that might happen. >> we're getting close. >> i don't think we're getting anywhere with the bill we have. we're at an impasse. >> reporter: as republicans grapple with that, some democrats defiant with something else. the president's election i integrity commission to fight voter fraud. some states refusing to turn over information like dates of birth and last four digits of social security numbers. some worried about voter suppression. the white house calling that backlash, a political stunt. while the president has tweeted about that this weekend, he's tweeted about what's happening on the foreign policy front, too, hinting it calls, today, with the leaders of germany and france, with plenty of headlines coming up this week. the president spoke with the heads of china and japan about the threat from north korea, something that will almost certainly come up when he leaves for his second international trip this week to the g20 summit in germany. that will also be his first face-to-face meeting with vladimir putin.

something done, anything at this point. but what are the political implications for all of this and the realities an consequences for a member of congress and for the trump administration? >> congressional members are going home to their states this week and seeing the local coverage of the impact that the senate bill would have on their constituents. they're facing pressure at home that president trump is removed from. and he's disengaged from the policy process. you see how vice president pence is quarterbacking this on the hill. keep president trump out of this. he is not engaged on policy. he would rather engage in media spats on twitter. >> never a dull day. >> elise, thank you for coming by this morning. new jersey governor chris christie, stirring up controversy of his own this weekend, following a visit to the beach. it's all centered around these pictures. take a look. they show the christie family, lounging in the sand at island beach state park on sunday. here's the issue, that beach is closed and it's closed because

the state government shut down in new jersey. the governor ordered a budget standoff. other beachgoers turned away by police. the christies staying at a beachside residence there. that's provided by the state. and the governor is using a state helicopter to travel back and forth between island state beach park and his office in trenton. this morning, the nine-month battle for mosul is in its final stages as iraqi forces backed up by the u.s. get closer to securing a major victory over isis. nbc's chief foreign correspondent richard engel is in mosul, iraq. richard, good morning. >> reporter: good morning. it seems that they are now very close to finishing this operation. but the last segment, the last few hundred yards is proving to be the most difficult. i'm now on a joint u.s./iraqi base. that's an american vehicle behind me. we just returned from the front line. the front line is in the center of mosul, the old city of mosul. iraqi troops were fighting house-to-house.

they were firing into houses just across the street, just across a narrow alley. and iraqi troops were moving out, trying to clear houses. some of the iraqis we were with were taking casualties. as the fighting, sometimes house-to-house, sometimes room-to-room fighting under way, the iraqi civilians left in the old city are taking the opportunity to leave. isis had been holding many people, thousands, as human shields. as the iraqis advance with american help, some of the human shields are being liberated. some are being carried out. some are injured. we saw women. we saw children. while we were in the old city, we had an opportunity to visit the nuri mosque. and the reason this is so important is the nuri mosque is the place where the leader of isis, al bagdadi, declared the establishment of isis. it was in that mosque that he announce head was going to be

the caliphate of the so-called islamic state. instead of a humiliating defeat to the americans and iraqis, isis decided to blow it up. >> richard engel, thank you. to a shocking road rage incident in pennsylvania where a 28-year-old man is in custody and facing multiple charges in the death of a recent high school graduate. police say david desper shot and killed bianca roberson as the two tried to merge in a single lane. nbc's morgan radford has been covering the story. she is here with us this morning. a positive development. >> a positive development in a tragic story. a desperate manhunt ended in what police call the savage, senseless and brutal shooting death of a young woman who had just graduated from high school. >> we're here to announce murder charges against david desper. >> reporter: this morning, the mystery man at the center of a four-day manhunt is behind bars.

charged in the road rage death of 18-year-old bianca roberson. her parents hugging investigators, as police describe how david desper allegedly jockeyed with their daughter for one lane of a pennsylvania highway. police say he shot her in the head and then drove away. >> this defendant wasn't happy with the way it was going. so, he pulled out a gun and killed this young woman. >> reporter: roberson's family, devastated. >> this person that took her, took so much out of this world. >> reporter: just as authorities got close to identifying the suspect, desper turned himself into police sunday morning. investigators recovered his red pickup truck and a gun like this one at his home. his neighbors stunned. >> i never put two and two together. i didn't realize that's the vehicle they were searching for. >> i would never think david would do something like this. >> reporter: late sunday, a note outside the home desper shared with his dad, reading, our

hearts go out to the roberson family. >> she had this bright future ahead of her. >> reporter: that family, just miles away in shambles. >> what's wrong with people's minds today that we flip out like that? >> she wasn't the type of person that would cause a person to want to shoot her. >> this morning, desper is held without bail, facing a slew of charges, including first and third-degree murder. his preliminary hearing is july 13th. we reached out to his defense attorney, who recognizes this is a tragic case, emphasizing that his client voluntarily turned himself in, guys. >> morgan, thank you emphasizes his client voluntarily turned himself in. it busy travel weekend turn took a busy turn. plane operated as united express burst into flames seconds after landing with fire spies from one of the plane's engines. everyone on board was forced to evacuate. miguel has the story.

and the space-x rocket launch was called off seconds before blastoff because of a glitch in guidance and navigation systems. if the problem can be fixed in time, spacex will try a second attempt to launch that rocket tonight. this is midway through the holiday weekend. a story that we hope everyone pays attention to, especially if you have kids on the fourth of july. each year, thousands of people are injured in fireworks accidents. and children are the most common victims. tom costello is at the fairfax fire academy with a demonstrati demonstration. tom, good morning. >> reporter: good morning. these are the days when injures in fireworks spikes. watch what happens to this child mannequin holding mortar rounds. watch what happens when we light the fuse. firefighter is lighting the fuse. it takes about six seconds for him to get out of the way.

and the blast can be significant. so, you can see -- you can see the injuries would be horrific. the mannequin lost hands and arms, the injuries would be horrific. and we've seen those types of injuries across the country, in just the last week or so. >> my finger -- all my fingers blew off except for my pinkie. i still got my pinkie left. everyone else is gone. it's all stitched back together. >> reporter: near tacoma, washington, 17-year-old curtis has been left with only the pinkie on his left hand. his right hand fractured. his chest and face covered with shrapnel wounds. he admits he wasn't being very careful with fireworks ten days ago. >> i didn't know that it was going to go off that fast. i knew i was doing something dangerous. i didn't know it was going to go that fast. i thought i would have two,

three seconds to throw it. >> reporter: the numbers are stunning. more than 11,000 people are injured each year and 7 die in fireworks-related zenlts. 69% of the injuries involve burns. >> yeah. that one didn't sound good. >> reporter: in pennsylvania, a police chief lost part of his arm last week in a fireworks accident. in virginia, fairfax county firefighters demonstrated the devastating power of fireworks that are bought in some straights and driven across state lines. the first blast, a simple mortar. >> you saw the arm come off the mannequ mannequin. that's a possibility that a individual can lose their arm or their hand or their eyesight. >> reporter: to drive the point home, the same explosion in a watermelon. somebody would lose a hand or a finger with that. >> very easily. very easily. >> fire in the hole. >> reporter: in new york, police set off a massive explosion,
