"today in the bay" starts right now. thanks so much for joining us on this wednesday. i'm kris sanchez. laura garcia-cannon is off. >> and i'm sam brock. kris is exactly right. this week has been spectacular so far. you said we have some 90s coming right around the corner. >> are for the inland valleys we'll see some low 90s in in a few spots, but this will not be widespread and we'll still keep the cool temperatures along the coast. this is where we begin this morning as you get ready to head out, mid to upper 50s and even a few low 60s. san jose at 60 degrees looking at those high temperatures today

w venezuela. a police attack in caracas. you see it will in the distance of your frame, cameras capturing the helicopter dropping grenades and firing shots on both the supreme court building and the interior minister yesterday. nobody was killed. that happened while the president meduro was speaking on state television. he put the military on alert while denouncing that terrorist attack. it comes after mass protest against the political and economic crisis in that country. the pilot went on instagram to impose tyranny. now to capitol hill live this morning where the dust is settling after the big announcement that a vote on the republican health care bill has been delayed. we brought you live breaking coverage of the delay during yesterday's midday newscast. >> as we have learned through this process, do not count the republicans out. as nbc tracie potts report, gop

they are appearing in a san francisco court this morning for a hearing. spencer is a former recreational worker at an elementary school. peterson a babysitter, both accused of having and sharing thousands of child pornography files. happening today a hearing on the new alameda county budget. the county administrator proposed a $3 billion budget for the next fiscal year. the independent report that the budget was balanced close to a $100 million funding gap and it also designed -- was designed to avoid service cuts or layoffs. 4:35 right now on your wednesday. security experts across the globe are trying to counter yet another cyber attack, this time apparently targeting the ukrainian government. the latest virus to affect russian banks, even pharmaceutical giant merck. the ukrainian government said the attack shut down its computer network but nothing vital was affected. that encrypts data and holds it for ransom.

"the wall street journal" reports samsung will release a refurbished galaxy note but only in in south korea. it cost the company $5 billion. and no cable subscription? no problem. nbc sports is offering a direct to consumer streaming package for its coverage of premier league soccer game next season. the $50 premier league will start in august offering 130 live games as well as extra content such as studio shows. back over to you. target is taking on amazon's prime panry service with its own program called restock. >> customers can fill a box up with up to 45 pounds of eitems for a flat fee. but target is charging less than amazon, only $5 a box, and it's offering next day delivery. amazon usually arrives in about four business days. target can do quick delivery because it's filling boxeses

68 in the tri-valley and 59 degrees in the east bay. as we head into this afternoon we are going to see those highs reaching into the low 80s. for the south county morgan hill up to 82 degrees and 77 in milpit milpitas. highs reach into the mid-80s in antioch. danville 80 degrees and hayward up to 72 degrees there and pofo the peninsula, like yesterday, you'll have a hard time taking those clouds. and for the san francisco area on the embarcadero up to 63 degrees. 78 degrees today in mo havekno . in san jose some cloudy skies and we start out in the closet to help had you get ready for the day. it's a day for anything lightweight, maybe even some long sleeves and also a good day for some sandals as the temperatures warm up for the interior valleys. a good day to also head out to

the hiking trails. a look at the east bay forecast. also, just enjoying some time out at the park. we will start out with cloudy skies, temperatures in the mid-50s. at 10:00 we'll be at 65 degrees making it into the upper 70s today with some gusty winds this evening going golfing at half moon bay. you'll see clouds throughout all the morning and part of the afternoon as those high temperatures stay in the low 60s. as we look ahead to the fourth of july weekend, it does look like it will be hot for the valleys up to 90 degrees. then by monday we will start to see coastal fog cooling down the temperatures and we'll have to watch out for a chance for some of the low clouds in san francisco in time for the fourth of july fireworks. looking it at the forecast for san francisco we will stay in the 60s except for saturday we'll briefly hit 70 degrees. then for the interior valleys we're up to 90. 91 on saturday and then it starts to come back down in time for tuesday and the holiday.

palo alto leaders have report reportedly followed through on a plan that is eventually going to send parking rates soaring. >> this could cost you even if you don't work in downtown palo alto. approved the hikes that will impact drivers who work in palo alto, yearly rates for the parking garage downtown going to go from the current $466 to $730. parking permits for california avenue had will more than double to $365. before last night's meeting we spoke with one restaurant worker who says he usually has to move had his car every two hours. >> i don't want to work -- it doesn't make sense for anybody. >> it sounds like a big number but if you look at what it costs to park on a daily basis it's minimal. >> councilmembers say the point of hiking those parking rates is to encourage more people to find other ways to commute. the new rates take effect next spring. it is official. california has a new budget set

to take effect on july 1st. governor brown signed off on the $125 billion budget yesterday in sacramento. for the second straight year brown did not have to exercise his line-item veto authority to cancel spending measures that were approved by lawmakers. >> california gun rights supp t supporters, temporarily blocked new assault weapons rules. the department of justice wants to reclassify certain guns as assault weapons. gun own eers would then be required to register those firearms. the earliest the new rules can take effect is july of next year. coming up, the ugly side of fashion. workers at ivanka trump's factory in china decry the unsafe working conditions and the physical abuse they say they have for managers. but first, happening right now, breaking news out of syria. activists claim that cluster bombs dropped off an isis-held village killed at least 15 people. and wildlife researchers in

good morning to you looking at downtown san fran stran. you can see just about half of the buildings. this morning it's half as tall. new this morning we now know what caused a subway train to derail in new york city injuring nearly three dozen people. look at the video of the aftermath here. investigators are blaming this accident on human error and not a track defect.

it happened yesterday morning in harlem. originally investigators thought this was caused by a piece of replacement rail that was stored on the track. the incident knocked out power and sent sparks and debris flying along subway tracks. most of the injuries were from smoke inhalation. happening right now 4:54 on your wednesday. evacuation orders are being extended north of phoenix, arizona. as you see that wildfire has grown to more than 18,000 acres. this is just since saturday. it's one of several wildfires burning in the western united states right now. another fire, 250 miles south of salt lake city, has now burned more than 72 square miles just since last week. the parents of an american journalist kidnapped in syria five years ago are going to be speaking exclusively to the "today" show's matt lauer this morning. austin tice, a former marine, disappeared while working near damascus after his 31st birthday. shortly after that a video was
