san jose from communications hill a very happy sunday morning to you. let's take a live look outside from san jose's communication hill this morning. good morning, everyone. thank you for joining us. i'm scoot mcgrew. vicky nguyen has the day off today. we have some hazy skies over san jose. san francisco waking up to fog. we do have more comfortable weather on the way. it looks like the fog will be burning off. 61 degrees. in the south bay, 56. tri-valley, 57. san francisco, 54 degrees. east bay, 57. the north bay at 51 degrees. now, we do have this marine layer. that's what's bringing all that fog. we also have a system that's actually going to move through

the bay area. that's what's going to bring a bit of a cooling trend into the workweek ahead. it is 60 degrees in san francisco. by 10:00 a.m., it should be at 65. we will be in the upper 60s today with partly clear skies. expect the breeze to pick up. if you are going to be out in san francisco, i would say a light sweater or heavier jacket might be needed in the later parts of the day. in the south bay and san jose, 61 degrees. the temperature trend shows a nice climb into the 70s. plenty of sunshine for san jose. we do have a couple of changes headed in our direction. i will break that down for you. coming up, in about 15 minutes. the deadly protest in charlottesville, virginia. we are learning more about the man accused of running down and killing a protesters.

20-year-old james alex field jr. from ohio has been charged with second-degree murder. you may have seen this next video. even if you have seen it before, you know it is disturbing. social media shows the car the moment the car hits a crowd of people. a 32-year-old woman was killed, 20 injured. witnesses say the victims were counter protesters marching to oppose thousands of white nationalists who had descended on the city for a second straight day. >> i saw at least two people fly over the hood of his car. he hit another car that was parked in front of him. >> white nationalist groups are in charlottesville. the protest was the removal of the robert e. lee statue.

president donald trump responded but said there was blame on all sides. >> above all else, we must remember this truth. no matter our color, creed, religion, or political party, we are all americans first. >> mr. president, that's not enough. that's not enough. because the people who are in this alt right, kkk, nazi group, they are not interested in building affection for other americans. they are not interested in loving all people. they are interested in provoking hatred. virginia governor, terry mcauliffe, has declared a state of emergency to give the state more resources to help keep the peace in virginia. there were several rallies across the country in response to what happened in

charlottesville. this demonstration in oakland, relatively peaceful, though protesters did end up blocking traffic on 580 last night. some, as you see, lit off fireworks as drivers were forced to sit in their cars. eventually, they got the protesters off the freeway. as of this morning, there have been no arrests. we will continue to follow developments in charlottesville online. you can track the latest updates on our twitter and our facebook feeds. a fridayenightening wakeup n east bay. a family was lucky to escape after a car crashed into their apartment. a bmw and a truck were racing down alvarado boulevard. both vehicles lost control and crashed. the bmw crashed through two apartment units while family members were settled in for the night. >> two vehicles, one on the lawn and one that made it all the way into the building narrowly missing a family of five that lived here.

they were out watching television. it was very fortunate as no one was injured. >> the people inside both vehicles fled the scene. union city police were able to track down one of the people in the bmw, took them into custody. both departments were badly damaged. the red cross is helping families who have been displayed. >> in other news, we have new details about a security scare at san jose international airport that delayed hundreds of passengers on saturday. this happened around 4:15 in the afternoon. airport officials say several checked bags ended up inside passenger terminals near the gate instead of in the cargo hold of the plane where they belong. it is a security risk if passengers could once again access their checked luggage after it passed through security and they did. checked bags are allowed to contain dangerous items. so, about 200 passengers in terminal "a" were ordered to

return to security for a second screening. >> we do a thorough screening. all passengers and employees are taken out, all hand luggage. we check garbage cans. >> airport leaders are not saying if anything dangerous was found in the checked luggage. also, in san jose, some tense moments after this burning car set a hillside on fire. that fire then threatened homes. the fire started around 2:00 yesterday afternoon on highway 101. the flames spread to the nearby grass area and burned about 5 acres. crews managed to keep the fire from spreading any further and no evacuations were ordered. crews gaining the upper hand on a wild fire burning in napa county as well. this is the view from our nbc bay area sky ranger after flames broke out friday just after 1:00. this is south of lake bariessa along highway 128. the fire spread to more than 100 acres. crews had the fire about 60%

==scott/rail== now to the ongoing tension between the u-s and north korea. welcome back. a live look at the golden gate bridge. it is foggy, not a whole lot of people out there. to the on going tension between the u.s. and north korea. many believe that china may be the key to reigning north korea in. to get a better sense of that relationship, nbc's janet maki, gives us a rare look at the china/north korea border. >> reporter: north korea's economic life line, the bridge connecting it to china. more than 3/4 of trade of the regime passes here in dandong,

57 for the tri-valley. san francisco at 54 degrees. that early morning fog. we have seen that marine layer deepening. 1500 feet right now. it will be burning off and burning off quite nicely leaving behind not just fog, better conditions. expect to keep some clouds through the forecast throughout the entire day in san francisco. 60 degrees right now. if you notice by 12:00, 68. by 1:00, 59 degrees. we are definitely going to be on the cooler side of things. in son jose, gresan jose, great. temperatures climbing into the upper 70s. hazy skies not going to be sticking around for long. we are expecting plenty of sunshine. highs in livermore, 85. c concord, 86. palo alto, 78. san francisco, high of about 69 degrees. we do have the trough that is

expected to move southeast today. that's keeping us nice and keep. we are seeing a system off to the north. we are not expecting any rain chances. however, that system could bring the chance of seeing coastal drizzle tonight into monday morning. this trough is going to kick up those winds as we head to monday morning as well. sunday, if you notice, at 9:00, we start seeing more fog along the coast. monday, by 9:00 a.m., we see that trough pushing through. that's what's going to kick up the winds as you are heading into the start of your workweek. expect breezy to windy conditions. if you are heading out to the sonoma county fair, we are going to be climbing into those 80s. 82 by 2:00. we'll probably stick to the 80s for the most part. definitely going to be great weather. if you are heading to outsidelands, the conditions are expected to be similar today to friday and saturday, keeping the clouds in the forecast. we should be topping out into the upper 60s for the majority of the day at 69 degrees. we are expecting those winds to

kick up. it is probably going to feel a little bit chilly out there with that windchill. over the next seven days, we do have changes on the way. we do have that trough that is expected to push through the bay area. that's what's going to drop our temperatures down between 2 to 8 degrees. for san francisco, we are seeing a drop. from 67 to 64. we keep that colder air mass through tuesday before we start seeing high pressure building in by nurse. inland spots where you will see the most significant drop. check out monday. we have cloud in the sky. breezy to windy conditions and we drop back down into the 70s. we are going to get a little bit of a taste of fall looking ahead. as of right now, it looks like we should be sticking to those cooler temps for tuesday and by wednesday and into thursday. we go right back into summer thanks to high pressure that will make its return. it is going to warm us back up. we are going to get a sneak peek of some falllike temperatures very early on in the game. i personally like fall

day off. let's get a check of our weather. very comfortable weather. we have been seeing it for the past few days with the exception of the fog along the coast. if you live in san francisco, you are probably used to it by now. if you are visiting, don't be caught off guard. please make sure to carry a light coat with you. the breezy conditions are expected to be picking up by tonight. a live look in san francisco. if you are going to be in areas like san jose, you are not really going to need a jacket. the temperatures will be climbing into the upper 70s and upper 80s in some inland spots. mostly clear skies are expected. that early morning haze will be burning off. the current temperatures throughout the bay area, fairly mild for the most part. pacifica, 59 degrees. along the coast, though, just like yesterday, expect to keep those overcast skies flute the entire day. that's because we do have a trough that's keeping us nice and cool. this will kick up some drizzle along the coast into tonight and early tomorrow morning as well. here is a quick check of the

the threat level yet even after threats from north korea about launching missiles towards that island. nbc's miguel almaguer is in guam with the latest. >> reporter: the local government is trying to walk a fine line reassuring the public they are safe while releasing a fact sheet on what to do in the event of a ballistic missile strike. that included don't look directly into the sky or the blast. they fear you could be blinded. they told people to immediately take cover and get inside a building or a basement if at all possible. in the event they were outside during a potential nuclear attack. to come indoors and take a shower with lots of shampoo. the government spoke to president trump who reassured him telling him guam was 1,000% safe here. >> our military is so incredible. we have the best in the world by a factor of five. >> reporter: guam is home to

160,000 americans. it is also visited by some 15 tho1 15,000 tourists every day. >> i think of it as a possibility. it is what makes me the most scared. >> reporter: many people looking for reassurance while others simply wanting to know they are safe here. the governor and the president saying they are. back to you. a frightening wakeup call in the east bay overnight. two families have been forced out of their homes lucky to have escaped their injuries after a car plowed through their apartment. police say a bmw and a truck were racing down alvarado boulevard in union city. both vehicles lost control and crashed. the bmw went through two apartment units while families were settling in for the night.

that in june. the skitcity wrote in a news release. nbc bay area responds helps sponsor major about face in san jose city hall. we were the first to report the city was slapping people with $500 fines with little or no proof that they had set off fireworks. consumer investigator chris gumeraz tells us the city is dismissing those violations. >> on garrison circle, a collective sign. >> a vindication. >> i feel relieved and really great. >> this small street exposed a small flaw in the city's enforcement. it shows several homes without a single visit from law enforcement. >> reporter: how many police officers visited you? >> non. >> reporter: the citations came about when they invited people to report illegal fireworks

using this online form. they rarely had video or photograph evidence. sometimes included one word. they didn't cite a specific address. the fire marshal still issued 45 citations. we challenged the city and so do these residents. san jose is saying mistakes were made and the fine is unjust. >> we all apologize for anyone issued a citation unfairly. >> reporter: all 45 citations are being dismissed because the c criteria for fireworks citations had not been evenly applied. >> there is room for improvement. that's why we decided to dismiss these see tations. >> t . >> the unfairness wasn't always so obvious. city hall was initially too stubborn to see the flaws. they led the charge to keep the pressure on. they talked to us and met with their council member this past saturday. they confronted the council

supremacists, a large group, marched through the university of virginia shouting out expresses of hate toward jews and toward blacks and with torches. all of this was sort of reminiscent, specially to blacks, of what happened in the south 100 years ago and even more recently than that with the ku klux klan. that set the tone for saturday. we know what happened then, the violence emerged and protesters were violent and the counter protesters found themselves caught up. the tragedies then ensued. what's interesting is the way people have reacted to it. we have seen republicans and democrats, both alike, expressing concern for white supremacy. the president has been slow to react. he talks about the violence has to stop on many sides. his critics are saying he has really dodged the bullet. to which some might say if you look at the president's

coalition, 33% support. >> this group, he can't afford to lose them. >> they are part of that coalition. that's not to say that all the members that support the president are white supremacists. so he is sort of caught and others are holding him accountable. we will hear more from him as the week goes on. he has to bail himself out a bit sgchlt will bit. we have him with north korea talking about fire and fury. why is there a disconnect between them? >> whether you an you are talki north korea, actions speed louder than words. the president has said that american military might is now locked in place, ready to pounce on north korea if leader kim jong-un launches missiles towards guam. such a discharge would in all likelihood lead to a major response from the united states to be sure. yet, there is no real sign that

any activity by north korea or the u.s. is imminent or expected. >> i was going to ask you that. it doesn't seem like a pre-emptive strike is likely by us. >> we don't know anything for sure. there are some signs, signs here that tell us a lot. kim jong-un may be a bully but he is not a blithering idiot. he knows this would lead to a fierce response. american military power would topple and he would be out of business. >> is this playing to his base again? >> we don't know anything for sure. consider the following. as of now, no american naval armada is heading toward the korean peninsula. as of no, the u.s. has not been ordered out of south korea.

these are telltale signs of pending action fs as if any of things were ordered. the situation could shachange o dime. as of today, there is much more calm and routine and back channel discussions than we might have imagined. >> let's skip ahead to my questions. the possibility that the president could take matters nuclear. what are the constraints in the white house that might prevent the president from doing something we might later regret? >> there are several constraints. not so much within the white house. there are constraints. the president is new to diplomacy. because of that, he really doesn't have the savoir faire, if i can say that, to deal with that. he can, by the way, scott, go ahead and order an attack if he believes american interests are at stake.

==scott/take vo== a colorful attempt to defend a world record title. it is 7:53. i hope your sunday is off to a good start. we are expecting a pleasant day ahead. hazy skies, 61 degrees. tri-valley, 57. we are already starting to see some low clouds clear out in the inland area. along the coast, we are seeing that heavy fog in san francisco. 54 degrees. 51 degrees right now in the north bay. today's micro climate forecast, we are expecting slightly cooler temperatures. that's because we do have this trough. it is bringing in this colder air mass. it is going to keep it around through the start of the workweek, which means we are going to be feeling more like

fall out there. today, still fairly warm. livermore, 85. antioch, 87. about 72. san francisco will be in the upper 60s and down near the south bay, we will be climb noog t the 80s. this system is going to push through the bay area. coastal drizzle along with cooler air masses that will keep us nice and falllike. we could see showers farther north and the breezier conditions will be kicking up as we head into monday. as we head into the middle of the week into wednesday, thursday, and friday, we get the return of the summerlike temperatures. that's because we have got this hot high pressure that's going to bring in that warm air namas. that's going to bring our temperatures back up into the 90s and a little bit more clearing. not as much of a marine layer as what we have seen the past couple of days have the outside for today, if you are heading

out there, a quick reminder, don't forget to pack a nice coat or you are going to be cold out there. that marine layer is sitting at about 1500 feet. it is not expected to fade off, at least not through the first couple of hours of the morning and into the night, the wind will pick up. 69 degrees is our expected high, in toward the bay area. the temperatures start to decrease in later parts of the hour and the wind will increase. keep that in mind if you are heading out there. different conditions if you are heading to the san jose jazz festival. expect pleasant conditions and lots of sunshine and comfortable mild temperatures. not just for the early start of the day. even though it is going to be warm, i don't want to say it is going to be hot. we will also get a nice breeze of our own. by 2:00, very nice weather for dancing. maybe i might head out there myself. we are expecting to see a high of 87. your day planner will be in the

80s. by 7:00, we start to see the marine layer roll in. that's what's going to keep us nice and cloudy along the coast. we will expect to see some cooling. over the next seven days, the biggest change is going to head into monday. we are going to see a drop in those temperatures and an increase in the wind. that's going to linger around for san francisco and inland spas through wednesday. as those temperatures drop between 2 to 8 to 9 degrees, as we head into monday, we are going to feel very falllike around here. high of about 70 for inland spas. we haven't seen 70s all summer long for most of the bay area. to keep that in the forecast through monday, that's going to be a pleasant change. if you notice, by thursday, with that high pressure, we climb right back up into the 90s. enjoy these nicer conditions. i like the outdoors when it is not too hot. >> it was gorgeous saturday. i loved it. a cool breeze and sunny. take a look at this. a colorful attempt to defend a
