i'm laura garcia-cannon. and i'm scott mcgrew in for sam brock. let's get your morning started with a look at a humid forecast. >> how about we pick up the bay area and move it to miami? we are going to feel the humidity increasing. if you think it's muggy this morning. that's nothing compared to what will have today and there's a heat advisory in effect. it mostly includes the hills where temperatures will reach over 100. we do have some lightning and some rain just offshore just across the central coast and just to the southwest of here. i'll be tracking that as it moves closer to the bay area. more details on that coming up. mike's tracking two crashes right now. >> you're tracking lightning, i'm tracking just two crashes. overall the speed sensors look great for the bay area freeway except for up here. this is southbound highway 242. that crash still blocks your fast lane and your slow from highway 4. the longer route is the better

route. we do have inth overturned big rig which caused a 238 off-ramp to be closed. lighter summer traffic and being a wednesday, you're still moving well. the reason it's closed, an overturned big rig. that's that breaking news that we've been covering since we came on air this morning, that big rig crash in hayward. >> bob redell's been there since 5:00. he knows the latest. >> reporter: you can see that big rig's been uprightsed. it's on the back of a wrecker. we expect it to be hauled out of here at any moment. the issue right now looks like they're trying to secure the cab to the trailer and i don't know if you can see in the background there's some kral tran workers, some oil spilled so they're trying to clean that up. a minor hazmat situation. until they get this removed the

on-ramp and off-ramp is going to be shot down. this is what the scene looked like just over an hour ago. the driver of this big rig was coming off the ramp, going too fast and lost control and the big rig went over and went over on the its side of the driver's okay. 70,000 pounds of washers and drivers in the trailer. the concern was that when they were uprighting it that maybe they would tear the trailer, but the wrecker company brought out these air bags, they were able to get the truck upright and keep it intact so that's going to make it easier to get it out of here. it's just a matter of towing it out of this location. that driver could face a citation. now you're looking at northbound 230. the traffic heading from the left side to the right side of your tv screen. that's traffic on northbound

238. you can see the traffic is pretty much at the limit. this is so far off 238 that people can't see it so you don't have a lookie loo issue unfortunately according to chp, they say these ramps are not huge major thorough fares during the commute. reporting live here in hayward, bob redell, "today in the bay." >> thank you. developing now in alameda county, authorities there investigating a shooting near hayward. shots fired near a home last night in the 21,000 block of oceanview drive near apple avenue. the severity of the injuries not clear. we've been placing calls to the sheriff's department trying to find out more. we did some checking overnight. in july alone three people were murdered in hayward. a san francisco judge will decide if three political consultants in san francisco will go to trial for corruption. in a case connected to the ray mon scandal.

among the consultants expected in court today, keith jackson, former san francisco school board president. jackson and two others have pleaded not guilty to allegations they helped arrange bribes for former state senator lee. lee is already serving a five year sentence. all three are also accused of laundering mayor ed lee's campaign money. lee has denied any involvement. breaking news overnight. a suicide bomber has attacked a nato convoy in afghanistan. there are casualties but we don't know how many or where they're from. u.s. is among the country contributing people to the advise and assist mission. in the meantime, lots going on in washington this morning including a look at your taxes. tracy potts live in washington with the very latest, tracy? >> reporter: hey, there. congress wants to take another

look at your taxes and frankly they've been wanting to do that for a while. pull apart that complicated tax code and put together a new plan for how you pay and how much you pay. it was supposed to happen after health care. but health care didn't happen so now congress is moving on. >> so we have important work to do. >> reporter: the senate plans to debate tax reform after labor day. >> our message is pretty simple, we want to have a fairer and more simple tax code. >> reporter: battle lines are already shaping up between republicans and democrats. >> most of the principals that would get at the time country growing again they're not interested in addressing. >> reporter: 45 democrats sign aid letter outlining what they want. no tax hike for the middle class, no tax break for the wealthy, open hearings and no increase to the deficit. could this end up in gridlock like health care. >> if they decide to cut democrats out of the process and do it by themselves, the same fate is likely to await them. >> reporter: the white house is reaching out. >> we've engaged many, in fact,

democrats in the conversation. i think they're excited for tax reform as well. >> reporter: there is agreement to raise the debt ceiling over the next month so the u.s. doesn't land in historic default. meantime the justice department is changing course. the "the new york times" published an internal memo suggesting they're going after colleges that discriminate against white applicants. and the president's still holding out for a deal on health care. in fact, today he's bringing in one lawmaker to talk to at the white house someone who had said briefly they might be willing to vote against obamacare to repeal it. back to you. another big headline out of washington. the senate has overwhelmedly voted christopher wray as the fbi director. the vote was 92-5. it follows of course the firing of former director james comey. wray now inherits the leadership of the fbi's role in investigating russian

interference in the 2016 presidential campaign. new this morning we're just getting word of at least five people being treated for breathing problems following a flight that took off from long beach. the flight to ft. lauderdale had to make an emergency landing in kansas city at 2:00 this morning because of an unknown odor in the plane's cabin. customers will be put on another flight this morning. hot cars can be deadly for toddlers. a new proposal aims to solve that problem. two senators yesterday introduced the hot cars out. it would require car makers to install a sensor. just yesterday a two-month-old baby had to be rescued. the chp says the mother and baby were asleep but that car was over 90 degrees. a controversial development plan got the go ahead from los gatos town council last night. but were overruled by a superior

judge. one of those plans was approved. it is proposes 320 homes and more than 66,000 square feet of cheshl space. the mercury news says senior housing quality remains a sticking point. it is 6:09 right now. a record number of whales got caught in crab traps last year. now environmental advocates plan to sue the state. center for biological diversity accused the department of violating the endnkered species act. the notice says a record 71 whales were entanged off the west coast. the center says california did nothing to fix the problems. new this morning, it might get more expensive for companies to rent space in a palo alto park. part of the coverly community center were closed for weeks after a party there. the irritation from residents led the park council to charge more for exclusive use of public

spaces. city council reviews that plan august 5th. >> fewer cars more bike that's the plan for market street redesign in san francisco and would ban personal driving. the better market street makeover would ban the private vehicles from the street entirely. carbon would effect a stretch of market street between 10th. it doesn't affect taxis or commercial vehicles. we are seeing the fog across the golden gate bridge. our marine layer pushed down to about 1,000 feet we will see this fog for a little while longer in san francisco and high temperatures today reaching the mid-60s, half moon bay up to 66. in the north bay we're looking at low to mid-90s. morgan hill up to 100 degrees and san jose up to 93 degrees. we'll have some much higher humidity for today and even a chance of dry lightning.

i'll have details on that coming up in five minutes. mike is tracking one crash that looks like there's some improvement. >> one crash less for us to monitor but it's not the one we wanted to clear. it is southbound 242 coming off of highway 4. that's better news for concord light traffic. this crash over here in hayward still going on so we still have that 14th street off-ramp and on-ramp blocked by that big rig, the fuel spill. now that rig is back on its tires. we have a little slowing as folks approach, even if you don't use 14th, that's a distraction. if you do use it you'll have to head over to hiss peeria. and we're looking over here toward the dublin area. i want to show you the live shot because we had reports of a big rig over there with smoke coming out of it. i don't see any smoke. there's some haze. no lanes blocking it. we'll track that guys, back to you. up next, how did the gilroy

good wednesday morning. we are coming up on 6:15 for a sunny start. looking live in san jose. we are going to feel some muggy temperatures and sticky feel to the area as we start at 10:00 already at 76 degrees in santa theresa. we will see those highs today in the mid-90s throw in the humidity and it does not feel like the bay area. we'll talk about that humidity and the chance of some thunderstorms and possibly lightning. that's coming up in five minutes. and we're tracking this -- actually putting new straps on a front here to keep that hood down, still getting ready to tow that big rig away from east 14th. that does cause an issue for some folks traveling out of the east bay. we'll talk about your commute coming up. >> thank you. we have new attendance number for the gilroy garlic festival. they don't stink. >> no, they don't. officials say that over 102,000 visitors showed up this past

weekend. this is the 39th year for that annual traditional. under armour has announced layoffs. the athletic apparel company hit an all time low. it's cutting 280 jobs half of it as its baltimore headquarters. >> the market's actually open about 15 minutes from now and apple shares likely to open at a record high. the company reported better than expected earnings on strong iphone sales. that is the easing fears of a possible slow down as consumers wait for the next version of the device. there had been speculation that production issues would delay that launch into late this year or next. shares have been up 10% in after-hours trading. obamacare premiums are expected to go up. >> landon downey joining us with

more. >> reporter: good morning to you both. wall street is poised to rise. stocks gained yesterday on the back of more positive earnings reports. apple, like you mentioned. the dow will attempt to top 22,000 after it came within just ten points of that mark yesterday. investors are getting a key report on hiring in the private sector. that just out coming in slightly below expectations ahead of friday's u.s. jobs report. the dow rising 72 points to 21,963, the nasdaq up 14. major health insurers are seeking increases of at least 30% for obamacare premiums in 2018. the "the wall street journal" requests published by the department of health and human services insurers are also looking for more limited premium increases for products that they offer in individual states. the data reflects uncertainty of course as companies try to make decisions for next year amid open questions about changes that could come from the white

a little cool. staff will work to make sure animals have a place to cool down and stay safe. we'll have to do the same thing right here in the bay area. >> i remember when we did that story here just trying to keep the animals cool and you even have to think about your pets today as those temperatures will be really hot and we are going to catch a little bit of a break as we head toward the weekend but we just have to make it through the next couple days. look at this temperature right now in the tri-valley, it's already 69 degrees. we normally start at about 55 degrees so you know it feels unusual warm and then throw in some humidity and it does not feel at all like it's supposed to. we're at 59 degrees in the east bay and it's 56 degrees in san francisco. we can see those clouds there but the rest of san francisco is mostly sunny. the seven-day forecast is at the bottom of the screen. notice the clouds in the forecast tomorrow and then today we're up to 98 degrees in the east san jose.

gilroy heading up to 102 degrees, so pretty much matching the temperatures where we were yesterday. we're going to see the same as you move through the delta and also the tri-valley. livermore today up to 103 degrees while oakland will be at 80 degrees and for the peninsula, 67 in half moon bay, palo alto, 91 degrees. san francisco and the marina district up to 70 degrees today. 84 in mill valley and santa rosa at 90 degrees today and partly cloudy skies. i'm also tracking something that we haven't seen in quite a while, some rain is just offshore, just to the southwest of here and this shows some live lightning icons that have been detected by our radar and been producing some lightning offshore. this will be a concern as this system moves closer to the bay area later on this evening. we'll see the increasing cloud cover and feel the humidity and this is what the computer models do with this. it keeps the rain just to the south of us moving across the central coast and there will be a slight chance of some rain in

the bay area late tonight and early tomorrow morning. we'll also see mostly cloudy skies and we'll be watching for especially around the hills the chance of dry lightning moving through. we just saw that video of the intense heat across the pacific northwest, this is the reason why but it's far enough north this large area of high pressure to allow for that monsoonal moisture to move into here and that's what we are going to be dealing with for today and tomorrow, definitely feel like we're in the florida or something like that with the high humidity, mostly cloudy skies. in san francisco reaching the low to mid-70s the next couple of days, 101 today, still muggy tomorrow and hot up to 98 degrees and then some lower 90s in time for the weekend we'll shake that humidity too and mike has another look at that big rig crash in the east bay. >> we've been following this all morning. bob has been on the scene and so even though the original estimate was cleared by 6:30 we've been told and we had seen

such quick progress but there's still hooking up this big rig making sure everything's secure and also clearing up that fuel spill so you see it moving over here. this is the off-ramp from northbound 238 at east 14th so that will be a distraction for these folks traveling along the freeway although you see them moving at a good clip there. we're not showing any major slowing. this is just off the castro valley y. i had worried about the slowing because of that distraction but it's all right right now, very good, in fact. in fact, through hayward, mild slowing around toward the san mateo bridge, nothing spectacular for the rest of the bay. there's the tri-valley, the south basement the bay bridge toll plaza we have those metering lights on. let's take you to waze. this is changed over the last hour. an hour ago the snaut bridge was your preferred route. the shift has gone to the dunbarton bridge because the san mateo shows that slowing, we showed you on both of these systems. you can drive like a local if

that is where the crash had the off-ramp closed. minor slowing for the upper east shore, freeway 26 minutes. back to you. new this morning, two people slightly hurt after their car crashed into a cow overnight in the east bay highway. on the eastbound 24 in owe reen da. officers say the cow was blocking lanes when it was hit by one car and then another. the drivers were treated at the scene. sorry, but i don't have an update on the cow. 6:32. the search is expected to continue this morning for a person in ocean beach this morning. >> pete suratos joins us live with the latest at this hour. >> reporter: i just spoke with the coast guard and a couple of things they're telling me that that cutter is still in the water behind me here at ocean beach and that a helicopter is scheduled to go up at some point

this morning to help out with the search. that really all depends on the weather conditions. as you can see here there's the heavy fog so that can have low visibility for the search crews. i'll show you guys the map of the area that they're searching when it comes to this whole situation. according to the coast guard, they're sawing a 911 call came in around 7:30 p.m. last night of a person in distress in the water near the popular cliff house restaurants. san francisco fire officials assisted the coast guard initially with this search. a cutter with the coast guard will remain on the scene to search for this victim. the beach hasnis set at dangero back in february of this year you had a 45-year-old man rescued from the surf by crews after he was found face down in the water and he suffered critical injuries as a result and then august of last year, you had a 29-year-old man dying while surfing in the water here at ocean beach. and then in april of 2016 you

had two teams swept out into the water by rip current presumed to have drowned after search efforts for the two were unsuccessful and the coast guard also mentioned they want to remind folks to always wear a life jacket and to call 911 if you see someone in trouble out there. they plan to meet up with fire with the rest of the crews to assess what the game plan would be as far as the search goes moving forward. pete suratos for "today in the bay." >> thank you very much. 6:34 right now. new this morning in the east bay an pattern case of domestic violence turns into an attempted homicide investigation with two people now in the hospital. police in pleasanthill says officers were called to an apartment just off -- they found a woman bleeding excessively. police say the husband was then found unresponsive also in the apartment. he is now also in the apartment -- in the hospital i should say. mystery surrounding a south bay art studio which suddenly

shut down as a crimes task force investigates. enlightenment studios located in san jose billed as a place for children. parents yesterday received a letter from the studio, san jose police were investigating that location. police have now confirmed that the internet crimes against childrens task force is involved. we'll keep asking questions. hope to get more details today. the studio will remain closed until that investigation is complete. live look at downtown san francisco where newly released numbers show homicides and thefts are up this year. the police department statistics for july show 41 homicides so far. that's up from 30 by the end of july last year. petty thefts rows from about 19,000 to around 22,000. arson cases from 131 to 151. cases of rape, aggravated assault and human trafficking have all decreased. take a look at this.

it was certainly a scare for passengers and workers at sfo after a teenager suddenly dropped from the plane as it moved on the tarmac. he actually used the escape exit right there to fush open, jump on the wing and jump down. it happened yesterday afternoon on a flight from panama city, panama. after the plane laended a 17-year-old boy sit not guilty an emergency exit row opened that door and jumped out. some flyers say the whole thing was just hard to process. >> so the door opened when the plane landed and i just saw someone as they were flying out of the -- like door of the emergency door. >> the pilot then called air-traffic control, the quickly spotted the teen who was already being held by maintenance workers. he's now in custody as customs and border patrol agents investigate. a new surveillance picture shows the woman who police say stabbed a san jose mercury news reporter more than a dozen times. on july 21st, police say this

woman robbed a man at his home and then stabbed him more than a dozen times but it's not just the picture that police have, they have possession of a bicycle in the photo as well. >> we are processing the bicycle to determine if there's any fingerprints or evidence that might lead to the identification of the attacker. happening today, congresswoman barbara lee is set to talk about the affordable care act in oakland. she's schedule today tour highland hospital trauma center and address the impact an appeal the aca would have on the system. lee says the system would lose $94 million every year if that law is repealed. facebook has new partner in its push to create affordable housing. facebook announced a nonprofit called the local initiative support corporation will work to turn the companies initial $18.5 million investment into as

much as $75 million. facebook is working to build new low-income housing and taking on some legal costs in eviction cases. at the same time facebook's own recent success has indirectly led to even tighter housing demand and traffic on the peninsula. 6:38. almost time for kids to head back to schools and health officials remind you they have to get their shots before they do. san mateo wants parents there to get an early start before schedules fill up with all those appointments as doctors office. state law absolutely require students to get certain vaccines are they will not be allowed to attend school. now taking a live look in pleasanton happening later, the c's back for the wednesday street party about 200 dogs are expected to strut down main street. this is happening at 7:00 this evening. over here we have that live look over here again. there's still working on this big rig.

i've seen a lot of activity right here. the junction between the rig cab and the trailer. what it looks like is perhaps they're working on the brake lines because when you're towing something of this size you have to have everything hooked up so it assists with the towing and braking. the rest of the work with the fuel cleanup may have been finished now so we're just waiting for this rig to clear. this is east 14th off northbound 238. let's take you back out to the map because not just this issue off the castro valley y, but now we have northbound 880, we have one lane blocked as well and then koz amming up in toward the area. that's an important commute route into oakland. so that may be an issue as well. we hope that rig can clear any second but we've been worried about that and hoping it would clear for the last 40 minutes. meanwhile getting the rest of the bay clear. no major delays.

let's check your very warm forecast which is just -- it's going to be really humid today so as we coast into the weekend it'll be much drier and we're going to look forward to some much lower humidity and some slightly cooler temperatures and for the bay it'll be up to 73 degrees on saturday, 67 coastside and 92 degrees in the valleys. on sunday, more of the same just a little bit lower up to 90 degrees inland, the bay at 70 degrees and 60 by the coast. as we check out one of the most popular events of the year, the downtown fremont festival of the arts happening this saturday, it'll be going on from 10:00 to 6:00 and we start out at 73 degrees. it's going to be really nice early but it does get warm as we go through the day. just make sure you stay hydrated, mostly sunny skies. if you're hitting the road this weekend, here's a live look outside at kirkwood. it is gorgeous as the sun comes up and our temperatures heading

california state university system is changing math requirements. that's according to a new report out overnight by the mercury news. the paper reports students will have more choices to satisfy their math requirements starting in the fall of 2018. one big difference, intermediate algebra will no longer be a prerec wit sit. bill gates is investigating a veggie burger product that could help with a worldwide food shortage. taking part in the fund-raising. the people behind the efforts say its products could provide more food while saving animals. there's a recall effecting nearly 275,000 iphone cases. take a look. the cases contain glitter.

even developing for inland areas farther to the south along the central coast. we'll be watching this moving in so this will bring an increase in cloud cover and slight chance of rain. something we don't usually see this time of year but you'll feel the humidity increasing, see more clouds and maybe more rain containing lightning but if that rain dries up we could have some dry lightning which could increase the wildfire danger around the bay area. meantime if you're heading to santa cruz today with a lot more cloud cover. a muggy feel to the air. it'll feel more like miami as we go into this evening as well as tomorrow up to 98 degrees and we'll bring you down into the low 90s this weekend as that humidity goes away. mike, you have an update on that big rig. >> right now it's still hanging out. this is the rig. it made some progress.
