"today in the bay" continues right now. at 6:00 i want to quickly take you out live. air force one about to take off this morning as president trump heads to texas to survey some of the damage and all of the recovery efforts on right now after hurricane harvey. president trump and the first lady just boarded the plane. they're heading to corpus christi but will stay away from houston to avoid some of the rescue operations going on right now. we have full team coverage coming up in minutes. this is "today in the bay." and a very good morning to you. i'm laura garcia-cannon. >> and i'm marcus wash as we start this day, another hot one. when you think about today you just get exhausted. >> already? too early to get exhaust. got to get going. >> now is the time to get things done. the coolest part of the day and we also have some clouds in the

mix as we start out this morning. here is a look at the highs today and where we're headed. at least we don't see a lot of 100s here but still hot in concord and antioch reaching into the upper 90s. oakland 75. palo alto 76. we'll talk more about that. mike is tracking some police activity in san jose. >> we'll show you they're looking great right now. remember, it's also the week before the holiday weekend so we may see traffic change as well. i took away the sensors so i could show you the detail off 280. back and forth through the area, that is impacted by police activity from monroe to clover, that one-block area is closed for police activity. that's better news and getting to the bay bridge a smooth drive.

back to you. >> new video has been coming into our newsroom overnight showing the devastating impact of what was once hurricane harvey. this is brand-new video showcasing rescues overnight in the houston area. >> your heart goes out to these people, the situation in texas has been developing nonstop. one of the nation's busiest trauma centers is clearing space as doctors and nurses expect a major influx. more than 3,000 people rescued. breaking news as a boat capsized. we checked with our houston affiliate. two kids are still clinging to a tree. nine were rescued. three people sadly are confirmed dead and many others are still missing this morning. among the missing a family of six feared dead. emergency shelters are flooded with thousands and many are over capacity.

the storm is still expected to bring another 10 to 20 inches of rain over the upper texas coast through thursday. >> live in texas city outside of houston and i know you've been there for days now. what are the conditions like this morning? >> reporter: well, marcus and laura, this is the fifth consecutive day of rain here in south texas, more destruction and more misery. the houston convention center, now a shelter for thousands forced from their homes by harvey. >> it's very nice. >> everyone has been good. i'm grateful. >> reporter: fema estimates more than 30,000 people will require a temporary place to stay. the demand so great private

businesses are opening their doors. gallery furniture, which housed katrina vac wes, now inviting harvey evacuees to sleep in display beds. dramatic rescues continue. emergency crews going door-to-door, a flotilla of volunteers augmenting the search. >> the rafts are going into like cul-de-sacs where our outboards can't get in. >> reporter: 12,000 national guard members activated to aid survivors. in an unprecedented move the army corps of engineers is doing controlled releases of two reservoirs in an effort to reduce the risk of catastrophic dam failure. >> we were fine until they released the reservoir. everything started happening really fast this morning. >> reporter: no easy choices amid a storm that just won't stop. and an overwhelming number of people are flooding these

says it took him about ten hours to go from dallas to houston. this is normally a four-hour drive. damian says crews have abandoned cars on the flowed that are now flooded. a live report from texas later on today. and new this morning a police chase ends with a driver crashing into an apartment complex in the south bay. off colonial way in san jose. >> kris sanchez is live to explain what led up to this chase. good morning, kris. >> reporter: hi there, laura and marcus. we're not showing you the scene. we to let folks get a little bit of rest but talk about audacity. he was identified by witnesses. as the witnesses were talking to police, he drove by again. this is how the whole thing ended. crash into this apartment building here on colonial way off winchester boulevard, as you said. you can see the officers putting cuffs on the suspect's hands and feet and you might hear officers

asking him if he is under the influence. didn't hear the answer on that one but if you look at this map, this is where it started. police tell us it was about a block away on winchester and cadillac where people were calling 911 saying that someone shot at them as they were gathered there. it's not too far from a vta bus stop. by the sergeant's description it sounds like the suspected drive-by shooter really was his own worst enemy. >> officers responded and started interviewing witnesses. the suspect vehicle happened to drive by. the officers followed. there was a short pursuit which terminated into the apartment behind me. >> reporter: no one in that apartment nor around there was injured. the driver was taken to the hospital as a precaution but it wasn't clear if he'll be booked into the santa clara county jail. some of the folks who live here in this apartment complex were not involved in the drive-by

shooting, they'll have to deal with a busy morning they'll have to call their insurance company as that driver hit several other cars before he crashed into the building. in san jose, kris sanchez, "today in the bay." >> what an active scene overnight there. thank you, kris. at 6:08 the man accused of shooting and killing a liquor store owner is expected in court for a plea hearing. 21-year-old hendrick charged with killing charlie lee earlier this morning. lee was shot after he refused to hand over money during a robbery. now to continuing coverage of the death of a san jose dancer. this morning questions remain about what happened. here is a picture of wu who served as creative director at the chinese performing arts of america. police say she was injured this some kind of fight outside the performing arts center. she was taken to the hospital where she died two weeks later on friday. people who knew her say the altercation happened on a night wu was meeting with people who

came to the center. >> and there was some disagreement, a heated discussion. the argument carried out to the outside of this building and somehow she went down. >> an autopsy is pending and homicide detectives are investigating what happened. >> crew this is morning are said to be making good progress along the creek in the north bay. a habitat for endangered salmon. according to the marin ij this is the largest enhancement project ever taken for this watershed. it's designed to improve survival odds. now all sites are being improved to give fish more space to thrive. we wanted to show you how significant of a decline in the northern california salmon population, coho rather. they were estimated to be between 200,000 and 400,000.

now it's about 1% of those historic levels plummeting to fewer than 6,000. coho salmon were listed as endangered in june of 2005. it's 6:10. a cloudy start as we look outside at san jose, and lower temperatures for this afternoon. let's start out at 63 with a high today of 87. check out the temperature trend as we go through the day. by noontime we're at 78 degrees reaching into the upper 80s by this afternoon. and as we get a look at what to expect in oakland today reaching into the mid-70s with mostly sunny skies throughout the day. we will take a look at what you can expect around the bay area with a little bit of a break from extreme heat coming up. mike now showing a buildup at the bay. >> i want to show you the pattern on our speed sensors. first the pattern around the bay. very light. that's great for this traffic tuesday.

we are looking at slowing down the east shore freeway, the berkeley curve, and north 880. a sudden slowdown and some recovery so there may have been something going on around the toll plaza.fender-bender. lanes are clear now. still just 23 minutes from highway 4 to the backup at the bay bridge and a smooth drive for the rest of the approach into the maze and that's at least good news there. 6:11 now. up next, the steps south bay leaders are taking to prevent human trafficking. >> more changes for uber. the feature the company is removing from its app. and wall street and investors unnerved this morning after the latest test by north yeah. we'll bring you the latest when "today in the bay" continues. ==mik

6:14 now with a few clouds this morning as you get ready to head out the door in palo alto. grab a jacket as we get this day started with temperatures in the 60s and then taking the jacket off. temperatures heat up well above average. reaching into the mid-80s in palo alto. we will still have some upper 90s for the interior valleys. i'll have a look at that and what's ahead with more high heat in the forecast coming up at 6:19. >> the slowdown, of course, as folks travel out of vallejo and over the napa river bridge.

we'll give you an update of the bay bridge coming up. these are live looks at the first look at the scene where a person was struck by a car in san jose. we're also finding out it's being investigated as a hit-and-run crash. near the intersection of monroe moorpark. investigators told our crew at the scene the victim has life threatening injuries. there's an active search for the driver of the vehicle that sped away. we'll check in with mike inouye in a few moments to find out more. >> 6:15. happening today we will get details on the efforts to fight human trafficking in the bay area. today supervisor chavez a report to santa clara. the search overnight and the

recommendations better training and data collection. >> uber is removing a heavily krited feature from its app that allowed it to track riders for up to five minutes after a trip as part of the company's efforts to fix its poor reputation for customer privacy. reports say uber will announce it today. we should hear more from a fellow user as the person the company would like to have as its next ceo. >> scott mcgrew, he hasn't said yes just yet. >> he hasn't said yes. dara khosrowshahi is still the ceo of expedia as far as we know. we know he wants the uber job am we expect there may be an all hands about this early this morning. looking over expedia's financial report, expedia is willing to pay him a ton of money to stay. uber will have to come up with hundreds of millions not just in pay but in bonuses as well to make up for what he would lose

at expedia. now expedia's parent company seems sure he's going to leave. barry diller said nothing has been finalized yet but having extensively discussed this with dara i believe it's his intention to accept the position at uber. meg whitman who he remember denied on twitter she was interested in that uber job was negotiating for the job as late as this past saturday. she told "the financial times" one of her conditions was a promise that founder travis kalanick be stripped of any remaining authority. wall street uneasy about the latest test by north korea, the missile. markets open up in about 15 minutes, a little less. futures, call for a quick move to the negative. markets have a wait-and-see attitude. the dow down just five. the nasdaq actually gained. now as for the missile test particularly worrisome because

of the distance over japan, most of them laying short in the sea of japan. about 1:45 ago, the white house issued a statement that, quote, all options are on the table. now obviously military action is an option. it sounds alarming. coming up in 30 minutes i will walk you through all the times the white house has said all options are on the table. i think you'll feel better about it because they say it all the time. >> there you go. we'll wait for that. now take you back to houston this morning, back to our tropical storm harvey coverage this morning. these are live pictures. there was a rescue attempt that was going under way. this is a story we've been following specifically since our 5:00 hour where there was a boat, a rescue boat with about 11 people inside but it capsized in the waters. two teenagers hanging to a tree were eventually cued.

they were trapped when the boat -- it looks like they put down the camera there so we'll come back out to us now but it gives you an idea -- do you know what that blow-dryer is there? the cameras. they're getting so fogged in. that's what they're having to use. the rain and the humidity out there as well and they said there will be more rain in that region through friday, right? >> it's still going to be raining for several days but it does become more scattered and, yeah, we'll be tracking that. >> all right. so much going on there in houston. we have reporter damian trujillo as well. he went to houston overnight. it took him hours and hours to get there and drive to the area. he'll have later reports on nbc bay area news later today. >> take a look at the weather today here. a lot of people dealing with the heat again today. >> more heat today but it will be a few degrees cooler than it was yesterday so that will be a relief. and this is part of the reason why. we will have a deeper marine layer. we can see those low clouds over the golden gate bridge.

and some mostly clear skies with our view from sunol. low clouds settling in over the tri-valley. that will be clearing out fairly quickly for another hot day. in livermore we've already had 12 days above 100 degrees. and the average for this summer is about ten days and the average summer high temperature is 89 degrees, we know we've been well above that. we set a new record high in more of 107 degrees for that day. and we have the seventh hottest july in california and ahead there is more high heat on the way. so we start out with clouds this morning and we can see that on our san jose camera of this is our little break with our temperatures today reaching into the mid to upper 80s in some spots, and the seven-day forecast is up at the bottom of the screen. napa a high of 90 degrees today. still very hot in antioch.

a lot of people are heading to the beaches to find cooler temperatures. a very nice day out there reaching our high temperatures there in the low 70s with mostly sunny skies. look towards the end of the week. up to 80 degrees there and for the inland areas our hottest day of the week, some dangerous heat returning and we'll be up to 105 degrees. still a lot of hot weather leading into early next week. mike has an update on the crash in san jose. this is on moorpark, parallel to 280 but also in a business area. let me show you on the map where this is off 280 and 17.

civic. california has already spen $450 million handing out those rebates. the california new car dealers association found numbers have been going up. and look at how it goes up, 2014, almost 30,000. 2015 over 34,000. lastier over 40,000. the group says it expects numbers to drop slightly this year saying the market has likely reached its peak. a chance to give the plaza a makeover. they will come up with new design plans. officials are holding a forum on the project. 6:26. up next on "today in the bay," we are tracking devastating impacts of what was hurricane harvey. we take a look at what leaders

temperatus another warm day in the bay area when we saw temperatures in several spots taking a live look outside at downtown san jose. a cool start to our tuesday morning. i'm laura garcia-cannon. >> a school start to the day. >> a better look to what's going on. >> nice to actually see the clouds in san jose and we know that will help bring down those temperatures and keep it from heating up so fast. 97 in livermore. in oakland today a much more blepleasant 75. and our temperatures will be going back up over the next few days. inland areas will have to deal with some dangerous heat from thursday all the way through monday of next week. we'll talk about that labor day weekend coming up.

when college came back in session, heavier volume is lurking around. we have a very smooth drive. fastrak lanes are moving well. that's good news. the speed sensors are all the way down out of richmond. slowing through berkeley and emeryville. relatively mild but we're looking at no problems out of the maze as well. a smooth flow of traffic showing things are starting to jam up around the san mateo bridge and the south bay and northbound are the commute directions. back to you. >> thank you very much, mike. at 6:31 we continue to monitor the situation in texas this morning tropical storm harvey slams that region. president trump and the first lady are on their way to survey the damage and the response.

a live look this morning at the rescue operations that are going on right now, live pictures from houston this morning. a little boy that was rescued from the water. they have to put the life jackets on them. they're literally carrying people out from the floodwaters. we've seen rescue boats that have capsized this morning, at least 11 people were in that overturned boat. we understand there were some children that were clinging to trees waiting to be rescued. at least three people sadly are confirmed dead. officials started releasing water from overflow reservoirs. the goal is to protect the dams from collapsing. as you well understand releasing the water could cause more flooding in other subdivisions. it continues to rain as well. many are over capacity this morning. both the airports in houston are shut down. and there are still so many

people still missing including this family of six. the "today" show obtained these photos earlier this morning. relatives say four children and their great-grandparents were swept away in their van. they can't find them. they believe they were killed. >> those people being rescued. more people caring for them. >> you may have seen the pictures including a woman, look at this. she, herself, was being rescued and in her arms a sleeping baby as she's carried through the water. this morning on the "today" show she talked about that experience. >> we were just so grateful because i don't know if we hadn't ran into them and seen them i don't know how long i would have been up there and how long it would have taken for somebody to find us. >> so many stories of is your we're hearing. you can see the full interview on "today" at 7:00. >> and we will have continuing coverage of tropical storm harvey throughout the morning. at 6:45 learn how crews in the bay area are heading to texas to

help. >> happening today much-needed flood protection work begins in richmond. crews will raise and repair flood walls. they wash out into the san francisco bay. the project kicks off today with a community event. richmond and alameda county officials will be on hand. it all starts at noon. and happening today at 6:34 a controversial new school district in the east bay could take one step closer to becoming reality. >> "today in the bay's" pete suratos joins us a key vote happening today and why there is all this division in that school district. what's causing it. pete? >> reporter: yeah, good morning to you, laura and marcus. standing in front of northgate high in walnut creek, this is part of the northgate district but it all depends on how the vote goes today the contra costa county board of education. first things first, a graphic to show you where this proposed new district would be.

now it includes five schools altogether in the walnut creek area. foothills middle school and north gate high school. those schools are currently a part of the much larger mt. diablo unified school district and opponents feel this would be bad for the district calling it elite and discriminatory with some going as far as saying it's a segregation issue saying it would be wealthier and predominantly white. advocates say this is not a race issue which a report backs up and it all comes down to the mt. diablo unified school district being too large to respond to the needs of these five schools. we did do some digging on this to see if there were similar cases like this around the country. and according to the nonprofit since 2000, 71 communities have attempted to secede. 47 have been successful and nine have failed including two in southern california. and nine others are still

deciding. the board will take a vote at 4:00 p.m. later today. live in walnut creek, pete suratos for "today in the bay." new this morning at 6:36 an accounting oversight has led to a sudden windfall for one cash-strapped bay area fire district. they say a recent audit discovered an additional $6 million. it came from savings due to a string of cuts and fire station closures over three years. the county never transferred it to the fire district. the district does not expect the surplus money will go to any opening closed stations. >> the final meeting to bring b.a.r.t. to livermore. that plan is to extend b.a.r.t. by nearly six miles along

interstate 580. the new line would near the isabel avenue interchange in livermore. tonight's meeting takes place in dublin. it looks like the express lanes in contra costa county are hitting roadblocks. the opening date has been delayed. we're checking in with transportation authorities and they tell us the lanes were expected to open in the next few days but crews are still trying to work out technical issues. we're told the lanes will open in early october. >> i've been talking to our friend aaron to tell us if the lanes open. we just got the word. i'm talking about 680 slowing through sunol. overall this looks great. the tri-valley, you do see slowing for west 580 but nothing major there. highway 84 around the isabel

and even hotter temperatures as we get closer to the weekend. more on that coming up in five minutes. and we are looking at the top number there, 40 minutes now from highway 4 to the toll plaza. the build is on. thank you very much, kari and mike. we do have breaking news from overnight in afghanistan. at least five are dead after a suicide in kabul happened not far from the u.s. embassy near the kabul bank. police believe attackers were targeting the bank which has been busy ahead of a major muslim holiday. at least nine people have been injured. and new this morning marijuana growing equipment may have started a fire in the east bay before 3:00 a.m. in a home on samuel street near san pab avenue near pinole. the only person in the homemade it out safely. authorities are not sure if the

marijuana grow was an illegal operation. no charges have been filed here. >> senator harris will be in san hoe meeting with mayors from across california discussing jobs, immigration, and infrastructure. tomorrow the senator will be in oakland to host a town hall meeting. happening today should the city of santa is a divide into districts when it comes to electing local officials? city leaders will discuss the issue today. city accused of violating california's voting rights act. southern california law firm alleges that the city's current at-large voting system did not pick based on districts that's drowned out the voices of minorities especially the latino population and santa rosa isn't the only bay area city facing this problem. we dove deeper into this issue overnight. the city of santa clara has been sued by residents claiming the city at-large voting block asian voters. dublin unified has been warned to change its voting practices

when electing school board trustees or face a lawsuit. san mateo switched in 2013 after it was sued by minority groups. >> i will take you back live to houston this morning. this is a live look from inside the houston convention center where flood victims are being reunited with their loved ones right now. help is starting to arrive from places across america. if you've ever been to the convention center there in houston of course it is quite large. so large it's almost at capacity. they have 9,000 people that are now living there right now to escape the floodwaters in houston. look at them just milling around. the red cross set up that as an evacuation center for so many people walking around with blankets, cups of coffee. they have nowhere else to go. the 129th rescue wing sent 90 citizen airmen to texas to had he. their plane took off from moffitt field last night. it landed in texas overnight.

teams will be involved in some of the swift water rescues we brought you live on "today in the bay." they're using boats to patrol neighborhoods. >> however big or small the rescue operation is we conduct we bring the same level of excellence to the table. >> the 129th rescue wing also sent two helicopters in a c-17 plane. rescuers will use them to help lift people from their flooded homes. not the only californians looking to help. two veterans from grass valley are going as well. the pair say they're packing up an su and driving 1900 miles to houston. >> i just have a desire to help people. i think we lack a lot of human kindness and i think that we need to try to show it and help each other. help thy neighbor, help the community. >> for this situation you don't really know what we're getting into. we have to be prepared for anything. >> quite the givers. friends are donating food and

water that they will now take there. they're also taking a kayak to help with the rescue. >> people in japan are on heightened alert after a ballistic missile was launched toward the country, it flew over japan went into the pacific ocean. no damage was done but they say the missiles didn't pose a danger to the united states. a plea was made to the international action. this comes a month after north korea tested an intercouldnntinl ballistic missile that could potentially reach the u.s. in the mean the white house says all options are on the table this morning. >> scott mcgrew perhaps less ominous than it first sounded. >> we need to remind ourselves how often the white house says all options are on the table. it's pretty often. the latest statement came at

about 4:30 our time. it was a written statement. the white house said, quote, threatening and destabilizing actions only increase the north korean regime's relation in the region and among all nations of the world, all options are on table. that is obviously meant to imply the white house is not ruling out military action. it's something the white house always leaves as an option. rex tillerson said it just a couple months ago. the previous secretary of state john kerry said it in 2014 about ukraine. president obama said all options are on the table about iran's nuclear program the year before as did president bush way back in 2007. the president and the first lady boarded air force one a short time ago to fly to texas. raining in virginia as well. he's expected in corpus christi, texas, 9:30 our time. austin just after noon. the white house very aware what a political disaster katrina was for president bush. so far so good for the current

president. the president promised what he called very rapid action from congress to fund disaster relief. many texas lawmakers like ted cruz are getting grief this morning because they voted against a second relief package for hurricane sandy. the bottom line is they voted against money for sandy which didn't hit them but want funding now for the storm that did hit them. those lawmakers claim that second sandy relief bill was full of pork. aalto. it's 59 degrees in the east bay and the north bay looking for belvedere we see the low clouds at 54 degrees. as we get a look at the high temperatures today for the south bay it's going to be as hot as 94 degrees in gilroy. downtown san jose it will be up to 87 degrees and now the seven-day forecast starting in the south bay is coming up bottom of the screen. hayward a high of 80 degrees and we're not looking at a lot of 100s here. we did set a record high yesterday in livermore of 107 degrees. let's bring that down ten more degrees today. it's still going to be hot, though. in palo alto and san mateo up to 70 degrees. a little bit warmer in the mission district today and the north bay 80s and 90s. 95 degrees in novato. as you look out the window you see the clouds in san jose. let's bring it inside in the closet as you get ready. another great day for the short

buildings on colonial way off winchester boulevard close to hamilton. people called 911 to report a man shot at them as he drove by. then as police were getting his description from a witness they say he returned to the crime scene. police rested him a short while later after the chase which obviously ended with that crash. >> here is a live look at north gate high and walnut creek. the proposal is a controversial one. five schools will form a new one. the board of education votes today as supporters say the current district is just too large. opponents say the plan is elitist and would leave many students behind. coming up next on "today" show, texas bracing for another round of rain hurricane harvey regains strength.
