we have complete coverage on this breaking development. we'll start with nbc white house correspondent kristen welker. good morning to you. >> reporter: good morning to you. this is a devastating blow to one of the president's top agenda items and biggest campaign promises to repeal and replace obamacare. the white house was caught by surprise after two more republicans defected overnight, effective killing the bill. the president tweeting this morning, we were let down by all of the democrats and a few republicans, most republicans were loyal, terrific and worked really hard. we will return. the new strategy now, repeal and replace much later. overnight, the republican plan to replace obamacare officially falling short, with two more gop senators unexpectedly pulling their support. senator jerry moran of kansas, and senator mike lee of utah, both tweeting their opposition at 8:30 last night on twitter, about the same time president

trump was meeting with several key republican lawmakers at the white house, and just hours after the president appeared confident the legislation would pass. >> so, we're going to get that done, and i think we're going to surprise a lot of people. but we're getting it together. and it's -- it's going to happen. >> reporter: president trump tweeting out a new strategy late last night. republicans should just repeal failing obamacare on a new health care plan that will start from a clean slate. dems will join in. senate majority leader mitch mcconnell saying that vote to repeal much of obamacare could come in days. with a two-year grace period to allow for a table transition. but senator mcconnell stressing even that will be a tough path. the defeat coming hours after snars delayed a preliminary vote on the bill because they were missing a key vote, senator john mccain who is recovering in arizona after surgery to remove a blood clot. >> we miss him. he's a crusty voice in washington.

plus, we need his vote. >> reporter: senator mccain weighing in overnight. we must not repeat the original mistakes that led to obamacare's failure. the congress must receive input from members of both parties. but the republicans are facing a fierce opposition. >> your job is on the line. >> reporter: many made their voices heard on capitol hill monday. leader mcconnell didn't give an exact date for the vote to repeal obamacare. but indicated an announcement will be coming soon. republicans privately acknowledge even securing the votes for their fallback plan will be difficult. savannah? willie? >> kristen stand by there. i want to keep this conversation going but bring in kasie hunt to course capitol hill for us. let's pick up right where kristen left off. are there the votes for the repeal now replace later idea? and is there any reason to think this gets easier with time? >> i'm not sure that there's a reason to think it does get

easier with time. the reality, they set out the repeal and replace plan originally because leadership knew they didn't have support to just do a straight repeal. this is really the difference being between a party opposing a president, barack obama, in congress, and having to be the party that governs. you actually have some senators out at home at town hall meetings acknowledge that up front. say, hey, it's a lot harder to govern than we thought. and frankly, the repeal only push came out of a party that was trying to oppose instead of one that was trying to write laws. so i think this is still a very tricky political calculation. trying to only repeal it. >> kristen, repeal and replace obviously was a core promise of the trump campaign over the course of about two years now. we've been hearing it, also from republicans in the house and the senate. now yesterday, as you point out in the tweet that the president changing to well let's at least repeal this thing and work with democrats to replace it later. how shaken was the white house

with this development last night? >> they are shaken. they know this is a risky strategy. the plan is to force democrats back to the table to negotiate over a new health care plan by repealing it. there's no indication democrats will play ball with them. chuck schumer rushing republicans to start to approve obamacare. in a statement he said overnight, rather than repeating the same failed process yet again, republicans should start with scratch and work with democrats on a bill that lowers premiums, and improved our health care system. this underscores the political risk for republicans if they can't get democrats on board with their new plan. the gop could really pay for this by losing seats, willie. >> let me take that hot potato and kick it back to kasie.

what do you hear on the hill? would democrats do something with republicans in the name of replacing obamacare? >> i think that if the frame on this is, we've repealed president obama's health care while replacing it with something better, i don't know democrat it's are going to go with that. the politics have gotten so calcified. both sides are way down in the trenches. you have trumpcare on one happened, obamacare on the other. if republicans fail to push forward a plan, you may see a situation where democrats work with them to try to make basically a smaller fix to those individual obamacare markets that we've talked so much about. the ones where many states only have one plan, for example. i think we are still a ways away from that. if you still see president trump looking for a victory. i do not think there's any way democrats will try to help him out on that. >> our team on capitol hill on this latest development.

thank you very much. new information on a controversial and deadly police shooting in minneapolis. the officer who opened fire on a woman who had called police for help is now speaking out. the victim's heartbroken family still demanding answers. abc's blake mccoy has the latest for us. blake, good morning. >> reporter: good morning to you. the medical examiner is ruling this a homicide, saying justine damond died from a single gunshot wound in the abdomen. why she was shot and killed by the police officer that she called for help remains a big unanswered question. fighting back tears, justine damond's fiance appeared before cameras. >> the loss of justine is a loss to everyone who knew him. she touched so many people with her loving and generous heart. >> reporter: 40 years old and engaged to be married next month, damond was shot dead by a minneapolis police officer after calling 911 for help. she was reporting a possible assault in the alley behind her

home. saturday night. authorities say two officers responded. one of them, unclear why, fired at damond, killing her. the officer's body cameras were never turned on. investigators say the squad car dash cam also failed to capture the shooting. >> this call of an unknown trouble turned into an officer-involved shooting. >> reporter: the officer who fired that fatal shot muhammad noor joined the force in 2015, celebrated as the fifth precinct's first somali officer. according to the police conduct rescrew, noor has had three complaints filed against him. his lawyer releasing a statement saying the current environment for police is difficult. but officer noor accepts this. as part of his calling. the news is making headlines in

as y australia where damond is from. one newspaper calling it an american nightmare. in minneapolis, which has seen police shootings, many in the community are outraged. >> the lack of transparency, the lack of answers. it's unacceptable. i can think of no other word other than unacceptable. and it needs to stop. >> did you know you're so powerful? isn't that amazing? >> reporter: damond's would-be mother-in-law said she was a spiritual healer who always saw the good in people. >> justine was a person who looked at the world through the eyes of love. >> reporter: the investigation right now is being led by a state agency. they say they won't release anymore details until they're ready to interview the officer and his partner. no timeline for that has been given. officer noor is on administrative leave. but through his attorney, says he passes on the condolences to the family. willie and savannah. the mayor of minneapolis hasn't provided any answers to the family or anyone else either. rescue crews are resuming the search for a man who was

swept away by flash floods on saturday. at least nine people were killed when a fast-moving downpour sent a wall of mud and debris into cold springs. thousands are expected to join the search for 27-year-old hector garnica. they still have hope to find him alive. his wife and three children were among the dead. breaking overnight, six people were injured late monday when a restaurant roof collapsed in atlanta. between 30 and 35 people were inside the restaurant at the time. officials say it is possible the roof couldn't handle all of the heavy rain that had fallen in the area. four people were taken to the hospital. none of the injuries are life-threatening. there are new developments to tell you about in a double murder mystery in indiana. investigators have released a composite sketch of a man they

believe killed two young girls. a man's voice can be heard in chilling audio that was captured by one of the girl's cell phones. gabe gutierrez as more on these developments. >> reporter: good morning. throughout the course of this massive investigation, there's been several arrests on unrelated charges. but still, no answer to the central question who killed these two young girls. now, local police hope the new picture from an fbi sketch artist might lead to a crucial break in this case. this morning, police hoping someone will recognize the face in this new sketch and lead them to the person who killed 13-year-old abigail williams and 14-year-old liberty german. it's been five months since the teens vanished. while hiking near this abandoned railroad bridge. their families devastated but today, hopeful. >> today is the first day i've really been excited through this process. it's been most optimistic we've been.

>> reporter: investigators say more than 18,000 tips have poured in since the girls disappeared and they've interviewed a thousand persons of interest. >> this case is active. >> reporter: in february, the authorities released chilling audio from one of the girls' cell phones, recorded around the time they went missing. a man's voice saying down the hill. the phone captured an image of a man walking near the hiking trial. a new sketch side-by-side with a fuzzy photo will offer a clearer picture of the suspect, believed to be between 5'6" and 5'10", with reddish brown hair. >> it shows a little more facial features. it gives you a little more information on what we're looking at. >> the reward for information leading to an arrest, now topping $230,000. >> i hope this thing is over tomorrow. hope tonight. as my wife always posts out there, today is the day. i hope it is today. >> reporter: police here say more and more tips are coming in. but they won't say whether they are close to making an arrest or whether that person might still be in the area. this community, simply wants

answers. savannah? >> gabe, thank you very much. two people aboard a small plane were killed on monday when the airplane made a crash landing on a golf course in mesa, arizona. the pilot reported mechanical problems who could not reach the airport. burning fuel charred the grass around the wreckage. crash investigators are returning to that scene this morning. a massive fireball was caught on camera after a broken down truck on the side of the road was clipped by another truck and exploded on monday. this happened in eastern china. amazingly, there were no serious injuries reported. but the smoldering wreckage you see there, shut down the roadway for nearly two hours. the exact cause of the accident is under investigation. back to that dramatic video we showed you at the top of the show. take a look at the top of the screen here. a 43-year-old woman in rome

40-year-old justine damond was shot by officer mohammed noor, after she called 911 to report a possible assault near her home. that officer is an administrative leave pending an investigation. he released a statement through his attorney overnight offering condolences to the victim's family. >> and the rough and tumble world of politics was on full display in taiwan's parliament overnight. take a look. lawmakers were shoving and tackling each other. they threw water. this is all over a disagreement over a controversial program that aims to build a light rail system through the island. >> i feel better about our politics. >> maybe we could use one of those. just a good brawl. >> the opposite of hug it out. >> just get it out of our system. now, to the countdown that will be closely watched. the parole hearing for o.j. simpson. it happens in two days. it will be televised live. what happens if simpson is paroled? joe fryer is in las vegas with that story. joe, good morning. >> reporter: good morning.

this is where it all went down, where a decade ago, o.j. simpson's bungled robbery attempt at a las vegas hotel landed him behind bars. now, as his next parole hearing fast approaches, friends are speaking out about where he might go, and what he might do, if he's let out of prison. >> i've not had any incidents, despite all of the stories in the tabloids and everything. >> reporter: for the past nine years, o.j. simpson says he has been a model prisoner. now, at age 70, he's betting that clean record will convince a nevada parole board to set him free. >> i can't imagine who will get up and oppose his being released. >> reporter: f. lee bailey who last spoke to simpson in 2008 was part of the dream team that got him acquitted in the 1994 murder case of his ex-wife nicole brown and her friend ron goldman. simpson is serving a 33-year sentence in nevada for robbing two sports memorabilia dealers in a vegas hotel. the board deemed him low risk

and granted parole on some of his charges. >> he does not have a bad temper. i have taken people to lunch with o.j. who thought he was a killer. and came away thinking they'd like to invite him to dinner. >> reporter: so if released, where will simpson go? his close friend tom scotto tells nbc news simpson hopes to return to florida but legal experts say the parole board could restrict his travel. in an interview with "usa today" scotto says simpson has stayed in regular contact with his four children, including his two with nicole brown, sydney now 31, and justin, 28, who also reside in florida. scotto says simpson still has money from a $5 million personal pension, as well as an nfl pension that pace $1700 a month. both are protected from the $33 million civil judgment won by the brown and goldman families, of which they say he's paid almost nothing. >> i do believe that he will be paroled. i remember what it was like

we have a big half hour. let's do the news real quick. the news at 8:00. police shooting death of an australian bride-to-be in minnesota has been ruled an homicide. but officials have provided few details on what happened and what led up to this. blake mccoy is in minneapolis with the latest. good morning. >> reporter: savannah, good morning to you. growing anger and frustration here over a deafening lack of answers. what caused a minneapolis police officer to open fire on that woman who called them for helps? she was unarmed, a bride-to-be, set to with married next month. her fiance says he is heartbroken. she called 911 to report what she believed was an assault in the alleyway behind her home and was shot when she went out to greet the responding officers. the officer who opened fire had been identified as mohammed noor. he had been on the force for two years and is on administrative leave. his body cam and his partner's body cam was turned off in this entire incident.

it's been more than 48 hours and authorities have given no explanation why she was shot. that's why people in this community are getting more angry this morning. >> blake mccoy. thank you. president trump is urging congress to repeal obamacare, after the bid to repeal and replace it fell apart overnight. kristen welker looks at what went wrong and the new strategy. >> reporter: this is a devastating setback for the president. he tweeted about it moments ago saying, we were let down by all of the democrats and a few republicans. most of the republicans were loyal, terrific and worked really hard. we will return. bottom line, the white house was caught by surprise, after two more republicans pulled their support for the health care plan late tuesday. senator jerry moran of kansas and mike lee of utah, tweeting out the opposition around the same time president trump was meeting with key lawmakers here at the white house. president trump tweeting out a

new strategy late last night, saying republicans should just repeal failing obamacare now and start with a new health care plan. dems will join in. mitch mcconnell saying the vote to repeal could come in days, with a two-year grace period. to allow for a transition. but mcconnell stressed even that will be a tough path. chuck schumer saying overnight, rather than repeating the same failed partisan process yet again, republicans should start from scratch and work with democrats on a bill that lowers premiums and improves our health care system. this underscores the political risk for republicans. if they can't get democrats onboard with their plan, they could pay for it in the midterm elections by losing seats. >> kristen, thanks. federal investigators have now interviewed the captain of an air canada flight involved in a near-catastrophe earlier this month.

==topvo== firefighters this morning are still at the scene of a brush fire in the south good morning. it's 8:26. i'm kris sanchez. firefighters are still on scene of this brush fire in the south bay that briefly threatened a winery. it started yesterday afternoon on mt. eden road in saratoga close to the mountain wineries, also a popular concert venue. there's a concert there tonight. firefighters say the fire is now 40% contained. nbc bay area's sky ranger flew over the scene earlier today and we still could see signs of flames along with a lot of smoke. there are no structures damaged by this fire which burned abouten the acres. some folks might be wishing they had sky ranger to get to work today. >> a big backup over the trivalley. it's recovering here behind me, westbound 580, heading over towards san ramon road.

i'm kidding. the fact is, it is normal to have a favorite child. you have different interests. you have more than one child. and one is really doing great with you and you're clicking and the other one is not. you're going to favor the one that you're getting along with better in that moment. but we want to be mindful of how we favor our children, right? a little bit of favoritism as it flows. but if you favor one as a parent all the time, it is going to cause some disruption in your other kids. >> it sure did. >> it sure did. >> we do joke about it with my brothers all the time. it has become a running joke at this point. >> right. >> this question for our married viewers. is it normal to hate your spouse? >> strongly dislike your spouse, yes. >> is it normal? >> yes. you're bringing two people with distinct personalities into a relationship. and relationships ebb and flow. what if you need your spouse to

how to do it on their own. we know that's what's happening. you have to sit on your hands a little bit, tolerate your own anxiety. talk to your partner and your friends. and let your kids try to do it. if you swoop in, you will really impact your kids' self-esteem. >> i can see that. moving to social media. is it normal for an adult to get caught up in the social media world? >> you discussed this before? >> i think it is. going to it mindlessly. >> we're all relationship driven. and we compare ourselves to others all the time. we like our kids and teenagers are going to compare ourselves in social media. it's a black hole. it's normal. but model what you think should be appropriate screen usage. you can only do better that way. >> i just interviewed that we
