from nbc news, this is a special edition of "today," the impact of hurricane harvey. with matt lauer and savannah guthrie. live in studio 1a in rockefeller plaza. >> good morning, everybody. it's tuesday morning, 7:00 a.m. on the west coast. glad you're with us. craig is in for matt once again. and we've got a shot over the skies of houston. downtown houston, this is a look from our drone. and you can see the situation that's unfolding there. still unfolding at this hour. >> it has been raining off and on there all morning in houston. but perhaps some good news coming. dylan said we're on the back end of this thing. we will get to her in just a moment. also some harrowing tales of neighbors helping neighbors as well. >> we've got a lot to get to. overnight developments on this storm. the official death toll in texas stands at three but dozens more are missing at this hour. and that includes six family members who are feared dead after relatives say their van was swept away by the rising

floodwaters. >> the coast guard alone says it is receiving upwards of 1,000 emergency calls per hour. and has already rescued more than 3,000 people by boat and by air. >> the shelters in houston are filling up and filling up quickly. some 7,000 people spent the night at the city's downtown convention center. officials had planned for about 5,000 people. so, this morning they're looking in to opening another major shelter in houston. >> president trump and the first lady are both heading to texas as we speak. they'll be meeting with local leaders and relief workers in cornice christy. and tour the emergency operations center in austin. >> there's a lot to get to this morning. we've got complete coverage. our correspondents are fanned out across the region. lester holt leads our coverage this morning. good morning to you. >> reporter: savannah, good morning. what we wouldn't all give for this rain to stop for just a few minutes. we may get that break later today. here's the story. it's deja vu.

harvey is back over the gulf of mexico for an expected landfall tonight. it's not expected to become a hurricane again. but, it is soaking up a lot of moisture, and will bring more devastating wind, and rain. overnight, dramatic rescues as tropical storm harvey revs up again. families saved in southeast texas, after walking down a flooded freeway. the region bracing for another round of torrential rain, but with thousands trying to evacuate, the danger remains very high. this morning, a family of six is missing after their van was swept away by raging floodwaters. family members tell nbc news that four children and their great-grandparents were trying to escape the storm when the van ran off the road. the driver of the vehicle managed to escape. so far law enforcement has not been able to confirm the family's account. the governor of texas has activated all 12,000 members of the state's national guard. their job, to help evacuate those still stranded by harvey's

devastating power. from the sky, the coast guard, air-lifting people out of harm's way. harvey's devastating assault on the lone star state is causing damage and heartbreak. >> i wasn't expecting this at all. >> reporter: in bay city, a mandatory evacuation order is in place. rescuers rushing to move people out of the senior center. in sugarland, texas, volunteers help load families into the back of a dump truck while others drag supplies and beloved pets to safety. >> the bayou is coming up. it's bad. it's going to get bad down there. >> reporter: in missouri city, texas, floodwaters brought two alligators in one woman's yard. throughout the region, thousands are wading through waist deep water, many using rafts, boats, and in some cases, anything that floats, to get to higher ground. back in houston, some families were forced from their homes after two reservoirs were opened as a precaution. >> we were mine until they released the reservoirs.

so everything started happening really fast this morning. >> reporter: you weren't flooded before then? >> not yet, no. >> reporter: and if historic flooding wasn't bad enough, emergency crews were also forced to battle this raging fire in downtown houston. in washington, president trump praising the incredible spirit of the people of texas. >> we see neighbor helping neighbor, friend helping friend and stranger helping stranger. we endure together. we are one family. >> reporter: the president is expected to tour the devastation later today. president and first lady will be arriving in corpus christi, and that is near close to where harvey made landfall friday night. so a lot of damage between there and houston. a lot of what was feeding it was the release from one of those reservoirs to take that pressure off the dam.

the third landfall near louisiana and that will eventually move up and bring several inches of rain to that area. so far they've -- >> nearly 45 inches of rain. rainfall from about three to six inches, but the surrounding area, such as eastern texas in to louisiana still has a chance of about 7 to 10 inches.

>> dylan, still stranded by this storm and celeste is with us now. good morning. it's great to see you. as i understand it, the water really started rising in your house overnight, about midnight. what happened? we had spent all day preparing, barricading the doors and everything, with the wood and everything, it started rising out of nowhere, and it came in through our walls, and through the floor and the carpet. so, we didn't have time to move all of our stuff. so we had to hurry and evacuate to our neighbor's house upstairs. >> that's where you are right now? you're at your neighbor's house? celeste, before you were able to get out safely, were you able to get anything to take with you? what did you have to leave behind? >> i just had a suitcase of some clothes, and my phone, computer, and we're at the old house right

now, actually, and we had to leave the animals behind. the neighbor would not allow animals in his house. so i've been spending all night trying to get them. >> and are you hoping for a rescue celeste? is that -- i mean, you can't leave? you're stranded in your house? are you hoping somebody will come? >> yeah, we called emergency services four or five times yesterday but no one ever showed up. >> how much -- >> -- all night and no one's been age to come by. >> to be clear, though, where you are right now, you're safe in your neighbor's house? the condition of your neighbor's house, not as bad as next door at your place? >> i'm at my house right now. we had to come back. >> got it. >> no the neighbor's house is fine upstairs. they still have power. but downstairs is flooded completely. it's almost to our knees. >> so celeste, how did this -- i mean, obviously it's been raining for days there. and did you think, okay, our house was safe, we'll be fine, and then suddenly the water started coming up?

>> yeah, it had gotten really high, but it stayed at the same level for a really long time. and so it didn't seem that threatening, and it seemed like it wouldn't happen all at once. but then it just happened all at once. like, within an hour it went from where it had been to inside our house. >> and i know celeste, you live with your family, and your brother. how are you guys doing? i mean, do you feel afraid at this hour? are you worried that you won't get out of there? >> we'll get out for awhile and that our animals won't be able to have anywhere to go. >> celeste, we appreciate you spending your time with us this morning. we send you our very best and hope somebody is listening and is able to get to you as soon as possible. thank you. and we're sending our love to you. >> thank you. >> craig? >> as we've mentioned harvey is still pounding southeast texas this morning. more than 30 inches of rain has

fallen so far with another two feet possible this week. that would bring the total to 50-plus inches from just one storm system. that's the most ever recorded in texas. just to give you a sense, if this studio was in the heart of houston texas, 50 inches of water would come up to about right here. that's just over four feet. if you think about all the low-lying stuff around your house, four feet of water can be catastrophic damage to a home, as we've seen from those heartbreaking images coming out of that region. >> well, that's certainly puts it in perspective, craig. thank you. a lot more on harvey's impact in a moment but a lot more to get to this morning, including some alarming new developments in the north korea crisis. the regime fired a ballistic missile that passed over northern japan, a defiant act prompting an immediate phone call between president trump and japan's prime minister. nbc's richard engel is in seoul, south korea this morning with the very latest on this. richard, good morning. >> good morning, savannah.

president trump has responded to this latest missile test, saying that all options are, quote, on the table. he issued that response in a written statement, and when pressed on what exactly the u.s. would do, he said we'll see. and that coming from president trump is showing quite a bit of restraint. north korea fired its latest missile at daybreak. it flew nearly 1700 miles. provocatively right over northern japan. before breaking into three pieces, and crashing into the pacific. defense systems in japan went into high gear. early warning systems advised people to find cover. prime minister shinzo abe holding an emergency 40 minute phone call with president trump calling the missile launch a grave threat. shinzo abe saying president trump expressed the u.s.' 100% with japan, its ally. mr. trump earlier this month

took a hard line on north korea. >> they will be met with fire, fury and, frankly, power, the likes of which this world has never seen before. >> reporter: afterwards, north korea threatening to attack the u.s. territory of guam, home to a key military base. tensions are always high between the u.s. and north korea this time of year, because the u.s. military is carrying out military exercises with south korea. but with leaders now in pyongyang and washington, who both seem to thrive on provocation, tensions haven't been this high in years. today, south korea responded to the north korean missile launch by dropping bombs of its own. but only on a test base inside south korea. where, along the border today, we could hear north korean propaganda.

is going to pay for the wall. that's right. it may be through reimbursement but begun way or the other mexico will pay for the wall. >> reporter: the president deflecting when 1kd specifically whether he considered russia a security threat. >> i consider many countries as a security threat unfortunately when you look at what's going on in the world today. i hope that we do have good relations with russia. >> reporter: as for the russia investigation, this morning, nbc news has learned according to three sources familiar with robert mueller's inquiry, investigators are ver focused on the president's role in crafting a response to an article about a june 2016 trump tower meeting between russians and his son donald trump jr. the sources say prosecutors want to nail down what the elder trump knew about the meeting and whether he tried to conceal its purpose. the president's in-house lawyer here at the white house tells nbc news he's not aware of any crime associated with that statement but said the meeting was primarily about russian adoption, even though e-mails would later show trump jr. took the meeting after being promised dirt on hillary clinton.

==live== breaking news - a le a very good morning to you. it is 7:26. i'm laura garcia-cannon. breaking news this morning. this is a live look in san jose where police are investigating a hit-and-run that left the victim with life threatening injuries. it happened after 5:00 a.m. near monroe and moorpark, just a very short disfrom valley medical center. investigators so far not revealing many details about how the victim was hit but they say he was walking in the neighborhood. right now there is a very active search on for the driver. so far no vehicle description. police have closed nearby roads while they investigate. in the meantime a closer look at the traffic impact from mike inouye right now. on the map we've marked moorpark, not expecting any on or off ramps, between clover and

tuesday, august 29th, 2015. >> plan, sure -- man, sure is good to see her back out there. >> it is. >> we will get back to that in a moment. first back to the morning's top story. the devastation from harvey. the thousands being rescued across southeast texas need places to stay. houston's main shelter at the city's convention center topped its capacity overnight. jacob rascon, good morning to you. they are nearly double the capacity. they arrived still by the truckload or busload. they're checked in by law enforcement. they are turning no one away. they're brought near to five auditoriums that are packed. and in most cases, these people have no home to return to. as houstonians leave homes by the thousands, many remain trapped by floodwaters, calling 911. and if that didn't work, some turned to social media, including maritza willis.

stranded with two children, tweet, "water is swallowing us up. please send help." her post shared more than 15,000 times. >> 30 to 40 minutes, the rain had gone from our ankles to our thighs. >> reporter: a half hour later, a firefighter went to the door. >> i went the, do and he was holding up his phone on. my phone was my picture and my tweet. he said, "this went viral." >> reporter: aaliyah fish turned to facebook. >> the flood keeps getting higher. >> reporter: others used instagram, a digital megaphone. wasn't that wasn't available during hurricane katrina. you told me you were getting hold of people through social media? >> seeing all of the things where everyone is at. >> reporter: flood survivors arriving by the truckload.

at the convention center, cynthia rodriguez came to volunteer. >> the kids are breaking my heart. the kids and lost look of the elderly. furniture, hundreds of harvey survivors sleep on display beds. >> we're reaching out trying to help our fellow houstonians who ve been devastated by this hurricane harvey and the horrific flooding. >> reporter: at makeshift evacuation centers like this elementary school, evacuees line the hallways. food and clothes for hundreds, all donated by volunteers. >> we have people bringing clothes, bringing foods. diapers, wipes, toothbrushes. anything that someone can donate would be appreciated. >> reporter: local paster joel osteen who runs the mega church was criticized. he'll -- people saying she should open his doors. he responded say, "we have never closed our doors.

once we reach capacity, we'll help business citizens rebuild their lives." to give you a sense of the catastrophe here, even the police officers and the first responders, many of them, i talked to them, and they say they have no idea if they have a home to go back to. >> jacob, thank you. >> they're working so hard. images coming out of texas speak

>> reporter: this shot has gone viral, as well. two kids in the midst of the storm, seemingly happy and secure with nick johnson. >> i'm a really nice guy plus the truck that we were riding on was awesome so that helped out a great deal. they're like, look at this. cool guy. let's go. >> reporter: for this humble hero, it was just another rescue. but this powerful image tells a very different story. >> you have a guy, myself, wearing the blue, my uniform which i take pride in, i'm an african-american male, and the kids were of caucasian descent, but, when i went there, that's not even a thought in my mind. it's not a thought at all. it's a person in need. i have the needs to help you, i'm here to help you. let's go. let's make this happen. that's what it was. >> reporter: the sheriff's deputy says he doesn't know those kids names. but he'll be tied to them forever. he may have more moments like it.

this crisis still unfolds. these photos keep coming in. guys, back to you. >> keep finding those stories, stephanie. that was amazing. >> that was beautiful. it's always nice to know what happens after. we always remember the image forever and we don't know. that was gorgeous. >> very pow earlful. >> let's go back to miss dylan working hard in houston. good morning. i wish you had some good news for us on the forecast front. >> i wish i did, too. somewhat decent news for the houston area, because we are going to see the back edge of this storm continue to slowly move eastward. it is still raining right now. but, it's going to not be as intense. by the time we get to 5:00, 6:00 tonight we should be done with the real heavy rain. this is still a tropical storm. so it does still have gusty winds. galveston reporting gusts over 47 miles per hour. still dealing with the heavy rain in galveston over to beaumont. most of louisiana dealing with heavy rain, as well. the flash flooding is very widespread. and those areas in red, that's where we have warnings. new orleans, and most of southeastern texas.

it's not just because of the rain that's falling, but it's also the rivers that are rising. and with an additional four to six inches of rainfall in some areas, some spots up to about ten inches, we will see dpishl flooding. but again, it's the water in the rivers that will continue to overflow their banks. and that is what's creating some low-lying flooding, and so many areas are in moderate to major flood stage and that will continue to be a concern. especially as we go through the weekend. good morning. i'm meteorologist kari hall. the marine layer is back causing some drizzle and fog across the golden gate bridge and along the coastline this morning. temperatures starting out in the upper 50s heading up to 67 degrees today. we'll be slightly cooler today and tomorrow and then temperatures will be warming up to the end of the week and also into the weekend while inland areas will have some oppressive heat dealing with those triple digits returning on thursday continuing into the early part of next week.

good news is, if there were any, the fact that we're getting to the backside of this store in the houston area. same can't be said for beaumont and galveston where heavy rain is still coming down. there is a different feel to the air. it doesn't feel as tropical or as humid. that's a good thing. the drier air doesn't hold as much humidity. looking at the radar, you see that the heaviest of the rain is moving into southeastern texas and louisiana. we've had tornado warnings across louisiana. this is still very much a tropical storm. winds are making a 45-mile-per-hour landfall. it will make a third landfall wednesday. so far, we've picked up winds -- rainfall up to about 25 to 35 inches. some areas in the houston general area have picked up more than 40 inches of rain.
