good sunday morning to you. here's a live look outside at 7:00 a.m. sunshining over san jose from communications hill. a little bit of wind there. we really appreciate your joining us. we have a check of our microclimate forecast. it's a pretty warm day yesterday. >> it was. >> you say it will be warmer today. >> especially for inland spots and even in san francisco along the jm$coast. expect a little bit of a warmup. but in the middle of the week, we're expecting hot temperatures.jf let's look at the current temperatures across the bay area. south bay, 57 degrees. sen ins la, 54. tri-valley, 57 degrees. waking up to foggy conditions at san francisco at 53 degrees. now we can see right now that

doppler radar really showing off that 3wfog, that early morningg that will once again burn off again by mid afternoon. just like it did yesterday. and then that temperature trend thinks the high pressure is going to warm us up fairly quickly, especially for areas like san jose. 2:00 already in the 80s. we can expect to reach some upper 90s in inland spots. as you notice in san francisco yesterday, we stuck to the upper 60s. today we can expect to climb into the 70s in san francisco. so once all that fog burns off and the clouds kind of das pear, that welcomed sunshine comes in and that's when we start to really see a nice warmup. but as of right now, no heat advisories. later on in the week can you expect to see even warmer temperatures. i'll get more into that at 7:15. >> always nice to see the 70s in the city. you are know everyone else is suffering. >> yeah. >> all right. we'll check in with you in a bit. thanks. this morning the u.s. is standing with the european union and latin american powers against today's election in

venezuela whichçó many sayçó wo destroy democracy there. people across the country and right here in the bay area will show they're opposition by protesting. the demonstration in san francisco today is an effort to show enez wailianéf president many people oppose his efforted to rewrite the constitution. if it's successful this election, he and his cabinet plans to strip the democratically lekted national assembly of its powers. the bay area has a growing population of venezuelans who left their country to escape the collapsing economy. >> my grandmother doesn't have any medicine. we need support from people from the united states, from the world. >> what he's trying to do is the same thing that fidel castro did in cuba. >> today's protests will be at the 24th street bartxsgz statio from 1:00 to 3:00. a bicyclist is dead after being hit by a train in san jose. it happened around 4:30 yesterday afternoon near parkmore avenue and race street. its not clear what led to the

crash. light rail service was shut down between the fruitdale and san fernando stations. trains did begin running again nearly six hours later just after 10:00 last night. no word yet on the identity of the victim. investigators are searching for clues after a gruesome discovery in a usually quiet south bay city. police say a man's body was found outside at the keel yo shop bar and restaurant on the corner of windsor street and highway 237 just east of main street. this happened yesterday just before 1:00 a.m. right now police are only telling us it's the body of a 54-year-old man who died under suspicious circumstances. a man who lives and works near the bar tells us he's seen and heard trouble there before. >> honestly, it doesn't surprise me. there's always fights probably every other night outside this bar and down the street at the other bar too. >> police say they're looking atsur veilance video to figure out how the man died. this is just the second homicide

of the year. last year the city onlyñr had o. a man is in the hospital this morning after he was shot, robbed and then crashed his car in the east bay. the victim who police say was shot several times was çóinside that car as it went into the waters of the berkeley marina. a witness who took that picture you just saw said the car had just been pulled to the shore by tow trucks. another witness describes what he saw. >> another group, family shot him out. that car was riddled. all the windows were taken out.i and thereñi were bullet holes through at least 30 bullet holes through the car. >> police have arrested a person of interest in that shooting. continuing coverage of the health care battle the president is making it clear he's not happy that obamacare is still in place. president trump tweeted that plan to repeal and replace is not dead, "unless the republican senators are total quitters.

he told republicans they look like fools. and threatened that if a new health care bill isn't approved quickly, bailouts for insurance companies will end very soon. his tweet storm includeu a rant about voting rules in the senate. the bailout, bycoar the way, th president is referring to are federal payments that help reduce insurance premiums, particularly for low income people. senate minority leader chuck schumer is accusing trump of toying with the lives of millions of americans. people took the health care battle to the streets this weekend rallies were held in cities across the country and people protested further attempts to repeal the affordable care act. today in the bay's christy smith reports from several rallies held here in theçó bay area. going on across the united states. >> reporter: they march and rallied in walnut creek. sheila fish carried a sign about saving medicare. she says she's concerned about risk to the existing health care

system. >> the senate has pull on the taxes and budgets.ñi and so they can track money in the budget. >> what do you want? >> health care! >> whether do you want it?ñi >> now. >> reporter: in san jose, demonstrators gathered at winchester and stephen's creek. the organizer says overall the idea for the rally came together more than a month ago before the defeat of what was called the ((sq care act. >> when the repeal was voted down this week, we said we're still coming out. we know this isn't over. we know we need to keep speaking up for this. but we can also celebrate a little. >> reporter: some said they were grateful for the republican senators who voted no. >> a good step forward. we just got to keep on working. >> reporter: and for some, there was frustration. >> i just hope congress earns its money, earns its salary that we're paying. >> we're watching, we're holding our elected representatives

and nothing new there. about 53 degrees in the city. we'll be along in just a bit to show us temperatures will be even warmer than they were yesterday, even reaching the low  san francisco.reaching the low now to a developing story overseas. a show of force by the u.s. military. u.s. bombers flew over the korean peninsula in response to north korea's latest missile test. and president trump took to twitter to criticize china for not doing enough to reign in north korea's president. nbc's janice mackey ferrer has the latest. >> reporter: striking new images released by north korea showing the intercontinental ballistic missile that could put major u.s. cities in striking range. cameras in northerny. japan capturing video of the missile falling into the sea just 230 miles off the coast. the videos have not been independently verified by nbc news. the late night launch was

supervised by kim jong-un who called the missile test a serious warning that their weapons could hit the entire u.s. mainland. >> kim jong-un is dangerous because he's unpredictable and his technology and developing this missile system which might hit the u.s., the mainland is advancing. and we don't appear to have a strategy to deal with it. and he's taking advantage of that. >> reporter: the crisis is now triggering an arms buildup in asia with south koreañr confirmg talks with the u.s. forñr stronr missiles. the president ordered rapid deployment of the u.s. missile defense system here that was suspended in may. japan may also boost its missile defenses and consider preemptive strikes. and the u.s. has been testing missile interceptors in alaska with more launches planned for thisçó weekend.

the tem the temperatures will be warmer than yesterday. thousands of people forced to evacuate an outdoor music festival in bars lone yashgs spain, because of a massive fire that broke out on the stage and incinerated it. this is video from the tomorrow land electronic music festival. 22,000 people were evacuated. the festival organizers say amazingly everyone did get out and no one was hurt. fire q rutáurt(ujuj say it's possible that a technical malfunction set off the fire on the stage near some speakers. honolulu is the first major city in the nation to impose a ban on people looking at their cell phones while crossing the street. the legislation is called the electronic devices pedestrians safety bill. a first violation can cost between 15 and $35. after that, it goes up to 75 and $100. comparatively, jay walking ticket is $130. the law goes into effect october

25th. some people sayñi it's another overage by the government but others in honolulu say it's necessary as people become more distracted by their electronics. as bay area kids get ready to go back to class, there is a desperate need for school supplies. you may remember we're telling you about this yesterday morning. yesterday nbc bay area and 48 answered the call teaming up with local charities to support our schools. volunteers were up bright and early yesterday morning to fill 40,000 backpacks with school supplies. this happened in sunnyvaleí]tr(c >> we want to help them. and i want to let them know we care for them. >> i think they're going to be really happy. because they can't afford this. and there are a lot of school supplies. they're going to feel like someone else loves them. >> organizers tell us as big as 40,000 backpacks may seem, it's only 10% of the need in the bay area. we encourage you to help support our schools. we have a full list of where you can donate on our website as

well as specifics on the supplies students need the most. that is at nbcbayarea.com. and at 7:17, let's check in with our forecast. >> the sunday forecast is hotter. if you were out there yesterday with us, it was hot yesterday. today in those spots, get ready. a warmup is on the way. >> but got news is we're going to get even hotter but not until the middle of the week.%./ today -- >> some time to prepare. >> exactly. current temperatures right now, water temperatures in pacifica, 57. ocean beach, 58. in the south bay right now, san jose, 57. so we've been waking up to the mid to upper 50s and, of course, those low lying clouds and the foggy conditions along the coastline for the past couple of days. the radar is really showing that marine layer at 1500 feet. we can expect for this to stick around through the afternoon brit finally burns off and makes way for some nice sunshine. now we can expect to seat warmer temperatures in inland valleys

mostly 90s across the board. and then monday through midweek we're expecting to see even hotter valleys. areas like concord, typically the hotter spots can expect to hit triple digits about it middle of the week. so yes, we'll be seeing 90s. at least we're not forecasting triple digits for today. jose shows the temperatures climbing by 12:00 to the upper then we quickly hit the 80s by 2:00. san jose is expected to hit a high of 90 for today. even san francisco also seeing a bit of that slight warming as well yesterday we stuck to the 60s. today you notice by 11:00 a.m., 68 degrees. and then right around 1:00 and 2:00, we'll start seeing a climb into the 70s as that fog clears out nicely. the microclimate forecast for today, look at this. we've got a combination of 60s for the coast. 63 in the bay. and then san francisco, 72. oakland, high of 70. yesterday. in some spots, up to 5 to 7 degrees warmer. san jose, high of 90.

palo alto, fine. concord, 96. santa crews area, 72 degrees. now here's a look at half moon bay. we can expect to see a warmup. our beaches will mainly stay in the 60s. if you notice right now not such good beach weather. 54 degrees. and this is why the national weather service has issued that beach hazard statement that was effective as of yesterday. it going to remain in effect through monday afternoon. santa cruz is expected to see a little bit more of the higher waves, breezier conditions. i say maybe not such a good beach day. maybe save the beach day for next weekend. we see some warming trend or maybe middle of the week if you can. over the next seven days, here's a look at what we can expect. we have that building high pressure. we've been talking about this building high pressure for the past couple of days. and that's going to start warming us up nicely by monday. 72. and then we can expect to see the warmest day of the week being on wednesday. that's because of the building high pressure that is going to keep us hot and dry.

wronglifully accusing people and needs to change. consumer investigator[ñ says t change might just happen after we brought the problem to light. she has the new developments. >> san jose has a fireworks problem. these residents insist they're not part of it yet they all received a fireworks fine by mail for $500 each. the thing is no one ever visited them to verify the accusation. >> how many/o! police officers e you seen? >> none. >> firefighters? >> no. >> code enforcement officers? >> not a single one. >> someone else from the city? >> no. nobody at all. >> reporter: the citations originated on line. anyone reports fireworks violations anonymously using this internet page. by phone fire marshal ivan lee told us and these residents that some complaints might contain evidence like video or photos. but others can be pure hearsay. >> or as he lee said, there is more than one complaint then

they don't really need enough evidence to make you guilty of the crime. >> i don't like it. >> reporter: city council member voted to ratchet up san jose's fireworks enforcement. he said he did not intend for people to be fined based on hearsay alone. >> the council intended to have evidence-based citations. >> reporter: so what happened? gray area. the city fireworks ordinance doesn't specifically lay out how reports should be handled or the standards for when the fire marshal should issue a $500 citation. >> the way he interpret wlad we said -- >> he didn't interpret it properly? >> it's difficult. people may have different interpretations. and that's what i would recommend in the future is that they look at more picture or video evidence based evidence and thenñi send it with citatio

itself as proof. >> reporter: the fire marshal declined our request for ain't view. the city spokesperson said each citation based on hearsay is evaluated by staff. we asked what that evaluation entails. >> i can't really speak to that. >> reporter: we asked again. what did the city do in between receiving the complaint and sending the citation? >> i'm going to tell one more time, i can't exactly answer that question. >> reporter: last week the fire marshal did. he told us all he needed to issue a $500 saytaticitation is than one report even if it's hearsay pointing to one address. >> so we'll have to go back and verify that with the fire marshal. i can't say how many times that happened or even if that happened at all. >> reporter: could it happen? >> could it happen? possibly, yes. >> reporter: is that fair? >> well, we're going to ask that question certainly as we evaluate the process. >> reporter: we've asked to seat full data base of complaints. for now, the city only sharing

microclimate forecast. you have a lot going on. >> yeah. >> heat and you say maybe even rain. >> i know. but that's all going to kind of next seven days. so that's good news f you're from the bay area, you know cloud coverage does not mean it's going to be a cooler day. ì% and fog is definitely normal especially along the coastline peninsula right now. 54 degrees. this marine layer is what's keeping us nice and cool. it is cloudy. eqn!8 bay seeing low lying clouds at 57 degrees. 51 to the north bay. but we do have that high pressure that is building over the bay area. as you notice on doppler ñirada it is really showingçó the fogg conditions right now. but it's going to be very similar to what you saw yesterday. and thatñr means that we have bn starting out with the foggy conditions. but then that sunshine begins to dominate and that marine layer begins to burn off. as that does burn off, the temperatures warm up to be nice cool temperatures that you see now. probably the coolest they're going to be. because in east san jose, expect

this year they only had one. so you buy a security camera to protect your home and family. but what if you weren't the only one watching? senior investigative reporter vicki win discovered a serious flaw in some cameras that can allow people to peek into your life without your knowledge. she joins us now with what she found and how you can protect yourself. >> you're watching me on a home security camera. many of these cameras are now connected to the internet so you can see your home from anywhere. of security hole you need to know about. otherwise you'll risk broadcasting your private life to a stranger. that's exactly what happened to this woman. >> this is her in her home. i can see her living room and dining room kitchen, everything. this is totally disturbing and not right. and she's totally oblivious. >> he doesn't know who this woman is. or why he suddenly had a window

into her world. and it appears she had no idea she was being watched. so creepy. >> it is totally creepy. i'm like this could have been my sister or my mom. you know, so it's like we need to tell people about this. >> reporter: kevin says he bought a securif camera from amazon. but decided it wasn't the right one so he returned it. about a month later he rm and his inbox filled up with video clips recorded in this woman's home. they were automatically saved and e-mailed. >> i assume she would press a button and resaent i'd be cut off. >> but he wasn't. and with no way to talk to the woman who now had the cam rashgs kevin contacted conary. >> i had to go through all the hoops to finally disconnect the camera from my account. >> that is the only way you would stop seeing here? >> yeah. after that, i couldn't see her. but i had to do it. apparently she couldn't do it herself. and canary couldn't do it. >> this is a little known safety

concern with some used cameras that can connect to the internet. the previous owner can see then% one. kevin says he repacked the camera so it may have looked unopened. he doesn't know if amazon resold it as new or used. >> there's a major gap in the security process. >> reporter: we wanted to know if this could happen with other home security cameras, too. so we bought several brands including this easy cam from fry's electronics. i set up the camera to send me an alert any time it detected motion. then i marked the box with an invisible ink pen and returned it to fry's. a day later my producer purchased that same camera, no one reseil d it and it was sold as new. i was charged full price. >> he checked for the ink mark then tried to set it up. >> in and power on the device. >> but he received a warning. >> it would not connect telling me that this device is already linked to another account. >> so even though it's warning him that this account is linked to someone else, i'm still able

to see it. so i just got an aletter right now that motion detected on the camera. so every time he moves, i'm getting alert on my phone and i'm seeing him. it's recording an image. >> reporter: it wasn't just this camera. >> we found a few security holes. >> this man runs sherlock surveillance. he tested three other cameras we purchased made by nest and net gear. he said nest did not allow a previous owner to descentally see the new users. but the m press d he said it can even be controlled remotely. >> so the priorities have accesr to see you, but they cannily direct the camera? >> they can, yes. concerns with the rloy made by net gear. >> as soon az plugged it in, the prior setup that i had completely worked. >> so we went to net gear in san jose. they lead the market with four million cameras sold worldwide. >> i think they're taking

advantage. >> this is a product manager. he says netgear takes several e measures to ensure this doesn't happen to the users. >> what we have is a policy and we doñr not allow our sellers t resell used camera. >> net gear requires stores to send back any cameras returned so they can be reset by the factory. the cameras also have a reset button. that allows you to kickñi off a previous owner if you decide to buy a use camera online. he has a similar policy&"[ñ muce ów&pany tells us it learned about the concern last yearé immediately dated the firmware to close the loop. the zmodo which tested the camera we uses saidñi they're supposed to be reset before being resold. but as we found that, doesn't always happen. acanary already requires them to send back the cameras and recertify it. kevin was able to disconnect the account and stop recording videos of this woman. >> what would you want to say to

land on feet. we may ask that question about health care reform, how many lives exist there? in the past two months senate republicans voted on and turned down three reform plans. if the issue dead or are more reform efforts yet to come? nbc bay area political analyst is here with his thoughts. and i love that cat analogy. why is this so hard? >> let's look at the big picture first. sometimes we get so lost in the details we forget how big this whole thing is. health care consumes one sixth of the american economy. from pregnancy care to end of life issues, in between. this topic affects virtually american. and it's expensive. health care in the united states costs about twice, twice the amount of other industrializedç democracies. yet, in terms of overall quality, american health care ranks last. last among the 11 wealthiests in the world. so we spend much more money to

get poor quality. it's not a pretty picture. the american, obamacare as we call it, passed in 2010, improved health care access for millions of uninsured americans but at a cost. far excessive for republican critics. and for several years republicans had the american !lic on theirv side. that is a summary of how we got here. >> that leads to the next thing. when we look at the 2016 election, since then, republicans have controlled the presidency, of course. so why haven't they been able to move on health care reform. >> you would think so. this is the perfect storm if you want to call it that way, right? a few reasons. they become very ñ35a=iq9q9ñ first, republicans just like democrats, they are hardly monolithic. one republican in congress wants to improve health care quality for as many americans as possible. the other republican in congress wants to reduce health care

costs with most of the savings going to the wealthiest taxpayers. pro. obamacare, it emerged after consultation with major players, doctors, hospital groups, big farm yashgs all the guys were brought into washington.fcuñ it wasn't perfect no, no, no. but hit support not seen in the past republican leaders and their point. they thought differently. they said we're going to go ahead. they removed to government subcy to insurance companies and saved government exchanges. the big players, left out, unlike with obamacare. little lick support. but over time the law caught on, especially as people began to see what republicans want to do. a recent usa today survey found that 53% of americans, 53% want to keep and fix obamacare.

12% support the republican plan. that's a tough hill to put together. >> you have problems. >> surprising numbers. so what happens now? are the republican reforms dead? and if so, what happens to obamacare? >> okay. those are probably the most important questions of all. if congressional leaders can put together a plan that maintains a quality at lower cost without costing millions of americans to lose health care, yeah, a new reform may emerge. but if across the street found in and out 2010, it's a very tough road to find common ground among competing interests. even when you control the congress and the presidency. as to your second question, look, if republicans are not able to come together with a plan, congress and the president have to, have to either stopping

obamacare or continue funding the program. it's not a pretty choice after promming to fix the program. >> wow. well, this seem a little premature. but the 2018 midterm elections, they're 15 months away. will republicans' and built to pass any reform hurt the party next year if this inability to pass continues? >> it's not really premature considering how fast things are moving this year. >> you're right. >> so for the moment, that's the great unknown. you know, history shows that the first two years of the presidency, the first two years offer the chief executive the best opportunities to accomplish major policy changes. that's what happened to obamacare, by the way, especially when his party controlled congress. now we're now more than half way through 2017.

the majority of congress and republicans cannot blame the democrats. so in the absence of health care reform, republicans have to do something elimination to show their value. maybe the president one fact is clear here. given the august recess and the end of the year's problems connected with passing a budget, yeah, we have to do that. republicans don't have much time left in 2017 to get things done. and meanwhile, tick, tick, tick. the future of republican health care manage ment remains a mystery. and withñr the insurance companies, very uncertain of what to do next. everybody is just holding on for dear life. >> yes. it's a cliff hang as always, political analyst larry gerston, we appreciate your input.

see a very good warmup. 9:00 a.m., 52 degrees. then by 1:00 in-9 the 70s. so we'll welcome the p 70s in san francisco. it's thanks to this hot high pressure that is building in over the bay area. z really warm us up. warming us up even more though into work week. and we're talking about the middle of the week when we could see return some of triple digit heat for some inland spots and then, of course, with that does come heat advisories and heat warnings. at this hour we don't have any effect. forecast today, a high of 97 in livermore. antioch 97. san jose, 90. san francisco, as i mentioned, we'll be climbing into the 70s with a nice 72 degrees. now here's a live look over half moon bay. 54 degrees. it is very cloudy. it's not going to be a very good beach day. that's because there is also a beach hazard in effect through2 tomorrow afternoon for the south facing beaches which is the highlighted areas. and it's all thanks to the pos of seeing rip currents. of course, we have the low lying

fog. and then we can expect to see breezy conditions as well. here's a quickxd check of that sunday day planner by about 9:00 a.m., we should be in the upper 50s for the bay. inland spots in the 6. and then by 12:00, we do start warming up quite nicely to about 79 degrees. and then the warmer conditions will come in at 3:00 with a high about 87 for inland spots. but don't forget, we'll be seeing some 90s hotter spots like concord and anti-of course as well. 7:00, 74 degrees. we do see a bitñi of cooling an cooler conditions. take a look at what can you expect as the high pressure builds in. 70s in the forecast for san francisco. then we start seeing a bit af cooldown towards the endst week. inland spots will be getting some of the hottest conditions by wednesday. we'll be climbing right back up into the triple digit heat. so please keep that in mind. with these waves, of course, we have to tell you about hoot advisories that will remain in effect through the middle of the
