we have had cool weather in san francisco. looks like that for the most part continues. but it will be warmer over the next several days. a look at the 7-day forecast. in the mid 70s for the weekend. mid 60s for today. and the inland areas will be up to 91 degrees. we will see some 90s over the next several days. look at how the temperatures jump up for saturday and sunday. dangerous heat on the way. we may have heat advisories issued. coming up in a few minutes, a closer look at today's high temperatures and what you can expect. mike has a problem on the bay bridge. i am looking for the problem. i am looking for the bay bridge, from the haze here. the head lights coming off treasure island. ab eastbound around this area is where there is one lane blocked. getting out of san francisco, no slowing on the centers. i'll track this and make sure nothing is going on in either

direction. there was a fire just east of 580 at hannah drive near 166. on surface streets in san leandro. it may be visible from 580. minor distraction for the drivers. we'll track that. as far as your commute. a smooth, easy drive around the bay. that's a great flow of traffic. back to you. mike, thank you very much. happening today, east bay mod voting on a plan to raise water rates for epeople in the east bay. >> reporter: laura and sam, ironically this comes back to folks conserving too much water during the drought. all this information is on the east bay mud website. i went to the website to gather information and see exactly who will be affected and how much you will be paying. first things first. we are talking about 1.4 million customers in the east bay to be affected by this. customers between alameda and

contra costa counties. there would be a 19% increase over a two-year span. the way it works out is in 2017, this year, there would be an increase of $4.34, and next year you see an increase of $4.63. here is what one walnut creek resident said about the proposed water hikes. >> this is just another example, to my way of thinking, of the california, which is out of control, messing up badly. and we pay for it. i may move to nevada or florida because i am -- they're raising the gas tax 12 cents. they're doing all these things because they can't do a good job and we pay the price. >> reporter: why the increase now, and what will it be used for? it will off yet revenset revenu the drought when people were using 50 gallons less water per day. it would be used to improve east bay mud infrastructure ranging

from pipelines to facilities around the east bay. the public will get a chance to weigh in on the increases during the public hearing later today. in the board of directors moves forward, the hikes would increase as early as tomorrow. live in walnut creek, pete suratos or "today in the bay." >> it's 6:04. breaking news frommorehead, mississippi, where a military plane crashed killing at least 16 people. within the last hour, we've learned the plane was flying from north carolina. original reports were that the plane took off from memphis, tennessee. but the question is this morning, what happened. we're trying to dig to find out. what we found out was that the u.s. marine corps tweeting that a mishap occurred. the plane crashed 100 miles north of jackson, mississippi. there are reports the plane broke up in the air and spiralled to the ground. we know this morning that 16 bodies have been recovered. stay with nbc news as we continue to follow this investigation.

we're, of course, going to stay on top of this story, both on air and online throughout the morning. we will bring you updates as soon as we get them. make sure to check back at nbcbayarea.com for continuing coverage. all new this morning, the chp says a driver is being investigated for possibly driving under the influence after a three-car crash in the east bay. it happened just after midnight on northbound 880. all lanes were opened after an hour. the chp says nobody was seriously injured. we continue to search for answers in friday's massive construction fire in oakland. right now the atf task force is in town investigating what caused the high-rise to go up into flames. we are told they checked out the outside of the building, but right now it's too unsafe for them to go inside. we pressed the agency for some answers but were told it's too soon to comment. people who live in the area are

convinced the fire was arson. >> there is something going on. it's on purpose. there is no doubt that this isn't accidental. >> i think people shouldn't burn down oakland. it seems like it's arson. >> investigators are not calling last friday's oakland fire arson, but atf officials did release this video of a shadowy figure, a person of interest seen two months ago putting on a mask and hood before scaling an emeryville construction site. that fire is most certainly considered arson. a brush fire in the san jose foothills could be linked to a string of arsons in the area. investigators say the fire, believed to be started by fireworks, is at least one of ten recent fires in a matter of weeks. all of this happening near mount hamilton. all new this morning, donald trump jr. is speaking out about his controversial meeting with a russian attorney. he tweeted within the last hour

saying, quote, media and dems are extremely invested in the russia story. if this nonsense meeting is all they have after a year, i understand the desperation. >> it comes as the russian attorney at the center of the meeting is speaking out for the first time. "today in the bay's" tracie potts live in washington, d.c., this morning with the exclusive interview you will only see right here on nbc. >> reporter: hello and good morning. the russian attorney who, according to the "new york times," has connections to the russian government, said to nbc this morning that she doesn't and that she did not have information about hillary clinton when she sat down over a year ago now with donald trump jr. here is part of that interview. >> they have the impression, it appears, that they were going to be told some information that you had about the dnc.

how did they get that impression? >> translator: it's quite possible that maybe they were looking for such information. they wanted it so badly. >> do you have connections to the russian government? >> translator: no. >> reporter: donald trump jr. says that this is a nonsense story, but here on capitol hill some of the senate investigators and house investigators say they have more questions for him. and we have more of that interview coming up later tonight on "nbc nightly news." back to you. >> all right, tracie potts live for us from washington, d.c. thank you. we are following some breaking news right now out of the east bay. these are live pictures just coming into our newsroom from nbc bay area sky ranger. a house fire in san leandro on hannah drive.

you can see it from interstate 580. it's not too far from stanton avenue near somerset. we're trying to work and find out how the fire started. we do not know if any injuries have occurred. we'll continue to follow the story this morning and bring you more information as soon as we get it. happening today, it's taken a little while, but finally the coast guard is set to remove a sunken barge near the bay bridge. global diving and salvage has cut it into two pieces and later today crews will use a crane to lift the pieces off the transbay tube. the barge capsized in april and leaked fuel into the bay. it is 6:09 now. a quick look of what to expect before you head out the door and what you will feel going through the day. a live look outside in palo alto. the high temperature today will be up to 76 degrees. the south bay will be in the mid 80s. 89 degrees in the tri-valley. and san francisco seeing the low

check out the temperature trend. at 10:00 we'll already be at 71 degrees, and it will feel nice at least until early afternoon when the temperatures today heat up into the mid 80s. we are going to have more 80s and even 90s in the forecast. a few spots hitting over 100 degrees. a look at that coming up at 6:19. 19 is the number at the top of the screen. just moving into the yellow zone. speeds dipping a tad to berkeley in the upper east shore freeway. thank you very much, kari and mike. it's 6:14 right now. new this morning, the fbi investigating an explosion at a u.s. air force recruitment center. we have new video to show you. it's taken overnight from bixby, oklahoma. a bomb squad received reports of an explosion last night. witnesses say someone on a red motorcycle threw a backpack at the recruiting center and then it blew up. those witnesses say they believed it miay have been a pie

bomb. investigators confirm the explosion but referred further questions to the fbi which will be on the scene later this morning. stanford health workers believe that hospital understaffing is actually leading to a rise in patient infections. leaders of the union representing the workers plan to hold a news conference later this morning. in a release issued ahead of the event the union argues that sometimes housekeeping personnel don't receive enough time to sanitize rooms where an infected patient will stay. workers also cite chronic understaffing and insufficient training. stanford has not responded. the city of oakland has reached a goal to create 2,000 summer jobs for young people. happening today, mayor libby schaaf is set to announce new funding to pay for 300 additional jobs bringing the total number to 2,000 jobs. that's part of her goal. today we will get details on how people can apply to work through the classrooms to careers initiative. the announcement is set for 11:00 a.m. business and tech news right now. warren buffett is giving away

millions of dollars in stock to charity. >> let's check in with landon dowdy live at cnbc world headquarters this morning. >> reporter: you know it's a good morning. wall street could struggle to gain ground following a mixed session monday. the nasdaq rose for a second straight session led by tech and energy stocks. the dow slipped just slightly. european markets started the day in positive territory but are slipping on the back of lower oil prices. the dow fell five points yesterday and the nasdaq rose 23 to 6176. warren buffett is giving away $3.2 billion in berkshire hathaway stock to five charities including the bill and melinda gates foundation, the 86-year-old, who is number two on the forbes annual list of the

white whale. no word on whether ahab is involved in this. it's making its annual migration to the great barrier reef. up to 5,000 humpbacks migrate north between april and august each year to feed and breed in the warm, tropical waters. >> beautiful creature there. >> it may be a white whale? looks like it is. i am not a marine biologist. >> it had dolphins swimming along with it. >> helper friends. >> we've seen whales here in the san francisco bay. >> it would be cool to see a white one. >> it would. >> don't count your chickens before they hatch. >> that will be a hard find. great beach weather for whale watching or just enjoying the cooler temperatures there. the inland valleys are really going to start to heat up. taking a live look from mendocino coast. stare at this shot for a while. as the sun rises maybe we'll see humpback whales there.

the south bay seven-day forecast is coming up at the bottom of the screen. a live look outside. low clouds to start the morning. the marine layer pushed down to about 1,000 feet. we haven't seen the dense fog, but we'll have the chance of the fog hanging around the coast throughout the day. clear view from berkeley. it's 59 degrees and a beautiful sun rise this tuesday morning. a look at the high temperatures today. napa, to 85 degrees. 80 degrees in palo alto. oakland, 73 degrees. 89 degrees in livermore. 90 today in morgan hill. if you are making plans to head somewhere, like napa or sonoma, the temperatures start out cool and will the sunshine will reach into the low to mid 80s. if you want to find something to do with the kids, here is a picture i took at the san francisco botanical garden. it's free today. temperatures will be cool there, starting in the upper 50s up to 67 degrees for early afternoon. heading out to some of the

hiking trails in the south bay, the best time to hike will be early in the morning. by this afternoon we'll be in the low 80s. with all the sunshine it will start to get really warm, especially if you're climbing the steep inclines. later on today, the wind starts to pick up. looking at san francisco and the seven-day forecast. we'll be in the mid 60s. the weekend, we'll clear out the marine layer and the fog. highs reaching into the mid 70s. inland valleys, it is going to be another hot one. possibly some dangerous heat. and we will be watching out for the potential of some more heat advisories issued for the interior valleys. more on that. mike gets us on the roadways with some of the slow spots. >> the first one is an update for the b.a.r.t. system, a delay out of the del norte station. in recovery mode. they quickly fixed whatever the mechanical problem was. it shouldn't be noticeable for most riders along that line.

antivirus program from avg technologies in 2013. it was a subscription plan. the following year she says she canceled the plan. she recently saw a $50 charge to her credit card, did a little digging and found that she had been charged the previous three years as well. she says she called the company and it agreed to refund her for one year. she didn't think that was fair, so she turned to us for help. we contacted avg. it said its records didn't show miranda canceled. however, it fully refunded her saying in a statement we value our customers and as a gesture of good will we refunded three previous years' subscriptions at the customer's request. >> when you cancel a subscription or service, get it in writing and pay attention to your bank statements and credit card statements. if you have a consumer complaint call us at 1-888-996-tips or online at nbcbayarea.com/responds. >> thank you, chris. 6:25 right now.

a slain new york city police officer will be laid to rest today. family, friends and colleagues will gather at a church in the bronx to say their final good-byes to officer miosotis familia. the 48-year-old mother of three and 12-year veteran of the new york city police department was shot and killed while on duty last week. authorities are calling it an unprovoked attack. hundreds of law enforcement officers are expected to attend that service. it was a terrifying near miss at sfo and it's prompting questions of what could have been. >> going. >> he is on the taxiway. >> quick thinking that prevented a jet-liner from crashing into several other passenger jets. evacuations here in the south bay as a wildfire burns through the hillside. the vehicle investigators are focusing on as the cause. you're watching "today in the bay."

>> i'm sam brock. love the nice, big trees as well when you are looking for shade from the heat. we'll need that, kari hall. >> saturday i i was walking to the farmers market and it was already 85 degrees at 10:00 in the morning. that's what we'll have this weekend. san francisco only makes it into the mid 70s, but the inland valleys will have triple-digit temperatures for saturday and sunday. now, while we have 80s and 90s, take it in and enjoy it. you will see how the temperatures trend for the weekend. i'll talk more about that and we'll look at some getaways. maybe you'll be looking for somewhere cooler to go. that's coming up in about 7 minutes. mike has an update on the road closure in the east bay. it's a surface street. because of a fire in back of a house. it doesn't sound like it's a major concern. if it was your house, that was the concern for them. the freeways moving well. it's just off the castro valley

y. chp has been asked to do traffic control for the small section of roadway. so we're tracking the freeway itself. as the smoke dies down, not a major issue. to the bay bridge where the metering lights are on. slower for the upper east shore freeway. richmond toward the racetrack and is the merge of the san rafael bridge. the palo alto peninsula. 101, picking up the volume a bit. no concerns here. >> 6:31 right now. a developing story in the south bay this morning. you are looking at new video that we just shot a couple hours ago. you can see the brush fire burning in the east san jose foothills. "today in the bay's" bob redell is live in the the scene just east of highway 101 with the progress firefighters have made overnight. good morning, bob. >> reporter: we spoke with calfire earlier this morning. you might recall there were evacuations.

they believe those have been lifted after authorities asked people who live beyond the roadblock behind me on san philippe road to leave their homes in the east foothills of san jose. you can see this fire did continue to burn throughout the night. calfire tells us it's a 40-acre fire and it's still at 40% to 50% containment. when it started yesterday afternoon, firefighters were worried it could grow to 500 acres because the terrain is so rugged and there is a lot of fuel to burn. this winter's heavy rain storms produced a lot of grass and the recent heat dried it out, leaving the hillsides extremely flammable. that's why you saw calfire's response yesterday afternoon. more than 150 firefighters on the ground. plus four planes, two helicopters dropping water and flame retardant from the air. as for the cause of the fire, calfire is investigating a convertible car, about two miles up the road. the car was abandoned and burned

on the side of san philippe road. what's not clear is was the car in some sort of accident, was it stolen and intentionally set on fire or did something else happen to it. reporting live in san jose, bob redell, "today in the bay." >> thank you very much, bob. in fact, we are launching sky ranger right now to gv yive you better perspective of the fire. happening across the state firefighters battling more than a dozen fires. one of the biggest fires is in beaut coun butte county. governor brown declared a state of emergency as the wall fire continues to tear through more than 5800 acres. at least 3700 structures including homes have been destroyed. four people have been injured in the fire. it is 40% contained. so our south. more flames in santa barbara county, the alamo fire. nearly 29,000 acres have burned

in the flames there. hundreds of people are evacuated. so far it's 20% contained. the whittier fire has scorched over 12 square miles. it's 25% contained. a live look right now at sfo this morning where we're om now finding out about what could have been one of the worst air disasters in history that was all averted thanks to a quick-thinking air traffic controller. a plane was arriving from toronto and landed without incident, but it came dangerously close to crashing into four planes pull of passengers on the ground. the faa says just before midnight on friday that jet was cleared to land on runway 28-r, but instead it began to approach taxiway c. that's where the four planes were sitting waiting to take off. the air traffic controller was able to alert the pilot in time, in the pilot veered off and made another pass. here is form some of the audio. >> confirmed clear to land on

runway two. no one on it besides you. >> clear to land. >> he's got going. he's on the taxiway. >> another go-round. >> in the go-round. >> united one, air canada flew directly over us. >> yeah, i saw that, guys. >> the incident is now under faa investigation, and executives at sfo so far have declined to comment. at 6:35. happening today. friends and families say good-bye to the woman police say was killed after her friend ran over her with a car in campbell. it's the south bay city's first murder in two years. police say elsie de la rosa struck and killed sally hernandez last month and drove away. the hernandez family say the two were childhood friends. de la rosa faces murder charges. hernandez's funeral is at 9:00 this morning in downtown san jose. happening today. danville town leaders plan to break ground on a new parking

garage. the 78-car garage is part of a larger effort to add about 500 parking spaces to the downtown business district. great for drivers there. in walnut creek, they're trying to figure out what to do. leaders of walnut creek considering new ways to move around the serious downtown parking crunch there. the city's transportation commission is going to meet today to consider a kind of surge pricing plan for downtown's most coveted spots. the idea would be to increase rates for the city's busiest meters while offering lower prices in less occupied areas. a live look at the richmond-san rafael bridge this morning. it looks like the plan to add another lane during peak commute hours may be in for delays. in january transportation leaders approved a deal to convert the bridge's wide shoulder into a third lane during heavy commute times. the work on the retaining wall is going slower than expected. the opening of the new lane may be pushed back until next march.

we need the extra lane. we don't have it as a service lane, though, and if anything happens on the bridge, it takes longer to clear. south of the bridge, a smooth flow of traffic across the san mateo, dumbarton bridge. i want to show you the south bay. the northbound build showing up. 101, 87, slowing. 85 showing northbound route for the commute. travel times as well. a smooth flow of traffic into the tri-valley. traffic flowing smoothly. no major concerns. it will get warm. use 92 across the san mateo bridge. it's slowing away from us toward the peninsula continuing toward half moon bay. a lot of folks continuing toward half moon bay i think as you get toward the weekend. >> exactly right. >> the powers of positive thinking that it is going to get warm. it is only tuesday.

we'll look forward to the weekend. >> it's going to be -- still going to be above average but a little bit cooler. it's our break before the temperatures really heat up. take a look at saturday's forecast. the coast will be at 74 degrees. bright and sunny. 86 for the bay. 101 inland. on sunday, more of the same. some really hot temperatures. and the bay will be at 87. some mid 70s for the coast, so maybe that's where you'll want to head. if you want to go to the sierra, here is a live look right now at squaw valley. you can see the pool and snow-capped mountains. it will be in the mid 80s over the next several days, heading from friday to sunday. nothing but sunshine in the forecast. and for napa valley, look how hot it's going to be. on friday up to 89 degrees. on saturday, 95 degrees. 96 on sunday. if you want to head somewhere cooler, maybe check out santa barbara. the coastline will see temperatures in the mid to upper 70s for friday. 81 on saturday.

. bright sunshine as the sun rises right now at 6:42. a live look outside at san jose. we will see the sun heating things up, and a look at the temperature trend for nearby evergreen. we'll be at 72 degrees at 10:00 this morning. low 80s already by early afternoon. so whatever you have to do today outdoors, you want to get it done early. that's the kind of weather we will see heading especially towards the weekend. i will have a look at that in the microclimate forecast coming up at about 6:50. 680 top of the screen. i am concerned about that

number. 15 minutes right now down through the pleasanton area. a new crash may cause more slowing, even though the vehicles are still on the shoulder. thank you very much, kari and mike. 6:43. we are following breaking news. these are live pictures from nbc bay area sky ranger along with new information over the fire that's been burning over the foothills of east san jose. the fire we've learned has grown to nearly more than 100 acres. crews are on the fire lines trying to contain the flames. from this vantage point you can see it's clear in this area. it prompted evacuations overnight but people were allowed to return home. the fire started after a convertible caught fire and the flames spread from there. we're trying to figure out what happened to the driver of that car. there were some threats to the area. this is up by metcalf road. bob redell is covering the

after a military plane crash there, and new this morning, we have learned that the plane was flying from north carolina. the u.s. marine corps is not releasing much information about what happened but does say that it was a mishap that happened on the aircraft. the plane, which is used for refueling, crashed yesterday afternoon about 100 miles north of jackson, mississippi. new this morning, a driver is under investigation for driving under the influence after a three-car crash in the east bay overnight. it happened just after midnight on northbound 880 in hayward. no one was seriously injured. coming up next on the "today" show, the russian attorney at the center of the controversial meeting with donald trump jr. speaks out with keir simmons for the first time. a live look outside. much closer to home. from los gatos this morning, we are expecting a pleasant day with the weather warming up heading into the weekend. kari has a look at the forecast. >> that's what we'll all be talking about, the weekend. now we take a little bit of a
