start with chief white house correspondent hallie jackson. hallie, good morning. >> reporter: savannah, good morning to you. what a dramatic morning this is turning out to be. with john mccain making that surprise return to washington, just days after getting diagnosed with brain cancer. republican leadership, knowing every vote is critical on health care, had hoped he would make it back in time for today's procedural vote that kicks off debate in the first place on a bill. this is something the senator seemed supportive of last week. if the gop clears this hurdle, there are plenty more ahead, with questions on what the senate bill will even look like in what is shaping up to be another health care cliff-hanger. one of the senate's fiercest fighters, back for battle. john mccain returning to capitol hill, to help republicans clear a critical health care hurdle. the senator, recently diagnosed with brian cancer. until now, recuperating at home, in arizona, taking a hike. in washington, a different uphill climb. for him and the rest of the gop,

on health care. with president clinton pushing hard to get something done soon. demanding senators repeal an replace obamacare, the president pressuring his own party. skeptical lawmakers and his health secretary, tom price. >> going to get the votes? he better get them. he better get them. otherwise, i'll say, "tom, you're fired." >> reporter: that stern message directed at lawmakers but delivered at a boy scout jamboree. >> who the hell wants to speak about politics in front of the boy scouts? >> reporter: at times, seemed more aimed at adults. >> i go to washington and i see the politicians. i see the swamp. it's not a good place. today, i said we ought to change it from the word swamp to cesspool. the fake media will say, president trump spoke --

president trump spoke before a small crowd of boy scouts today. fake media. fake news. >> reporter: the president going after his predecessor. >> by the way, just a question -- did president obama ever come to a jamboree? >> reporter: the backlash, building fast. politics do not belong in the jamboree. citizenship does. the scouts releasing a statement saying in part, "the boy scouts of america is wholly nonpartisan and does not promote one position, service, political candidate or philosophy. the invitation for a sitting u.s. president to visit the national jamboree is a long-standing tradition and is not an endorsement of any political party or specific policies." back on the hill, it is all about health care with the president this morning calling john mccain an american hero and brave for returning for the votes this week. we may hear more from the

president about the public push on health care today when he holds a joint news conference in the rose garden with the lebanese prime minister. no shortage of questions for him in a busy day here in d.c. >> it sounds like mccain is a yes vote on health care. do republicans have a vote this time? >> reporter: if i had a crystal ball, i would be able to answer that for you. but i don't know if republican leadership knows for sure they will be able to get this thing across the finish line. and the vote today is the first procedural step to start debate in the first place. that's what leaders think that's what john mccain will support. but it's not clear if he will support what is down the road. repeal now and delay a replacement? or something else. that's why today will be critical. watch for the gop leaders to go after familiar names.

moderate republicans, like susan collins, for example, or rob portman. >> a lot of suspension. something else to watch on capitol hill, another appearance by president trump's son-in-law and senior adviser, jared kushner. he will face more questions about his contacts with russia during the campaign after testifying on monday there was no collusion. peter alexander has more on that. peter, good morning. >> reporter: carson, good morning. one of president trump's top aides insisted that attorney general jeff sessions has the president's confidence. but it certainly doesn't look that way. more and more, it looks like the president's in the market for a new attorney general. the president with a blistering critique of sessions for his "very weak position on hillary clinton crimes." under withering new pressure this morning, jeff sessions who infuriated the president by recusing himself from the russia investigation, back in the west wing, meeting with aides about his future. the president on twitter taking the unusual step of branding his

own a.g. as beleaguered. later rolling his eyes when asked if sessions should resign? >> mr. president, should jeff sessions resign? [ laughter ] >> reporter: speculation swirling about a possible replacement. including that the president may be eyeing rudy giuliani. suggestions giuliani is publicly denying. ♪ president trump monday night at the boy scouts national jamboree. >> a scout is trustworthy, loyal -- we could use some more loyalty. i will tell you that. >> reporter: hours earlier, one of the president's most loyal aides, son-in-law, jared kushner, with a rare public statement. trying to put the russia revelations to rest. >> let me be very clear. i did not collude with russia, nor do i know of anyone else in the campaign who did so. >> reporter: the president's senior adviser fresh off a two-hour closed door interview

with senate investigators. >> did you answer the questions, sir? >> as many as they had. >> reporter: kushner acknowledging four separate meetings with russia officials. saying they weren't improper. talking about the election and defending the president. >> donald trump had a better message and ran a smarter campaign. and that is why he won. suggesting otherwise, ridicules those who voted for him. >> reporter: the president watching on tv, praising kushner, a message echoed by top aides. >> showed the members of that committee what a witch hunt and hoax this thing is. >> reporter: still, on capitol hill for democrats, on collusion, it's hardly case closed. >> i don't think we can accept that at face value. we need to take it with a grain of salt. >> reporter: and congress closing in on a new bill, the white house is reserving judgment, insisting on the best deal for the american people. ahead of jared kushner's interview this morning with the house intelligence committee,

the president touting his son-in-law's performance. he tweeted, "jared kushner did very well yesterday, proving he did not collude with the russians. witch-hunt." adding, "next up, is 1-year-old barron trump." as for sessions' status, from both parties there's speculation that getting rid of jeff sessions, the attorney general, could be the president's first step towards firing the special counsel. overnight senator ted cruz's name was floated as an a.g. option. this morning a source close to the senator tells nbc news there's, "nothing true about it." carson? savannah? >> peter, thank you very much. let's bring in jeremy bash. national security analyst. good morning to you. >> good morning, savannah. >> let's start with all this going on around jeff sessions. we saw the president trash sessions to "the new york times" on the record last week. now, he tweeted, called him beleaguered. criticized him this morning. crs morning, rolled his eyes.

you once staffed a cabinet member. can you put in perspective how unusual this is. and what do you think the motivation is? >> it's astounding. the president of the united states is online bullying the attorney general. he's trying to twitter-shame him into quitting his post. let's make no mistake. what the president is trying to do is trying to say, sessions get out of the way so i can put in my own attorney general, who will fire bob mueller and shut down this russia investigation. >> put you on the spot, if you were advising jeff sessions, what would you tell him to do? should he quit? >> don't quit. >> i think he should make the president man up and fire him. if the attorney general wants to stand his ground, he should be entitled to do so. >> jeremy, carson daly here, good morning. jared kushner, another busy day in front of the house intelligence committee. you're a member of that staff once. after you read that 11-page statement yesterday, you saw jared's comments in front of the white house. what's left to ask jared kushner today?

>> i think the kushner legal team acquitted himself pretty well. he had the impressive backdrop of the white house. polished 11-page statement. his defense, though, was notwithstanding all the professional look and feel of the testimony. i was a rookie. i was a novice. i was overwhelmed. there are more questions to ask him, for example, about his role in the comey firing. about his role in the warning from the justice department that the russians could blackmail the national security adviser. there's plenty for investigators to look at going forward. >> jeremy bash, thank you so much. we've got a lot more to go to this morning. >> thanks, guys. more to get to this morning, including newly released video that shows the shooting of three u.s. special forces soldiers at a military base in jordan. on monday, the jordanian government released security camera footage of this incident. the three u.s. army green berets were shot by a jordanian soldier as their convoy waited at the base gate. the defendant said he opened fire because he feared the base coming under attack. in the video you can see the

u.s. soldiers waving their hands in an attempt to surrender. a jordanian military court sentenced the shooter to life in prison with hard labor. there's more developments in the disturbing case human smuggling in texas. a tenth person found crammed inside the tractor trailer has died. we've learned more about their journey. gabe gutierrez is in san antonio with more. good morning. >> reporter: carson, good morning. at least 20 of the undocumented immigrants are still hospitalized. investigators have spoken with several of them and are describing a horrifying ordeal. authorities say there were nearly 100 people crammed into that tractor-trailer in pitch-black darkness and stifling heat. this morning trucker james bradley jr. is in federal custody as new details emerge about horrifying allegations of human smuggling. now, ten undocumented immigrants have tied, after 39 of them, including teenagers, trapped in this sweltering tractor-trailer.

>> it makes me angry that people can be so cold. >> reporter: new court documents reveal bradley told investigators he was driving the truck from iowa to brownsville, texas, but stopped in laredo to get it washed and detailed. he said his boss sold the trailer and asked him to take it to his new owner. he was unaware of the contents. until he stopped at this walmart to use the restroom. when he opened the back door, he was knocked to the ground by some of the people who fled. authorities interviewed some of the survivors who said they started taking turns breathing from the only ventilation hole. they told investigators they paid smugglers and others linked to the drug cartel to help them cross into the u.s. this survivor told the associated press people were crying and begging for water. this police body camera video from a similar incident in texas in 2015 shows the stifling conditions. dozens of undocumented immigrants gasping for air,

rescued just in time. a 13-year-old boy among the survivors. >> 147 degrees. >> reporter: border patrol agents showing how quickly the smuggling operations can turn deadly. >> just about ten minutes ago we went and checked the temperature in this trailer, which had been shut for about two hours. it went from 105 degrees to up over 130, in a matter of ten minutes or so. >> reporter: bradley, the driver, is charged with one count of transporting undocumented immigrants, resulting in ten deaths. if convicted, he faces up to life in prison. even the death penalty. he's due back in court later this week. carson? savannah? >> a horrific story there in san antonio, texas. gabe, thanks so much. as we mentioned at the top of the show, the vatican's historic fountains are going dry. the holy sea says it is shutting off 100 of its fountains because of italy's drought. this past spring was the third-driest in 60 year. more than a million residents in

rome are facing water rationing. the decision to turn off the fountains is reaching to pope francis' teaching on the environment. frightening moments on a busy new jersey highway on monday. look at the suv, which was towing a camper. you can see it start to swerve back and forth across several lanes of traffic. left lane. almost hits another car and turns over. amazingly, no other vehicles were hit during the accident. and the driver of the suv was also not injured. the wreck, as you can imagine, blocked two lanes of traffic for several hours. >> wow, that is scary. slam on those brakes. let's get a first check of the weather. hello, al. >> hello, looking at more rain in the southwest. boy, they are just getting dumped on. that monsoonal moisture coming on in there. this is maricopa, arizona. a lot of flooding. folks making their way slowly. some guys deciding, i'm going to keep biking. and looking at severe weather up

through the plains and into the upper midwest, as another system pushes in. it's now -- right now we have an enhanced risk of strong storms. 5 million folks at risk. 5 million folks at risk. we move into tomorrow. it shifts to green bay, madison, chicago, springfield, indianapolis, 24 million people at risk. and can't rule out tornados. by thursday, it moves into the northeast, and charleston, atlanta, new york city. the storms will continue into the night. mostly wind damage. but there could be some hail damage, as well. we're going to get to your local forecast coming up in the next 30 seconds. they say glory awaits at the finish but what about the start? that moment you suck up all that doubt that fear all those reasons why not and decide to begin.

bright and sunny. another nice, warm day. nice and cool but then we'll see high temperatures reaching 83 degrees. for livermore up to 87. 87 in concord. still in some of the inland valleys. while the north bay will see some low to mid-80s there, oakland up to 72. and san francisco looking at a high of 64 degrees. our temperature will be heating up over the next now days. so you'll want to make sure you get out there and enjoy the cooler weather today. we'll be in the mid-80s for the inland valleys and mid-90s by the weekend. let's get an update on the roads now from mike. the situation is better in san jose than it was about a half hour ago. north 87 a crash and that's why there was all the slowing and it's cleared. northbound to silicon valley. southbound 680 also clearing. you see the slower drive over to the san mateo bridge and dumbarton. the bay bridge approach shows a nice smooth drive from highway 4

president trump is lobbing new criticism at his attorney general this morning. the president tweeting that jeff sessions has taken a weak position on hillary clinton crimes and intel leakers. that's according to the tweet. last week, trump blasted the attorney general on his decision to recuse himself from the russian investigation. and he called the attorney general beleaguered in a tweet on monday. a new hoverboard recall to tell you about. i-rover is recalling about 2,800 of them. these were told at t.j. max and marshalls stores nationwide. we are hearing from the parents of a 5-year-old boy who died while attending a day camp in georgia. they have an important message for all families. catie beck has this story. good morning to you. >> reporter: good morning, savannah. the cricket summer day camp is shut down following the tragic death of 5-year-old benjamin.

his heartbroken parents and investigators are trying to figure out what went so terribly wrong. this morning, a mother in agony. grieving the loss of her 5-year-old son, benjamin. the little boy, sent for a day of fun at camp. but never coming back. >> i miss him. i'm angry. and i want him back. >> reporter: benjamin and a dozen other 5-year-old campers were taken to a waterfall at the nature center for a picnic lunch. according to the camp, the children, supervised by four counselors were allowed to splash around in a shallow creek. a camp spokesman says, when it was time to head back, the counselors noticed benjamin was missing. he was found face-down in the water. >> it's not right. >> reporter: his parents say benjamin didn't know how to swim. but the camp schedule only listed water activities like

fishing and water fights. they didn't think it would be a problem. >> we never had a conversation about swimming. that's not on their itinerary they sent to us. i would never have agreed for him to do anything like that. >> reporter: monday, the camp was shut down after the state of georgia determined it did not follow proper licensing procedures. the family's lawyer is planning to file a lawsuit. >> you're going to pay for this one. >> reporter: the camp issued a statement, writing in part, they're heartbroken and distraught over this tragedy. adding thousands of children have attended the camp over the years without incident, except for minor scrapes, bumps and bruises. the family's attorney says that parents need to be cautious. >> any parent can pay the price if you don't know what's going on with a summer camp. >> reporter: the american camp association, suggests that parents should ask about the camp'saccreditation, and check

with the better business bureau for complaints. >> no one drops their son at camp and expects to get this phone call. >> my son was so remarkable. my shadow. my helper. i didn't get enough time. 5. no one should ever have to bury their 5-year-old. >> reporter: investigators are still determining whether there will be criminal charges filed in this case. the family attorney says no matter what, there will be a civil action, to send a message that camps must be held accountable. back to you guys. >> that's tragic. >> we're sorry to hear that. thank you for your story this morning. i hope it helps people out there watching and maybe just look real closely. >> we all have kids in camp. >> all of us. >> breaks your heart. al, a check of the weather? >> a tough turn to make. but let's show you what's happening. a big area of high pressure dominating over the great lakes.

been swimming in years. i had a fear of swimming in the ocean. >> reporter: that fear was challenged after her younger brother, robby, sudden lly diedf a heart attack. pat's son asking her to join him for a local tribute swim in robby's honor. i said, that's so sweet. i wish i could do the same. he said, you could if you try. >> reporter: after that first swim, she was hooked. she started to distance swim in her spare time, training at a local pool, getting tips from high school kids. >> he was 16. hen and he says, you're swimming like you're doing the dog paddle. like that. >> reporter: it turned out this lovable matriarch was a machine in the water. three or four miles, crept up to six or seven. and by her 50s, pat was swimming ten miles straight without stopping. every year, her swims got more

ambitio ambitious. self-taught, self-coached marathon swimmer. >> yes. >> reporter: why haven't you hired a coach? >> i don't have the money. everything is self-funded. >> reporter: pat decided to tackle the ocean seven. intense long-distance swimming all around the world. >> i swam across catalina channel. that's 21 miles. i did molokai channel in may. i got the record for the oldest woman. >> reporter: all under her belt. but pat dreamed of setting a record in the famed english channel, one of the most dangerous and challenging. your lung capacity must be amazing. >> yes. it is. don't ask me why. but it is. >> reporter: after trying last year, pat set out this june, to conquer the 21 miles between england and france. >> reporter: how do they eat in the water? >> they throw a bottle attached to the line. and i have quick lid carbs.
