[ laughter ]. >> that's a little exaggeration, but it's a very big crowd. >> yes, eight or nine city blocks, incredible. of course, ed one of the greatest stars in the world going to treat us to a concert in a few. we have a lot of news to get to first. let's start with breaking news overpass. the president speaking out in poland on day one of his much anticipated trip abroad. the president with some harsh words for russia, north korea and the american press. we've got it all covered with nbc national correspondent peter alexander who is traveling with the president in warsaw, poland. peter, good morning to you. >> reporter: hey, matt and savannah, good morning to you. the president during a brief news conference this morning addressed two of his domestic obsessions, fake news and what he says is his big electoral win

with polish americans. but the real focus is much farther east, north korea. in the wake of that rogue regime's use of that intercontinental ballistic missile, the president calling on the international community to show that there are consequences for the north korean's dangerous behavior. president trump this morning enjoying a warm welcome at the role castle with poland's president but eyeing the growing crisis with north korea, vowing to take the threat on very strongly. >> the president and i call on all nations to confront this global threat and publicly demonstrate to north korea that there are consequences for their very, very bad behavior. >> reporter: what's the u.s. considering? >> i don't like to talk about what i have planned, but i have some pretty severe things that we're thinking about. that doesn't mean we're going to do them. i don't draw red lines. president obama drew a red line, and i was the one that made it look a little bit better than it was.

>> reporter: the comments coming after mr. trump's tweet expressing frustration with beijing's unwillingness to pressure kim jong-un's regime. so much for china working for us. at an emergency meeting at the u.n. security council ambassador nikki haley warning the u.s. is prepared to act. >> one of our capabilities lies with our considerable military. forces. we will use them, if we must. but we prefer not to have to go in that direction. >> reporter: meantime, arriving in germany for the g-20 later today, the president has a full plate, one-on-one with angela merkel and dinner with leaders of japan and south korea that today fired a barrage of missiles off the east coast is part of another military exercise. but the trip's main event will be president trump's first ever face-to-face with vladimir putin. >> we're working with poland in response to russia's actions and destabilizing behavior. >> reporter: nbc's hallie jackson asking repeatedly about

moscow's meddling during the 2016 election? >> will you once and for all, yes or no, definitively say russia interfered in the 2016 election? >> i think it was russia and it could have been other people in other countries. mistakes have been made. i agree, i think it was russia, but i think it was probably other people and/or countries, and i see nothing wrong with that statement. nobody really knows. >> and before elected president, are you talk about being angry at president obama, mr. president -- >> thank you, very much. >> reporter: that's how the news conference ended. white house officials have not said whether president trump will raise the issue of russia's meddling in the 2016 election during his one on one meeting with vladimir putin tomorrow. a short time ago, president trump wrapped up a speech with the white house's billing as a major address before thousands of polls here in a square that also holds the memorial to the warsaw uprising. the president in his remarks really delivering a rallying cry for western civilization saying that our values will prevail,

adding the fundamental question of our time is whether the west has the will to survive. he is now off to the g-20. savannah? >> peter alexander starting us off in warsaw. thank you. let's turn to nicole wallace for analysis. let's talk about north korea first. we're going to hear how fraught the options are with michael. in terms of the president's mind-set, we hear this tough talk. >> yeah. >> is the white house really prepared to take action that presidents before have decided aren't worth the risk. >> looks like the military are counselling him against doing so just because of how grim a but the president's messaging seems to have that in mind in that he's using that as the stick to entice china to eat the carrots. >> let's talk about russia. obviously friday is the big meeting with vladimir putin. who is known as a master manipulator. i mean this guy studies up. he knows his subject. he certainly will know how to press the president's buttons.

how should the president for this? >> listen. if donald trump's brand is the author of "art of the deal," vladimir putin's brand is "former kgb spy master." i think this is really where the rubber meets the road with everything donald trump thinks he can do to an adversary. vladimir putin has already done it, and then some. so i think that the white house has successful lowered the bar so low that if it were any lower it would be underground, oh, he's winging it, there's no agenda. i don't buy that. obviously there is a plan to exceed expectations which are less than nothing. but the fact that he's going into a meeting as a representative of this country and hasn't sort of affirmed that he will do what jeremy bash describes as poke a finger in vladimir putin's chest and say, hey, when it comes to our democracy, i got this, vlad, is disturbing. i think the answer to hallie jackson's question was obviously meant to manage expectations to say that he will take it to russia -- a little bit. but the fact that he insists on

throwing other people into the mix when we know that simply wasn't the case continues to be a disturbing sign that this cloud about collusion with russia will hang over him no matter where he stands. >> there are so many clouds hanging over the world stage right now. north korea, russia, to say nothing of isis and terrorism. thank you, nicolle. savannah, thanks. what options are on the table for president trump when it comes to north korea? we are joined now by nbc news senior national security and counterterrorism analyst michael leiter. michael, let's start by talking about why this test of an icbm was game changing. it is not so much because the north koreans fear they will attack us first, but they will soon have the ability to retaliate for any we or our allies take. >> that's right. they've had a nuclear weapon since 2006 but no ability to miniaturize it, then deliver it to the u.s. homeland. this now shows they have the missile ability to potentially

reach. that simply takes options off the table for the united states. >> let's talk about the options that are still on the table. the first one is called a military or surgical strike. what would it look like, what would the targets be? >> well, this is really hard. but you could go after a number of sites. you could go after mobile missile launchers and other missile sites in north korea or nuclear facilities. but the problem is they are very deeply hidden and we are very vulnerable to counter attack. >> as you talk about counter attack, there are enormous risks associated with any military strike we conduct. >> that's right. within 50 miles of the border you have 26 million koreans, 130,000 americans. japan's within range of numerous missile systems. this is really hard. >> let's say military strike is a bad option at the moment. >> terrible. >> let's talk about sanctions. we've imposed sanctions for years, and yet kim jong-un continues to act badly. why aren't they, woulding? working? >> mostly because 85% to 90% of north korean's trade is through

china and china has not clamped down. until china does that on oil and other critical matters, it probably wouldn't affect them. we've also seen them be aggressive on the cyber front as well in the u.s. and in the region. sanctions keep us vulnerable as well. >> this is why you hear people say, these are bad options, sanctions and a military strike. so what about diplomacy? they'll say, why don't we sit down face to face with the north koreans and talk about these issues? but isn't that what kim jong-un is looking for? >> he probably is, but we are getting closer and closer to being willing to. but i think at this point we can't get into his provocation. on that front we have to make clear that we're going to continue this training with the south koreans and show that we are one, because kim jong-un wants to separate us from south korea. and eventually, we may simply have to accept that we are going to live with a nuclear-armed korea. >> face to face diplomacy. what message does that send to

other rogue regimes who say, wait a second, if i act badly, i can get face to face negotiations. >> absolutely. with all of this diplomacy we have to work hand in hand with south korea. and then also make sure china moves along with us and doesn't align north korea. >> michael, thank you very much as always. a concerning update, matt, to report this morning on the condition of house majority whip steve scalise who was shot during practice for a congressional baseball game three weeks ago. he was re-admitted last night to this hospital. this is a live shot. tom costello has the latest on the congressman. >> reporter: good morning. he was 1 of 5 people shot on that baseball field three weeks ago, shot in the hip, you'll recall, and trauma surgeons said at the time it was a very serious injury breaking bones, hitting internal organs, causing significant bleeding. and now doctors say they are concerned about an infection.

this morning, a setback for congressman steve scalise admitted back into intensive care after the 51-year-old was shot in the hip at a congressional baseball team practice last month. med star washington hospital releasing a statement overnight, reading, in part, congressman steve scalise has been re-admitted to the intensive care unit due to new concerns for infection. his condition is listed as serious. the louisiana congressman and four other people were injured june 14th when a gunman opened fire on a republican baseball practice in alexandria, virginia. u.s. capitol police and other officers returned fire and killed the gunman, later identified as james hotchkinson. scalise who was seriously wounded has undergone several surgeries and had been improving in recent weeks. capitol hill staffer zack barth and two capitol hill police officers were also wounded.

they are all expected to make a full recovery. overnight politicians from both sides of the aisles sending scalise good wishes via social media. dr. roger marshall, congressman from kansas and member of the republican baseball team tweeting, please join my family in praying for steve, jennifer and their kids. and house democrat jamie raskin from maryland wrote prayers and thoughts with congressman scalise and his family. scalise's staff is down playing the gravity of the situation being moved back to icu insisting it is really a precautionary move. doctors are expected to release more information later today. >> tom costello, thank you. this morning we are learning new information about the man who shot and killed a female new york city police officer in an unprovoked attack after the city's fourth of july celebrations. nbc's ron allen is outside that officer's precinct where there's been an outpouring of support. ron, good morning to you. >> reporter: good morning, matt. the 46th precinct where was the

officer's home was away from home, especially respected and well known because she grew up in the neighborhood. she protected them where she gave her life. trib duutes in cards and flower are being left on the doorstep in a community that is heartbroken. >> no officer should ever being ambushed trying to do his or her job. >> reporter: prayers of comfort for the distraught family of officer familia. so determined to wear the blue she left her job as a nurse in her mid 30s to become one of new york's finest. usually working the night shift in the mobile command center where a gunman shot her in the head at point-blank range through a passenger side window. >> my partner's shot! my partner's shot! whe >> reporter: what police say was an unprovoked random station, a mother with 11-year-old twins and a 19-year-old daughter. >> she did her job and it was sad for her to go this way. >> reporter: new details about her killer, alexander bonds, 34,

twice convicted felon. out on parole. armed with a stolen gun. shot dead by police as he tried to escape. senior nypd officials tell nbc news they're now investigating whether bonds is the man in these videos making antipolice statements, posted on a facebook page, believed to be his. >> you say you about justice? i want justice. >> reporter: on the streets where the officer died, plagued by guns, gangs and drugs, grateful residents said she and her colleagues were making a difference. >> they had gotten better since the command center was posted there. >> reporter: and in the aftermath of this horrible tragedy, residents now vowing to step up their efforts to support the officers there to protect them. new york's governor has ordered flags flown as half-staff. the nation's top law enforcement officer, the u.s. attorney general, has praised the officer. an endless sea of blue is expected to arrive here once arrangements are announced and made to lay the fallen officer to rest. matt? savannah? >> ron, thank you very much.

breaking overnight, a powerful earthquake roused people from their sleep in western montana. it was a 5.8 quake, struck 11:30 local town near the town of lincoln, montana. this is an area of the country not known for earthquakes. it was felt as far away as spokane, washington. no immediate reports of injuries or major damage but there were scattered power outages in the area. hobby lobby has agreed to pay a $3 million fine to settle a federal case over smuggled iraqi artifacts. the arts and crafts chain has agreed to forfeit thousands of artifacts. prosecutors say those items were brought to this country illegally in packages that bore shipping labels that inaccurately described their contents as ceramic tiles. in a statement hobby lobby's president said they didn't know the items were from iraq and has put safeguards in place to ensure future acquisitions are properly vetted. now to the story we told you about at the top of the show.

united airlines apologizing once again, this time for giving a toddler's seat away to a stand-by passenger and forcing the boy's mother to hold the baby in her lap for entire flight. she says she bought two tickets for her trip from hawaii to boston but during a layover in houston a stand-by passenger came onboard and told her that her 2-year-old son was in his seat. well, she notified a flight attendant about the confusion but apparently was told the flight is full. so the teacher held the toddler in her lap for the flight, which was 3 1/2 hours. united says gate agents incorrectly scanned the boy's boarding pass showing that he was not on the flight. the airline says it is going to refund that ticket and provide a travel voucher. time for now the first check of weather. >> hey, guys. pouring rain down in the nation's capital. no severe storms but you can see how heavy the rain is indicated by yellows and oranges in that area. this extends into maryland, too, and will continue to affect the area through the morning, then we'll see scattered showers and

=banner= breaking news out of antioch this morning -- police say a three year-old toddler has died after the child found break news out of antioch this morning, sadly police say a 3-year-old toddler hads died after the child was found unresponsive in a swimming pool. it happened last night at a home on rocky point drive near john muir elementary school. toddler was rushed to the hospital but sadly could not be revived. police are investigating the incident but they believe of that it was an accident. let's turn now to the weather this morning. kind of hazy near the city. >> yeah, we are seeing some of the fog rolling by as we take a live look outside into castro. we're seeing the fog rolling over the golden gate bridge and it's all clear as we get a view outside in concord and that's where temperatures will be hottest today. up to 98 degrees. interior valleys and parts of the delta reaching into the mid

morning. >> let's talk about a story we did on the show yesterday. it got an awful lot of attention, captivated the world. here onned "today" show we talked about it, a photograph from the history channel which suggests amelia earhart and her navigator survived the crash in the pacific 80 years ago but were arrested by japanese military. tom costello broke that story with the history channel. he's back with even more evidence this morning. tom, what else do you have? >> good morning. we're now hearing from the last living person who may have seen earhart alive in japanese custody. she's now 91 years old. history channel investigators have uncovered evidence you'll see here that u.s. government -- that the u.s. government had indications earhart was being held captive. this morning with world headlines filled with that photo unearthed by the history channel, more evidence amelia earhart and navigator fred noonan may have survived a crash

landing in 1937. >> the world's most famous -- >> found in a secret military file in the national archives. retired fbi veteran shawn henry, now an nbc news analyst, took it to facial recognition expert for analysis. starting on the left, fred noonan. >> the hairline, a sharp receding hairline. the nose is very prominent. the teeth are just in the right place and the nose is in the right place. >> are you kidding me? that's fred noonan. >> then the woman sitting on the dock. >> the hair is too long for a man and too short for a woman who is a native. >> it looks like she's even wearing pants. >> that itself could be evidence. few women in the world wore pants in 1937, certainly not many pacific islanders. without a face to work from, gibson conducted body measurements comparing older

photos of earhart. >> so we're looking at the distance from the top of her head to her under arms, underarms to waist. looking at this, these three points line up. to find a caucasian woman with those measurements sitting on the dock, it's unusual. >> look, she's looking at cornerba koshu, towing the plane. compared with the haircut to the last known photo of earhart when she took off. experts say they crashed in the marshalls and were taken to a prison in saipan. a 12-year-old who lived in saipan at the time insisted she saw earhart in custody. she may have been the last person to see her alive. >> i didn't know it was a woman. i thought it was a man.

everybody was talking about her. they were talking in japanese. that's why i know she's a woman. they are talking about woman flyer. >> also discovered in the national archives, this catalog of government files on earhart referencing 170 pages, including information that earhart was a prisoner in the marshall islands. but that document is missing. >> we believe the united states government knew amelia earhart was in the marshalls and was in japanese custody. >> for a distant earhart relative, it all confirms that amelia was an american hero. >> i do think it's her in the photograph. i think she was the embodiment of the american spirit, the sense of adventure. i think she did amazing things. >> there are skeptics who say the photo isn't clear enough to know if it's noonan and earhart, earhart could not have flown that far off course, didn't have the fuel to fly that fuel. the history team believes she did have the fuel, did fly that far off course, they lay it out in the documentary and the story

to serious concern. four other people were injured in that attack. a frightening scene in downtown savannah, georgia. surveillance video showing a crowd scattering as bullets flew from a white suv early wednesday morning. three people were injured. the suv eventually crashed into six people. one of them died at the scene as did two passengers in the vehicle. police say that shooting was gang related. a rapidly growing wildfire has forced the evacuation of hundreds of colorado residents near breckenridgbreckenridge. unpredictable winds are making it tough to control that. at least four other larger fires are burning in colorado. the conditions there are extremely dry. there is a lot more to come

traffic good thursday morning, i'm kari hall, our temperatures for a lot of the inland area still feels very nice, and the tri-valley is 71 agrees. now is the time for the valley when you want to go out and keep things done. we keep the air-conditioning from the marine layer, the north bay 62 degrees now. highs reaching mid to upper 90s. inner bay in the mid 80s and oakland up to 75. san francisco up to 66.
