-shelter-in-place in one san francisco neighborhood morning with a shelter in place happening in san francisco right now. these are live pictures from the scene. we will have details on that in just a moment. but also traffic problems in the east bay this morning. good morning, i'm laura garcia-cannon. >> and i'm scott mcgrew. let's get right to mike inouye. >> good morning. the problem is the 880 is completely shut down on the southbound direction between 23rd and 29th. this is not unusual, this has been going on over nights for weeks, but they typically do have it picked up by 4:30. the full closure will route you off the freeway with a i at 23rd then back on the freeway. it's a delay but it is not closed. just a freeway closure will take you off and back on again.

eastbound 580 will take you out of the area, a lot of brake lights. i will track this because those speed sensors indicate there may have been progress at the scene. this is scheduled construction going on for oakland. the rest of the bay moves okay, including the approach to the bay bridge. kari what do you have for our forecast? >> it's going to be hotter as you head to work, as we start out this morning, though, nice and cool and our temperatures heading into the upper 80s to mid 90s for parts of the south bay. let's head over towards the east bay where we will have mid to upper 90s there as well in hayward up to 82 degrees, the peninsula reaching the upper 70s for belmont, palo alto 84 and 70 degrees on the embarcadero today, north day up to 91 in santa rosa, we will feel the heat coming in tomorrow. i will talk more about that in the microclimate forecast. laura mentioned that breaking news in san francisco, a standoff leads to a shelter in place for people in one of the

neighborhoods there. this is going on near the intersection of 15th and beaver. so that's just north of the castro. these are live pictures from the scene. we just got information within the last ten minutes police say this started as a shooting, they located a possible suspect and have made contact but then the alleged shooter locked himself inside a home. officers are right now negotiating with the suspect, he is armed, we will continue to follow this breaking story, bring you the latest as soon as we get it. and new this morning, vice president mike pence is in estonia assuring the president that she has the u.s.'s support. estonia and others are concerned over russia's aggressiveness in the region. pence plans to visit three nato allies during his trip. he's tweeting this morning, quote, we stand with the people and nations of estonia, latvia and lithuania and we always will. the u.s. it state department

is responding to russia after vladimir putin ordered american diplomats out of the country. >> the state department is calling the move, quote, regrettable and uncalled for. putin retaliating after congress here in the united states passed sanctions against russia last week. putin now says more than 700 diplomats must leave russia by september 1st. coming up at 5:00 we will take you live to washington. president trump's new chief of staff, general jon kelley, is being sworn in today and our tracie potts will have a look ahead at his first owe dashl day. much closer to home in a couple hours bicyclists and pedestrians will no longer be allowed to cross the willow road overpass in menlo park, the overpass above highway 101 is under construction. starting at 7:00 this morning shuttle service will be in place. caltrans is replacing that old overpass with a new wider one. also new this morning, north bay's smart train isn't operating just yet but already there is talk of building future stations. san francisco chronicle is

reporting the transit system has approved an extension to larkspur never the golden gate ferry terminal. no official date has been set yet for the marin commuter train system to start. 4:34. new this morning some senior and disabled property owners are paying full school parcel taxes even though they don't have to. the santa clara county property owners are eligible for exemptions but aren't taking them. the grand jury didn't find any intentional wrongdoing, but says school districts can make their processes easier by providing more information. california middle and high schoolers could get more time to sleep in. >> that's actually the idea behind a bill making its way through the legislature. if approved middle and high schools would be banned -- banned from starting earlier than 8:30 in the morning. later start times have been linked to better performance. critics say the rule would disrupt families and cause

pieces of economic data this week including the key jobs report out on friday. also look for more earnings including apple which reports tomorrow. on friday the dow rose 33 points to 21,830, the nasdaq flipped 7 points to 6374. sprint is looking for a merger partner but charter communications says it's not interested in buying the wireless provider. sprint's parent company japan's soft bank is reportedly exploring whether it will still make a takeover offer for charter or renew merger talks with t-mobile. wants to create a one-stop shop for internet and phone service to compete with the likes of verizon and at&t. the number of people paying for tv service has been declining for years. that's not the only part of the industry that's shrinking. u.s. government data shows actual tv sets are disappearing and the number of tvs in homes slipped to an average of 2.3 in 2015 from an average of 2.6 per household in 2009.

and the decline comes amid the rise in streaming services with more people watching content on their laptops and tablets and phones. laura and scott, back over to you. it is 4:40. new this morning vineyards in sonoma may face a labor shortage for this year's harvest. that's according to a new report from the press democrat. the paper says the overall workforce has not grown in the past 15 years, even as the vineyards have grown. a strayed group says local vineyards could probably use about 2,000 additional workers. the report says more growers are turning to automation. 4:40. coming up, a nice start to our monday morning but there's summer heat ahead. we better enjoy today, won't be too bad as we get a live look outside in palo alto and the temperature trend for today starting out in the lower 60s, low 80s by this afternoon. we will be talking about some high heat ahead for the inland valleys, that's coming up next. and right now we have that

livermore will be up to 95, we will see some mid to upper 90s for concord and in napa 88 degrees, in oakland today 76 degrees so we do keep that comfort level there. as we get a look out the window and you're getting started today, starting in the closet it will be a day for sunglasses and if you can make it would be a great beach day, but i do have a heads up about the beach because we will have the potential of some more rip currents and sneaker waves and it's for those beaches that are south basing like santa cruz and simpson hills are the ones we mostly have around the bay area but we will have mostly sunny skies and very comfortable temperatures. it will start out cool, though, in the mid 50s heading out early to go suffering, as we go through the day it will be in the low 70s at 2:00. if you are making it a golf day it will be a nice day to hit the links. if you are in the tri-valley you want to get out early, it will start in the mid 60s, 74 degrees

by 10:00 and 92 degrees by 2:00 this afternoon. the heat will be what we're all talking about, especially for the next couple of days. heat advisories will be in effect for some of the hills and also for the valleys as we head into tomorrow and wednesday. so this strong area of high pressure builds and it will really cause some headlines for the pacific northwest as they could be hitting the triple digits around seattle and portland. unheard of this time of year for them. we are looking at more slightly warmer temperatures for san francisco. as we get a look at the inland areas tomorrow will be the hottest day. we will have to watch out on thursday for a chance for dry lightning. mike, you're tracking that closure in oakland. >> we did take that oakland shot before. i want to talk about this flashing light indicating northbound will shift over. you still have two lanes closed on the northbound side, the rest of the freeway moves well. that's north of the sole seem on our maps as well. the corridor between 23rd and

29th. the southbound side completely closed still. now, caltrans has asked for permission to keep it closed until 5:00, so nothing unusual just yet. we do typically see slowing cleared up. th this full closure going off. you're routed off and back on at 23rd. that's again for oakland. the rest of your bay we will give you a quick reassuring map shot of the sensors. may have you some time as you're coming up from the maze and heading down towards castro valley. 580 eastbound. the red sensors on the waze system and that route is the blue one. that takes 45 minutes. over twice the time we're saving you 25 minutes in the morning, we all could use an extra half an hour. make sure you check your waze system and check with us, make sure we're together on your phone, the waze application has an option to select the team. i hope you select nbc bay area

wazers because that's who you're watching now. 4:47. new this morning a new report out overnight says russian hackers may have targeted san francisco state university students. an ethical hacker says he was able to access sensitive information like social security numbers and home addresses. in a deposition the paper says the hacker told the school who found malware traced back to russian ip addresses. el school says no student information, however, was compromised. new this morning twitter testing a new way of making money by charging a fee to promote tweets. >> tewitter will amplify your tweets and profile for 30 days. the ad model being beta tested right now, you can only participate if you've been invited about i at which timer >> twitter struggling to make a profit and gain new users as we take a closer look at the san francisco company's performance over the last couple of months. you will remember last week

twitter shares plunge more than 14% after the company announced little user growth in the second quarter. in the u.s. twitter's average monthly active users fell to 68 million to 70. worldwide user pace has been stagna stagnant. it looks like west coast dock workers are approving a new three-year contract extension. the deal covers all 29 west coast ports including the port of oakland. union workers say it's being approved by a two-thirds margin. the current deal expires in july of 2019 so a new contract likely would keep labor at least through the middle of 2022. full results will be announced on friday. we will keep tabs on that for you. >> new this morning it might not shock you to learn that the bay area is one of the worst places for renters. oakland came in at the bottom of the list and at number 148, san

jose number 173, san francisco came in at 70 and the best place said to rent, scottsdale, arizona. the worst place, cleveland, ohio. the study looked at 21 factors including affordability, cost of living and safety. a south bay restaurant hopes to reopen after a driver caused damage to the front entrance. >> this is a look at the aftermath, happened early in the morning yesterday at the loss gatos café. they have not provided an update on the drivers injuries but so far the car didn't appear to have much damage. we spoke to neighbors who came by to view the scene. >> we thought, oh, they're remodeling. didn't know they needed to. and then when we came into the winery and we said what are they doing next door they said, well, somebody decided to use it as a drive through last night and here it is. and so we came out to see.

>> so the owners seemed to have a sense of humor about the crash. take a look at the note on the restaurant door suggesting someone mistook it for that 24 hour drive through. i thought maybe a good omelette there. some uc irvine college hopefuls believe they are being unfairly squeezed out of the fall semester but the school argues it's a tough lesson. >> the l.a. times say a higher number of students increased number accepted offers than accepted. this is like an airline, they're bumping people. as a result 499 incoming freshmen had their acceptances rescinded. the school says the cut only impacts students who failed to meet acceptance conditions through poor senior grades or not meeting deadlines. again, they had been accepted to the school. the school admits to drawing a hard line but several dozen legitimate appeals have been granted. coming up the incredible shrinking airline. what has federal regulators

fire ball were back in business yesterday. on wednesday you may recall an 18-year-old was killed and seven other people injured when the fire ball just ripped apart. closer to home the same ride at santa cruz's boardwalk remains closed while they wait to hear from state officials about its safety. a similar ride called delirium at greater america remains closed. consumer advocates applauding a federal order promising an investigation into airline seats that are getting smaller and smaller. a federal appeals panel on friday ordered the faa to reconsider the decision not to regulate seat size. critics say the problem has been a growing one for years or perhaps a shrinking one would be more accurate. seats are an inch and a half smaller than just a decade ago. >> as we see more and more people being squeezed into the airplanes we're now reaching the point where we don't think people can get out like they need to and this has become a real safety issue. >> the airline industry says it meets all federal safety

standards and says any regulation would be unnecessary. great britain is full speed ahead when it comes to electric cars. the country planned to ban gas powered vehicles by 2040. the ban would apply to conventional vehicles rather than hybrids that have an electric and con bust i don't know engine. paris is joining several other countries in fighting climate change. president trump pulled america out of the deal and people say electric cars face a tough road ahead in the u.s. >> i don't think the u.s. will set a date where it eliminates the sale of gas or diesel-powered vehicles. it's not going to happen, especially not under the trump administration. >> france, india, norway and eight other countries have set targets for electric vehicles. check your back-to-school supplies, more than a million and a half magnetic dry erase boards, white boards, are being recalled because they can cause cuts. the recall involves write again boards sold through really good

we will start with weather this morning. good morning to you. >> good morning. and it will be a nice day, but we are going to be talking about some temperatures heating up all around the bay area heading into the next couple of days. today not so bad. let's get a look at what it looks like right now as you head out the door in san jose. all clear skies and looking good early this morning. our high temperatures are heading up to 88 degrees there. palo alto 84, oakland 76 and in napa today 88 degrees. san francisco up to 70 degrees. we will talk about how hot it gets for some parts of the bay area coming up in a few minutes, but mike says the nimitz freeway was closed overnight. >> crews have 30 seconds to clear southbound 880 before they are considered late for their morning clearing. this is causing a backup from jackson down to 23rd. eastbound 580 is a great alternate. over the last couple of weeks of construction they have cleared by 4:30. not the case today.
