jeff rossen and dave price. craig and dylan are enjoying a well-deserved morning off. what a week. >> it has been quite a week. i feel like we say this every single week, it's another busy news day. a lot to tell you about it. >> let's get to it, our top story. latest shakeup at the white house after a week of bitter infighting in the oval office. chief of staff reince priebus is out. homeland security secretary john kelly is in. what does it mean for the future of the trump administration? we have it covered from all angles. let's begin with nbc's kelly o'donnell at the white house with more on how this all went down. kelly, good morning. >> reporter: good morning. starting monday there will be a new -- monday there will be a new chief at the white house. the retired four-star marine general who has enforced the immigration policies as the current secretary of homeland security will take over with a staff that has been roiled. reince priebus, a successful chairman of the republican national committee, never quite got traction as president

trump's top man. after the health care failure, he is out. after a stormer six months in office, president trump paused in a downpour to explain another shakeup now at the highest level. >> reince is a good man. john kelly will do a fantastic job. general kelly has been a star, done an incredible job thus far. respected by everybody. a great, great american. >> reporter: rumored to be in jeopardy for months, outgoing chief of staff reince priebus said he privately offered his resignation thursday. >> i think he was right to hit the reset button, and i think that it was -- it was something that i think the white house needs. >> reporter: his exit follows a humiliating broadside by new communications director anthony scaramucci who lashed out at priebus and predicted he would be gone in a raunchy, insult-fueled interview with "the new yorker." >> no reaction. i'm not going to respond to it.

i'm not going to get into the mud on those sorts of things. >> reporter: before the announcement, the president dropped a telling clue friday at a law enforcement event when he epharmaceuticaffusively praised security secretary and former four-star marine general john kelly. >> i want to congratulate john kelly who has done an incredible job of secretary of homeland security. [ applause ] incredible. one of our real stars. >> reporter: with experience in combat but not politics, kelly is expected to bring a different stature and order to west wing operations. kelly noted his 45 years of service saying he is honored to take on this role. in a light moment at a security conference, kelly's cell phone rang while on stage. he joked about a call from president trump. >> you need to take that call? >> no -- >> okay, fine. >> it might be the president so i do want to miss the call. [ laughter ] >> reporter: and as there is more change here at the white

house, there is a change with respect to russia. the president who had opposed new sanctions on russia, we are told, will sign a bill that includes sanctions against russia, north korea, and iran. late night there was a statement from the press secretary who said president trump read the early drafts of the bill and negotiated regarding critical elements. he has now renewed and reviewed the final version. based on its responsiveness to his negotiations, he approves the bill and intends to sign it. the claim from the white house is the president made a sanctions bill that punishes russia for election interference into something he actually can accept. it was passed overwhelmingly by congress. there was a lot of pressure on this. >> another busy day. kelly, thank you. let's chew on this for a bit. we want to bring in indicately hewitt burnes, national reporter for "real clear politics," and nbc news security analyst jeremy bash, former chief of staff at the cia and pentagon under president obama. good morning to you both.

you've been talking to your sources in the white house. what is the mood? their boss was just fired via twitter after days of being insulted on line. >> certainly a significant turning point in this white house. reince priebus and dromp never had the kind -- donald trump never had the kind of rapport that presidents typically have with their chiefs of staff. general kelly, on the other hand, enjoys the respect of the president which is key here. we know the president has an affinity with generals and has developed a good rapport at his post. he's seen by the president as an effective leader in that post, particularly on the agenda items. so an important pivot point, but also someone who is going to have to manage various factions within the white house. >> are staffers positive about this change? are they looking forward to maybe having a more direct line of power? >> well, the biggest question remaining is what the hierarchy will be like. what latitude general kelly has to operate in this white house. what kind of position he can be in to restore or to bring, i

should say, impose discipline which is really important. >> let me follow up then. jeremy, obviously you know john kelly well, having worked closely with him at the defense department. let's talk about what we were saying. can he bring calm to this white house? you know, especially it seems like they're perpetually engulfed in drama. >> well, i know john kelly well, as you referenced. i traveled around the world with him. he's a great american. he's a great patriot. we should note that he and his wife karen have dedicated their lives to public service in a way that most americans may not even appreciate. they, of course, lost one of their sons, robert kelly, a marine, in action in afghanistan. they know the meaning of sacrifice. i think the real reason that john decided to do this job and say yes to the president when he called was because he really cares about public service. not even the greatest american can bring order and discipline when the chain of command has been so disrupted by a commander in chief who likes chaos, who sort offel are yishts the dis-- of relishes the disorder of the white house. i think john will have to set down key markers to the

president and say, if i'm going to run this place, i've got to be in charge. >> switching gears, i'd like your thoughts on the latest from north korea. here's the deal -- i mean, look at this video here. it shows, purports to show the latest missile launch from the rogue nation, though nbc has yet to independently verify the video. local broadcasters say this is believed to be another intercontinental ballistic missile launch. based on its trajectory and time in flight, analysts believe the north koreans have the capability of reaching the interior u.s., including major u.s. cities. that said, how big of a development is this? and do you expect the trump administration to react to it? >> this is a fairly significant development because until now north korea only had enough range on their missiles to potentially hit maybe the outer islands of alaska, maybe hawaii. with the range of this, they could potentially hit the entirety of the united states. don't forget there was this

critical intelligence agreement that they have 10 to 20 bombs' worth of material, could miniaturize on and put it atop an icbm. we have to take military diplomacy and prepare to shoot down any missile that comes our way. >> i want to get your take. anthony scaramucci went after reince priebus and steve bannon in the new york magazine article. do you believe that steve bannon stays at the white house? >> i don't know, but i think john kelly will impose order. >> what do you think? >> steve bannon and john kelly have an excellent relationship. we'll see what that portends for the future. >> all right. caitlyn, jeremy, thank you very much. to other news making headlines, the family of a teenager killed in that tragic ohio state fair accident this week is working with attorneys to f a wrongful death lawsuit. 18-year-old tyler jarrell had enlisted in the marines days before his sudden death. the amusement ride passed inspections wednesday only to malfunction hours later. seven others were hurt in the

accident. now to a 911 call you just don't hear every day. a woman in ohio who had a boa constrictor stuck to her face. >> hello? >> i have a boa constrictor stuck to my -- my face. >> ma'am, you have a what? >> boa constrictor. >> you're outside with a boa constrictor stuck to your face? >> yes. >> okay. >> i just fed it yesterday. please. >> the woman went on to say she had 11 snakes in her house. emergency crews rushed to the scene, and the firefighter eventually used a pocket knife to cut off the snake's head. authorities say the woman was taken later to a hospital with non-life-threatening injuries. a scary moment on the field friday for arizona diamondbacks pitcher robby ray. look at this. a 108 mile-per-hour line drive off the bat of cardinals' first baseman luke voight struck ray in the head, knocking him to the ground. fortunately he didn't lose consciousness and was fully alert while carted off the field. even managing to give a thumbs

to the south you got about four or more inches. more rain beginning to fall. it's going to be a cloudy day through sections of cape cod into nantucket. scattered showers through the mid-atlantic. some of those could be heavy at times. a flash flood watch in effect. 18 million people at risk through sections of new jersey, maryland, into pennsylvania, west virginia. so our eyes are open for that. but by early afternoon, things do begin to improve. as we head into tomorrow, the low travels off into the atlantic. we're watching storms through sections of florida and into the carolinas. that's we're seeing foggy conditions if san francisco, a nice cool start, 54 degrees right now. the peninsula, 59, in the tri-valley, 57 degrees, we are seeing fog along the coast, as farther inland, it is clearing up quite nicely, forth bay 29 degrees, san francisco, 54 degrees, we can expect so see

vessel. and the fda is taking on cigarettes with just under a half a million deaths every year related to tobacco use. the agency says it's now working to cut the amount of nicotine in cigarettes in an effort to make them less addictive. in california, a big surfing competition is about to get underway this morning. surfers won't just be battling massive waves. they're also going to have to worry about sharks lurking in the water. and those sharks are being spotted in record numbers. here's nbc national correspondent miguel almaguer. >> reporter: this morning as surfers from around the world catch waves at southern california's huntington beach, they won't be alone in the water. spotted in historic numbers, great white sharks are driving across this region. scientists call the area a breeding ground. and today this is where the u.s. open of surfing gets underway. [ screams ] up and down the coast, surfers, swimmers, and kayakers have

experienced close encounters. >> it was a foot from my face, grabbing on to the kayak right here. >> reporter: in 2015, surfing legend mick fanning was famously attacked on live tv by a great white in south africa. >> kept coming at my board, and i was like kicking and screaming. >> reporter: today officials say surfers should be more worried about another kind of threat. >> the sharks are out there, but a greater threat to the average person coming to the beach are rip currents. >> reporter: lifeguards are now using drones to patrol these waters. they say shark attacks are incredibly rare, but sightings are not. this weekend, they'll be out here in record numbers. thriving in part because food is abundant, and the water is warmer, today scientists are tracking great whites to learn more about them. this morning, one thing is clear -- they are here swimming among us. for "today," miguel almaguer,

that's typical for this time of the year. as we check boise weather, it's 100 there. we're going to warm up across the coast in the northwest over the next several days. as we head into the end of the week, that low-pressure system is going to begin to push on off and push on out of the way. we should see some nice weather through much of the eastern half of the country. watch it as you head to the florida panhandle, as you head into the end of the week, as well. that combination is going to provide the opportunity for some thundershowers. some of those could be strong through sections of florida. that's a quick look at the national weather. ♪ [ cheers ] a lot of people outside this morning. we're back with the story that's almost too unbelievable to be true. a pregnant doctor who was in the hospital to give birth herself wound up delivering another woman's baby first. >> talk about dedication to the job. here's nbc's maya rodriguez. >> reporter: for dr. amanda hess, babies are all in a day's work. >> delivering other people's babies is something i do every day. >> reporter: but there's one day the ob-gyn won't soon forget. at frankfurt regional medical center in kentucky earlier this week, a twist of fate with one mom-to-be extending a helping hand to another. >> more comfortable with delivering someone else's baby than my own, for sure. >> reporter: as dr. hess was getting ready to give birth to her own child, down the hall of the maternity ward she heard screams of pain from leah halliday-johnson. >> i sent my husband to have dinner. i was worried that no one was going to be back in time. >> reporter: and leah's doctor

was still on the way to the hospital. her baby needed help right away. >> seen the heart rate drop, that was something i didn't want that to go on any longer. that was something that needed some intervention. >> reporter: turns out, dr. hess was no stranger. she recognized leah, having done a checkup on her the week before. so as she was wearing her own hospital gown and shortly before getting her own labor induced, dr. hess stepped in. helping deliver leah's healthy baby girl just in the nick of time. >> luckily she came in and saved the day in time. it just goes to show you what an amazing person she is. >> i couldn't have predicted this. i mean, this was definitely working until the very last seconds. >> reporter: as for dr. hess, her baby girl, ellen joyce, patiently waited her turn to come into the world. >> just a few hours before she was born, she got to participate in a birth, too. >> reporter: two baby girls born after a chance encounter between two moms. for "today," maya resignation, nbc news -- maya rodriguez, nbc
