at that table. that's going to reverberate.

>> reporter: there was also a bitter backlash from many in the business community. tesla ceo saying he's pulling out of the president's advisory council. close to 40 republican lawmakers applauded the president calling it great news for the economy. >> we have a president who is doing what he said he would do, he's doing what's in the best interest of the united states. >> officially with withdrawing could take nearly four years after the next election. and with european leaders insisting the deal cannot be renegotiated prospects for a new accord looks nearly impossible at this moment. but that hasn't stopped e.p.a. head scott pruitt from shifting focus from curbing greenhouse gases. reuters reports while he attended the announcement his agency sent a memo to employees about plans for a buy-up program to reduce environmental protection staff. reaction has been swift. nbc's matt bradley has more from london. good morning.

>> good morning. opinions on global leaders and international organizations have been resolutely clear in rejecting president trump's decision to withdraw from the paris climate accord. in a word disappointment was most often used but some went further, noting as my colleague kristin said that the u.s. was now in the company of only two other countries, nicaragua and syria, in rejecting the pact. some like mary robinson, a former u.n. envoy on climate change said trum's decision renders the u.s. as a rogue nation on the international stage. global leaders seemed most alarmed by president trump's offer to exit the paris agreement and then re-enter under renegotiated terms. france, italy and germany released a joint statement calling the 2015 accord irreversible. emmanuel macron was at the head of the in that case criticizing this. and he said in my colleague kristen's package, mentioned he wanted to make the globe great

again, turning the president's favorite phrase on its head. when we look at engaging this global reaction, all eyes have still been on china. china is a major polluter who in the past has shown a real resistance to any climate change rules. but just yesterday, the prime minister of china was in brussels recommitting china and the european union to the paris accord while committing new money to helping poor nations reach emissions restrictions. it's clear the chinese have seen in the climate change issue a rare opportunity to assert global leadership just as the united states cedes it. >> matt bradley, thank you. developing overnight, at least 36 people killed in the philippines after a gunman began shooting and set fires at resorts world manila. police don't believe this is terror related. both guests and employees among

the casualties. national police released these images believed to be the gunman. he was found dead of apparent suicide and has not been identified. janis mackey frayer joining us. any indication of a possible motive? >> reporter: police are saying it was a robbery, that the suspect walked into the casino, stole gambling chips, shot at a television, took a bottle of fuel from his backpack, poured it on the tables and lit them on fire. this of course caused panic in the casino and the adjoining hotel. people thought it was under attack by militants, so it triggered a stampede. that's how people were injured. there were people jumping from second floor balconies. police are emphasizing this is not a terrorist-related attack. they're saying the gunman did not shoot at anybody and he did not appear to want to kill anybody. but it was hours after authorities had declared the

incident that they made this terrible discovery of dozens of bodies, guests and hotel workers in the chaos were trying to find a place to lock down, to take cover because they believed the hotel and casino were being stormed by militants. there's still some confusion, a few contradictions in this as well. manila police being very firm in saying this was not a terrorist attack. >> so tragic with all the lives lost, thank you. a tornado captured as it formed from the ground and churns in the sky. the sight in mexico's northern chihuahua state was shared by the emergency services. and how about this. yes. it doesn't look like it. you have skiers and snowboarders at vermont's killington resort. the best part it's all free.

this weekend forecast is going do have a summer feel to it. the jet stream retreated back into canada, giving us a nice pattern from the west through the middle of the country. vegas at 98. 80s, even 90s in south dakota. the real heat will be in the desert southwest where we'll get up to about 105 to 107, 106 by the time we get to saturday. frances, summer is on. head to the beach, the pool. >> also the golf course. when it comes to golfing in the east coast, seems like people aren't flocking to president trump's new york city luxury golf course. the trump's golf links at ferry point in the bronx saw a 12%
