"today in the bay" continues right now. a very good monday morning. >> ready to see the eclipse. i will not look up into the sky. >> not without these specials glasses. they're really hard to find. >> it's all about the cloud cover this morning and will we actually be able to see it. that will be the big question because a lot of the time we have the solar energy that works on the clouds and clears the marine layer before we go through the noon hour. 75% blockage. you have to go up to oregon to get that total totality there

for the total eclipse. see some clouds along the coastline. inland areas will have partly cloudy skies. there will be some times that we will be able to see that peak time of the eclipse right there at 10:16 this morning. we'll continue to talk about this, where we'll still see the clouds coming up in a few minutes. as we head over to mike there's a truck stuck on the bay bridge? >> you can't see it from the emeryville camera. i do see the lower deck moving smoothly out of the tunnel. >> that counter commute is not showing any traffic. slowing at the bay bridge toll plaza. metering lights are on. unexpectedly slow off the dublin grid. that is enough distraction to kick off the slowing there for

the tri-valley. the rest of your tri-valley, the south bay and peninsula look standard. >> thanks a lot, mike. 6:02. hours away interest the great american eclipse. today's eclipse stretches from coast to coast along a narrow corridor starting in oregon and reaching south carolina about 90 minutes later. people are counting down to this historic event. a lot of news here, bob. >> reporter: good morning. 10:15 this morning is when we're going to see the of the solar eclipse. about the moon covering 75% of the sun. not totality like in oregon. still a good chunk of the sun being blocked out. this applies for any day, yesterday, tomorrow today, do not look directly at the sun.

you want protection. if you can get your hands on the special solar filter glasses. you want to make sure they're not damaged. make sure you have these special solar filters. not enough protection. if you use a telescope or binoculars do not look directly into the sun and don't use the reflection of a mirror. it could damage your eyes. take breaks from viewing to give your eyes a rest. you want to have a solar filter so you do not damage the equipment inside. you should be okay. our understanding is that it will not damage that piece of equipment. >> we feel like they can take a glance at it actually. some people will try to do that

without any protection but even given that you really are rolling the dice when you do that. those are really precious to you. >> reporter: now let's say you don't have the telescope with the solar filter, we're here in cupertino talking with the manager. there are simple you can do, take two pieces of paper, poke a hole in one, aim it at the sun and get the reflection of the crescent of the moon, see the shadow of the moving over the sun or use a strainer and aim that with the sun shooting down and you have the reflection back here and you'll get about 100 different reflexes here. just don't look at it directly without protection. >> and bob mentioned make sure

safely watch the big show. we'll be providing live coverage throughout the eclipse here on nbc bay area. the solar eclipse starts. >> and at 6:07 breaking news, this out of france. >> police say one person is dead and another is hurt after someone drove a car into two bus shelters overnight. it happened in marseilles within the last hour. france says the incident is not terror related. the associated press says the driver has been arrested. this follows the deadly van attacks in spain last week. it will be a rare national address. the president will focus on afghanistan and southern asia. >> and this comes on the heels of large anti-hate and racism protests over the weekend. live in washington with what we can expect tonight. >> reporter: good morning, marcus and laura.

the president increasingly frustrated with the lack of progress. back from his working vacation, president donald trump will discuss his strategy in afghanistan. the president met with his national security team at camp david over weekend to discuss the path forward in afghanistan and south asia policies. >> until we knew what was the strategy, what was the commitment going in. in that regard the president has made a decision. >> reporter: the president already increased to 8,400. >> the real question is what is our strategy.

the question can kind of answer itself. >> i think we should begin to leave and then i think we should reserve the opportunity with our forces in the region to be able to strike. >> reporter: we will find out the president's final decision tonight at his address. and the speech will be held at ft. meyer in virginia not the white house. the president will be surrounded by the military in his role as commander in chief. >> thank you very much, edward. controversial former breitbart editor says he's coming to uc berkeley. on the school's campus he says it will be a festival for people who have been kept from speaking at berkeley. >> the greatest risk to the america republic, the assault on

free speech committed by the media, sill valley, politicians, hollywood producers and the academy. that event was canceled after violent protests. we check with uc berkeley's event page and free speech week was not listed. so far we have not heard from the school. it is 6:10. ten u.s. navy sailors are missing after a navy destroyer collided with a merchant ship. the guided missile destroyer "uss john mccain" was headed to singapore for a routine visit when it crashed. this morning it is docked at the naval base with significant damage. search and rescue efforts are under way. this is the second crash in just two months. in june the "uss fitzgerald" and a containership hit each other in the waters off japan.

it's 6:10 now. as you head out for school this morning exciting first day for san francisco and oakland today and it's a historic day as well. you'll be watching the eclipse at recess for some kids it's been planned out. hopefully they'll at least learn about what's happening here and then this afternoon mild. temperatures in the 60s and 70s. we'll talk about the cloud cover during the eclipse coming up. that truck has cleared from the bay bridge. >> that traffic flowing just a part of the exit at treasure island getting out of san francisco. now that is clear. getting into san francisco this should clear quickly. there wasn't a mattress reported in the slow lane as you approach on 280. on the other side of the bay the metering lights, good recovery after the earlier crash cleared for west 580. 680 southbound. no problems getting into the bay bridge.

outside in san jose and the temperature trend for santa clara. we will have a few clouds for those spots even inland as we head into the next of hours, highs near 80. we'll talk about the cloud cover forecast and the eclipse coming up in five minutes. >> and a little general slowing for the tri-valley. that's what we have on this travel time. we'll see the bigger look at your commute coming up. 6:15. continuing coverage now. we expect a man charged with killing an oakland firefighter to make his first court appearance this week. late thursday oliver juneau shot two off-duty firefighters in japantown. jake walter died. the other firefighter has nonlife threatening injuries. and business and tech news now. wall street could get off to a rough start when the markets open in about 15 minutes. >> for more on that landon dowdy is live at cnbc world headquarters. good morning.

wall street could struggle out of the gate today. futures are lower. the markets are coming off a negative week. the fed minutes and the terror attack in spain. two straight weeks now and the nasdaq down four straight weeks. housing and durable goods. the nasdaq slipping five to 6216. hpc is dropping the price of its virtual reality headset by $200. facebook made a similar move for its goggles. that's $200 more than the rip. sales have been sluggish. there hasn't been a block buster. hardware is flying off the shelves. and the day has come, it is eclipse day. offering special deals that cannot be, well, eclipsed.

we are on a bridge, a beautiful spot to watch this eclipse. thousands to join us on this daytime shifts to darkness here. there is a sense of history here. >> it's been almost 100 years since we've had a total eclipse. >> in just hours now the shadow of the moon will travel across the united states from oregon to south carolina at close to 1,500 miles an hour. each spot along the path going from daylight to darkness. >> the brightest stars and planets will show up. the temperature will drop maybe up to 10 to 15 degrees. k"t. >> reporter: it will only last two and a half minutes or so. the experience will last a lifetime. >> it can be a transformative

that will be really interesting. for us the problem is the clouds. and even though we won't have totality here we will be able to see something, of course, safely with those solar glasses or projections. we are going to start out with mild temperatures as you head out the door. still cloudy and we normally start to see the sun working on the marine layer but with the eclipse happening that may not be the case today. clearing may be slow. we'll see the high of san say up to 80 degrees. you can check out the seven-day forecast, showing you warming as we go through the week, up to 7 degrees in napa and 66 in san francisco. let's talk again about the cloud cover and the possibility of some viewing opportunities. it will still be cloudy along

the coastline and most of pa rin county and parts of the inland areas as the eclipse begins as 9:01 this morning. there will be some clouds but we may have some clearing and a chance to view it for some of the valleys land as our temperatures will actually cool about three to five degrees during that peak eclipse time and that will keep the clouds and the fog near the coastline. as the eclipse wraps up at about 11:37 this morning we will start to see more clearing and then later today more clouds moving in as we get a surge in monsoonal moisture and the possibility of some thunderstorms firing up and pushing some of the humidity into the bay area. there will be muggy tomorrow and our temperatures in san francisco and the rest of the week reaching into the 60s. inland looking at 80s and then warmer as we head into the weekend. heading over to mike now an update on what's happening on

nbc bay area responds to a san francisco driver whose communication with the auto manufacturer broke down. >> chris chmura took his case. we were written to say volkswagen was dragging its feet buying back his beatle that was part of the emissions scandal. the website explains the buyback paperwork takes about a month to process. barry said he applied back in november but his file went

historic solar eclipse. but will e right now at 6:30 we are counting down to the historic solar eclipse. will the weather be all right for people trying to watch? a live look at moffitt field. good morning to you. thanks so much for joining. i'm laura garcia-cannon. >> and i'm marcus washington here as we get ready to watch that eclipse. kari is keeping track of it all. as you step out the door right now you see those clouds and you're like, oh, my goodness. going to be the big question. let me show you the time frame of what we're expecting when that solar eclipse will be appearing for us. we will have 75% blockage here in the bay area. we've been talking about some towns you've never heard of big in the news like madras, oregon. that's where we will have totality today and for us it will be all about marine layer

that will be slow to clear. i don't think we'll see any clearing in san francisco and along the coastline and the timing of that will begin at 9:01 this morning. we will have 75% blockage at 10:16 this morning there will be some clearing asome of the inland valleys and parts of the bay area. but without that solar energy helping to erode the marine layer that may occur slower for some spots. we'll actually have some cooling temperatures at the peak time as well. a lot of interesting factors. parts of the bay area especially along the coast once again will be mostly cloudy during the time of the eclipse. we'll continue to talk about this and what you can expect as the morning goes along coming up in a few minutes. as we head over to mike now slowing for oakland. >> that's the positive headline. a little slowing through oakland where we could have big slowing but, remember, oakland schools getting back in. what a historic day to start

your school year in oakland or san francisco. that may be an issue as far as the morning commute making it lighter. there's a disabled vehicle blocking the slow lane southbound 880 shy of hyatt street. we don't see any lanes blocked. we do see a good flow of traffic. i'll track that and let you know if chp is cleared from the scene. back to you. >> thanks so much, mike. 6:32. happening today just hours away from the start of the first total solar eclipse in the united states since 1979. >> and some places along the path of totality there will be several minutes of darkness. here only a partial eclipse. >> "today in the bay's" kris sanchez live explain why californians are being urged to conserve energy today. it's interesting, kris. >> reporter: yeah, good morning to you, laura and marcus. when that sign is partially blocked be no sun power for the

solar panels around the bay area. though we don't expect anyone will lose power because of that your power company might have to buy a more expensive source. if you can conserve that might help everybody out. you may have gotten your eclipse glasses over the weekend. cal iso has been preparing for this eclipse for years, even studying what happens to the power grid in europe during that 2015 eclipse visible there though not here. here is what you can do. turn off the lights. don't charge your gadgets between 9:00 in the morning and 11:00 in the morning. unplug any appliances you're not using. if you haven't already replace your light bulbs with leds. you had me at you don't have to do laundry between 9:00 and 11:00 this morning. join the conversation and tell us if you plan on stepping outside to look at the solar eclipse. it seems 45% of you plan on watching it.

glasses. as we go through the rest of the morning it will start to move off to the side and you will still be able to see something with those glasses and then it will be bright and sunny at 11:37 this morning. that's the time frame. it will be all about the clouds across the bay area. more on that coming up and i'll have a look at the forecast in just a few minutes. all right. thank you very much, kari. another reminder, don't look at the eclipse today without special glasses. this morning one bay area school says students won't be able to go outside to the eclipse. park in hayward had ordered 350 viewing glasses for students to use, but this weekend they received word from amazon that the glasses had not been certified as safe so the school will not use them. that's the right move according to doctors. >> anytime using an extra optic in f toront view the eclipse there needs to be a separate device. >> the school says they do have

300 glasses from another order that are good to go so students in kindergarten through second grade will watch the nasa feed but check your own glasses. they have to have that iso marking on them to make sure that they will work. >> there are going to be hundreds of viewing parties across the area for the solar eclipse to get under way today in the east bay astronomers at the chabot space and science center will open their doors for free. exactly what will we be able to see here in the area? here is what one astronomer told us. >> you'll notice a dimming in the light of. i always say it looks crisper. i think the more notable effect is the shadows of things will look sharper or modified. it's different than usual. >> they will open from 8:00 this morning until 1:00 in the afternoon. you can view the big event from the observation deck or watch it live on a nasa feed in its theaters. libraries across the bay area are hosting viewing parties that

the reason for that flight. and new this morning richmond police say they've made an arrest in a two-month-long investigation. they are -- here are the photos of the evidence recovered. detectives say neighbors started reporting suspicious activity at a home in the city's northern district. authorities say the narcotics unit confirmed illegal activity and searched the place finding cocaine, cash, and a gun. at 6:38 happening today regular muni service resumes between the montgomery and west portal stations. the schedule had shifted the crew's five new light rail vehicles with new passenger doors and an improved braking system. transportation officials say the goal is to replace muni's fleet and add more trains over the next decade. also published a map i sent out on facebook and twitter of

meteorologist kari hall's facebook page. let me know what you're doing this weekend because we're trying to get the graphics together and watch for the events going on, let me know where you're going. as we look at the saturday forecast for the coast it will still be cool. we're talking some upper 60s with some clouds. a little bit warmer than we'll see today and for sunday we're looking at still more of the warm weather for the valleys while the bay will be much more comfortable at 80 degrees and 70 degrees for the coast. if you are making plans to head to santa cruz this weekend it will be in the low 70s, mostly sunny skies in the forecast there. for napa valley a hot one. low 90s for both saturday and sunday. so if you have napa valley in the plans this weekend make sure you have some shorts and very light clothing. here is a live look outside in heavenly this morning, beautiful sun rise. highs this weekend reaching into the low to mid-80s.

it's 6:44 on this day of the historic eclipse. here is a live look outside over san jose. we go to the neighborhood of santa teresa and the temperature trend holds steady. it may cool during the peak of the eclipse and we're heading into the low 80s today up to 82 degrees at 1:00 this afternoon. we'll talk more about the cloud cover in five minutes. >> and a mild slowdown for the tri-valley. very light. we were just talking in the newsroom, i wonder how many people around the bay are going in late because of the eclipse. we'll track the coverage today. >> you can also watch on nbcbayarea.com. we'll have live coverage starting at 10:00. yes, that's our total solar eclipse coverage continues now.

this is along that so-called path of totality. that means that people there with experience several minutes of darkness when the moon moves over the sun. here in the bay area we're only going to see a partial eclipse. >> at 6:45 we have new video in to our newsroom. this morning a van on fire overnight. this is in san jose at old bay shore highway. fire crews say they put that fire out in about 15 minutes. luckily no one was hurt. new this morning investigations continue after two reported crimes at the richmond b.a.r.t. station over the weekend. police arrested a man saturday after four women accused him of threatening them with a knife. and on sunday a man says four other men beat him and stole his phone, smart watch and wallet. there have not been arrests in the case. 6:45 and new details this morning into last week's deadly terror attacks in spain. earlier this morning police announced the death toll has risen to 15 people. right now we know there are four

suspected terrorists in custody. another five were shot and killed by police south of barcelona. still at large a 22-year-old moroccan man who may have been driving that van that plowed into crowds. police say the final two suspected terrorists may have died inside a house that exploded before the attacks. had he say the suspects were using the house to make bombs and after the house was destroyed the suspects carried out the vehicle attempt. remembering a legend this morning. comedian jerry lewis died at his las vegas home. he was 91 years old. lewis rose to stardom during the golden age of television and was considered to be one of the most influential comics of the 20th century. he first found fame at age 20 when he teamed up with singer dean martin. after that act broke up, lewis became an even bigger hollywood

infrared video that shows the hot spots of the fire which is only 10% contained this morning. and new this morning big ben has gone silent. the iconic london clock tower has shut down for repair. the architect says repairs could take as long as four years. >> it needs maintenance and we'll start at the top and then we're going to work our way down and there are various problems with stone work, water, the bell frame, condensation inside. >> experts say the shutdown is needed for repair crews. that loud bell could make them deaf. work is set to be finished in four years. >> feeling lucky? the jackpot is growing. no one had the winning numbers for saturday night's drawing. >> that jackpot expected to grow to $650 million by wednesday's drawing. that would be the second highest amount in powerball history.

the door, it feels humid out here. it is very muggy. we're at 66 degrees for the south bay and the peninsula. it is 63 degrees in the east bay and san francisco now at 60 degrees. the seven-day forecast is coming up at the bottom of the screen. we are looking at our high temperature up to 80. cooler than it was yesterday, up to 85 degrees in concord and santa rosa and napa 78 degrees. 71 in oakland and in san francisco. so as you're looking out the window in san jose you see the clouds. a good day to wear light and long sleeves to keep you comfortable. also your nicest shoes as we will have some great weather staying comfortable and then it will be heating up as we go through the week and it's the first day of school for oakland and san francisco. happy first day. and what a great day to go to school and learn about the eclipse where we will have a few clouds in the mix especially in san francisco and oakland at recess and then as you're heading out of school it will be mild and muggy.

monsoonal moisture starting to surge in. we'll talk about that. let's talk about the cloud cover right now because it looks as if it still will be cloudy for even parts of the inland areas from walnut creek down to dublin and hayward and that's at the time the eclipse begins also along the coastline in parts of marin and sonoma counties. as we go to the peak eclipse time inland areas will start to clear out, and that's at 10:16 this morning. we may also feel the temperatures dipping. a lot of things going on all at once but that may hinder that marine layer from eroding when we normally start to see the sun working on that. it's blocked by the moon it may be slower and some parts of the bay area may not get the clear view of the eclipse that we were hoping for. and then it becomes a lot more muggy heading into tomorrow due to a surge in monsoonal moisture. we'll feel the higher humidity inland and for the rest of the week temperatures heating into

the upper 80s and lower 90s. mike is tracking lighter traffic around the bay. >> it may be because some folks are getting the last bits of summer vacation as oakland is starting today and it may be some folks are delaying going to the office because they want to be home watching that eclipse. if you're driving do not look directly at the sun. a light build. silicon valley is not a problem. the castro valley moves well. southbound 880 still does have slowing. heading down from downtown over to high street. it looks like it may be blocking north of where our camera can reach. waze because it can reach out as far as the drive time goes from that oakland area down in towards san leandro. 580 is clear of the slowing and drive. it's about the same on either freeway, though. check your team as well. the best team to be on nbcbay

here are the top stories on today in the bay... . and welcome back. before you head out the door the top stories on "today in the bay." >> ten u.s. navy sailors are missing after a collision with a merchant schiff. the guided missile destroyer "uss john mccain" was heading to singapore when it crashed. in addition five sailors are injured. this is the second such crash in just two months. and president trump will address the nation tonight sharing his strategy on the war in afghanistan. the president will speak live from ft. meyer in virginia. the president tweeted over the weekend he made a decision on the path forward in afghanistan. millions of americans will be watching the eclipse in just a few hours. traffic jams already started last week with millions of people heading to spots in the path of totality where the moon will completely block the sun. here in the bay area about three-quarters of the sun will be blocked out during that
