he is white and has brown hair and eyes. he's 4'5" and weighs about 90 pounds. last seen wearing blue jeans. this amber alert says he was abducted by 48-year-old morozov considered armed and dangerous. the relationship is not clear at this time. police say the suspect was last seen driving a blue volkswagen golf, number 7jgg242. and we're learning that suspect is considered a risk -- a flight risk, rather. a live look at san francisco international airport this morning. that's where authorities are being warned to be on the lookout. they think the suspect might be en route to russia. and here's another look at the missing boy. we're going to stay on top of this story throughout the morning. we will bring you more updates as soon as we have them. also breaking news we're covering this morning the commander of the u.s. pacific fleet says some remains of navy sailors have been found in a compartment of the "uss john s.

mccain." a search has been under way for ten missing sailors after their navy destroyer collided with a tanker. the navy is now ordering a safety investigation of its entire fleet. the collision was the second involving a ship from the u.s. navy's 7th fleet in the pacific in two months. breaking overnight out of pennsylvania, more than 40 people are hurt this morning after two high-speed commuter trains collide. this all happened west of philadelphia. authorities say one of the trains was heading into the station in upper darby when it hit a parked, unoccupied tree. everyone onboard is expected to survive but passengers are in no doubt shaken. >> it put a big hole in the wall and i went straight down. it was loud. and it hurt. i can't really say much more than that. there was blood everywhere. the driver was all banged up. there was this one girl bleeding out of her face pretty bad. >> and train service is back up

and running. an investigation is still under way to find out how this all happened. happening today locally the state's top cop expected to intervene in the judge aaron persky recall effort. you'll recall the santa clara county judge sentenced brock turner to six months in jail for sexual assault. and that created a firestorm of controversy. "today in the bay's" kris sanchez joins us live this morning with how the attorney general is now joining in on this legal battle. good morning, kris. >> reporter: good morning to you, laura and marcus. this comes down to jurisdiction and that is who should decide whether or not superior court judge aaron persky keeps his job, whether it is an accounting matter or a matter for the state. now judge aaron persky has been the subject of a recall push almost from the moment he sentenced brock turner to the six months in jail for that sexual assault of an unconscious woman as you just mentioned. it was a sentence that critics said was too lenient and showed deference to the attacker rather

than to the victim. that's the back story this morning. what's happening today is california's attorney general will make the argument that the recall effort against aaron persky is a county matter and not one for the secretary of state as persky has argued. the judge himself. right now there is a restraining order granted on behalf of judge persky forcing the recall effort to stop while this matter is decided. if this is deemed to be a state matter and not a county matter, then the recall effort would have to start all over again. in san jose, kris sanchez, "today in the bay." >> one that a lot of people are following. thanks so much, kris. at 5:04 the palo alto unified school board, the district wants to spend $200,000 more dollars to look into title 9 complaints. they have spent $250,000 allocated.

also today the district superintendent will present results from questions about sexual harassment and misconduct. palo alto online says the district has seen a sharp spike in reports since may. 5:05 and happening now antioch police say they need your help in finding this missing teen. police say 14-year-old rivera was last seen outside of black diamond middle school yesterday afternoon. he's a student at deere valley high school. they say he has a congenitive ability of a fourth grader. police consider him to be at risk. he was last seen wearing a light gray or light sweater and green camouflage pants. san francisco leaders say they're trying to find a permanent solution to make dolores park safer. people gathered to share ideas with people from the police department and district attorney's office among others. that meeting follows a shooting

at the park earlier this month. three people were hurt. the paper reports that one is still in critical condition. there have not been any arrests. it is 5:06 right now and this morning a message of hate in alameda as police investigate and a community pushing for answers. a flier was found near sherman street and central avenue. it has a swastika and you see a woman wearing a hajib with the words, quote, help me kill you, stupid. unquote. the new counter culture as well. you can imagine neighbors are very shocked. >> i was sad. i was disappointed that something like that would be in our community and our country, in our world. >> the majority of hate crimes and hate incidents go unreported so we knew it was important to stand up and be counted. >> this isn't the first time this has happened. crawford said he later found a flier near his home just blocks from the islamic center in

alameda. police found a third one. this string of hate messages comes after last week's vandalism of alameda's temple israel. rocks were thrown at windows. police are investigating it as a hate crime. continuing coverage now out of washington, d.c., where president trump recently laid out a new plan for the nation's largest war. the commander in chief is vowing the u.s. will win in afghanistan. and to do that he wants more proof but he's not laying out any numbers. good tuesday morning. it is 5:13 as we take a live look outside in san jose we're going to go to the neighborhood of willow glen and check out the temperature trend for today. we'll be at 65 degrees at 9:00 with our skies clearing, reaching into the upper 70s by early afternoon and eventually hitting 81 degrees, which is

right where we should be for this time of year. we'll be heating up as we go through the week. i'll have a look at the forecast coming up at 5:17. >> and looking at your north bay drive. highway 37 out of vallejo over toward the island. it's a good way to get you started. 5:14. a new video of a wild chase and crash in southern california. this happened last night in orange county and you can see that driver weaving in and out of traffic. that chase reached speeds up to 100 miles per hour. it ended when that driver finally crashed while trying to exit the freeway. the car rolled several times before coming to a stop and a cloud of smoke as you could see there. the two people side were taken into custody. at 5:14 continuing coverage morning of lawmakers' push to tackle california's affordable housing crisis. experts say renters pay 50% higher rates compared to other states. home buyers faced prices two and

hayward reaching up to 86 degrees. half moon bay. the outer sunset 66 degrees there. reyes at 64. santa rosa a high of 78 degrees. as we take a live look outside in san francisco this morning you see those clouds starting out. and if you're getting ready -- if you will be going out to the giants game this it's going to be a really nice day. it starts out comfortable but it will get cool as that game goes on and we'll start to see more clouds moving in. checking out the day planner today in oakland will be at 62 degrees during the morning. mostly cloudy skies to start but at noon bright and sunny. 68 degrees. 71 at 4:00 this noon. so it does stay very comfortable there. if you were going hiking to some of the trails in the north bay, it will be at 55 degrees, a few clouds early this morning. then as the skies clear, temperatures warm up quickly so we'll be up to 71 degrees at 10:00, and then later today we see the temperatures staying in the upper 70s there.

we're also going to feel an increase in humidity due to some monsoonal moisture bringing some showers and possibly some thunderstorms of the sierra that could push into the central valley and a slight chance of a few of those isolated pockets of showers moving the north bay today. other than that we are looking good and the humidity decreases tomorrow. temperatures up to 68 degrees in san francisco. we'll keep the temperatures steady. we will feel more of a difference for the inland areas, heating up with that humidity and low to mid-90s in time for the weekend. as we head over to mike now, a delay for a b.a.r.t. rider? >> i want to let folks know because every minute counts in the morning. we're talking about mcarthur. riding through the mcarthur station may have a few-minute delay recovering from late track maintenance in the area. everything should be recovering. recovery mode there. a smooth drive for the rest of the bay. the same thing for your freeways as well. we're still tracking the crash

to oregon. that means certain types of fish have less to eat. and new research says more whales die from crashing into ships than first thought. researchers say from 2006 to 2016, 86 died off the coast of oregon and washington but only 36 washed up onshore. researchers say often the dead whales just sink. ship collisions are the leading source of whales deaths. as the opioid epidemic sweeps the nation, some health care officials are calling for the creation of safer spaces for drug users. those would allow people to legally consume drugs elsewhere with the supervision of professionals. they hope people can get the help they need before it's too late.

on 30 days' notice to pay up or face legal action. the city commissioned audit and it made 37 findings including that the 49ers owe santa clara nearly $2 million, about $900,000 for public safety spent out of a construction fund, and about 200,0 thousan200,000. they are in violation of the measure which prohibits it. the first step will be to hire a city manager with stadium managing experience. >> santa clara was ill-prepared to a stadium of this magnitude. we're changing things.

after 39-year-old williams was shot. police say that it appears he was targeted. and this isn't the first time. police say he survived an oakland shooting in january and his fans hope he'll survive this one, too. >> i don't see why richmond. we need to do better. >> they say that they want the community to know that there is no threat to the public. new this morning president trump has signed a bill to help speed up da analysis in criminal cases. the rapid dna act was sponsored congressman spralwell and dianne feinstein, using new technology that can process dna samples in 90 minutes or less. testing can happen at the time of a suspect's arrest. lawmakers believe this could help with the rape kit backlog

as well. not in our backyard, that's what many san jose residents are saying about tiny homes for the homeless. the community meeting was held in south san jose, many voicing their displeasure for the proposed tiny homes plan which would be used as transitional housing. they're planning to fill an empty field off monterey road. last night's testimony will be presented to the full city council next tuesday. and sonoma county has approved 12 tiny homes for homeless veterans in santa rosa and this happening today the city board or the county board, rather, of supervisors, are looking at ways to re-sign the entire homeless service system. the meeting is this morning at 8:30 at the board of chambers in santa rosa. 5:38. happening today we're expecting to find out how b.a.r.t.'s extension into the south bay is coming along. santa clara valley transportation authority will give us an update happening at

the milpitas b.a.r.t. station which is under construction. b.a.r.t. completed the warm springs station in fremont which is now up anding. also today the public expected to check out the environmental impact report on the proposed livermore b.a.r.t. station. the new station is planned for east livermore at isabel avenue and 580. it is expected to cost more than $1 billion. happening at 6:00 at the robert livermore community center. a minor delay at the mcarthur station. reports here in the first two hov lanes that there may have been a crash but traffic moving smoothly through the area. traffic moving very slowly. it's not a major issue coming no the maze. a slow drive. the wider look shows you a standard flow of traffic, very nice.

>> we'll check back with you. we have developing news out of italy. a massive earthquake shook that region. it shows those crews pulling from the rubble. people, a little baby. we don't know the extent of the child's injuries. the quake hit an island off the coast of naples. six buildings collapsed. >> new this morning state lawmakers want to cut lead exposure. the issue gained national attention. here in california one proposed bill would urge doctors to ask more questions to assess a family's risk of lead exposure. the health department would be held at a higher standard when it comes to reporting that data.

in flint the cdc says 5% of kids under the age of 6 this lead -- elevated lead levels. we investigated overnight and in certain bay area spots the numbers are comparable or higher. elevated lead levels in oakland. an area of san jose tested at 3%. the latest numbers from the state health department are from 2012. an east bay state senator introducing a bill that if passed will treat crimes by white nationalists as terrorism. senator nancy skinner says her bill will strengthen the state's anti-hate laws. it would cover groups protesting against white nationalists. skinner says that's a loophole in the current law. she says the changes would allow full prosecution of groups pushing hate speech.
