joining us. i )m laura garcia cannon. ==sam/2shot== and i )m m br good monday morning to you. thanks for joining us. i'm laura garcia-cannon. >> and i'm sam brock. breaking news out of south san francisco, a fatal crash is shutting down at least one lane on highway 101 right now. turn it over to mike inouye for what's going on. chp reported all lanes of 101 closed. but pete suratos is on scene there and tells us the freeway indeed is actually open. the slowing you see, folks are forced over to the right -- to the left two lanes as you travel southbound 101 approaching grand avenue. what happened is we understand someone hit something. they reported to chp they thought it was a large animal. it turns out it was a pedestrian, someone on the roadway without a vehicle will.

there's one vehicle involved. someone has been killed, and we have two right lanes blocked. that's why you see the slowing. of course we're worried about the person and the investigation that continues. we're tracking that. pete is arriving on the scene and getting situated. your alternate is 280 to eastbound 380 getting past that incident. that's on one side of the bay. we have another closure but traffic is flowing well through oakland. i'll tell you what's going on for 880 coming up. kari? we do start out with mostly clear skies around the bay area. it was such a hot week. we're going to bring those temperatures down just a few degrees today as we get a live look outside at san francisco. there are clouds and high temperatures will be up to 99 in and t antioch. the coast will be cool as we will be in the upper 60s and 88

in palo alto. i'll talk more about this in a few minute. sam and laura? right now a parent's nightmare. a child snatched by a stranger. >> how the quick thinking saved the infant. sergio quintana has the story. >> reporter: according to police the woman allegedly took the baby about 8:30 this morning. then she walked to a nearby bus stop holding the child. police were called and quickly started tracking the accused kidn kidnapper. >> this is a call regarding a female enteringing with a baby possibly. >> reporter: she hopped on an express muni bus headed south, the route only takes about ten minutes to get to the next stop. the two hopped off here at a walgreens. the manager told me off camera the woman holding the baby looked as if she was on drugs and hadn't bathed for a while. the child was in good shape. at this point police dispatchers

were repeating her description to officers in the area. >> the baby is a 6-month-old baby girl with white pa sjamas. >> reporter: the accused kidnapper hopped on another bus. that's when an alert mui driver heard. they caught up at bay shore and ar arleta. the woman is being held on kidnapping charges. >> quite the alert rider there. all new this morning three juveniles are in custody after police say they tried to rob somebody at the daily city b.a.r.t. station. they say the suspect tried to take someone's phone but then got violent. they tried to punch the victim after the person refused to cooperate. police officers were able to catch up to the suspects on the platform and detain them. the three were taken to juvenile hall. >> bay area newspaper report finds inspectors have frequently never followed up on potential commercial and residential fire dangers in oakland.

they looked at data since 2011. the report says in that time firefighters referred 879 properties for follow-up inspections because of fire code violations but 79% of the time those inspections never happened. that included violations at more than 200 apartment buildings. the report found it often took months or years before the bureau of fire prevention ever conducted follow-ups that actually did take place. tom jensen will have more coming up in an hour. a city councilman plans to take steps to improve safety at an intersection he believes is too dangerous for pedestrians. three family members were struck whi by a car while working last week in the fruitvale neighborhood of oakland. the surveillance video is so graphic we stopped it just before the moment of impact. a little boy remains in the hospital. the councilman hopes for

improvement including flashing lights. a memorial service is being held for the university of san francisco professor who died in a plane crash in sonoma county last week. he was a pilot of the small plane that crashed. also onboard his two children and their nanny. all three were injured but survived the crash. goldman's memorial is at 10:00 in san francisco. it is 4:35 right now on your monday. up next new roadblocks for the republican health care bill. the reason the vote expected this week is now sidelined for the immediate future. and takinging a live look outside you might notice it's a little cooler out there. nice temperatures to start our monday morning. a live look outside in san rafael. a lot more news ahead.

after arizona senator john mccain had unscheduled surgery over the weekend. republicans need every vote they can get, so mcconnell will wait until mccain returns to washington. >> yes, i believe as soon we have a full contingent of senators that will have that vote. it's important we do so. >> reporter: so far two republicans say they don't support the senate's current version. three no votes were kill it. moderate republicans feared the bill's impact on their constituents and cuts to medicaid. >> it could lead to insurance plans that really are barely insurance at all. it would cause premiums to increase for some very vulnerable individuals. >> reporter: kentucky senator rand paul says the bill doesn't go far enough. >> now we're going to keep most of the taxes, keep the subsidies, and create a giant bailout super fund for the insurance companies. >> the republican senators are working very hard to get

something that's going to be really, really good. the opposite of the big lie which was obamacare. >> the republicans have to get off this notion that they're going to change all these laws just with republicans. >> reporter: president trump touted the latest plan in his weekly address but so far hasn't commented on the latest delay. chris pallone, nbc news, washington. this morning a food recall to warn you about. the maker of hot dogs is recalling 7 million pounds after customers saw bone and cartilage in their meat. they are sold locally. one person did suffer a minor oral injury after eating it. it recalls beef and sausages made between march 17 and july 4. if you have these hot dogs you can return them to the store that you bought them from. if the words back to school sound strange in mid-july that's not the case this year for retailers. that's because a lot of stores are already rolling out the back-to-school sales. some including walmart even had an online feature where you

welcome back, got the zipper truck out there, mike, on the golden gate bridge as we start off your monday morning. only a couple cars out there. the traffic flow is not heavily impacted. >> not as much as later on. temperatures, we'll get a little cooling today? >> a little bit for some areas. it was so extreme yesterday breaking records. yes, i'm pretty sure you take some slightly lower temperatures over another heatup. as we get a look at the seven-day forecast it's coming up at the bottom of the screen and we can see we have a very mild start this morning. look at the tri-valley. it's already 68 degrees as you get ready to head out the door. it's 59 degrees in the north bay and san francisco's right now at 57 degrees, mostly clear skies. concord, you're still going to reach up to 98 degrees. oakland, 79. san francisco, 72 degrees.

and at half moon bay, 68 degrees. pay llo alto 88. 89 in san jose. as we get a live look outside and we are starting out the day just trying to get ready on this monday morning, and i know it's hard to get out of bed but make sure you're wearing something that will keep you nice and cool and don't forget the sunglasses before you head out. we're going to have more bright and sunny weather, also some breezy winds. let me show you the wind forecast. here is a look at our noontime wind speeds and miles per hour and the wind direction from the northwest. we've had these northwesterly winds not bringing in much relief from the nice ocean breeze but we are still going to have that hot and dry weather moving in for the inland areas. and then by 5:00 those winds pick up. san francisco will be windy again today up to 23-mile-per-hour sustained winds. that will help give us some slight cooling for this afternoon. so it if you're getting out

there, you have some plans to get outside and spend lots of time outdoors like going golfing, you want to make sure you're out there early. we're at 68 degrees. we will have the temperatures quickly warming up into the mid to upper 80s. noontime 88 degrees and some lower 90s again today in the tri-valley and san francisco once again seeing those highs today will be very warm but then we'll bring down the temperatures quite a bit as we head through the rest of the weekend. some of the fog returning. we'll get some cooling. we're still going to be hitting the mid-90s today. upper 80s by tomorrow and the rest of the week and then we'll have another hot weekend on the way. mike, you're talking about the stopped traffic on 101. >> we were hearing reports. what we have behind me, let me get out of the way, pete is across the freeway and you see chp there southbound 101. what you also see are cars driving fast. we have reports of a complete stop and we did learn as pete arrived on scene he beat the traffic break to the scene.

he beat chp who set up the flares. those chp officers are blocking your right lanes as you travel southbound because of a deadly crash right around grand avenue. that's from oyster point. a full stoppage on the freeway has been reinstated. traffic flow has two left lanes and will probably remain at least an hour as we track the traffic flow. that's because of a deadly crash involving a pedestrian. on the east way bay side they should be clearing the traffic. a break there. you are forced off and back on the freeway. it was causing a backup just past 980. both sides of the bay do have a major incident causinging slowing for a short section. the rest of the bay shows light traffic flow. waze getting back to the peninsula. highway 101 looks like traffic flow has been reinstated. waze will save you a couple minutes taking you 280.

you see two minutes is better than the route down 101 on the other side. and continue to stick with waze because they'll give you the alternate. join our team because we can share that information that we learned. back to you. >> thank you very much, mike. 4:49. conservative columnist lashing out at delta airlines and what's become a back and forth battle on twitter. the 6 foot tall coulter says she paid extra money to have a seat with extra leg room. she adds the airline gave away that seat to another woman without giving her an explanation. one of her tweets said, hey delta, do you mind telling me why it telephones an emergency to move someone else into the seat i carefully advanced and booked? delta replied to her, ve he yeah twitter, ann coulter, we're sorry you did not receive the preferred seat you paid for and we'll refund your $30. your insults about our other customers and employees are unacceptable and unnecessary.

the president and his personal laurp continue to downplay the meeting between donald trump jr. and russian influence peddlers releasing a barrage of tweets including this one, quote, hillary clinton can illegally get the questions to the debate and delete 33,000 e-mails but my son don is being scorned by the fake news media. trump's lawyer appeared on the major political talk shows defending trump jr. >> nothing illegal about that meeting. that's number one. it's a big word to use but nothing illegal to cover up. >> trump's lawyer has also been questioning why the see he krsed allow him in. the secret service responded saying, quote, donald trump jr. was not a protectee of the agency in june of 2016 and we would not have screened anyone he was meeting with at the time. closed quote. now a follow-up on the debate on california signature climate change initiative.

lawmakers are skcheduled to vot on the cap and trade program. it would require air quality monitoring and improvements in the most polluted neighborhoods. in southern california firefighters continued to battle the so-called whittier fire. a local state of emergency as crews struggled to contain those flames. firefighters are desperately trying to throw the threat of a fire that has burned more than 18,000 acres and is only 49% contained. cal fire tweeted out this picture over the weekend. the fire burning south of 154. it started a week ago. 16 homes have burned so far as well as 30 other structures. time now 4:51. three people rescued from the san francisco bay clinging to the side of their boat. whooo potentially saved their lives. a holy site in jerusalem.

4:54. we have some developing news from central arizona. the search continues right now for a father who was swept away by a flash flood yesterday in the national forest about 90 miles north of phoenix. he was with a large group of family members when floodwaters came rushing through. nine people died including six children. one was only two years old. absolutely a devastating loss for one family. here is the missing man's sister. >> this is my brother. he has to be found. they can't stop looking until he's found. >> normally it's just a trickle of a creek. during the monsoon season it can go from a foot deep to ten feet deep in a matter of minutes. >> that was the sheriff's deputy explaining the situation. heavy rains causing that flash flood as you can see. recent wildfires have left the landscape vulnerable. at 4:55 some scary moments in the water near the dumbarton

bridge. two men and a boy had to be rescued after their 12-foot boat capsized saturday night a. kayaker called for help. the coast guard and menlo park firefighters spotted them hanging on to their capsized boat. all three were airlifted to safety. two victims were treated for mild hypothermia. work on an important section is expected to begin today. the morgan territory road that was badly damaged in february following relentless rain. the two-lane road connects manning road north of livermore with marsh creek road. the damage will be closed off to cars, pedestrians, and bicyclists through the middle of october. local residents are having -- will will have alternate access to the area. 4:56 right now. bus service in san mateo county is about to expand to santa clara counties. the agency is exploring adding express service on highway 101 to its neighboring counties. today's meeting is in san carlos

mike? >> good morning, laura. a tough morning here on the peninsula. we do want to show you as we see light traffic, you do have unusual slowing southbound 101 from about oyster point down to grant. that's one exit right there. the reason they have the traffic zoomed out further so i can show folks 280 to 380 is an option. there was a temporary full closure but again only two lanes blocked now. three have opened. because of the continuing changes pete suratos is on the scene moving around a bit to get a different shot and get more information. he's continuing to feed that to the newsroom. the traffic flow is slow right at the scene but it is starting to move once again from oyster point to grant avenue where a crash involving a pedestrian. we'll track this scene. ckari, you have the forecast fo today. >> we are going to have some slightly cooler temperature as we head throughout the morning. at least it starts out nice. we are at the 67 degrees in fair field and 62 in morgan hill.
