for us in the weather department just watching to see how the weather plays a role and what we are going to see today and what happens during this eclipse. of course there's not a lot of research on. we are looking at clouds this morning and this is what we're expecting as we go through the next several hours. we are going to see some clearing for some of the valleys. when we're at the peak of the eclipse at 10:16 this morning, there looks to still be clouds in the santa cruz mountains, up the coast up to san francisco as well as the north bay. a new crash in martinez. >> a light traffic flow around the bay. we do see slowing or did about 45 seconds ago. there it is westbound highway 4 just at that 680 interchange. heard about a crash there. no major injuries from what i understand. chp will get us more details. we see the slowing sensors just there just past coming through martinez.

now to the bay bridge a smooth, easy drive. no delays. the travel times are at the minimum and no backup just yet. back to you, laura. happening now the countdown to the great american eclipse is in the final hours this morning. after more than 30 years of waiting, the day finally here. the rare sight of people in the bay area and the entire country buzzing. bob redell is live at the orion telescope. more before it happens. >> reporter: the actual totality around 10:15 our time. lasts around three minutes. we'll have about 75% of the moon covering about 75% of the sun not like in oregon where they get 100%. still quite a show but you do want to be careful because you can burn your eyes, you can damage your eyes by looking directly at the sun. i want to thank eric here at the orion for getting up early. if you have a telescope or

binoculars do not look at it directly. what do you want to do? >> you want to have some protection for that. you need a solar filter. >> reporter: or get solar glasses. you sold out. >> we got cleaned out. >> reporter: how long ago? >> about two and a half weeks ago. what has it been like compared to other solar eclipse? >> the interest, what's going on in madras, oregon, which is a zoo. that tells it all right there. it really does. >> reporter: and you're an astronomy buff. what does this mean to you, this solar eclipse? >> it's just a big, huge event. it is astronomical. >> reporter: so just to be clear do not look directly at the sun. today when the solar eclipse takes place it's not like the sun is any more dangerous today than yesterday and it will be tomorrow. it's a novelty, a lot of people are. you want to have protection so if you can get the solar glasses, other tips to put up on the tv screen. if you do have the solar

glasses, the paper ones, make sure they're not scratched or damaged because they become less effective. if you have a telescope or binoculars as you heard eric mennin mentioned, do not rely on your sunglasses and take breaks from viewing the solar eclipse, you don't strain your eyes. if you have a professional camera, a really nice one. the sun can damage the equipment inside. cell phone cameras, if you have a filter put it on there but there's debate about whether the sun could cause some damage. and the poor man's advantage, two pieces of paper, put a pin hole, hold it up from the other until you get that angle, that right amount of focus and you will be able to see the shadow of the crescent of the moon as it moves over happening at 10:15 this morning. quite a sight to see. bob redell, "today in the bay." >> quite exciting. >> a lot of people want to see

this. it's a big event and worried about that. exactly what can people expect? >> it is cloudy this morning. we're still going to see the clouds along the coastline this morning but usually the sun helps dissipate the marine layer and we won't have that this morning. >> there could be clouds. we talked about the area of totality and that's in madras, oregon, a place you've never heard of is the spotlight today. the peak time for us with 75% totality will be at about 11:15 this morning. we are going to see clouds once again. temperatures will actually cool during the eclipse and then as we head through the rest of the morning we will see those clouds moving back to the coastline. so we'll talk more about that, the cooling temperatures, and then the higher humidity in the forecast all coming up later. >> all right. and another reminder, don't look at the eclipse today especially without those sunglasses, and this morning one bay area school

says that some students will be able to go outside to watch the eclipse. hart elementary school ordered 3 350 viewing glasses. they heard from amazon they had not been certified as safe so the school will not use them. that's the right move according to doctors. >> anytime you're using an extra optic in front of your eye to view the eclipse there needs to be a separate device. >> the school says they do have 300 glasses from another order that was good to go. so students in kindergarten through second grade will watch the nasa feed. and there are so many places around the bay area hosting the eclipse event today. >> we want to share more of them with you now. moffitt field starting at 8:00 a.m. you have to be registered, however. as for some other events, many schools hosting viewing parties for students. martin luther king jr. elementary in oakland, for

the investigation continues this morning into a deadly small plane crash in oregon. the plane reportedly took off from san carlos airport. investigators now confirm that there was only one person onboard. the plane crashed saturday about a mile from the madras airport southeast of portland. the name of the pilot has not been released. we investigated and found that the tail number on the plane is registered to a mark ritz of menlo park. still not clear if that is who was flying the plane. it is the prime viewing spot in oregon today. it's still unclear if that was the reason for that flight. it is 5:07 right now. a developing story this morning, ten u.s. navy sailors are missing right now after a navy destroyer connected with a merchant ship off southeast asia. the guided missile destroyer "uss john s. mccain" was headed to singapore for a routine visit when it crashed.

this morning it is at the naval base with significant damage. in addition to the missing crew members, five sailors are injured. search and rescue efforts are under way right now. this is the second such crash in two months. back in june you'll recall seven sailors died when the "uss fitzgerald" and a container ship hit each other off the waters of japan. we expect a man charged with killing an oakland firefighter to make his first court appearance this week. late thursday police say oliver shot two off-duty firefighters in san jose's japantown. 30-year-old jake walter died. the other firefighter has nonlife threatening injuries. the suspect faces attempted and murder charges. 5:08. looking live at washington right now. president trump is set to address the nation this evening. he's back in the capital after his working vacation. the topic, the war in afghanistan. the president is set to discuss the strategy going forward.

the president already increased troop levels this year adding supervised -- supervisorsupervi rather. another increase in troop level. the president met with the national security team at camp david. here is the defense secretary talking about that event. >> i was not willing to make certain until we knew what was the strategy, what was the commitment going in. in that regard the president has made a decision. >> and the president is set to speak from ft. meyer in virginia at 6:00 p.m. pacific time. 5:09 now with a cloudy start this morning. and much anticipated solar eclipse later on this morning. it also feels very humid as you walk out the door in the south bay and the peninsula. it's 66 degrees. we'll see a surge in monsoonal moisture as we go through the day. right now it's 60 degrees in san francisco and 55 degrees with mostly cloudy skies in the north bay.

our high temperature this afternoon rechlg up to 66 degrees in san francisco. in oakland 71 degrees. the kids there head back to school. in livermore 83 degrees and upper 70s for the north bay. we will talk more about the timing of the eclipse and the clearing of the clouds coming up. mike is now tracking a crash in castro valley. >> right, kari. light traffic for most of the bay. we do feel slowing for westbound 580. your commute to the castro valley y off the dublin. chp just updated me. instead of one lane two right lanes blocked. over to your fast lane and that should be all right. you do see slowing as folks start to move over and approaching the castro valley area. castro valley y. a smooth drive for most of the rest of the tre valley. a little slowing. it's not a big surprise there and no delays for transit. that's a good start to the day. back to you. >> thanks a lot, mike. coming up, combatting the housing crisis in california.

it is 5:13. a live look outside at san jose. if you're watching it from evergreen we'll have the peak eclipse time at 10:15. temperatures at 68 degrees. it may actually cool a few degrees before it warms up. and then we'll see some mostly clear skies as we head through the day. there will be a surge of monsoonal moisture increasing the humidity. i'll talk more about that and the eclipse times in five minutes. and we're looking at a good travel time 580 through oakland, through castro valley. that's the problem. the latest on the crash. 5:14. happening today state lawmakers returned to sacramento after being away on summer recess. the governor and other democratic leaders are promising to tackle the affordable housing crisis. they'll push a package that includes regulatory reforms. the deadline to pass any bill is likely september 15th when lawmakers are set to leave for

another recess. it is quickly approaching 5:15. turning to business and tech news now, the nfl and electronic arts is teaming up to create an annual video game tournament aimed at the players sitting at home on the couch. >> and for the rest of the news before the bell to landon dowdy live at cnbc world headquarters. good morning to you, landon. hi, marcus and laura. good monday morning. wall street could struggle out of the gate. the markets are coming off a negative week amid the white house turmoil, the fed minutes and terror attack in spain. the dow falling for two straight weeks now and the nasdaq down for four straight. on housing and durable goods. the dow dropping 76 points on friday to 21,674. the nasdaq slipping five to 6216. htc is dropping the price of its virtual reality headset by $200. this comes weeks after facebook made a similar move for its

goggles. sales of vr systems have been sluggish. analysts say despite more games apps it hasn't been a blockbuster to send hardware flying off the shelves. teaming up with electronic arts to create an annual video game tournament aimed at the player sitting at home on the couch. the madden nfl championship is tied to tomorrow's launch of madden nfl '18, the latest installment that has sold more than 100 million copies worldwide since the 1980s. it is open to anyone 16 and older in north america, the uk, and germany. here is how it works. players pick fantasy teams and compete during the nfl season. top finishers will play around the super bowl in february. back over to you. >> quite the hobby for a lot of people. >> a lot of significant others

being upset. thanks so much, laura. our solar eclipse coverage begins now after weeks of hype and years of anticipation just a few hours. most of the country will get at least a partial view of the celestial phenomenon and people in the so-called path of totality will see the daylight shift to complete darkness. >> casper, wyoming, and jay gray with the mad rush to see this historic event. >> reporter: hey there, mark and laura. a mad rush. people lined up right now to get into what is a prime viewing area here. we expect in the next few hours thousands to join us on this ridge just overlooking casper, wyoming, to watch as that daylight does shift to darkness here. there is a sense of history here. it's been almost 100 years since we've actually had a total solar eclipse go from one coast to the

other coast. >> reporter: but in just hours now the shadow of the moon will travel across the united states from oregon to south carolina at close to 1,500 miles an hour. each spot along the path going from daylight to darkness. >> the brightest stars and planets will show up. the temperature is going to drop, maybe up to 10-15 degrees. even animals and plants will respond to this like it's night. >> reporter: it will only last two and a half minute or so. but those who have seen it say the experience will last a lifetime. >> it can be a transformative event. >> reporter: for many there's an emotional, even spiritual effect as the earth, moon, and sun align. >> it gives you a sense of elation plus it's a humbleness to realize that we are so tiny and small in this incredible universe there are people with tears running down their cheeks. i've seen people on their knees

praying. >> reporter: reactions now just hours from becoming reality. the only thing that would prevent that would be cloud cover. it's been beautiful. still as it looks very clear with the sun coming up, and marcus and laura, the forecast will stay clear. it should be a great show. >> fingers crossed and those special goggles on, jay gray. >> interesting how animals react, react to this. i have some morning glories. i wonder if they'll close up with the time that -- >> the time lapse camera. >> think things like that so we'll be watching all aspects of this including the weather and the cloud cover is going to be a huge issue for the bay area. now we normally see throughout the morning hours the sun kind

of helping to dissipate that marine layer but it will not be in full force like we normally see. so as we take a live look outside in san jose still cloudy now and we may see still some of the clouds at the time of the time of the eclipse. looking for clearing for the valleys. as you look seven-day forecast at the bottom of the screen our temperatures this week hold steady and it feels very mild. as you head out the door the south bay at 66 degrees. 62 now in livermore with high temperatures this afternoon in the south bay up to 85 degrees in morgan hill. san jose 80 degrees and 84 in danville for the peninsula, some mid-70s there. san francisco in the mid-60s today 79 degrees in sonoma. we talk about the cloud cover. the possibility of that blocking your view of the eclipse. it looks like even at 9:00 as the eclipse begins we'll still have some clouds inland along the coastline and that includes marin and sonoma counties as well. as we go through the peak time

of the eclipse at 10:16 this morning it looks like there will be some clearing for the inland areas while we still will have some clouds along the coastline and in san francisco, but the computer model showing the possibility of some of that sun -- some of that energy helping to dissipate some of the cloud cover. and i just want to show you quickly a time line of the eclipse, what we're expecting and when. at 10:00 we'll start to see moon moving over the sun. the peak time of 75% coverage will be at 10:16 this morning. i'll talk more about that as we head over to mike and update what's happening now on the roadways. >> trying not to look at president clinton tours pictures of the eclipse. if you are driving during that eclipse window do not wear the eclipse glasses. they are far too dark to see anything but sun. that's why they are used for that purpose. a look here to the roadways. we have a crash going on for

welcome back, everyone. a good monday morning to you. we're remembering a legend this morning. legendary comedian jerry lewis died this weekend at his las vegas home. he was 91 years old. lewis rose to stardom during the golden age of television and was considered one of the most influential comics. he first found fame at age 20 when he teamed up with singer dean martin.

after the act broke up lewis became an even bigger hollywood force ultimately making more than 50 films. best known for "the nutty professor" but perhaps his greatest achievement the annual telethon for children with muscular dystrophy. >> through his efforts of more than 50 years helping mda raise more than $2 billion for research and clinical services to empower people with neuromuscular diseases we now have help and hope for thousands of american families. >> so many of us remember that labor day telethon. lewis himself struggled with a series of serious illnesses later in life, but he always maintained that busy performing schedule. 5:26. new this morning big ben has gone silent. the iconic london clock tower has shut down for repairs. the project architect says repairs could take as long as four years. experts the shutdown is needed for crew crews.

welcome back, everyone. good morning to you if you're just joining us. lack at these folks. up in the north bay at san rafael this morning. everyone getting a jump on their monday morning. good morning to you. thank you for joining us. i'm laura garcia-cannon. >> and i'm marcus washington on this monday, eclipse day. we've been talking about it for so long and now everyone is waiting to see what we will see here in the bay area. >> just don't look at the sun. better get those glasses, right, kari? >> you need the right kind to view the eclipse safely or we will have tips on how you can view it safely. we are not in the zone of totality here in the bay area. that is just to the north of us and it does span coast to coast. we will have 75% coverage. and that happened at 10:16. now the other factor will we see the clearing in the clouds. now we are starting out with clouds this morning and at 9:00

this morning still looks to be some clouds along the coastline and parts of the north bay. as we head through the peak eclipse time right there at 10:16 this morning looks like the south bay will be clear. still some clouds lingering that may block your view as we go through the next several hours. as we go through the next several hours, we'll have to closely watch the clouds and the sun that normally helps to dissipate some of the marine layer may not be in full effect today. more on the weekend forecast as well as we look ahead. >> the aftereffects from the crash we talked to westbound 580. those clear lanes and that should be resid slowing and as that clears up a much better flow of traffic there.

looking at the bay bridge toll plaza. metering lights are on and we'll send it over to you, marcus. don't look directly -- >> i won't look up. anticipation is growing this morning and we're now just with the first total eclipse. here in the bay area, unfortunately, only a partial eclipse. some places as you can see on this map here in the path of toe. there will be several minutes of darkness. we don't have total darkness in the bay area. still concerns about power ahead of the historic event. "today in the bay's" kris sanchez is live now with how you can conserve during the eclipse. kris? >> reporter: hi there, marcus. nobody is going to lose power because of the solar eclipse. as long as the sun is not shining the solar panels like the ones behind me can't capture that energy.

the independent system operator says we're going to have to use power more expensive if we don't conserve. now you may have just gotten your eclipse glasses over the weekend but they have been getting ready for this eclipse for a year. here is what you can do, turn off the lights, don't charge your car or electronics between 9:00 or 11:00 in the morning at the peak of the eclipse. unplug appliances not in use. turn up your thermostat by two to five degrees. it's nice and cool that time of the morning anyway. replace your traditional light bulbs with those l.e.d. light bulbs that use less power. now join the conversation on twitter and facebook. i'm asking if you plan to watch the solar eclipse. about half of you are saying you're going to watch it, will

have live coverage right here if you can't get out there and view it. i'll have on that forecast and the cloud cover coming up in a few minutes. all right. we'll look forward to that. thanks, kari. it's 5:35. here in the bay area hundreds of viewing parties as the solar eclipse gets under way. in the east bay astronomers at the chabot space and science center atop oakland hills will open up their doors for free. what exactly will you see here in the bay area? >> you'll notice a dimming in the light of the sun. i always say it looks crisper. the more notable effect are the shadows of things will look sharper or modified. it's different than usual. >> chabot space and science certainty will be open until 1:00 in the afternoon and you can view the big event from the observation deck. watch it live on a nasa tv feed in its theaters. libraries across the bay area are hosting viewing parties as

we'll have a special report at 10:00 this morning at the solar eclipse. at 5:36, richmond police say they've made an arrest in a two-month-long investigation. these are photos of evidence recovered. they started reporting suspicious activities in the northern district. they say the narcotics unit confirmed illegal activity and search the place finding cocaine, cash and a gun. happening today the palo alto city council will consider a plan to improve internet access. basically the plan would bring high speed broad band connection to access points and neighborhoods and people could decide whether or not to hook in. the paper reports the plan would cost between $10 million and $12 million. happening today regular muni service resumes between montgomery and west portal. crews could test five new light rail vehicles with new passenger doors and improve braking

systems. transportation officials say the goal is to replacy's fleet and add more trains over the next decade. >> i have tweeted and put it on facebook as well. they list some of the routes, the top ten routes of the best viewing for that eclipse if you have the eye wear and you can get a break from the fog. listen for kari to talk about that. no delays right now as you travel through any of the transit agencies. we are looking to west 580 as you approach eden canyon. the earlier crash did clear a while back. we have a good morning coming off the tri-val. south down through sunol. more slowing through fremont. let me check on that. the bottom of the map of 680. it goes into san jose. move over to the tri-valley so i can check the travel times and a quick look at palo alto. there it is. don't look directly at that

billboard. >> that kea. >> watch for that smooth drive. >> you may walk out with a burn. all right. a lot of people talking about the eclipse today. >> and then as we are watching out for the cloud cover and the possibility of some of those clouds blocking the view, the huge issue and then as we make plans for the weekend it is going to be warmer. inland areas reaching into the low 90s. up to 90 for the valley. the bay at 82 and 67 degrees for the coast. on sunday expect a high of 70 degrees for the coast. 80 for the bay and some upper 80s inland. as we make plans to head to santa cruz this weekend it will be a nice one, while temperatures heat up inland keep the 70s along the coast here. on saturday and sunday a high of 73 degrees. napa valley this week, it is going to be hot reaching into the low 90s for both saturday and sunday there.

>> investigators continue after two reported crimes at a richmond b.a.r.t. station. police arrested a man after they were threated with a knife. and on sunday a man says four other people beat him and stole his phone, smart watch and wallet. they have not been arrested. 5:44 new details this morning in last week's deadly attacks in. police announced the death toll has risen to 15 people. as of right now authorities continue to piece together what they believe was a 12-man terror cell. terrorists are now in custody. another five were shot and killed by police after the second attack south of barcelona. a moroccan man may have driven the van that plowed into the crowd. >> we are considering that it's one person who perpetrated the

attack over 200 meters that killed a number of people we rr know. >> the final two may have died in the house before the barcelona attack. investigators say the suspects were using the house to make bombs and after the house was destroyed the suspects carried out the vehicle attack. new provocation from north korea, this as the u.s. and south korea are set to start military drills this week. last night the north released new propaganda showing the u.s. capitol building being attacked with missiles. he would wait to see what america would do. experts say there's no way to launch what the north will do. >> he's not irrational but is unpredictable. >> there will not be live four.

mostly will go through computer simulations. there are 17,000 u.s. troops and 50% south korean troops involved. >> fires burning in yosemite national park flared up again triggering new evacuations. the fire has been burning for nearly a week. just 10% contained so far this morning. green crabs remain a problem in marin county. an initial effort to stop the invasive species backfired. they are predators that kill other sea creatures and clams and ois. the paper reports they are intended to catch and kill mostly caught adults. while it turns out dult green crabs are cannibals, they eat fellow grabs to help control the population. the number exploded from 8,000 to 300,000 as younger crabs
