good tuesday morning. we start right now with a live look outside from oakland, as you get ready to start your day. a few cars out there on the road, but actually a pretty good number of cars outside. people getting an early jump here. good morning. i'm sam brock. >> i'm laura garcia-cannon. mike is back with traffic. >> we've got it all. we'll talk about the heat right now. >> it's still going to be hot today. even though in some parts of the bay area we'll bring the temperatures down a few degrees. it's still been really hot. we have had a tough battle here. it looks like it goes uphill towards the weekend. a live look outside in san jose with a few clouds rolling by even though we have had mostly

clear skies. heading up to 87 degrees and a lot of sunshine. 90 in concord and morgan hill. 85 in santa rosa. 84. cool in san francisco with a high of 65. we will not get rid of the coastal fog. i'll talk more about that and the heat-up for the weekend in a few minutes. mike says there is no major problems on the freeways. as sam showed early on there are still cars out there. just be careful. we see a little bit of slowing northbound 280 past woodside. i'll track that. it just popped up. overall things are moving well towards the bay bridge. a live look at san jose. 101 at 680, clear drive. a number of cars. a bigger issue for san jose, the south bay. i'll hand it back to you. >> mike, a developing story right now that we're following closely. firefighters in the south bay continuing to monitor hot spots of a brush fire that came

dangerously close to homes yesterday. this all happened on san filipe near metcalf road. >> at one point people were being evacuated. >> reporter: they were. i spoke with calfire 30 minutes ago on the phone, and they believe the evacuations have been lifted after authorities asked people who lived beyond the roadblock here on metcalf road to leave their homes in the foothills of san jose. this is new video. the fire is still burning. calfire tells us it was a 40-acre fire and it's at about 40% to 50% containment. firefighters worried it could grow to 500 acres because the terrain is rugged and there is a lot of fuel to burn. the recent heat dried out the grass, leaving the hillsides

extremely flammable. more than 150 firefighters on the ground yesterday, four planes, two helicopters dropping water and flame retardant from the air. as for the cause. calfire is investigating this silver convertible car that was abandoned and burned on the side of metcalf road. what's not clear is, was the car in an accident, was it stolen and intentionally set on fire or did something else happen to it. reporting live in san jose, bob redell. today in the bay. thank you very much, bob. happening now across california, firefighters continue to battle more than a dozen fires burning up and down our golden state. this is a look at all the active fires calfire is working on now. one of the biggest burning in butte county. governor jerry brown declared a state of emergency as the so-called wall fire continues to tear through more than 5800 acres. at least 37 structures including

homes have been destroyed. four people have also been injured in that fire. it is 40% contained. and to our south, more flames in santa barbara county. hundreds of people are evacuated. that one is 20% contained. the wittier fire. the blaze scorched over 12 square miles. it's 25% contained. a close call at sfo. the faa says a quick-thinking air traffic controller stopped what could have been one of the biggest aviation disasters in recent history. before midnight friday an air canada jet-liner was cleared to land on runway 28-r but instead began to approach taxiway c. that taxiway had four planes lined up for takeup. the controller was able to alert the pilot in time to veer off and make another pass.

the faa is investigating the incident. it's 4:34 right now. happening today, friends and family say good-bye to the woman place say was killed after a friend ran over her with a car in campbell. it's the south bay city's first murder in two years. sally hernandez was killed late last monday. the hernandez family say the two were childhood friends. de la rosa faces murder charges. hernandez's funeral is at 9:00 this morning in downtown san jose. san mateo police say officers arrested a half-naked transient who entered a home after roaming the neighborhood a little bit after midnight yesterday on railroad avenue. a neighbor saw the man in his back yard wearing only a t-shirt and shoes. when police officers arrived the man had already entered a home next-door. got into a physical confrontation with the home owner there. the officers say the man had a

history of drug offenses. a palo alto gas station, police say this suspect walked up to a man getting gas, pretended he had a weapon and yelled, give me the car. the suspect jumped in the man's pickup and sped away. he tore the gas nozzle and hose off in the process of stealing that car. it happened at the shell station on embarcadero road. police are still looking for that suspect. 4:36. parking in downtown walnut creek can be challenging. up next, the solution the city's transportation commission is kicking around for the parking crunch. it is a shopping holiday. amazon prime day has the internet abuzz today. it is also prime for something more criminal. why police want you to be on the lookout if you are dropping major bucks.

welcome back. it's 4:39 right now on your tuesday. walnut creek leaders are trying to get around the downtown parking crunch in the city. the transportation commission is meeting today to consider what would be essentially a type of surge pricing for downtown's most coveted spots. the idea is to increase rates for the busiest meters and offer lower prices in less occupied areas. >> danville town leaders intend to break ground on a 78-car parking garage on rose and east linda mesa streets. the project is part of a larger effort to add about 500 parking

spaces to danville's downtown business district. while the summer often provides plenty of fun in the sun, it leaves blood banks at critically low levels. donations during the summer usually tail off across the country. the bay area is no exception to that. the blood centers of the pacific recently told the press democrat about a low blood supply for northern california patients. typically only one in ten people eligible to donate actually do. the state's new cigarette tax increase appears to be working. cigarette sales are way down. sales have dropped 56%. that translates to some 82 million packs of cigarettes. the $2 tax hike began in april. researchers caution reading too much into the early data is not necessarily telling. the research only covers the first two months. it's 4:40. buyer beware. amazon prime day is a prime

started in planning your day. as we start out with what to wear. it will be a good day for a hat. we talked about that. also, don't forget the sunglasses and short sleeves as it will be another hot, sunny day with well above average temperatures. as we look at the day planner for the tri-valley, and if you are going golfing it will be a nice morning for it. but this afternoon will be another hot one. and in fact, this will be one of the coolest days of the week. we have had such a hot start, talking about the tri-valley, looking at livermore. record-setting heat already. we have already had six days above 100 degrees. and the average for the summer, we usually get about 10 days above 100 degrees, and the hottest july we have ever had was 113 degrees in 2006. we do have more above average temperatures over the next several days. san francisco will keep it cool. morning clouds and fog. it doesn't look like it clears until the weekend. that's when we'll see high

temperatures reaching into the mid 70s. for the inland areas, the triple digits again. 101 for saturday and sunday. it will still be hot to start next week. and mike, are you looking for some slowing? >> i am looking, kari. we saw the little bit over here, travelled up 280. it's from san mateo north. there may just be a couple slower vehicles skewing the data. over here toward the tri-valley. coming out of the pass, no major issues. we show you typical slowing westbound off the 205 and 580 merge. no big deal coming into livermore. in central livermore it's an easy flow of traffic. over here to the mass transit system. no delays for any of these folks. that's a great start. let somebody else do the driving and you can look at your vacation pictures or share them with people on the train. i think we have a live shot towards palo alto. looking at 101 along the

peninsula. no problems. light traffic flow. similar situation in the north bay. easy drive from san rafael past the richmond san rafael bridge toward the golden gate. back to you. >> it's like you predict the future. a look at the richmond-san rafael bridge. the plan is to add another lane during peak hours. in january transportation leaders approved a deal to convert the shoulder into a third line during heavy commute times. the work was supposed to be over by november. now the report is that work on a retaining wall is going slower than expected, the opening of the new lane may be pushed back until next march. in san francisco homeless advocates pushing back on the city cracking down on bicycle chop shops. legislation was approved yesterday allowing police to seize bikes when they are being stripped and disassembled in open-air locations.

the same bikes are often sold without permits. they say it would criminalize the homeless. the state legislature is expected to vote on extending the cap and trade program on thursday. some environmental activists will be protesting the bill. governor brown says the program curbs climate change. the cap and trade program requires companies to pay for greenhouse gases they emit by obtaining permits. the cap and trade extension bill eliminates the fire prevention fee. since 2011 the state has charged people in rural communities a fee to help with wildfire costs. more than 800,000 property owners in the state pay the fee. president trump's 2018 budget taking a big chunk of money away from managing wild horses on federal lands.

that includes right here in california. that could lead to thousands of horses being euthanized and sold to slaughterhouses. activists are pressuring congressman ken calvert from riverside county to stop it from happening. calvert oversees the interior department spending. it's said the cost of caring for the animals is, quote, unmanageable. the olympic games are finally within los angeles' grasp. many believe paris and los angeles may be granted dual games in 2024 and the other in 2028. it's possible a final decision won't come until next month. happening today, the stars will undoubtedly align in miami when baseball's best take center stage for the all-star game. >> things already got off to a pretty cool start here.

there is even more evidence that she may have crash landed in the pacific 80 years ago. a research crew brought four bone-sniffing dogs to an island about 2,000 miles southwest of hawaii. they believe she died at a make shift camp-sight and her plane was swept over the edge of the reefing surrounding it. all four dogs indicated detecting the scent of human remains. no bones were found but soil samples have been taken. >> may be rewriting the history books before long. 4:56. a home sitting atop of a landslide in contra costa county. the offers still pouring in. the entire home on the verge of collapse. home is red-tagged and on the market for $850,000. the hill underneath the home washed away during all the rains we just had. the online listing says the price reflects the cost of repairs. it has already received at least ten inquiries. apparently that is a
