how many. so far no claim of responsibility. keep it here on nbc news. and on nbc news.com for any developments on this. a developing story overnight has universities on edge after "new york times" and other outlets reported president trump is expected his department of justice to take on affirmative action in college admissions. the paper of record will redirect resources from doj civil rights department to investigate and ultimately sue universities. it's a dramatic and unforeseen move and to get a sense of it all, we're joined now by nbc's tracie potts. >> reporter: the trump administration wants to go after discrimination against white students applying to colleges and universities. "the new york times" got an internal memo saying they want lawyers for a new project,

targeting schools that admiss n admissions policies are deemed discriminatory against white applicants because they use race as a factor. now the justice department wants to not only investigate but in some cases sue these colleges and universities. the supreme court weighed in on this. allowing schools to use race as factor to promote diversity. in this case, though, we're starting to get some reaction. some find this deeply disturbing and also worth noting the particular unit that would handle this is for trump political appointees not the silver servants who are nonpolitical who usually handle these education cases inside the justice department. phillip. >> all right, tracie potts for us.

the dea condoning police violence. take a listen to it. >> when you see these thugs being thrown into the back of a paddy wagon, you see them thrown in rough. i said please don't be too nice. like when you guys put somebody in the car and you're protecting their head, you know, when you put your hand -- like don't hit their head and they just killed somebody. don't hit their head. i said you can take the hand away, okay. officials across the country became increasingly concerned following years of police shootings and protests making news coast to coast. officials claiming mr. trump was encouraging police brutality. press secretary sarah huckabee sanders claiming the president was just kidding. >> i think you guys are jumpingn and trying to make something out of nothing. he was simply making a comment, making a joke. it was nothing more than that.

>> well now the acting head of the dea not only concedes the president's remarks condone police misconduct but he's warning his over 10,000 officers not to heed the president's words. writing in a memo, agents must always acts honorably by maintaining the highest standards in the treatment of criminal suspects. the international community is showing its support while venezuela continues its violent dissent into political chaos. the ambassadors of spain, mexico, france and the united kingdom met with the opposition controlled legislature and in a speech broadcast on venezuelan independent tv, u.s. senator marco rubio warned the country's president saying nicolas maduro the current path you're on will not end well for you. nbc's kerry sanders has more on the crisis. >> reporter: good morning. venezuela has a population of more than 31 million residents. because of its oil reserves food, medicine and other staples should be in plentiful supply,

but there's a shortage for all of that except for opinions on who and what to blame. this morning, venezuela is a country in crisis. state security swarmed the former mayor of caracas' home. shouts of dictator by his wife as the outspoken critic of venezuela president nicolas maduro was dragged away. also grabbed under the cover of darkness, lopez who was released from jail almost a month ago. the venezuelan supreme court said both men violated their house arrests by criticizing the government on social media. lopez recorded this video telling his wife make it public if re-arrested. he says i'm in prison for my ideas, i'm imprisoned because i want a better venezuela. >> with the re-arrest of opposition leaders last night is very alarming. >> reporter: sunday's controversial vote in venezuela seen as a move towards the consolidation of power in just one man, president maduro.

against the cable giants for pushing a false story centered on the death of a dnc staffer in an attempt to distract attention from the russian investigation. new layers on this story are being slowly uncovered and ron allen has more with just how this suit goes all the way to the white house. >> the lawsuit makes some dramatic allegations and some of those allegations could go all the way to the house. the man filing the lawsuit is named rod wheeler, fox news contributor, former washington d.c. detective who is now a private investigator. he was looking into the murder of a young man named seth rich. 27-year-old staffer at the democratic national committee. he was shot and killed in july of 2016 during the height of the campaign and a couple of weeks before those damaging e-mails about hillary clinton hacked from the dnc began pouring out into the public. wheeler's lawsuit claims that a fox news reporter made up quotes from him for a story that essentially said that seth rich, not russia, was responsible for releasing those controversial dnc e-mails and that somehow his murder was connected to all that.

according to the suit, it was a fake news story conjured up to quote, help put to bed speculation that president trump colluded with russia in an attempt to fix the outcome of the election. here's where the white house and president trump allegedly get involved. wheeler the investigator was being paid by a trump supporter and fellow fox news contributor named ed bufowsky. to investigate the seth rich murder. he said he wanted to help the young man's parents solve the case. wheeler's lawsuit claims the president knew about the article and butowski urged wheeler to go on air and talk about the murdered staffer was behind the leaks and not the russians. quote, not to add any more pressure but the president just read the article, he wants the article out immediately. it's now all up to you but don't feel the pressure. >> another fox news alert a huge bombshell in the murder of this dnc staffer. >> an investigator now says seth rich was in contact with

wikileaks before he was murdered. >> butowski has not returned a call for comment. but denied sharing the fox news article with the white house. here's firsthand reaction from rod wheeler, the man suing fox news. >> first of all, i'm thinking why would the president have to review a story pertaining to a death of a guy in d.c. why would the president even be involved in this? but at that point, ari, it was obvious to me that they actually lured me into this investigation. they meaning this fox news reporter to substantiate this russian narrative thing or to debunk that when, in fact, they told me i was really getting involved just to solve a murder. >> fox news retracted the story a week after it ran. a statement from fox news president says in part the accusation that fox news published the story to help detract from coverage of the russian collusion issue is erroneous.
