good friday morning.. a live look outside in san francisco. ad lib good friday morning. a live look outside at san francisco. we see a fog blanket over the city this morning and it extends to other parts of the bay area as well making for a muggy start. thanks so much for joining us. i'm kris sanchez in for laura garcia-cannon today. >> and i'm marcus washington. as we start this friday or as we like to call it here fri-yay. >> i love it. >> a little tidbit to know this morning, a look at the fog in san francisco. yesterday the marine layer was like 2,000 feet deep so it has a hard time clearing up. today it is 1,000. you'll get sunshine earlier this morning and it's going to be a great day now as we take a live look outside in san jose, a few clouds here and there but mainly clear and our high temperature up to 82 degrees. it will be warmer than yesterday but not bad at all. palo alto 71 degrees.

some the inland valleys is where we will have hotter temperatures today so i'll talk about that and a sizzling weekend ahead coming up. mike now is tracking a crash in fremont. >> i am, kari. southbound 880, heard about a crash at alvarado/fremont might be affecting lanes of the freeway. more of my concern is it's reporting major damage and a motorcycle involved. i will track that as chp gives updates and let you know about the traffic. hopefully we can let you know everything is okay for the ride. as you drive through the tri-valley no major problems. no delays out of the altamont and the dublin interchange. thank you very much. 5:01 now and happening now preparing for clashes. san francisco city agencies are launching into emergency response mode ahead of what could be a volatile weekend. and today could be just the start. to start today and they're hoping for peaceful rallies in san francisco. >> reporter: good morning to you, kris. there will be a peaceful rally in san francisco in front of city hall later today roughly at about noon. as far as tomorrow goes you'll have all hands on deck here with a number of san francisco agencies for that patriot prayer or rally we've been talking all week that will take place here at crissy field. here is what the city will be doing. we can report they'll set up a rally zone for protesters that will be an area fenced off in the park for those taking part as well as those counterprotesters. the office of emergency services will activate their department in the event if things do get out of hand. also extra staff at sf general and, of note, people with opposing views will apparently be separated. there will be the public defender. the public defender and his staff will be on site serving as legal officers for protesters

who may need assistance. in the aftermath of the violence we saw in charlottesville, the public defender's office wants to remind folks to express themselves but do so in a safe way. >> express yourself but don't get physical. with anyone. >> reporter: some counterprotesters are doing just that raising thousands of dollars to float this inflatable "trump" chicken over the bay, the goal to photo bomb the protest, the group claiming the president is a chicken for not releasing his tax returns, that's what the group is saying. as far as tomorrow's rally they'll start with a flag run tomorrow morning. there will be bikers, driving american flags across the golden gate bridge. the rally itself starts at 2:00 p.m. we're live at crissy field, pete suratos for "today in the bay." >> thank you very much, pete. >> and we have compiled a list of items you are not allowed to

take in to that rally at crissy field tomorrow including weapons, selfie sticks, helmets and coolers. all of that info is on our facebook page. >> bay area port workers are promising to join the protest in san francisco. as a result the union says there will be an all day work stoppage at bay area ports. the international long shore workers union opposes the rally. it will be the union's third planned one-day work stoppage just this year. live now to golden gate bridge where there will be changes tomorrow because of the planned alt-right rally. the south end parking lot and welcome center will be closed. this is on the san francisco side right near crissy field. however, the sidewalks will be opened for bicyclists and pedestrians. meantime in berkeley this weekend leaders say they expect thousands of people to march in the streets. the city has denied a permit for

an anti-marxism rally. the goal is to keep the peace. >> our responsibility is to plan thoroughly to consider the worst case contingency and be ready to scale up or down ourroach to manage whatever comes ourway. >> counterprotesters will likely confront demonstrators. of course this all follows the deadly violence at a demonstration in charlottesville. berkeley is removing a number of mailboxes. here is a map showing the location. you can see the mailboxes are all near cal campus where sunday's rallies take place. back in february protesters damaged several mailboxes. our coverage continues online. we'll stay on top of the protests and rallies. we'll be constantly updating our website and our facebook and twitter feeds 24/7.

an update against the man accused of hitting protesters with a stick. this happened in march during a demonstration in berkeley. the arraignment hearing starts at 9:00 this morning at least on the schedule for that. he is from daly city. in march that clash for that counterprotester, video of it went viral. and 5:06 and new this morning "the sf chronicle" says an inmate killed his cell mate minutes before his release from jail. "the chronicle" reports it happened in july. technicians reportedly opened the cell door because hunter was due to be released. another officer discovered the dead inmate. hunter was stopped before leaving the facility and is being held on a murder charge. a spokesperson tells "the chronicle" they did properly report the killing to state officials. and now to capitol hill.

talk of a government shutdown is dominating the conversation there this morning. president trump continues to personally criticize republicans and the gop leadership but the white house says the administration can still work with congress. >> i think the relationships are fine. certainly there are going to be some policy differences. >> white house sources say the shutdown threat is serious though they say he would consider a short-term solution funding the government for three to four months without border wall money saving the battle for another day. republican leaders say they're focused on getting the job done. >> we will pass legislation to make sure we pay our debt and we will not hit the debt ceiling. >> this new administration in washington and this congress has an emphasis on getting america growing again. >> congress has until the end of september to raise the debt ceiling in order to avoid a shutdown. 5:07 and new this morning san francisco is reportedly getting closer to a large new

development in the city's dog path neighborhood. the plan calls for new housing along shops and office space and pier 70. the shipyard closed in may. city planners yesterday approved a proposal that may add up to 2,100 new housing units and nine acres of new waterfront parks. this morning a new report from caltrans is touting economic and environmental benefits of mass transit. not surprisingly they say rail service saved money for passengers and it reduces congestion and travel times for people using other modes of transportation as well. we searched through the report overnight and here are the key findings. the number of people who ride caltrain each year keeps 50,000 metric tons of carbon dioxide from entering the environment. we're coming up on 5:09 with

a few clouds this morning as you take a live look outside in san jose. and our temperatures are just a touch cooler than yesterday at this time. we're heading up to 82 degrees so it will be a warmer afternoon with a lot of sunshine. as we get a look at the temperature trend by noon we're at 74 degrees and lower 80s hitting the high temperature at 3:00 today will be nice. we are looking at some low clouds and possibly some drizzle in san francisco. and as we go through the day highs reaching up to 68 degrees. those will be warmer in spots than it was yesterday. and as we head over to mike now you have an update on the motorcycle crash. >> that's right, kari. the issue there we have still a damage reported for the motorcycle. we also heard -- we didn't hear about any major injuries. it affects only the on ramp getting on southbound 880. that means the motorcycle is likely going at a much lower speed than on the freeway itself and no lanes of the freeway are blocked. we'll track that. as far as the commute goes, a

good friday morning. 5:13 and it's a nice start this morning, just a few clouds and temperatures that are nice and cool as we take a live look outside in fremont. the temperature trend at 9:00 will be at 63 degrees. you can see the skies will be clear. a lot of sunshine today, a great day to take the kids out to the park after school with high temperatures reaching into the low 80s. we'll talk about a hotter weekend ahead that's coming up at 5:18. and a smooth drive for the tri-valley. the top of the screen, not any slowing out of the altamont. you might have to brake a little bit. i'll show you the peninsula coming up. 120,000 more housing units in san jose, one group believes it's possible. several things have to happen along the way. "the mercury news" reports a group has released a series of

recommendations which may allow for a flood of new housing options over three decades. the spur report lays out five strategies including streamlining the permit process in the city's most populated areas. and more details now. we looked a little deeper into this in san jose's housing market and a recent lack of growth. according to the city report during the second quarter of this year 255 residential permits were issued. 30 of those permits were for affordable housing. vacancy rates are under 5%. and business and tech news. amazon vowing to cut the prices at whole foods. >> all right. for that and the rest of the news before the bell we turn to landon dowdy live from cnbc world headquarters. good morning, landon. the dow slipping for a second great session.

they await speeches that fed chair janet yellen and european president draghi. the dow falling. the nasdaq slipping seven to 6271. oil and gasoline futures are rising today as hurricane harvey bears down on texas and the gulf coast. the storm could impact one-third of u.s. refining capacity as energy companies shut facilities in the path and experts predict retail gas prices could rise from 5 cents to 15 cents. they say storms that cause major long-term destruction are rare. hurricane katrina was the last storm to undermine u.s. gas supplies. amazon will cut prices at whole foods, once its purchase of the supermarket chain closes. you can expect to see lower prices on items such as bananas, avocados, organic brown eggs, organic salomon and almond butter. special rewards with discounts

and in-benefits. you'll be able to buy store brand products on amazon, a.m. fresh and prime now. back over to you. >> i can think of a couple things to add to the list. >> all right. thanks, landon. let's bring in kari hall. we wanted to start talking about hurricane harvey. we know it is bearing down and the gulf coast of corpus christi. it's churning there in the buffalo and it is a hurricane, category 2 at this point, right? >> category 3 would be the first time in fenearly 12 years. >> with hurricane katrina in 2005 and it looks like this could bring in a high storm surge and, unfortunately, it is going to be a very slow moving storm so it could potentially produce up to 30 inches of rain across central texas and we're

also going to be watching this along the texas coast into louisiana. you can see some of the outer rain bands have developed and we are now seeing the eye of the hurricane before it makes landfall so it may intensify just a little bit more. once again we're looking at a category 2 expected to move inland as a category 3 late tonight and early tomorrow morning and then by saturday we're still looking at this as a category 1 hurricane inland and if you've been on social media, you're seeing that mad dash in the store to get those supplies, get bottles of water, and this is something we'll be tracking as this could be making major headlines over the next few days. and the potential of getting up to 20 inches of rain in some spots. there may be 30 inches of rain with this system. kris and marcus? thank you, kari. as we mentioned we are tracking hurricane harvey which is gaining strength this as kari said. it is a massive system and millions of people are preparing for the worst.

>> "today in the bay's" sarah dolloff with the possible damage this storm could bring. >> reporter: good morning, marcus and kris. this morning a warning to those in harvey's path -- get out. >> hurricane winds over 74 miles per hour. >> reporter: churning across the gulf of mexico, hurricane harvey has texas in its sights and officials in emergency mode. >> the only thing predictable about the storm is it's unpredictable. >> reporter: the governor of texas declared a state of emergency in 30 counties ahead of harvey's arrival as residents shored up their homes and stockpiled supplies. >> so i got four things of water and formula for the baby and some canned chili to see how far we can make it. >> reporter: texas hasn't seen a major hurricane since 2008 when hurricane ike killed more 20

people across several states and caused billions of dollars in damage. forecasters caution harvey brgs with it the poe for more mass devastati including widespread flooding. harvey could stalin land for days dumping more than 2 feet of rain in some already saturated areas. >> it's going to be a dangerous storm. it has the potential to have catastrophic impacts. >> reporter: and while harvey is likely still days away from impacting new orleans, emergency managers are scrambling to get turbines and pumps down for repairs back online to handle expected floodwaters. >> the public now needs to be alert and the public needs to be prepared. >> reporter: all hands on deck as harvey closes in. in seven counties here in texas are under mandatory evacuation orders. people are urged to be as prepared as possible and stores already seeing runs on key items

like food, fuel and flashlights. marcus and kris, back to you. >> sarah, thank you so much for that report. >> let's check in with our local traffic now. here is mike. we're looking at speed sensors all over the bay looking great now. no major issues not even out of the altamont pass, minor slowing into livermore. we'll take you to the peninsula where we have this word from chp, the crash. it sounds like a deer was hit and is in the middle lanes. that will be an issue as you travel north from wood side road up to highway 92 in that stretch, likely to get a traffic break. i'll let you know if chp gives a heads-up on that. be aware. to the transit agency, no delays. b.a.r.t. is running on time with 45 trains now and muni scheduled changes because of the rallies on saturday and sun but there are rallies today so there may be an adjustment if the crowds get too large. you can track it on the twitter account. let's look at waze and we'll

the door, a nice start but a hotter day for the inland areas like livermore up to 90 degrees today and 93 in concord. san jose on par with yesterday afternoon reaching 82 degrees. 83 today in santa rosa. as we check out the seven-day forecast, look at san francisco. you're going to reach into the mid-70s, a lot more sunshine. no more of the morning clouds and the fog the next several days. inland areas up to 99 degrees on sunday. it is going to be a hot weekend ahead. i'll talk only about the weekend coming up in seven minutes. mike is checking in on the bay bridge and the metering lights. it's about that time every day but friday. we're looking here. where you have the metering lights and they are not lit up. the traffic flowing all the way through all the way up to incline so that's the reason they would turn them on but not yet the a mild backup at the toll plaza. no problems here. on the map how it shows up on

our screen sensors. building on the incline. metering lights the next ten minutes or so. we'll track that. the friday commute, lighter around the bay, slowing out of the altamont and there is a crash reported that 680/sunol boulevard exit. the final result. no major impact on the tri-valley. back to you. happening today it could be the beginning of what's to be expected to be a contentious weekend here in the bay area. >> several rallies are planned in san francisco. an anti-hate rally kicks off at noon at city hall. mayor ed lee and community organizers will leave that one and they say it's meant to be values of compassion, love, and inclusiveness. later tonight advocates against hate hold a digital light vigil at crissy field and we say digital because no real candles are allowed. >> many are expecting the right-wing rally in san francisco.

"today in the bay" bob redell is live with the activists want it to shut down. >> reporter: good morning to you, marcus. activists believe urban shield promotes the millization of poli police. if you're not familiar, the alameda county sheriff's office has been sponsoring the event behind me in pleasanton for the past ten years involving not only police teams but fire, ems, and emergency operations. the teams participate in a 48-hour exercise that trains in various first responder scenario. in a few hours from now the alameda county urban shield task force will vote on whether or not to hold the event. activists have protested outside urban shield. they feel the event promotes the kind of tactics that lead to police brutality and violence against minorities. the coalition plans to speak out at the 9:00 meeting.

we, too, will be there and will have a full report at 9:00 a.m. bob redell, "today in the bay." >> bob, thanks. tomorrow the oakland fire department is holding a memorial service honoring one of its firefighters who was shot and killed in san jose. jake walter was killed in japantown after a music festival. investigators4oe arrested olive juneau for the shooting. they say he was caught by surveillance camera. the motive for the shooting is still unclear now a week later. the memorial service will be held at the oakland scottish right center at 11:00 in the morning. a follow-up on a story we've been reporting on "today in the bay." this is san hoe state professor who won't be teaching any classes this fall. a university investigation shows that he sexually harassed a student asking for a date in 2015. san jose state reinstated him and assigned him two classes to teach but then student outrage followed forcing the university

to change course and cancel those classes some students told us that was the right decision. >> as a female student i'm relieved at this point to hear those classes have -- are basically out of his han. >> the university says he does remain part of the school but officials are discussing the professor's future at the university. 5:35 and growing concerns over in san francisco's dolores park. many incompeten many incidents are happening in broad daylight. a victim ended up stabbing a suspect who tried to steal a bike. we've been tracking major crimes this year. earlier this month three people were injured in a shooting. during gay pride in june fights erupted in the park where a man was stabbed and a woman hit in the head with a bottle. in may a group of young men attacked and then stabbed another man and there was also another shooting in february. finally last month a large crowd of skateboarders took over

dolores street and started illegally skateboarding down the hill. the skateboarder was injured after he collided with an officer. sfpd announced they will patrol the park on foot every day. and let's take a live look at 101 in palo alto. not too shabby this morning. a new report out this morning says more people in the city are car-pooling or taking mass transit. we've checked online and found the numbers overnight and the survey says fewer downtown service workers are driving alone. the rate is down from 56% driving solo in 2016 to 53% in 2017. the rate of workers using transit is up 18% -- rather, from 18% to 20%. ride sharing is up from 6% to 8%. happening today the north bay's long-awaited commuter train is finally rolling. the smart train -- sorry about that -- this is a live look at

the downtown santa rosa station ahead of the grand opening celebration later this morning. the first train leaves the station at 12:49. service runs from the airport to san rafael. here'sly cool part. the rides are free today and will be half off until the end of labor day weekend. this is the first passenger train service in the north basins 1958 and it costs nearly half a billion dollars to make it a reality. make sure you let us know how it goes. >> smart train can help you with your homework, too. what would help us out, also, the metering lights but they are not yet on yet. there we go. speak of the devil. they have made their appearance. everybody just stopped. holding up here, traffic on the bridge moves more smoothly. the map that reflects on our speed sensors with the backup here. it keeps the span moving slowly. you want to make sure emergency vehicles can get there.

that's the logic. the bay bridge, san mateo and on the freeway keep track of the slowing on the high volume areas. right now the volume is being handled just fine. 680 and highway 84, that's good news there. no major delays as folks travel. we talk about the build. nothing dramatic. a live look in san jose for the first burst of traffic. a little change there as well to get an easier build. >> i love when you call for the metering lights. >> i do not have that amount. >> kari, calls for a beautiful forecast. >> yay. we know that no mat what's happening in the weather it is going to be a great weekend. it is going to be a hotter one, though. look at how hot the inland temperatures will be, up to 98 degrees. get ready for that and the bay at 87. 72 at the coast. great beach week. 76 degrees on the coast for sunday and even hotter inland so

you'll want to make your escape and we have so many events going on around the bay area including the chinatown street festival tomorrow as well as sunday in oakland and we start out at 10:00 in the morning at 68 degrees. upper 70s by early afternoon and then we'll hit the 80 degrees mark before the temperatures start to come back down. nice weather for that and also in palo alto the festival of the arts happening this weekend, all weeklong from 10:00 to 6:00. and it will be at 70 degrees with those high temperatures only making it up to 79 degrees with sunshine. now it is going to be rocking and hot out there at spartan stadium, san jose state has their first home football game in the low 90s, up to 91 degrees at the time of the start of the game. bring your hat and bottles of water. enjoy the game but make sure you stay cool as well. and then on sunday the silicon valley pride festival happening and if downtown we start out with the parade at 10:00.

it'll be 80 degrees and then as the festival goes on throughout the day you'll want to find your place in the shade. it will be in the low 90s. now the national parks will be free today, and this includes yosemite. so if you're going there for today, it's going to be perfect, up to 70 degrees, and we'll have some low 70s for the rest of the weekend. i'll have a look at today's temperature trend for san jose coming up in three minutes. all right, thank you, kari. coming up, a mangled metal miracle. >> again, it's just amazing that anybody was able to walk away from that car. >> an overnight wreck in the south bay and how someone miraculously made it out of that crash alive. plus, blind sided. a san francisco woman attacked in the middle of the day. we investigate overnight to see if this is an ongoing trend.

no other problems. miraculous is how police are describing an early morning crash. we have new video of that mangled aftermath into our newsroom as you're seeing there. police say it happened around 2:30 a.m. authorities say that this was a single car crash. one lou ten says when he drove up he thought it was going to be a fatal wreck. >> it's miraculous he walked away from this accident. >> when the officer showed up they found the driver sitting on the curb talking with witnesses. the driver has only minor injuries and is being checked out at the hospital. police are working right now to figure out what led up to that crash. a man caught on camera.

you can see in the vo the man approaches the woman from behind, beats her. he takes something from her hand and as she tries to get up then he comes back and hits her again. >> i walk this block all the time. i walk with my kids and my parents. >> sfpd is investigating this incident. a man brutally attacked a woman and walked away. this happen in pacific heights. hours after new waiting periods for recall lexs go of brown yesterday signed a bill into law. critics the law helps democrat senator josh newman survive being recalled in the orange county elections.

the new law likely means it won't happen until next year. the republican win in that recall would take away the democrats' super majority in the senate. this is what the focus will be later this year in the state legislature. in may the healthy california act would replace insurance companies with a single payer system. the speaker believed it lacked key details including how its costs will be covered. >> national park service celebrates its 101st birthday. fees are waived at all of the more than 400 national parks across the country. we looked closer overnight. about 139 actually charge admission fees including 11 in

this is something you've been tracking. >> right because yesterday morning at this time it was just a tropical storm and it's amazing to see how the storm has intensified. and the last storm we've seen make landfall was hurricane katrina which i was in. we are going to continue to keep an eye on this. we can see it well defined as outer rain bands make it into corpus chris at this point. unfortunately, the storm will be a very slow mover. making landfall early in the morning and still producing some heavy amounts of rain over the next several days. the possibility of this going back out over the gulf and inland in another area could produce up to 30 inches of rain in parts of the gulf coast. this will cause massive flooding

and storm surge. if you have family in texas along the coast make sure you give them a call and make sure they have a plan to evacuate. we will continue to follow that now as we look at high temperatures here. the high temperature for today up to 73 degrees. look at the tri-valley today, up to 90 degrees for an afternoon high where the north bay at 86 degrees. as you're starting out this morning a mostly clear start. grab those sunglasses. you'll probably be comfortable wearing short sleeves all day long. grab a light jacket for the start this morning. as you get up and about to get the kids out the door, we do have some patchy fog in spots and some clouds and for the inland areas it's mostly clear. our temperatures warm up at recess and by the time you pick

police department but you also have the sherf's department here, you have the surrounding agencies here, h friends here, a bunch of people from his neighborhood. >> all loved ones say he was a huge san francisco giants fan and usually wore giants gear if he wasn't in uniform. a nonprofit called blue line lives is helping his family. we're expecting to learn the sentence for a south bay gym owner and personal trainer charged with sexually assaulting his clients. he owned the wolfpack set to be sentenced at 10:30 this morning at the morgan hill courthouse. he previously pled guilty as part of a plea deal so is facing seven years in prison. police say he assaulted 13 people went to his gym including two minors. a new high school campus is opening in san jose. today it's the grand opening of the newest downtown college prep high school campus. san jose mayor will be there to

speak. this will happen at noon. the campus is on monterey road not far from san jose football stadium. it is a sobering statistic. one in five women are sexually assaulted or raped while they're in college and it's something on the minds of many students and parents as the fall semester gets started. some new tools are aiming to help. researchers are hoping to use wearable technology to prevent sexual assault and by doing that they hope it will connect with smartphone apps that then can help contact five people in the event of an emergency. the wearable device can alert people their location and status. doctors say these can be helpful tools but it will take more to put an end to sexual violence. >> if we could shift it to bystander we could prevent real crimes from occurring. >> dedicated to teaching people about bystander intervention,
