good tuesday morning to you. a live look at san francisco, probably one of the more cooler spots around the bay today as we face another hot one around the area. thanks for joining us. i'm marcus washington. >> and i'm laura garcia-cannon. summer really hanging on around here, kari. we are dealing with high heat. we just had it yesterday. it comes down a couple degrees. it goes right back up so get ready for that. as we start out this morning in the low 60s, a mostly clear morning on the right side of the screen, 61 there. 55 in the north bay. and looking at the high temperatures today at least we don't have a lot of 100s on here but it's still going to be hot with some 90s for the inland valleys. we'll talk more about this. mike found out why the bay bridge was jammed. >> that's right. like why did the chicken cross

the road. we're talking about this portion right there. both directions had reports of traffic at a standstill. it turns out my friend shawn over at our news desk said they found out they were shooting a commercial. the bay bridge did have a close-up and now it's clear. in menlo park, a smoother drive now that chp says they've cleared one lane at university. it was an earlier crash activity. back to you. thank you very much, mike. 5:01. we are staying on top of developing news out of texas this morning where we continue to see images of total devastation. and so far there's no end in sight from this relentless storm. tropical storm harvey is still barreling through the region. here is where things stand this morning. and now we're learning two-story homes are in danger of flooding

down streams. three people confirmed dead but many more uncontracted for this morning. the family of six, in fact, is missing possibly swept away in the floodwaters. the "today" show obtained the pictures. and in just hours president trump is expected to head to texas to address the disaster. >> the white house is stressing his schedule is tentative and will avoid cities where the rescues are ongoing and law enforcement is stretched thin. "today in the bay's" sarah dallof is live in dickerson, texas, where crews continue to pull people out of water. this has been an emotional, intense couple of days for people there. >> reporter: yes, indeed, marcus and laura. it's the fifth day now of consecutive rain here in southeast texas bringing with it misery and more destruction. the houston convention center, now a shelter for thousands forced from their homes by

harvey. >> everyone has been really good. >> reporter: fema estimates more than 30,000 people will require a temporary place to stay. the demand so great private businesses are opening their doors. dramatic rescues continue. emergency crews going door-to-door, a flotilla of volunteers augmenting the search. >> the rafts are going into cul-de-sacs where our outboards can't get in. >> reporter: 12,000 guard members activated to aid survivors. in an unprecedented move the army corps of engineers is doing controlled releases of two reservoirs, in an effort to reduce the risk of catastrophic

dam failure. >> we were fine until they released the reservoir. everything started happening really fast this morning. >> reporter: no easy choices amid a storm that just won't stop. overwhelming numbers of evacuees have turned up at these shelters prompting officials to open new ones. for example, that houston convention center said their capacity would be 5,000. 7,000 people spent the night there last night. >> a tragic situation. so many people stepping in to help out. >> it really is and people are trying to help so many. we want to take you live to houston right now. reporters talking to evacuees. we're bringing you these pictures because we understand there was a rescue under way right now after a boat that was loaded with at least 11 evacuees actually capsized in the floodwaters. right now we're learning that they released two children stuck

in trees probably there from the distance from that area you see here. a very fluid situation happening just minutes ago. in fact, we can listen in to the reporter at the scene, i believe. >> very, very dangerous. thank you, john. the fire department truck just pulled up here. there's a couple other folks with boats. i don't know where the helicopter went or what's going on with the national guard. it's too far down to tell. that's just the scene right here. just to recap we've got five people that have been located. six people still missing. and two of those people are teenaged boys we heard are clinging to a tree right now and as you just heard them describe they looked nervous, scared, they're waving their hands. these guys couldn't hear them, couldn't make out what they looked like. that's how far away they were

from these guys. i wish i could give you a better picture. this is as far -- this is as close as we can get. >> as we're listening to that reporter there, you can almost hear the exhaustion in his own voice as they've been covering this 24 hours a day down there in houston. to recap there they were rescuing some evacuees, at least 11 were in a boat that capsized in some of the floodwaters there. six are missing so far, two teenaged boys in trees right now. rescue helicopter flying overhead. it's not clear how that overturned but what they're trying to do is rescue these people. it really shows what they're up against. new this morning, another before and after look at some of the devastation hitting houston. take a look. on the top of your screen this is a before photo of a freeway. on the bottom this is

"today in the bay's" kris sanchez not far from winchester boulevard. you can see that crash site from

where you are, kris, definitely a scene to see this morning. >> reporter: actually, we talked in and did see ourselves. we can't see it from where we are now but we want to let the folks get rest. it was a chaotic and hectic night for them. listen to this. san jose police were able to nab that suspect without even having to put together a police lineup for witnesses. and that's because the driver kind of showed up on scene. this was the scene as it ended with that driver crashing into an apartment building. this is colonial off winchester boulevard. you can see officers putting cuffs on that suspect's hands and feet and you can hear the officers asking him if he's under the influence. we didn't quite hear the answer there. it all started about a block away on winchester and cadillac where people called 911 reporting that someone shot at them as they were gathered there. it's not too far from the vta bus stop. jessica welker tells us officers

were interviewing witnesses, the suspect drove by again. >> the subject in his attempt to flee from officers crashed into the apartment building, and that's where he was taken into custody. >> reporter: now the impact into the building was enough to send the suspect to the hospital as a precaution but once he's cleared by doctors he'll be booked into the santa clara county jail. several people here will likely be dealing with their auto insurance folks because the suspect in addition to hitting the building also hit several cars as well. in san jose, kris sanchez, "today in the bay." >> thank you, kris. it is 5:09. as you wake up and get ready to head out the door a few clouds in san jose and that will help bring down those temperatures as we take a live look at downtown right now. and the temperature trend 63 degrees heading up to 87 later today. as we look at the temperatures, we'll be in the 70s through noon

and upper 80s by 3:00 today. checking out the day planner for oakland in the mid-70s today. we'll talk more about that coming up in a few minutes. mike gets us out there on the roadways with an update on the bay bridge. >> the backup we saw has cleared. traffic tuesday, they're expecting as we do the big traffic flow. meanwhile as we look at that map, the slowing over on the san francisco side has cleared up from the span itself because the earlier commercial shoot has cleared. meanwhile we're looking at 680 southbound. just got word of a tree blocking part of your fast lane so that may be an issue. be careful. there may be a quick traffic break. the generation that may be

the inland areas. let's look at the temperature trend in concord coming down from the triple digits but still up to 98 degrees at 3:00 today. i'll have a look at the complete micro climate forecast with more high heat on the way coming up at 5:19. the tri-valley looks great. a nice, easy start at the top of your screen looking for traffic that means bigger volumes. san jose city leaders pick up the issue of building tiny homes for the homeless. there is a site at guadeloupe and taylor street and two south at monterey and branham. now here is what those homes would look like.

they were forced to downsize to just two. it appears the younger generation of home buyers may be getting squeezed out by aging baby boomers. many older empty nesters are reluctant to downsize. >> baby boomers are really struggling with the decision to downsi downsize. >> baby boomers collectively own close to 4 million extra bedrooms and that's putting pressure on the entry level market where millennial demand is starting to intensify. stock markets are under pressure following the north korea missile launch. the storm in texas actually starting to prop up some stuff.

the missile launches have them worried. a quick move to the negative. the dow was down just five points. the missile launch was particularly worrisome because of the distance the missile flew over japan. the white house issued the statement that, quote, all options are on the table. we should hear more from the fell fellow tasked with uber. dara khosrowshahi looking over that company's financial reports willing to pay him a ton of money to stay. uber will have to come up with

millions not just in pay but bonus to make up what he would lose at expedia. the head of the company said in e-mails to employees nothing has been finalized by having extensively discussed this with dara i believe it is his intention. it could be as early as today. they need to give him hundreds of millions just to make up for what they'll lose. that's not his way. back to our tropical storm harvey coverage this morning. dramatic new video continues to pour in out of texas. you can see here horses in houston being escorted to higher ground. this is something you're seeing all over the area. a volunteer cowboy helped to rescue the animals. thousands are affected by the

storm. many without anywhere to go. >> you're rescuing them but where do you take them? there's no land even. a tough go of it there. >> a cool title, volunteer cowboy. >> it's going to be hot in the bay area. >> another hot day. this is actually our break from some more intense heat. we head to the end of the week. today, tomorrow, those are your days to get out there as we start out with fog near the coast. a live look at the golden gate bridge with temperatures at 58 degrees. it will be misting for a little while there and low visibility in spots around the coast. we've already had 12 days above 100 degrees. now on average for the summer it's about 10 and the average high is 89 degrees so it's the

warmest temperature we've had this year, 107 degrees and this is so far the seventh hottest july in california we've had and ahead there is another heat wave on the way. we'll be tracking that. you can get a look at what you can expect as you look at the seven-day forecast. gilroy, you're heading up to 94 today. milpitas, 86. that will feel better. oakland, 75 and 98 in antioch and in palo alto today, 86 degrees. san francisco up to 70 in the mission district and the north bay a high of 90 degrees in santa rosa. and in spots like half moon bay temperatures coming down a few more degrees from yesterday. looks like we'll still see low clouds and fog in the mix. and we'll be in the upper 60s in san francisco for the most part. 70 tomorrow. look at friday. it's going to be 80 degrees in

san francisco while the inland areas will have to deal with some more extreme heat up to 105 degrees and that leads us into the weekend. mike, you said that trer was cleared? >> it did clear around sycamore valley road. look at the speed sensors. this is a great start to your traffic tuesday. we are looking at a new crash by the dublin interchange. that did get over to the shoulder just fine so that's good news as well. a smooth flow of traffic up to the bay bridge. volume builds. we should see metering lights in five or seven minutes. and your waze system as well. i'll take you to the drive. the castro valley to sunnyvale three very distinct drives. waze will help you time that out and decide when you're going to leave work or leave wherever you're going. make sure you check that on your, the options. one of those is, of course, being on our team.

happening today we will get new technology for dna cases. dianne feinstein and east bay congressman swalwell sponsored the act. president trump signed it last week. it requires dna samples to be done in 90 minutes or les. police test the suspect at the time of the arrest. today representative swalwell will talk about the law. we are going to hear from supporters of a plan to fight climate change in california. they say they backed the bill requiring clean energy by 2025. >> more rebates for zero emission vehicles. pushing a bill that would give out $3 billion in rebates.

it would increase to $10,000 per car. to break that down the all-electric chevy bolt would cost the same as the gas powered civic. california has spent $450 million handing out those rebates. more details now. overnight we looked up registrations in california. the new car dealers association compiled those numbers which had been going up. the report says nearly 22,000 elected cars were registered in 2013. in 2014 almost 30,000. in 2015 over 34,000 last year over 40,000. the group says it expects the numbers to drop slightly saying the market has likely reached its peak. talks to give sicivic cente plaza a makeover, to make it more welcoming. they will come up with new design plan. officials are holding a forum today at the urban center in the

forecast coming. let's get a look at today. it will be hot for some of interior valleys. livermore up to 97 degrees and napa, santa rosa up to 90. san jose will see a high of 87 degrees. san francisco reaching 67. some warmer temperatures on the way there and for the inland valleys we'll be seeing a little bit of a break before the temperatures go right back up. i'll talk just about the weekend forecast coming up in seven minutes. mike is tracking a big backup on the bay bridge. >> right. and i wanted to illiterate. maybe cycling slower. from emeryville, it's a slow drive heading over to the san francisco side. there was that earlier commercial shoot we talked about. another slowdown right in the same area start starting to

recover. a typical start for the rest of the bay although we do have a crash on the shoulder. it doesn't appear to show any slowing heading to the dublin interchange. back to you. >> thank you very much, mike. at 5:31 back to a story that continues to develop this morning. look at all the flooding in houston. today president trump and the first lady will visit texas. the death toll is at least three but there are still dozens missing including a family of six swept away in their van. these are photos from the "today" show earlier this morning. relatives say they believe the four children and their great-grandparents were killed. their bodies have not been recovered. here is some of the latest information we have. houston's airport still shut down and overnight officials started releasing overflow reservoirs which could increase the amount of flooding in some

subdivisions. also, houston's convention center has exceeded capacity, over 7,000 evacuees are inside. fema estimates 30,000 people will need shelter and about 450,000 will likely file for disaster aid. >> and now back to the breaking news out of houston, 30 minutes ago a live report of a rescue under way after a boat with evacuees capsized. there were reports of two kids clinging to trees. those kids are still hanging on to that tree. the national guard has been brought out to help with this rescue. nine other people in the water were just rescued. >> new, some of the people photographed from dramatic rescues in houston. >> one showed a woman holding her sleeping baby.

this morning on the "today" show she spoke about her experience. >> we were just so grateful because i don't know if we hadn't run into them and seen them, how long it would have taken for somebody to find us. >> nothing stronger than a mother's live. see that at 7:00 a.m. this morning. and continuing coverage of tropical storm harvey throughout the day. damian trujillo is in houston this morning. he said it took him about ten hours to go from dallas to houston, normally a four-hour drive. he says crews saw many abandoned cars. he will be giving us a live report later today. >> we look forward to that. back here in the bay area happening today, a key vote on the proposal to create a new school district. it will include five schools

shown in the shaded area of the map. pete suratos is live with what it could mean for thousands of students. good morning, pete. >> reporter: good morning to you, laura, and we're standing here in front of the north gate high school, a part of the proposed district they're pushing for here in the walnut creek area. that depends on how the board of education votes on the issue tonight. let's pull up that graphic that you just showed showing the area for this proposed new district. a relatively small school district, walnut, bancroft elementary schools, foothill, and northgate. they are a part of the much larger mt. diablo. some feel this would be bad for the district calling it elitist and discriminatory, even going as far as saying it's a

segregation issue. however, advocates say this is not a race issue and that it all comes down to the mt. diablo unified school district being too large to respond to the needs of these five schools. we did do some digging and we've seen similar cases around the country. according to the nonprofit since 2000, 71 communities have attempted to secede. 47 have been successful. nine have failed nine communities are still deciding. even if the board approves in favor of this district still needs a final approval for the state. it's set to take place at 4:00 p.m. pete suratos for "today in the bay." >> all right, thanks for the latest there, pete. and happening today the final meeting for a public to weigh in on the plan to bring b.a.r.t. to livermore. that plan is extending b.a.r.t. six miles along interstate 580. the new line would end near the

isabel avenue interchange. and it looks like the express lanes on interstate 680 in contra costa county are hitting roadblocks. and we're checking in with the transportation authority. they say lanes were expected to open but crews are trying to work out technical issues. the lanes will open in early october. this is the eastern span of the beautiful bay bridge. today bridge officials will consider saving some of the piers from the old spans. crews have been demolishing those since 2015. here is video of one of those explosions. those leftover foundations could be used to create public spaces.

well to the backup at the toll plaza. thank you very much, kari and mike. this is a live look from houston. this is a reporter jake reiner on the scene. he has been reporting for hours and hours. you see, though, there is no letup from the rain for these folks. help is now, however, starting to arrive from places across america that includes the air national guard. the 129th rescue wing sent 90 citizen airmen to texas. the plane took off last night from moffitt field and landed in texas overnight. teams will be involved in the swift water rescues and using boats to patrol. >> we bring the same level of excellence to the table. >> they sent two helicopters in a plane.

they used them to lift people from their flooded homes. new this morning firefighters say marijuana growing equipment may have started a fire that damaged part of a home early this morning in the east bay. only one person in the homemade it out safely. authorities are still not sure if the marijuana grow was an illegal operation. and breaking overnight in afghanistan at least five people are dead after a suicide bombing happened not far from the u.s. embassy. police believe the bank was targeted had been busy ahead of a muslim holiday. least nine injured. >> the missile missed and went into the pacific ocean.

the missile did not pose a threat to the united states. there was a plea for international action. three u.s. bases in japan. it comes a month after analysts say could reach the u.s. when perfected. the white house says all options are on the table. >> scott mcgrew? >> good morning, marcus. we need to remind ourselves how often the white house says all options are on the table. it's pretty often. the latest statement came 4:30 our time. a written statement, the white house, threatening and destabilizing actions only increase the north korean regime's isolation in the region. all options are on the table.

that's meant to imply the white house is not moving out military action. something the white house actually says fairly often. rex tillerson said it just a few months ago. rex tillerson did say it. john carey said it in 2014 about ukraine. president obama said all options were on the table about iran's nuclear program the year before as did president bush back in 2017. the u.n. security council will meet in emergency session today. it's unclear what more it can do. we've already seen sanctions. we don't expect russia or china to allow any kind of u.n. sanctioned use of the military. the president will head to texas to inspect the flood damage there. air force one is ready to go. you see a live picture of it. it's even raining in virginia. he's going to head to corpus christi and then will be in austin. the president promised what he

called very rapid action to fund disaster relief. many like ted cruz are getting grief because they voted against a second relief package for hurricane sandy. the bottom line and they voted against money for sandy which didn't hit them but they want funding now. cruz claims the second sandy bill was, in his words, full of pork, stuff that had nothing to do with the storm. for the east bay not seeing as many of those 100-degree readings but still will be hot. you'll have to turn on the air conditioning. up to 96 degrees. 75 in oakland today and for the peninsula half moon bay, 64 degrees. mateo up to 78 degrees and the mission district at 70 degrees today. novato will see a high of 95 degrees. so as you're getting started this morning and getting dressed, let's start out in the closet. a great day once again for something lightweight, light colored like a t-shirt and short sleeves and also sandals today to help you nice and cool. best to make it a beach or a pool day. if not you're heading out to school it's a good start to the day. and our temperatures will be comfortable. it will be nice. sunshine at recess and it will be starting to heat up so make sure you drink lots of water and that hot sunshine heading home from school. we're keeping you updated on what's happening with tropical storm harvey. a lot of heavy rain and seeing

the heavier rain bands moving over new orleans. the potential of more flooding across the southeast as the center of the storm now emerges over the gulf of mexico. it will be moving back inland over the next couple of days and slowly making its way further to the north. we'll keep tabs on that as we look at our temperatures in san francisco up to 80 degrees on friday and the inland areas will have the hottest day of the week up to 105 degrees and more hot weather after that. mike is saying the traffic has settled down a bit. >> we had a couple of weird things going on on the bay bridge and in the south bay. they cleared out now. we're down to our typical pattern which issy good right now. one new fender-bender shouldn't be a major issue. the speed sensors look great as we zoom into the tri-valley. a mild build through pleasanton, sunol. just starting to show build toward hayward and the nimitz at southbound 880. to the bay bridge the big backup

welcome back to you at 5:54 taking a live look outside from our golden gate bridge camera this morning, all that fog that you see there, pretty good news for people looking for a break from the triple digit temperatures we saw yesterday. it will still be warm today. a little cooler than yesterday. new this morning investigators trying to figure out who burned american flags and a blue line police flag hanging outside homes in a modesto neighborhoods. modesto police counted at least ten missing flags. officers later found some of the flags had been burned and put into several piles in the neighborhood. neighbors say they have surveillance video a group of minors setting the flags on fire. >> it's really sad for those neighbors. you want to be patriotic. you want to be able to have nice things in your neighborhood. so our hearts go out to those people. >> fire investigators have ruled the fire as arson.

5:55. a new video in this morning showing a man opening fire at a metro station in washington, d.c. this happened last friday. police just released this video. police are looking for two men seen in that video who were apparently chasing someone in the metro station. man was caught on camera firing that handgun after that victim ran down the escalator. both suspects and the victim left the scene before police arrived. police don't know if the victim was hit by any gunfire. 5:56. happening today u.s. attorney general jeff sessions will speak about the growing opioid crisis and will make a speech in green bay, wisconsin. the alliance is made up of social services, police departments, and prosecutors that help minors whose lives are impacted by substance abuse. we wanted to get a better understanding how the opioid crisis is impacting people here in the bay area. this is what we found overnight.
