near university, there you go, you see chp there chasing a report of what's a wrong-way driver on that southbound side. i'm going to track that very closely. we'll bring you the latest coming up. it is 5:43 right now. it turns out that plate tectonics may not be the only thing triggering california's earthquakes. a new study by uc berkeley researchers suggest that snow and rain in the winter months may actually act as weights on california's mountains. then when the state dries out in the summer months, it may lead to the earth's crust rebounding, causing a seasonal uptick in small quakes. maybe there is some truth to that term earthquake weather after all. 5:43 right now on your friday morning. doctors say that the american who was freed this week from north korea is in a state of unresponsive wakefulness. that's the term that they have used. he's shown no signs of understanding verbal commands. otto warmbier is in a cincinnati hospital. he arrived in a coma. north korea said it was a result
5:44 am
of botulism and a sleeping pill. that's the country's claim. yesterday warmbier's father held a news conference wearing the sport coat once won by his son in this video. he cast doubt on north korea's explanation that cincinnati doctors later supported. >> even if you believe their explanation of botulism and a sleeping pill causing the coma, and we don't, there is no excuse for any civilized nation to have kept his condition secret. >> warmbier was sentenced last year to 15 years of hard labor. he was accused of north korea of stealing a propaganda banner. president trump will announce changes to america's brand new cuba policy this morning. >> scott mcgrew, most americans, though, still going to be able to travel to cuba. >> that's right. the president will make that announcement later today. the white house says the policy, the adjustments will make it more difficult for money to go to the cuban military. the u.s. will end the people-to-people reason to visiting but there are other

reasons you can use. last night nbc news announced it had confirmed the same news "the washington post" announced earlier this week, that the president is under investigation for the obstruction of justice. as you well know, because the president says it often, he was not under investigation originally, but then in several statements both public and private, the president made statements that caught the attention of investigators. most specifically his admission to lester holt that he fired jim comey because of the russia investigation. president trump tweeted this morning after seven months of investigations and committee hearings about my collusion with the russians, nobody has been able to show any proof. sad! now, that's a little bit of a misdirection. the latest news is not that the president is being investigated for collusion, he's being investigated for interfering with the investigation of his campaign's collusion. president trump has also
5:46 am
taken several shots at the team investigating, calling them bad people. that's caused some backlash even among republicans. robert mueller is a former fbi director who earned a bronze star in vietnam. "the new york times" reports this morning investigators have told the members of the trump campaign to save documents pertaining to russia and ukraine as well as several people who worked on the campaign, including carter page and paul manafort. vice president mike pence has publicly acknowledged he's hired a public attorney to deal with any legal questions related to the campaign. the lawyer's salary will not be paid with taxpayer funds. amidst all this, you've got the health care bill moving through the senate. few people have actually seen it. republican chuck grassley from iowa has complained he doesn't know what's in it. earlier this week president trump called the house version of this bill mean. that was the same health care bill that president trump invited lawmakers back to the white house rose guard enarden celebrate. we're always interested in what you think of president trump,
