we begin with new details from the pentagon that could have wide-ranging implications for our men and women in uniform. the trump administration will begin sending dozens more marines to the front lines in afghanistan as they look to rachet up the fight there. for more we're joined by nbc's tracie potts live in washington. what you can telis about the pentagon's decision in afghanistan? >> reporter: they tell us that this is for internal force, protection. in other words, to keep our troops already there safe. and it's not a decision that required an okay from the pentagon or even the white house because they're moving people around in theater as they say. in other words, troops that are already in that region moving into afghanistan to assist with this ramp up with this effort. of course the president is still trying to figure out with his national security team how do you deal with the situation in afghanistan. do you send more in? do you bring more out? change in leadership. he's been dissatisfied with the options so far.

now to a disturbing string of road rage incidents across the country. authorities in texas have spoken to a person of interest who claims self-defense for holding up his gun at another driver. he's been released but charges are pending as an investigation continues. and in cleveland, a 4-year-old boy is recovering after being shot in the head while riding in his mom's suv. nbc's gabe gutierrez has a look at anger behind the wheel. >> reporter: police in lancaster, texas, identified a possible suspect who investigators say pointed a gun at a passing car. driving on i-35 near dallas the woman who recorded the video denies provoking the man but says he was tailgating. in arlington witnesses came forward and identified a man who fired this gun five times in the air angry after a woman blard her horn at him. in ohio, police say a 4-year-old boy was shot in the head after his mother honked at another
