biggest victim in his death. thousands pay tribute to him in an emotional service. johnny depp under fire, and a golden rule of golf broken and you won't believe who is behind the wheel today. >> from nbc news, this is "today" with matt lauer and savanna guthrie we thank you for joining us. as a golfer, i'm gasping over let's get to the battle over the health care bill from senate republicans. >> it keeps the basic structure of the affordable care act, obamacare, that republicans have railed against, but there are sweeping changes. including the elimination of the mandate that required people to buy insurance.

it deepens the cuts to medicaid and it defunds planned parenthood. a vote could come as early as next week but republicans leaders have work to do. president trump is voicing his support, several gop senators say they will oppose the bill as it stands. >> top medical groups are weighing in, finding fault with the plan. the american academy of pediatrics claims certain cuts will hurt children. and the aarp is telling every senator to vote no. >> our political team ready to break it down. we'll also talk with senator rand paul, one of the republicans that's come out against the bill. let's begin with our national correspondent, peter alexander. >> reporter: good morning. the senate health care bill is out, but many aren't buying it, jeopardizing what leaders hoped would be a quick pass of it. a little negotiate is needed but blasting obamacare as a, quote, disaster. jeopardizing what leaders hoped

would be a quick vote to pass it. they are conceding a little negotiation is still needed, but blasting obama care as a disaster. >> president trump giving a grilling. >> some really great people, i have to say, mostly, a couple bad up withones, but that's oka. >> reporter: days after calling the white house health care bill mean, tweeting i'm very supportive of the senate version. after legislative surgery, senate republicans long-awaited obamacare replacement, flat lining. >> the current bill looks like we're keeping large parts of obamacare. >> reporter: four gop senators saying as is, it comes short. mr. trump telling fox news he hopes they'll come around. >> they'll probably get there. we have to see. health care is a very difficult situation.

>> reporter: but the president's party can only afford to lose two votes or it fails. >> i cannot support a bill in a is going to result in tens of millions of people losing their health insurance. >> reporter: so, what's in the bill? while it keeps key republican promises, like ending a mandate to buy insurance and defunding planned parenthood, the senate plan slashes subsidies for low and middle-income americans, turning that into tax cuts for high incomes. as for giving states money to end medicaid, that would begin in 2020 and the cuts would be deeper than the house plan. and opioid addiction, $2 million. just a fraction of what some republicans wanted to cover a growing national crisis. the senate's bill does include protections for those with pre-existing conditions. but no longer mandates states to

cover maternity care,mental held and e.r. visits. earlier on capitol hill -- >> no tax. >> reporter: more than 40 people, some in wheelchairs, arrested and dragged from outside of the office of the republican leader. democrats, defiant. >> these cuts are blood money. people will die. >> reporter: the senate plan even drawing a fierce rebuke from president obama. the senate bill unveiled today is not a health care bill, he wrote on facebook. it's a massive transfer of wealth from middle-class and poor families to the richest people in america. simply put, if there's a chance you might get sick, get old or start a family, this bill will do you harm. to be clear, supporters argue this bill will help fix a failing health care system while lowering insurance and premiums on the market for many americans. despite the president's praise, it does not line up with one of candidate trump's promises that he would not cut medicaid. the senate majority leader, mitch mcconnell, looking for a

vote on this bill next week. let's turn to rand paul who is with us now from washington. senator, good morning to you. >> good morning. >> as we mentioned, you are one of four republicans who oppose this bill because you think it's obamacare-light, it's not going far enough. let me quote the rolling stones for you. you can't always get what you want. if it comes down to this bill or no bill at all, would you rather doing in? >> i don't think the choices are binary. i think the choices are, do they want our votes or don't want our votes? they need two of the four of us, which means the bill has to get better. the current bill keeps the flaw of obamacare. if you can get insurance after you get sick, you will. and without the mandate, that adverse selection, the death spiral, the elevated premiums,

all that's going on gets worse under this bill. what this bill does is it dumps a bunch of taxpayer money into a stabilization fund and says we'll have cheaper insurance if we subsidize it. you could have cheaper cars if you have a stabilization fund for cars or iphones or stabilization. that's not been a republican idea to empty the treasury to lower prices because we have a $500 million deficit already this year. >> the reality is, if you and your conservative colleagues get what you want in this bill, moderates are not going to get what they want. how is mitch mcconnell supposed to navigate that catch-22 in seven days? >> we need to evaluate what we've been before. for six years we have run on repealing obamacare. right now, as the bill stands, the obamacare subsidies that everybody saying that we're going to die.

we have equal subsidies or exceeding obamacare subsidies. it looks like they're keeping it. we have more government subsidies in our bill than obamacare has. our bill may cost more in the first two years than obamacare cost. that's not repeal. >> under this plan that coverage for existing conditions stays. but states have the right to waive many of the essential benefits mandated by the aca, preventative care, maternity care, mental health treatment. you look at that list, isn't that the essence of health care coverage? >> well, here's the problem. and i think president obama had a big heart. and many democrats want to help people. but when you add mandates to insurance, you make it more expensive. my insurance has to include 12 things that are good for me. but what if my insurance costs $10,000 and i can't afford $10,000. i only make $30,000. i just drop out. also because you tell me, if you

get leukemia, you can buy in later. it's this perverse incentives. we have mandates that elevate the costs that people won't buy it and young people won't buy it. but we tell everyone, you can get it after you're sick. that's a terrible situation. that's what is destroying the insurance market. >> you talked about that. you said this republican plan keeps all those subsidies, continues to pour government money into health care. and you have president trump who has promised insurance for everybody. he promised on the campaign, everyone will be beautifully covered. that is a quote. >> i don't disagree with the president. i'm for insurance for everyone. my goal is the least expensive insurance for the most people. you know what does that better than any government program, when supply and demand meet, you get the most goods distributed to the most amount of people.

with the least amount of cost. that's when you have freedom in the marketplace to let prices go up and down. you let the consumer choose based on price. i'll give you an example of where it works, lasik surgery. that's a surgery i did, to help people get rid of their glasses. the price has gone down 75% over 15 years because consumers paid for it and they shop according to price. >> makes sense. pre-obamacare didn't we have a market system? >> not really. >> we didn't have insurance for everybody. >> this is the misunderstanding. a lot of people -- we blamed everything on obamacare. but the system was failing before obamacare. obamacare didn't make it better. i think it got worse. we're keeping fundamentally the problems. we had a fork in the road. before obamacare, the system was failing. insurance rates were going through the roof. under obamacare, it continued. you want the consumer to be connected to the product. when the consumer cares about the price, there's competition, the price comes down. if we have a sufficient belief

in the market system, that has made all -- you know, has given america her greatness, we can make health care great in this country. but you have to embrace freedom and capitalism. >> two seconds. is this going to pass? >> the bill has a chance. but it has to go in the direction of free markets and capitalism and choice. and you have to get rid of the regulations that are causing the prices go up. >> thank you. appreciate it. >> good to see you. thanks. let's bring in chuck todd. good morning to you. >> good morning. >> you heard senator paul's reservations. how is this going to play out over the next seven days? >> look, you have moderates that are not happy with it. you had susan collins there, a moderate for maine. lisa murkowski, moderate from alaska, upset with the coverage. you have the conservative angst here. i think rand paul has set a high bar for his support. and i think mitch mcconnell, the senate majority leader is trying to find a path to enough votes without rand paul.

i don't think this bill is going to get more conservative. if anything, i think it's possible this bill gets more generous on the medicaid front. you're going to have a couple of key governors, ohio, nevada, republican governors who have expanded medicaid, who have republican senators in their states who are on the fence on this. i think that's the path that happens here. but i tell you this -- mitch mcconnell, he's doing this in a week on purpose. it's shock and awe. you get it done in a week or it goes away in a week. >> a lot to watch over the next seven days. chuck, appreciate it. thank you very much. he's going to have much more on the new health care fight this sunday on "meet the press." there's new developments in the russia investigation this morning. the president making some controversial claims in a new interview. this after he acknowledged, no, he did not make secret recordings of his meetings with the former fbi director, james comey. nbc's chief white house correspondent, hallie jackson.

good morning. >> reporter: president trump appears to be questioning the credibility of special counsel robert mueller, accusing him of being too cozy with fired fbi director james comey. that's after republican leaders like paul ryan, say mueller should be allowed to do his job. and all it comes as the president facing a deadline today, is finally putting to rest a tapes mystery more than a month in the making. new this morning president trump raising doubts about special counsel robert mueller in an interview with fox news. >> he's very, very good friends with comey, which is very bothersome. >> reporter: a former intelligence official tells nbc news, mueller is investigating the president or possible obstruction of justice. >> there's been no collusion. no obstruction. and virtually everybody agrees to that. >> reporter: the comments coming after a 41-day drama. the president putting an end to a mystery he created when he implied there may have been tapes of conversations with the fbi he fired.

he says, i did not make or have any such recordings. >> i'm curious why this took so long. >> you asked for an answer. he gave you one. >> reporter: the senate gave until today for the president to talk about recordings of james comey. >> if the president didn't make tapes, why did he hang the idea of tapes over james comey's head? was he trying to intimidate him? >> reporter: the original tweet, may 12th. james comey better hope there's no tapes of our conversations before he starts leaking to the press. comey says when he saw that, he gave his memos, documenting conversations with the president, to a friend, to share publicly. >> i thought, that might prompt the appointment of a special counsel. for now, a he said/he said battle, that tapes could have settled. >> i have seen the tweet about tapes. lordy, i hope there are tapes. >> reporter: and new concerns about what president trump talked about with his director of national intelligence. according to an official

missile over the pacific ocean. tens of millions across the eastern half of the country is facing a day of heavy rain, as the remnants of tropical storm cindy is pushing inland. the massive system has caused problems in the south, widespread flooding. even powerful tornadoes. we're going to get al's forecast in just a moment. let's start with reynolds wolf in fairfield, alabama, this morning. reynolds, good morning. we can see the destruction behind you. >> reporter: as you can see from above, the randomness of the damage. some places is obliterated. in other places, there's bottles in this liquor score. they're in perfect formation. 11,000 people call this community home. it is amazing with this coming through, with the confirmed ef-2 winds, there was no loss of life but four injuries. all this spawned from a tropical system that made landfall hundreds of miles from this spot. this morning, the fast-moving form, what's left of tropical storm cindy is slamming the south.

and still packing a very dangerous punch. through the night, tornado watchings and warnings keeping residents in the atlanta area on-edge. just west of birmingham, alabama, an ef-2 tornado, collapsing walls and blowing away roofs. >> looking 120 miles per hour, ef-2. pretty considerable damage. >> the winds get stronger. >> reporter: residents shaken by close calls. >> i looked up and it was a stock of wood had gone through my windshield of this car. i'm blessed to tell this story. >> reporter: this liquor store was leveled. but the bottles untouched. >> the tornado came down and tore down the walls and left the liquor bottles standing up. that's amazing to me. >> reporter: thousands without power but no serious injuries. cindy unleashing torrential rains, causing flash flooding. wind whipping up the surf, leaving only the heartiest beach goers to brave the waves.

the problem is for the people that call this community home and many others across the south, we have another round of severe weather for parts of tennessee and, yes, back here in the great state of alabama. back to you. >> reynolds, thank you very much. mr. roker, what's left of cindy? where is she headed? >> she's heading east. that's going to interact with another system and that's going to cause the problems. we have remnants of cindy smack-dab in the center of arkansas. alexandria into missouri. we are looking from tupelo to charleston. 11 million people at risk. isolated tornadoes, damaging wind. the remnants of cindy push in strong storms, especially by later this evening, on into parts of pennsylvania, all the way down into atlanta, through saturday. the showers and thunderstorms will linger through the coast. we have flash flood threats from warnings to watches to 800 miles

for 30 million people. and the rainfall amounts through sunday, especially up as you get into the northeast, we're looking at five to seven inches of rain through the mississippi, ohio and tennessee river valleys, as well. that may be causing more flooding as we head into sunday. we're going to get to your local forecast coming up in the next 30 seconds. ♪ ♪ good morning. i'm meteorologist kari hall. we still have a heat advisory in effect for the inland parts of the east way where we will see temperatures anywhere from 85 to

that his confession was improperly obtained. he was sentenced ten years after after being found guilty of helping his ungen kill a wisconsin photographer in 2005. 6,000 employees at a carrier plant bracing for layoffs. after president-elect trump said he would save all jobs at that plant and keep them from going to mexico. now, a union president says once the layoffs are completed this year, just a few hundred jobs will remain at that plant. there's breaking news overnight in the otto warmbier case. north korea is denying that it cruelly treated or tortured the former detainee, who died just days after returning to the united states in a coma. the regime says it is the biggest victim in his death. this all happened just hours after warmbier was laid to rest. nbc's catie beck is in his

hometown in ohio. good morning to you. >> reporter: more than 2,000 people showed up for the funeral of otto wooarmbier. so many came they couldn't go inside. they waited outside and waited for the procession to pass for a last chance to honor their friend. >> he was going to set the world on fire. that's why the loss is so profound. >> reporter: the painful loss of otto warmbier and the bright future he might have had. >> he lived his life to the fullest. >> most optimistic and full-life person i've ever met. >> reporter: his hometown in the heartland, wrapping arms around each other and ribbons around trees. >> you didn't have to have otto in your home to feel like you lost a piece of your family. for warmbier's family, a heartbreaking good-bye to a beloved sun and brother of two. on display at his funeral, his final possessions, his passport and his tan jacket.

the same one he wore at trial in north korea, where he spent 17 months in prison for allegedly stealing a poster. until he arrived home last week in a coma. senator rob portman lobbied north korea in secret meetings to release warmbier. >> north koreans have shown a lam of respect for basic human dignity. >> reporter: three other americans are being held by north korea. their future unknown. >> what happened to otto should not be repeated. and it should not happen again. we are deeply concerned for three american detainees, who are in their custodies. >> reporter: pyongyang freed kenneth bae in 2014 after two years in a prison camp. the korean-american missionary was accused of anti-government acts. >> i believe the trump administration can do more to secure the detainees release of detainees. >> reporter: back in ohio, warmbier's funeral program featuring a poignant quote from

it will be horrible. when was the last time an actor assassinated a president? [ cheers ] now, i want to -- i want to clarify. i'm not an actor. i lie for a living. however, it's been a while. and maybe it's time. >> reporter: it's just over a week since the shooting of the gop baseball practice that left house majority whip steve scalise injured. he's still in the hospital. depp's comments lighting up social media overnight. one tweet, service, are you listening? another, disney, you might want to rethink your relationship with johnny depp. it was just last month, another hollywood celebrity, kathy griffin posted a video of herself holding a fake severed head of president trump.

andy grammer on our plaza. let's begin with your news at 8:00. senate republican leaders have started the task of asking party members to back their health care plan. correspondent hallie jackson is in washington with the latest on this. hallie, good morning. >> reporter: saner savannah, good morning to you. and this morning, some republicans want president trump to step up and start working it, in the words of senator lindsey graham. that's because four republicans right now say they cannot support the new senate bill as it's written. but the gop can only afford to lose two of its own members or else the bill fails. the president, in a new interview, is telling fox news he hopes the skeptical lawmakers change their minds, calling them friends of his. the senate version of the health care bill keeps the framework of obamacare in place with some changes. it will end a mandate to buy insurance. that was a gop promise. it gradually phases out the money given to states to expand

medicaid and makes deeper cuts to that program than the house plan did. it also defunds planned parenthood. while it protects people with pre-existing conditions, it does not require states to cover maternity care, mental health and e.r. visits. but some of the elements are up for negotiation. that is exactly what's going to have to happen in the next week if republicans want to get this passed. senate majority leader mitch mcconnell would like a vote by the time lawmakers head out for their july 4th break. savannah, back to you. >> we'll be watching hallie. thank you. flash flood watches are stretching from louisiana to pennsylvania, as what's left of tropical storm cindy works its way inland. cindy slammed the south, spinning off a tornado that destroyed buildings near birmingham, alabama. thousands of home lost power. but there were no serious injuries there. however in western pennsylvania, one man was killed by floodwaters that stranded drivers and even knocked freight cars off of train tracks. also this morning, for the first time we're hearing directly from a juror in bill cosby's sexual assault case

about what led to the jury's deadlocking and the mistrial. nbc's stephanie gosk covered every moment of the trial for us. good morning. >> good morning, guys. >> 52 hours of deliberation and no consensus. this morning, we're getting a look at what went on in that room from one of the jurors who was there. and why the prosecution that will likely retry this case as early as this fall, has challenges ahead. the deadlock was a win for bill cosby and his legal team. a juror now describes just how difficult it was, agreeing to disagree. >> crying by men and by women. and more than one. and the tears came towards the end. and it was so tense. >> reporter: the case, he says, came down to credibility. andrea constand alleges the comedian drugged and sexually assaulted her in his home in 2004. cosby says it was consensual.

the juror, who did not want to reveal his identity, spoke with nbc's affiliate wpxi. he said the jury was split down chance of consensus. >> it was hopeless. it was from the first time on. >> reporter: he made it clear he sided with cosby's defense. from his side you could believe from his testimony what he did, but not from hers. >> reporter: the juror touted testimony. she waited a year before going to police. >> that's hard for me to believe that i have been injured and it takes me a year to report it. >> reporter: but there were jurors who disagreed like alternate juror who was left with a very different impression of andrea constand. >> i felt like he was giving off

authorities in the soutbay are investigating a deadly crash late last night. you can see the fragt a very good morning to you. 8:26. i'm brent cannon. authorities in the south bay investigating a delay crash. the wreckage was left behind. it happened a little before 11:00 p.m. at the intersection of monterey highway and bailey road in san jose. video shows what appears to be three cars that crashed at a high rate of speed. rescue teams say one driver died at the scene. another was transported to the hospital with serious injuries. so far there's been no update on his condition or the extent of the injuries suffered by the third driver. just hard to see those accidents out there. be safe. let's see how things are rolling with mike. >> we had a crash but nothing to that extent. this is what remains here. i've been live tweeting basically the crash in front of our camera.

==topvo== authorities this morning have identified the young woman who died after falling off a good friday morning, i'm sam brook. authorities have identified a young woman that died after falling off of a cliff yesterday in san francisco and an extensive effort by lifeguards who transported her to waiting emts could not save her. tori was 17 years old. she attended high school in san francisco. investigators are still trying to piece together how it happened. the u.s. park police are leading that investigation. they say it may last several weeks. on a lighter note, a big weekend in store for san francisco. some might call it the biggest of the year as crews are

back, now, with "today food." if you follow me an instagram, you'll notice i've been on a bit of a scallop kick lately. and usually on the grill. those were scallops and grits i did. i'm going to share my grilled scallops recipe. and i'm going to pair it with a recipe that i stole from melissa clark of "the new york times" for a lemon mint potato salad. >> do you like to cook? >> i don't. i don't have time for it. some people say it's relaxing. >> i find it very zen. especially when my daughter is a chef and she preps everything for me. i just have to cook it. >> there you go. >> but scallops, especially now, if you can get great day scallops, there's nothing better on the grill, or few things greater.

you can do this yourself or have your fishmonger. there's a muscle on there. and you cut that off. and get rid of that. you save it for a fish stock or something like that. this is as simple as it gets. here's the clean versions of it. you're basically going to put a little olive oil on it. >> do they have to be dry before you dress them? >> yes. you want them to be as try as possible. you pat them down. you basically want the sizzle. you don't want the extra moisture. that causes them to steam more than grill. you want a little salt and pepper on both sides. and then, you're going to put them on the grill. the great thing about scallops is they cook about as quickly as you want. rally, about two minutes a side, maybe, depending on the size of the scallops. and people say, i don't know if they're done or not. maybe they are overcooked. all you have to do is take a tooth pick. tina, one of our prep chefs told me this. now, put that on your lip.

is it warm or cold? >> one more time. a little cold. that's how you do it? >> once you know that it cooks on the other side -- >> can you double-dip the toothpick? >> that's why you have more than one. they're not that expensive. you grill them up. and the great thing about this, you think there's some sauce or something. it's just lemon. that creates the grill marks. the sweetness in the scallop and it brings it out. it's fantastic. now, do you like potato salad? >> yes. let's do it. i like eating all these things. >> a chance in just a second. small yellow potatoes. i like the yukon gold. you're going to start with a pot of cold water. heavily salted. it should be as salty as the sea. >> that's a lot. >> like the dead sea? >> the dead sea. the potatoes will float, no. it's not going to absorb all that much.

but it will flavor it a bit. you put your potatoes in here. and they will be covered by about an inch of water. >> okay. >> you're going to turn this up and let it boil 15 to 20 minutes. you want them to be fork-tender. you boil them peel and all. you take them out -- as soon as they're cool enough, you're going the cut them in quarters or halves. >> can you cut them before you boil them? >> you can. but the recipe calls for them to be whole. and it keeps them from getting mushy too quickly. you're going to take the olive oil and the juice of one lemon. and you're going to whisk this. it emulsifies pretty quickly. that's all you have to do. you can also add a little more salt. and a little more pepper. i've actually added some cilantro to it when you've done

this. and you take half a cup to a cup of shredded mint, fresh mint. you're going to put it in. >> i would never think mint and potatoes go together. they complement each other so much. >> you toss them. get a little handsy with the potato salad. and that's it. and the great part about it, there's no mayo. it's not going to go bad. you can take it to a picnic. and it's a little better when it's a little warm. >> my wife would be so happy if i did this. >> how great would it be? >> still don't know if i'm going to do it. >> you can do it. >> and still, so quick. probably the easiest recipe you can try. >> you're a big potato salad fan. >> i'm a fan. this is a totally different spin on potato salad. it's fresh.
