good thursday morning to you, taking a live look right now outside on san jose. as you can see, a beautiful, dark pork to start out the day as we've again, our thursday, almost hitting friday. thanks for joining us and waking up with us i'm marcus washington. >> and i'm laura garcia-cannon. nice day ahead. >> nice day starts out with some more fog, something we haven't seen that much of for most of the weekend. we're going to see some denser fog at the coastline and slightly cooler temperatures for the inland areas. we're going to see those highs in san francisco, up to 65 degrees, 83 in napa, santa rosa, antioch 89 degrees and san jose up to 81. we'll talk more about these numbers and the hot weekend ahead coming up.

we're tracking that fog and how tem pacts your drive. >> as of right now it looks like the road remain quiet. there is no major slowing on the speed sensors but we did have a bit of a rough start on the bridges yesterday so let's get a quick check of the times. westbound 80 bay bridge 8 minutes. towards san mateo 12 minutes and dumbarton bridge about ten minutes. chp has issued as kari mention weird checking out the fog, they have issued a high wind advisory and fog advisory for the golden gate bridge, but not too much happening right now. back to you. assistant april declare ra authority expected to meet comes with escalating tensions with the 49ers. >> the city says the team owes them nearly $2 million for running levi stadium. it's a story bob brought us on tuesday and here we are on thursday. what can we expect from that meeting today? >> good morning to you markus and laura.

santa clara's mayor told us earlier this week it's a nice stadium authority meeting. she expects the authority to put the 49ers on 30 days notice to pay up that money or face serious legal action. the city says that an audit commissioned that was finalized earlier this week shows that the 49ers owes the city $2 million for running the stadium which would be in violation which would be spent on things here at lee veez. it released documents related to nonnfl events at the stadium, documents that were withheld during the audit. 9ers say the audit is riddled with errors. the team also accuses the city of wasting $200,000 on this audit that they failed to bill the nine easy one hundred $15,000 in stadium relate the experiences. yesterday they direct lgd to us a mercury news article which calls on the city to get et cetera house in order and that reasonable people should be able to resolve the issue between

both sides. the city said it needs to do a better job managing levi's. one of the reason they hired a new city manager on tuesday who says the mayor has experience managing large stadium. reporting live here outside levi stadium, bob redell today in the bay. new this morning, more reports of crime at bart. police say someone broke into three vehicles parked at the west dublin station. it happened wednesday right during the daytime hours. now we've reached out to bart for police to see what, if anything was taken. a follow-up now, we're getting a look at the suspect police say sexually assaulted an east bay woman on her morning walk. this is the image right here taken from that nearby surveillance camera. the attack happened tuesday morning near el cerrito high school. we told you about this neighbor and thenned up chasing that suspect off. you can hear that story from him at nbcbayarea.com. it's 4:33 right now. so far authorities are not saying much about a woman whose

body was found dumped on the side of the road in eastern contra costa. this is the first homicide in nearly a decade. as bob redell reported yesterday on today in the bay, workers at the sand query in buy ran made the discovery had the at the told nbc bay area off camera that the woman's body was found near debris include a tarp or carpet. he believes the items were dumped along with the body. this is what investigators are saying about the case. >> the victim is adult female in her 40s, believed to be from san francisco. we cannot release her identification at this time because we're still trying to notify her next of kin. >> so far investigators are not revealing how the woman died. high profile lawyers now representing the google engineer who was fired earlier this month. jam damore published a mem moi mow criticizing their diversity policy. google has hired har meet

approve money for the border wall. others say it was more about stocks reversing direction following tuesday's big rally. on today's agenda we get unemployment and housing. the dow falling 87 points, the nasdaq slipping 19 to 6278. uber scandal has seemed to deter people from using the ride-hailing service, the company releasing its latest financial statements. they say look bookings which include rides and deliveries double in the second quarter. uber still reported a loss of $645 million in the quarter. and virgin mobile is on a mission to sign up as many iphone users as it can. >> the carrier says you can now use your own iphone to sign up for its new dollar a year subscription option, that's $1 a year. it comes one limited talk, text, and data although your connection may slow down after

this year where they'll issue a storm surge watch so it will be interesting to see how this all plays out and if those additional watches help people get prepared. >> nothing like that in our neck of the woods. >> we cannot explain about what we are going to see. we do start out this morning with some fog and some low clouds across parts of the bay area. right now it's 63 degrees in the south bay, 59 in the tri-valley and it's 56 degrees now in the north bay as you get ready to head out the door. we're seeing some patchy fog and as we look at some of these temperatures we're headed up to 81 breeze in san jose, 84 degrees in east san jose. so many spots it will be a little bit cooler for this afternoon thanks to a thicker marine layer. and for the inland areas it's still going to be hot, concord up to 90 degrees, 81 in fremont, and in oakland today 69 degrees there. 74 in san mateo and san francisco will be reaching up to 66 degrees in the mission district. do expect those clouds and fog

to hang out a little bit longer throughout the morning, but then we'll see it clearing out for a few hours during the afternoon. as you check out the seven-day forecast at the bottom of the screen, it will be heating up in time for the weekend so as you're looking out the window you start out with some -- the necessarily the need to wear some long sleeves. let me get my thoughts going here, waiting for that coffee to kick in. we will also need a hat, especially with the fog and the drizzle going on. and then as the day goes on and temperatures warm up, maybe a t-shirt and shorts will be a great idea, especially for those inland valleys where it will still be hot today. i want to show you the temperature trend for willow glen as we break down san jose by neighborhood. it will be in the lower 60s, more clouds, still lingering but then the rest of the day looks pretty good as those temperatures make it up to 80 degrees. if you're going hiking in the north bay, we will have some patchy fog to start, a cool and breezy 75 degrees at 10:00 but then it does warm up into the

low 80s for the north bay. san francisco will be in the upper 60s, even some low 70s for the end of the weekend, early next week and for the inland areas we will have some hot weather ahead for the weekend, up to 97 degrees on sunday. heading over to vianey, any issues this morning. >> not yet and hopefully it stays this way for at least a little bit of time, maybe even a while. if you look at our speed sensors right now, our overall wide look of the area we're not seeing slowing. we're seeing a little bit of slowing on the 580 but it looks like it's just a fender bender that's move off to the side. we are expecting to see of course some slow down during the 6:00, 7:00, and 8:00 a.m. but at this time it looks like the south bay drive times gr. northbound 101 to 8519 minutes. northbound 280 to 101 about eight minutes, and about 20 minutes. no slou downs in the south bay

by i want to remind you the chp did issue a hype wind and fog advisory for the golden gate bridge. please keep that in mind. remember to not drive too fast in general. let's take a live look at oakland, 880 we're starting to see a slow down. yesterday this was a mess. hopefully we're not expecting as big of a mess today. i'll send things back to you. 4:47 state lawmakers are debating new tax on drinching water, this to cover the cost to make water systems more safe. that bill would gen rate $2 billion over 15 years. that money would help cover the cost of cleaning contaminated water systems and wells. tax would amount to an extra dollar per month for homeowners, business would pay an extra $10. they have until the end of the month to decide on advancing it to the full assembly. it would need a two-thirds majority for both housings. a big question for some, will we soon see oil and gas drilling in some places. this depends on president trump

has his administration is expected to make a major announcement today. >> the interior secretary will deliver that news. the department was order by the president to review 27 national monuments around the country to see if they could be opened up to commercial use. here are the monuments in california that were up for review. there's five in total including the barry yes, sir es snow mountain month monument, parts of which is in napa county. >> and they can't fully justify giving management staff raises, that's according to a new aud at this time dit. report siends csu increase management and staff salaries at a higher rate than other groups. they also found that camp pusz do nota adequately monitor the budgets to ensure public money is spent operately. they say they're working to fix the problem. tpg today, a new align begins flying out of sonoma county airport. sun country will start flying out of there to minneapolis, st. paul.

and good morning as we look out over fremont, the people are getting up and they're getting on the road, getting their thursday started. as we continue with this day. both a sign of the times, a live look at the golden gate bridge, the iconic span may no longer be used for marathons and other mass public events. tomorrow they will discuss whether to discuss events that would block traffic. there are feersz over the potential terror attack using cars as weapons. last month all northbound traffic was closed for hours during the san francisco marathon. among the ideas being floated, marathon start times would have to be staggered with runners yoursing the sidewalk.

and the san francisco sea scouts may be looking for a new boat. their 30-foot cruiser sunk into the bay. we're told no one was on bay when it started to sink. the salvage service helped them raise the boat out of the water. it's now being inspected to find out why it sank. people of berkeley get a chance to meet with the city's new top cop, police chief andrew greenwood. this will be a good chance continue to quire about what the department plans on doing about the alt-right rally that could happen in beshlly it sunday. it's at 6:00 at the jewish community center on walnut. today construction starts on a long awaited elementary school in milpitas. a ground breaking it's on ma can less drive at mont gu expressway. sth the tenth elementary school to be added in that city. happening today, bart talks about modern niegz the el cerrito dell north station in the east bay. here's a picture of what the

chamgs would look like. it's to upgrade and expand the station to reduce crowding. they also want to add two new elevators and stairwells. today bart leaders will also discuss accessibility for disabled riders. the transit agency was sued this year by two disability rights groups over elevators that greebtly break down and health concerns. bart says it's spending $16 million to fix the problem. we investigated overnight and according to bart's data the number of working elevators that take riders from the street level to the station has been declining. customer satisfaction has also been dropping from nearly 95% in 2013 to nearly 80% today. well, today happy hollow park and zoo in san jose. we'll be helping the senior members of our community enjoy the safari. a great way today. >> it's a walking sa far troy

more of the fog in san francisco and along the coastline. as we start out looking live in san jose this morning, it's 63 degrees and heading up to 81 today. as you make plans we'll still be in the 60s throughout much of the morning and look at that, it's going to be such a nice afternoon. and then you can see all of the clouds over san francisco right now, it will be drizzling for a while, little bit of a cooler start with a high of 65 degrees today and some peeks of sunshine. don't expect a whole lot of that in san francisco and along the coast. as we head over to vianey what's head happening on the roads? >> aside from a couple of cars, for the east bay as far as accidents go this is how we like to see the map. nice and green forgo and we are starting to see a buildup along 880 but as of right now it's a smooth commute overall. let's take a look at those east bay drive times, southbound 680 from 580 to vargas road about ten minutes.
