28th, 2017. >> from nbc news, this is a special edition of "today: the impact of hurricane harvey," with matt lauer and savannah guthrie, live, from studio 1a in rockefeller plaza. >> good morning, everybody. welcome to "today." 7:00 a.m. on the west coast. so glad to have you on us on a busy monday morning if you're just waking up. craig melvin is in for matt. we've been seeing images out of texas they take your breath away, words like catastrophic and historic being used to describe the flooding and damage from harvey and yet those words hardly seem to do it justice. >> hard to believe that that part of this country is actually expecting more rain as well. meanwhile, fema says they expect at least 30,000 people to live in those temporary shelters. >> we are just at the beginning of this. here's where it stands right now. at least two people have died, but officials expect that number to rise as crews work that are

way through still rising floodwaters. in houston alone more than 1,000 high water rescues have been carried out. >> overnight, mandatory evacuation orders for several houston neighborhoods along the brasos river. it's expected to rise some three feet above its record with one official calling it an 800-year flooding event. >> texas governor, greg abbott, announced a thousand national guard members are being sent to houston, in addition to 3,000 already headed to that region. >> also traveling to texas, president trump, the white house says he will be visiting tomorrow to survey the damage firsthand from the first major natural disaster of his presidency, and it was just announced a short time ago that the first lady, melania trump, will also be joining him. >> we have a lot complete coverage. let's begin with lester holt in houston leading our coverage. good morning to you. >> reporter: good morning, savannah. lot of wishful thinking every time the rain stops you think

this is it, it's over and boom, here it comes again. national weather service says it hasn't seen anything quite like this. at least two people have died, thousands have been stranded by this and as we said the rain keeps coming and will likely keep coming for days, meaning this could be on track to be the worst flood disaster in u.s. history. overnight after torrential rains battered texas, residents are bracing for more rain. tropical storm harvey now a history-making disaster, dumping more than two feet of rain on houston over the weekend, another two feet expected to come. catastrophic flooding consuming homes, cars, even entire highways. the army corps of engineers taking emergency action overnight, releasing water from two reservoirs in the houston area to reduce the risk of destructive flooding. some residents have been wading through chest-deep water, desperately trying to salvage what they can. >> these people were carrying babies on their shoulders.

all i could grab was my wallet and my phone. that's all i into you to grab. >> reporter: first responders scrambled to save them by boat, by truck, and by helicopter. but some have already lost everything. >> we prayed a lot. and we just praised god. and we were rescued. so, we're very thankful. >> reporter: local medical centers are also preparing to evacuate patients. officials the ben taub hospital say more than 350 patients need to be moved after floodwaters and a burst sewage pipe damaged food and supplies in the basement. in dickinson, texas, 15 senior citizens were rescued. after their nursing home flooded. several sat in waist-deep water before being airlifted to safety. back in houston, city leaders say emergency services are at capacity, with over 56,000 emergency calls being made to 911. now the mayor is defending their decision not to order an evacuation. >> if you think the situation

right now is bad, you give an order to evacuate, you are creating a nightmare. >> reporter: harvey made landfall late friday as a category 4 hurricane. its high winds uprooting trees, tearing roofs off buildings. now, the fear is the heavy rain that will go on for days. texas governor greg abbott has activated 3,000 national guard troops. and tomorrow, president trump will travel to the hardest-hit areas. fema's administration telling nbc news the president is extremely concerned about the situation on the ground. >> he's given me all the authorities to amass the resources from the federal government down through our state and local partners. >> reporter: still with the storm not yet over the federal government is preparing for a long recovery effort. >> it's going to be years. it's going to be years. >> reporter: let me put the pictures you just saw in perspective. the water goes up and down. we're talking about rising floodwaters in general they are,

but there is a drainage system here. the water was up to where i'm standing several hours ago as it rains it floods again. that makes it difficult. place you could get to a few hours ago maybe you can't get to now and vice versa, simply the system is being overwhelmed. >> people must be terribly on edge. thank you. >> scenes of devastation are playing out all over south southeast texas this morning. kerry sanders is in victoria, texas. that's two hours southwest of houston. kerry, what are you seeing there? >> reporter: it is a miserable morning. the rain picked up. it's a little bit colder. the wind is blowing. at the heb grocery store they brought in a mobile kitchen and they're setting up. inside those are live pictures as they're preparing the food. outside we have a line of people who have been standing in this miserable weather, including kelly decker.

kelly first of all, getting a hot meal, what does that mean? >> it means a lot for us, who don't have power or any way, any means of cooking. i'm very thankful for atb coming and preparing these foods for us. >> reporter: tell me about your situation, is your home okay? >> no, sir. my home is basically the ceiling fell through and i had to evacuate because it had gotten really, really bad. >> reporter: where are you staying? >> with a friend of mine. i met her while we were out in this miserable weather, just trying to find somewhere to charge my phone to where i could keep in touch with my family. >> reporter: okay. kelly, thank you very much. kelly tells me that her family is spread out throughout the state. she's has one 2-year-old child in another part of the state with a grandparent, who is okay. 5-year-old stepdaughter, her husband, who is elsewhere, and as you can see here, people even in this miserable weather are lining up for at least one warm

plate of food, because it has been three, four days since people have had something warm in their stomachs in this misery that means a lot. >> strangers coming to the rescue. kerry sanders for us there, thank you. >> it's worth repeating this disaster is far from over. some areas still bracing for what may be up to another two feet of rain over the next few days. dylan dreyer is in houston and has has stor that part of the s. >> reporter: good morning to you. you can see how hard the rain is coming down and it's unbelievable to think the storm made landfall friday night at 10:00 p.m. and we are talking about harvey producing significant amounts of rainfall. look at the radar you'll see the picture we have shaping up. we are tapping into the moisture from the gulf of mexico. it's like an endless supply of fuel for the storms. these feeder bands continue to come in off the gulf. we have a tornado watch because of the energy still associated with this storm. most of the real heavy rain has moved over into louisiana, but more rain is redeveloping back

through houston into galveston, and with this storm only moving southeast at 3 miles per hour, it's going to linger across this area, producing these heavier drop sal downpours until at least wednesday morning and we still have the threat of rain beyond that. so the storm is going to maintain its strength as a tropical storm, because it is so close to moving back out over the gulf of mexico. we already have about 15 to more than 30 inches of rain on the ground. houston has already picked up more than two feet of rain, and we are looking for additional rain as we're seeing right now. so look at how expansive these flash flood warnings are, including most of eastern texas, now into louisiana, because that's where that latest feeder band has set up, and we are going to see an additional possibly 15 to 25 inches of rain, putting storm totals above 50 inches and the concern isn't just the rain that's endlessly falling from the sky. it's also as all of this water recedes into the rivers and the streams and the bayous, those continue to overflow their

banks. they're at record levels now and will continue to rise, so flooding from that portion could remain an issue all the way into next week. guys? >> all right, dylan, thank you. we'll be checking back with you as the morning wears on. now we're joined by one of the top officials in houston, harris county judge ed emmet. good morning to you. thank you for being with us. >> good morning. >> i'm sure you've been up all night. in your view, is the worst over or is the worst yet to come? >> well, we don't know the answer to that. we hope the worst is over. it looks like those feeder bands are moving to our east a little bit. we're focused totally on life and safety of our residents at this point. >> judge, over the weekend, as houston started to fill with water, a lot of folks watching the images started to wonder, why was there no mandatory evacuation issued? can you walk us through that decision, how you decided not to issue that mandatory evacuation order?

>> absolutely. when a hurricane comes, you know to get people out of harm's way. you know where the storm surge is going to hit. so, we have a very defined process for moving people out of storm surge. with a rain event over a county of 4.5 million people, you don't know where the rain is going to fall, you don't know which neighborhoods are going to flood. if we had gone out three days before and said we want 4 million people to leave harris county, that would have been a totally nonsensical thing to do. we didn't know where it was going to flood. we didn't know what neighborhoods were going to flood. and the truth is, if we had told people to do that they probably would have either laughed at us or ignored it. >> i want to ask you about a call that went out from officials there, i think yesterday. anybody with a boat, come help, if you can. do you have the resources you need? are you still asking for the private public's help to help

you with these rescues? >> one of the great things about this community is neighbors help neighbors. and so, we knew that a lot of people were helping with their boats. but the state of texas did a great job of making resources available to us. like everybody else, they couldn't travel the highways. yesterday, during daylight, we wanted to maximize our ability to get people out of harm's way, get people off rooftops. i'm the one who said, please, we're going to organize an effort for community volunteers to come forward. we had a tremendous response and they saved a lot of lives. >> you have millions watching and listening. millions of good-hearted americans who always rise to the occasion in situations like this. what do you need them to know about what's needed now in your county? >> the red cross is here. other agencies are here. there's been funds set up. this is, as everybody said, it's historic. it's unprecedented. this is going to take us months,

arpaio. that's just one of the things nbc's peter al sander is keeping an eye on the white house. good morning to you. >> reporter: good morning to you. the president sparing joe arpaio the prospect of serving jail time by granting that pardon. and president trump's move, days after mr. trump delivered a speech insisting it's time to heal the wounds that divide us is only deepening divisions at least according to critics that include top republicans. president trump returning to the white house, after whipping up a fierce political storm, granting his first presidential pardon to controversial sheriff joe arpaio. >> was sheriff joe convicted for doing his job? >> reporter: house speaker paul ryan's office writing, the speaker does not agree with this decision. leading democrats insisting the pardon condones racism, and both arizona republican senators arguing the president undermines the rule of law by pardoning

unprecedented fourth little league world series. >> "today" man, august 28th, 2017. >> nice to see them celebrating. we want to turn back to the ongoing crisis in texas driving harvey's devastation of course is the slow movement of this storm. it is expected to hover over southeast texas for several more days. and when all is said and done, parts of that region could see more than 50 inches of rain. >> overnight, crews started controlled releases of water from two reservoirs around houston to hopefully avoid the potential of what would be a catastrophic failure. >> also this morning, the threat of levee failures have led to new rounds of mandatory and voluntary evacuations from around the area. >> we'll get the latest on the forecast in a moment. let's start with gabe gutierrez live in houston this morning. gabe, good morning to you. >> reporter: savannah, we cannot stress enough the magnitude of this catastrophe enough.

i'm standing in the galleria area the busy shopping district in houston. as you can see behind me you cannot get around here. there is about nine feet of water on this entrance ramp to a major freeway, as you mentioned authorities have begun their controled release of water from two reservoirs. rivers are rising and there is simply just no place for all this water to go. one by one, they were plucked, hoisted and carried to safety. how high did the water come up? >> it was up to here in my house. >> reporter: thousands of desperate calls for help to 911. coast guard helicopters racing in to save people stranded on rooftops. the agonizing rescues not letting up overnight. >> we can see somebody on the back end of that car. >> reporter: this one unfolding on live television. a man trapped in his car, surrounded by raging floodwaters survived. >> it looks like he was the person who was in that vehicle and was able to get out the back.

>> that's incredible. >> wow. >> reporter: water seemingly everywhere. >> throughout the whole house. >> reporter: your chest? >> my chest. both cars in the garage up to the steering wheel. we lost everything. >> reporter: children using anything to stay afloat. the national guard on the move. hundreds of water rescues are under way in this suburban houston neighborhood. residents here say they've never seen anything like it. >> no, i haven't. and i've been in this area my whole life. >> reporter: houston is no stranger to flooding. in 2015 a memorial day disaster wracked up almost half a billion dollars in damages. last year, the city led the u.s. in flood-related deaths, mostly due to an april storm that claimed eight lives. but this morning, rivers are rising to unprecedented levels. >> there's no levees designed to prevent an 800-year flood. >> reporter: why is the bayou city so vulnerable? professor sam brody studied houston's floor for years. harvey left him stranded at his

own home for the first time. >> the human development is what's really driving and exacerbating flood losses over time. >> reporter: his research found that houston has added 25% more pavement over 15 years, replacing soil rich wetlands that could absorb water with concrete covered suburbia. >> we have too much concrete is what part of the problem. water doesn't have any place to go when something like this happens. >> reporter: earlier this year the city of houston announced a $130 million project to alleviate floods near bayous. experts say that might not be enough. the professor said the houston area is expected to add 100,000 people every year, but savannah, no matter that houston is flood prone, no matter how many people are here, no matter how much development is here in this area it is hard to protect against feet of water in several days. back to you. >> something like this is truly unprecedented.

gabe, thank you very much. let's turn to dylan dreyer for more on the flooding in houston. the rain continues to come. >> it's unbelievable, just how hard the rain comes down. the thing with tropical downpours they tap into the gulf of mexico in this particular case and they dump so much water at a time, at times during this storm rainfall rates were four to six inches per hour. now we're seeing one to three inch per hour rates and looking at the radar you could see that we certainly have those streamers and those streamers coming in off the gulf of mexico and that just continues to fuel this storm. so houston, galveston, victoria, places already hard hit dealing with torrential tropical downpours. louisiana are seeing the downpours as well. the storm is not moving quickly so as long as it meanders around these storms and heavier downpours will continue. they'll rotate around, pinwheel around the center of the storm and we are going to see this

heavier rain last until at least wednesday morning, and then we'll have regular rain after that. now, we are looking at an additional 10 to 20 inches of rain. that will put storm totals over 50 inches in some areas and it's not just the rain falling from the sky. it's the flooding that we're going to see especially buffalo bayou, that goes right through houston, that will most likely good morning. i'm meteorologist kari hall. we are under a micro climate weather alert as we continue to deal with excessive heat in parts of the bay area. it will be a warm day in san francisco. we start out with fog, patchy fog, this morning. and temperatures today will reach up to 76 degrees. some upper 60s by the middle of the week and for the inland areas not much relief here. we're going to experience some dangerous heat again today with some of the valleys reaching 105 degrees and more 90s throughout the rest of the week. >> and that's your latest forecast.

>> our thoughts and prayers with the folks in southeast texas. hard to believe this is a region that is over the next two days going to see considerably more rainfall. >> when you hear the number 50 inches. that really sets in you when you realize how much rain is predicted to fall there. >> it's a lot of water. topping our news at 8:00. it has been an exhausting night for rescuers in southeast texas reaching the victims of tropical storm harvey and bringing them to safety. >> nbc lester holt remains on duty there in houston where catastrophic flooding, again, is perhaps to get even worse. lester, good morning to you. >> craig, good morning. what you're seeing behind me is typical of what you're seeing across houston. neighborhoods separated by flood waters. virtual islands. potentially thousands of people are prisoners in their own homes. some living in perilous conditions. a number of dramatic rescues that we've witnessed certainly by first responders, but also from neighbors who are doing what they can to help others. this entire region, literally, trying to keep its head above

water. overnight the dramatic flood rescue caught on surveillance camera. the victim desperately clinging to the back of a car. a rescue boat fighting the fast-moving current to bring them to safety. rescue teams working through the night, battling the dark and pounding rain to save the stranded. >> it's scary. we never have experienced this before. >> reporter: hurricane harvey now a tropical storm after making landfall friday night as a ferocious category 4. throughout southeast texas, severe wind, funnel clouds and torrential rain causing unprecedented flooding with some areas expected to see up to 50 inches by week's end. >> this is a very, very dangerous storm. catastrophic consequence and folks need to not underestimate that. >> reporter: over 1,000 residents so far have been rescued, including children, seniors and pets. stranded in deep, dangerous water. helicopters, flatbed trucks and

boats deployed throughout the region. >> we prayed a lot and we just praised god and he, you know, we were rescued. we are very thankful. >> reporter: at a nursing home in dickinson, texas, this photo quickly going viral. it shows 15 senior citizens in waist deep water. it led to their eventual rescue. in houston, a local news reporter flagging down help during a live shot when she realized a trucker was stuck in rapidly rising flood waters. a police rescue boat managed to get him out alive. the cbs station where that reporter worked also under water. the staff evacuated. police resources reaching capacity and authorities are encouraging neighbors and anyone with a boat to assist in the effort. >> pretty, pretty bad. >> yeah. tell me what it's like down there. >> it's really bad. our house got flooded. everything is destroyed. >> reporter: the u.s. coast guard urging stranded families

to seek refuge on rooftops so they can be airlifted to safety. >> when i opened the door, more water rushed in and all my stuff flew out and just kept coming in. >> reporter: for miles highways now rivers as the relentless storm leaves devastation in its path. >> now, keep in mind houston did not take a direct hit from harvey. so the buildings are largely in tact here. but on our drive from corpus christi to houston, we saw some communities that were devastated. buildings collapsed, rubble everywhere and, also, people there still dealing with the floods, as well. 30 to 40, maybe 50 counties affected by this hurricane. we'll send it back to you, craig and savannah. >> all right, lester, thank you. of course, you'll have the very latest coming up on nbc "nightly news." as hoda was mentioning, this is still going on. two more feet of rain to this region and dylan dryer is in houston and she has the outlook for us. good morning.

>> guys, the rain is just so heavy when it comes down. the moisture tapping into the gulf and creates the feeder bands that feed in off the gulf and produces these downpours that can produce as much as three to six inches of rain in an hour. right now rainfall rates one to three inches per hour and a lot of the heavy rain now moving into louisiana, but, still, in houston and galveston and victoria, places already hard hit. we're still dealing with these tropical downpours. now, it is not out of the question to still pick up another 15 to 25 inches of rain out of this storm system because these heavier tropical downpours will last until at least wednesday morning with additional rain therefore. but that won't be as heavy. now, why are we in this situation? because this whole storm system is just stalled. and the reason why is because we have an area of high pressure to our east and to our west. we're sandwiched right in between with no real steering current to push this storm out of here. so, as long as it sits and

meanders so close to the gulf of mexico, these downpours will continue to move in. and as i mention, that will last until the middle of the week and then we have to deal with the river flooding after that after all this rain finds some place to go. savannah, back to you. >> all right, dylan, thank you. health and human services secretary secretary price joins us. >> good to be with you, thank you. >> as i understand it, you just attended a briefing with all the federal officials involved here. what's your sense of what needs to be done? what is the urgency right now? >> i think the important message is that we're still in the rescue phase. we're not to the recovery phase yet. this rescue phase means that we're trying to make certain that individuals who need assistance are getting that assistance and individuals that need water are getting that water and the kind of assistance to the local and county and state officials. this is a, as has been described on your program and else where,

a disaster of catastrophic propirationpr proportions. and at this point i think it's important for folks to listen to their local officials there in the texas area. >> absolutely. and actually that brings me to my question for you because some are criticizing the decision of the local officials in houston, not to order an evacuation. others say it would have just not been feasible. the mayor says, look, it would have been worse to try to evacuate in these conditions. do you come down on one side or the other?hink pointing fingers this point is not helpful at all. i think it's important for people to appreciate the magnitude of this storm. remarkable. we're talking about water rainfall in terms of feet, not in inches. there are 12 million individuals who are in the area where the storm is currently and has gone through. so, you can't, you can't evacuate 12 million people. so, the kind of preparation, the president declaring the emergency early before landfall.

we at hhs declared a public emergency there and hhs predeployed more individuals to the area than ever before in any emergency. so, we're doing all that we can. the federal government is doing all that we can to assist, again, the local, county and state officials. but, this is still in the rescue phase and we continue to support those individuals on the ground. >> and there's been a lot of concern about fema budget cuts that have been proposed and now we're talking about a recovery that the fema director says could take years. are you confident that the federal government has the resources to deal with this and devote this to them accordingly? >> absolutely. the declaration of a disaster by the president frees up some resources and then, obviously, congress will be looking at this as they come back to town next week. but, the federal government is here to support individuals. we're here to make certain that folks have all the resources and all the support that they need. >> health and human services secretary tom price on a very busy morning for you.

♪ this morning on "back-to-school today," an alert for parents about apps you may not have heard about. jim, good morning. always good to see you. first of all, let's just go over the basic rules of the road when it comes to apps. are we talking about teenagers or tweens? >> we're talking everybody. tweens and teenagers. and i think it's really important, savannah, to remember, if you have younger kids, they want to be teenagers. be careful. the first is, use privacy settings. it's very important that there's privacy settings out there. and you should protect your kids by doing it. and if you're a parent that doesn't understand all this, even you and i can learn how to do it. the other basic rule of the road is, think before posting. so often that what you put up stays there forever. your college admissions people and future employers will read it. you have to tell your kids about that. we talk about parents being friends and followers. try it yourself. if your kid wants to use

instagram, or they want to use the latest teen dating app, go on and see what they're actually experiencing. that's a really important thing. >> you say be respectful. and that's important, too. >> that's always key, yes. >> let's talk about some of the new apps. the first one is category finding friends. we talked about one called yellow and spot-a-friend. some call this tinder for teens. >> that is what it is. if you go on there -- we at common sense rate it 18 and up. there's a reason. we say look at the age ratings. it is. it's teen tinder. send me a picture and we'll start a relationship. >> wow. what about spot-a-friend? same thing? >> yellow and spot-a-friend are the newest teen dating. app. if your 12-year-old wants to go on, no. >> they have good age controls. >> common sense media. >> i thought that the site did. >> no. you're on your own on that one. that's really important for

parents to remember. you have no to know the dangage be tough with your kids. >> there's another app called sarara. and it's for anonymous feedback. and that seems to open the door for bullying and meanness. >> if you know it's an anonymous app, not a good idea. saraha, 17 and up. and it's bullying and live content. >> live streaming. a lot of people are into this. and teens are no exception. >> that means bad language. sometimes sex, nudity, violence. so, big o is the one that everyone is talking about now. there's a couple others. and you just need as a parent to be talking to your kid about it. is it appropriate for them? >> keep your eye on it. >> yeah. >> can't shut the door and say, go live stream. >> you can't just shut the door. and it's a basic conversation you have to have. >> the red flags for parents to watch out for with those things?

>> i think any live streaming app, if your kid is under the age of 15 or 16, you should be saying, you have to wait for that. >> no go. back in my day, we used to hang out at the parking lot of the circle k. >> we did, too. >> now, people chat face-to-face online. there's a few apps we should know about that. >> one is called house party we say is okay for 13 and up. it's congregating online and it's a little more protected. there's others ones, as well. monkey, ten-second video chats. ten seconds, video chat an anonymous person. not a great idea for your 12-year-old. >> if you see these on your kids' phone, what's the approach? just you should delete it? i should take your phone away. >> i would tell you, as the father of four kids, i've gotten used to this. delete them if you think it's inappropriate. if you need to, take the phone away. i say to parents, you are the parent. you're paying for that phone.

story for the next several days, at least through wednesday morning. we'll be in and out of the tropical downpours. they can produce several inches of rain at a time. looking at the radar, you see the situation we're dealing with here. we have streamers coming in off the gulf of mexico. most of the really heavy rain has pushed over into louisiana. so, flooding is an issue there. but we have pop-up downpours that will continue to rotate around the area. pinwheel around this storm, that's moving southeast at 3 miles per hour. that's why it's going to be an issue for several more days. and we are looking at the storm to maintain its tropical storm strength. and then, it's possibly going to make a third landfall just east of galveston, as we go into wednesday. and again, that would be a record because a storm has never hit texas with two landfalls. so, we have already breoken the record there. we've picked up 15 to 30 inches of rain. and we still have more rain to go. look at houston. more than two feet of rain already. and we're still in the middle of this storm.
