fahrenheit over the next few decades. nbc bay area political analyst larry gerston joins us to help explain, why did the president do this, and a lot of people are wondering if it's because he denies climate change. >> this is lot trickier than people believe. many see trump's move as that slap in the face to climate change proponents, but he's been inconsistent on that topic for years. his decision here really has a deeper meaning. when he ran for the presidency, candidate trump criticized president obama for including the united states in all sorts of international agreements such as nafta, nato all these agreements trump argued left the united states at the whims of other nations. by taking the u.s. out of the paris accord the president hopes to make america great again by putting america first. so the implication here is that
7:48 am
other nations should worry about their problems we'll worry about ours. there's really what's behind all this. >> i see, so is that really such a bad idea ine putting our country first? >> it depends on how you look at it, the old story. trump supporters view the paris accord decision as a long overdue move for the united states to take control of its own destiny without worrying about anyone else. trump opponents oerts, believe some problems such as climate change go well beyond national boundaries and could only be solved by nations cooperating for the good of the planet. ironically, the president removed united states involvement despite the request of 300 of the nation's largest companies including oil, manufacturing, aerospace, all these guys to stay in. so when you look at it this way, it really gets down to the basic fundamental core values. >> but didn't he have -- the president have to get
7:49 am
congressional permission in order for the u.s. to? >> that's a common belief. no, the united states joined the paris accord through president obama signing an executive agreement. that executive agreement allows the united states to engage in a foreign arrangement without congressional approval that comes with treaties. this is quite common. since world war ii 94%, 94% of all u.s. born packs have been done via executive agreement. the other aspect of this by the way, is that the executive agreement signed by one president can be negated by another. which is exactly what president trump has done. no congress involved here. >> interesting. so how will the u.s. leaving affect our relationship with other nations. >> yes, that remains to be seen. we have seen a lot of sparks already from all over the world. supporters of withdraw would argue each nation should do what
7:50 am
it wants on its own for its own interests and our true military and true political alliances aren't going to change because of long-standing relationships opponents of withdrawal see the u.s. abandoning its global leadership role. within 24 hours, a prompt announcement, china and the european union began negotiating their own climate change agreement. leaving the u.s. outside. >> so that, then can the u.s. change it mind if it decides to go back? >> it can. because the agreement doesn't go into for three years. and we can't exit until one year after that. but look let's be honest here. absent unprecedented pressure the president isn't likely to reverse himself because for most americans, matters like the paris climate accord just don't move the excitement needle. they might bring environmentalists and others but not for most americans.
7:51 am
so for the foreseeable future the u.s. is likely to go it alone on climate change. a lot to be seen here. >> a lot remains to be seen, about three years 93. we'll start the countdown clock. thank you for joining us on this sunday morning. we'll be right back.
