>> it will be a beautiful day and be sure to enjoy it. the park in san francisco, it is 57 degrees. low clouds and fog there. high temperatures reaching into the mid-60s. oakland, 73 degrees. still going to be in the lower 90s in spots like concord and antioch, livermore. the north bay up to 85 degrees in napa. i'll talk about some higher heat ahead as we brace for the hottest temperatures so far this summer and mike now has an update for the peninsula. >> i'm standing between flashing lights. over here the activity that's on the willow off ramp from northbound 101. eastbound we did see that the off ramp is open. westbound the flashing lights. after a car crashed, no major injuries. out to the map, no major slowing.

we'll show you the south bay. a little fire southbound 101 around story. no slowing and we couldn't see them but will continue to follow that as chp arrives. no other problems for the bay. a good start for the rest of the bay. >> let's hope it holds that way. thank you very much, mike. 5:01. more cities under water and evacuation. and take a look at this. this morning some of the shelters are at maximum capacity as floodwaters continue to rise. pretty emotional images, evacuation centers and the floodwaters just continue to rise as water has nowhere to go. that building was supposed to be safe.

water rushing as families slept. a woman actually says she saw a snake in the water. the people have been moved now for a second time. this time it's outside of lake charles. texas not out of the clear yet. sadly, at least nine people have died and rescue operations still ongoing. more than 17,000 people are in shelters. sarah dallof is live from texas gulf coast. she has more on the really overwhelming efforts to try to save so many people. sarah? >> reporter: more than 70,000 people have checked into red cross shelters, a number that this morning seems certain to rise. a hot meal and news of neighbors.

>> reporter: pushing critical infrastructure to the limits. two reservoirs that protected downtown houston now spilling over. even as emergency workers continue to release water. houston police announcing the loss of one of their own. the sergeant drowned in his patrol car on the way to report for duty. his wife devastated. >> we have work to do. >> reporter: president donald trump offered reassurance to texans during his visit tuesday. >> this is historic. it's epic what happened. it happened in texas and texas can handle anything. >> reporter: there have been some arrests for looting.

overall things have been orderly. rescues continue around the clock. strangers coming from far and wide. and at least nine people are confirmed dead this morning. for now rescue officials will focus on rescues with their efforts shifting to recovery in the coming days. back to you. >> a little break from the rain as well. >> moving through louisiana right now around lake charles and most of cameron parish at this point. a lot of that rain spreads from louisiana over to mississippi and alabama. where we see some of the outer rain bands. this is a very large system that continues to bring copious amounts of rain. and this will be moving off to the north and east over the next several days, moving into parts of the tennessee valley and

and asked for suspect information. when we hear back we'll let you know. >> cracking down on track violations. today we're expecting to learn more about a massive enforcement happening in santa clara. good morning, kris. >> reporter: we're not undermining law enforcement here by telling you there is going to be a crackdown on bad driving. there is always the possibility. we will not give you the specific locations but you may see more lights and sirens as local and state officers enforce traffic laws. in cupertino, again, not specifying where.

california's largest cities are scheduled to appear together in san francisco. that includes ed lee, oakland mayor libby shaaf. the plan to call on lawmakers to fast track new legislation that would create new affordable housing. for more details overnight we dug deemer into the housing crunch, the findings, housing and community development. 180,000 homes have to be built through 2025 to keep up with that population grow. over the last ten years an average of 80,000 homes have been built per year. california's overall home ownership rates are at their lowest levels, however, in about 70 years. 5:08. and if you're planning on taking b.a.r.t. through oakland during the labor day weekend you might want to prepare ahead. b.a.r.t. will be doing track work there. that means the lake merritt

station will be closed. the work will cause delays up to 25 minutes on all lanes and even a longer delay to observing airports. there's a bit of a tug of war over the idea of expanding hours. originally proposed expanding southbound 101 for 90 minutes until 10:00 a.m. as part of a pilot program. the marin i.j. reports marin leaders are giving the idea the cold shoulder. traffic would slow at least seven minutes. looking at other options first. there's no timetable on any decision. it is 5:09 now with a mostly clear start. a live look in san jose and we start out at 58 degrees so it is a morning where you have to grab a light jacket and then later on today you'll be finding a place for the jacket maybe in the back seat of the car the rest of the afternoon after we warm up.

around noontime, 76 degrees will be the temperature at lunch and lower 80s today. in oakland we're also looking at some very nice weather. we start out at 59. a few clouds and then at noon, 67 degrees with lower 70s today and breezy winds. this will be the last comfortable day for a very long time. i'll talk about some high heat ahead coming up in a few minutes. mike is tracking a car fire in san jose. >> that's right, kari. the live camera and these are the flashing lights as they just started the activity. looks like they've closed the off ramp from southbound 101 at story road just past the interchange. there may be a car in that fire. we're checking with chp as the situation develops and we'll bring you the update. we'll show you the map and the area shows a slowing at the 101/280 interchange. a lot of activity even at this point of the morning but not a problem for the south bay traffic flow overall and, in fact, the bay is looking like a

we're coming up on 5:14 on this wednesday morning. a mostly clear start as we take a live look outside in fremont this morning already getting busy out there and as we look at our temperatures it will be a great day starting out to go for a nice long walk. our temperatures reaching into the low 80s and you'll want to spend your time outdoors today enjoying the cooler weather before it gets really hot tomorrow. we'll talk about those numbers coming up in five minutes. >> travel times approaching the bay bridge, no slowing just yet. a tiny build. even the tri-valley, minimal slowing out of the altamont pass. that closure and car fire in san jose. 5:14. continuing coverage on the flooding in houston where the waters are only starting to recede ever so slightly. it's one thing that apparently did not take long to appear. the attorney general is already investigating hundreds of price gouging complaints. supplies in houston are short.

customers in some stores say the markups have become outrageous. the teller at a houston store was trying to sell a 12-pack of water for $45. the attorney general says businesses will be held accountable. >> it is 5:15. a judge will decide if a lawsuit filed against fastrak can receive class-action status. the suit accuses the toll authority and the contractor that runs fastrak of inflating charges for nonfastrak users. the suit was filed a year after the golden gate bridge converted to an all-electronic toll paying system. this morning google is making it easier to find parking adding a feature to google maps called find parking. on a blog post it announced the tool. you can pull it up near your destination.

launching first for android devices in major cities including san francisco. people in the bay area know the nightmare to park. the latest numbers. there were approximately 172,000 off street parking spaces in the city. the sf chronicle reporting 280,000 on street parking spaces. >> it's 5:16. america gets its report card on how hard we work. >> wall street wants to see the gdp numbers. most economist i will think is impossible.

the damage from harvey will not be included in this report. what sort of effect harvey will have on the american economy as terrible as the damage is many economists say disasters like this are. wall street more concerned with north korea but that faded from investors' minds as neither north korea nor the united states took any further action yesterday. the dow gained 56 points. the nasdaq up 18. it's more or less official. uber has a new ceo, dara khosrowshahi says he'll take the job. next is how to deal with the previous ceo travis kalanick who is still on the board. other candidates said they wouldn't take the job unless kalanick was removed. nasa announced the time and date

we will want to stay hydrated as we go through the next several days and we start out this morning with some nice, comfortable weather. look at these high temperatures today. you'll see where we're heading on the right side of the screen. we'll see high temperatures up to 73 degrees. check out the seven-day forecast at the bottom of the screen. it is going to be unbearably hot and today is our day with our high temperatures up to 64 degrees. today is the day to enjoy. as you get ready within next hour or so it will start out mainly clear and a cool start at recess. we'll get some sunshine and then at 1:00 temperatures will mostly be in the 70s with 60s along the

coast and then we'll see low 80s as well. so if you're making it a beach day heading to the santa cruz beaches it will be at 56 degrees at 8:00 this morning and at noon 68 degrees. a nice day to have lunch outside. it will be warmer even though we start out with low 60s throughout much of the morning. by noontime we're at 79 degrees. if you're going hiking in the trails, hotter in the hills as we start out, it quickly makes it up to 91 degrees by 2:00. very warm throughout the evening. an excessive heat watch in the bay area and solano county. all of this kicks in tomorrow with our temperatures going up in some spots another 10 to 15 degrees.

we'll have lower 80s. we'll have triple digits inland. dangerous heat starts out tomorrow and i'll have another look at the forecast as mike takes us back to the fire in san jose. >> it doesn't even seem like a car fire but a small brush fire. they exit southbound. this is affecting the off ramp. we look at your map. you can get off the freeway and loop back without any problem. light traffic flow as you saw there. waze will show you how things are shaping up on the peninsula.

caught on security camera. 5:25 on your wednesday morning. new video to show you this morning, frightening scene caught on security camera. a new york city bus driver injured this morning. you see what happens as the driver left his bus for a bathroom break it started rolling backwards. he tried to stop it and eventually got pinned to the light pole as the bus just kept going. it crashed into a cemetery fence down the street. investigators say the driver forgot to secure the emergency brake before exiting. 5:25. new this morning, new rules could more money for uber and lyft drivers. they can pick up passengers immediately after dropping them

off at los angeles international airport. this practice had been prohibited but that changed monday. l.a.x. says it alerts drivers someone new needs a ride. it's already in use at all three major bay area airports. new this morning a group state lawmakers wants to offer more money for electric and hybrid vehicles. the state needs to authorize more incentives, maintain production and demand. they say even though the state offers some help to offset costs it's not enough to go around. their goal is to diesel trucks and buses off the roads. and coming up, heartbreak in southeast texas. >> it's hard to believe this is truly happening. we thought we were in safe zone. nobody is in a safe zone. >> the ongoing rescue efforts and a live report as shelters start crowding with flood victims. as the oakland a's mull

we are all going to be hot come tomorrow because as the heat wave approaches and, kari, this could be the hottest we've seen all summer. >> this could be the first opportunity of getting those 80s and 90s at the beaches heading into labor day week. we'll be talking about that. but today a nice cool one in san francisco reaching 64 degrees. 73 in oakland and 83 degrees in san jose. we'll still have some low 90s for the interior valleys and the north bay reaching into the mid-80s. as we look at the seven-day forecast this weekend is really going to be heating up once again for san francisco, the low 80s there and up to 108 degrees starting out on friday. i'll have more on that in seven minutes. mike was talking about brake lights in two areas. >> one is heat related but it's a fire, a small brush fire off the shoulder southbound 101 at story. folks are still able to exit but you see the distraction. the first burst of traffic we

see through the same area, the first set of lights. the second set of lights the metering lights are on. all these headlights and brake lights are on. quickly filling up the approach back to west grand now. the map will show you aside from those two areas we don't have a lot going on. that's the better news for of our commute. back to you. >> thank you very much, mike. well, developing overnight tropical storm harvey has made landfall again. this time in louisiana. southeast texas is still feeling the effects this morning with flooding and thousands rescued. here is the very latest from nbc news. morning rain continues to pound southeast texasing levees to overflow and cities to flood. official death toll is nine including a houston police sergeant. more are missing and feared dead. more than 17,000 people are in shelters, a lot of those flooded as well. more than 18,000 rescues so.

>> the entire texas national guard is on duty. we've seen dramatic images of the devastation. here is one woman who says she thought her family would be safe. >> it's hard to believe this is truly happening. we thought we were so in the safe zone. nobody's in the safe zone. >> houston police officers are staying on duty even through their own homes damaged or destroyed. right now rain has stopped falling in texas and houston. >> look at them cradle the little babies. hundreds of rescues going on for the four-legged variety. some are now arriving in new locations, actually thousands of miles away. 100 dogs from the ton area arrived last night in new jersey. they were the first moved out of shelters before harvey arrived. more than a dozen shelters in the northeast are pitching in to help find them new homes. >> and many people have been asking how can we help? the red cross is taking those donations right now and we made it easier for you. head over to nbcbayarea.com for

this map for your tv screen, the new proposed unified school diswould splinter off and consist of five schools, walnut acres, bancroft and valverde. critics of the secession call it is he degr segregationist. others say this is not about race. they want better accountability and control over those five schools. thee feel the mt. diablo school dishas gotten too big for the job. our own pete suratos did some digging yesterday. he found according to the nonprofit 71 communities have attempted to secede since the start of the millennium. 47 have. nine failed including two in southern california. nine more communities are still deciding. reporting live, bob redell, "today in the bay." >> bob, thanks. happening today we could get a glimpse into what's for the oakland a's. a live look at the coliseum

"today in the bay's" pete suratos is live now with what we could learn later today. pete? >> reporter: good morning to you, marcus. today the last day or the last stop of the oakland a's listening tour with their president. they're going out into the community talking to community leaders about their potential sites. they're down to three options. one of them will be here where we're standing at the oakland coliseum and then the other two are up north. fans are speculating the a's could be leaning to the howard terminal location. when i reached out today they told me they're evaluating all of theses and it's important to understand the needs of the stakeholders in all of this, hence this listening tour meeting regarding these potential sites.

public transportation could be an issue especially since b.a.r.t. does not have a stop in this area. now i did reach out to b.a.r.t. who explained 18% of a's fans use b.a.r.t. to get to games so it's an important mode of public transportation and they can at least continue to do so if the a's go with the other two sites. i did reach out and they told me the economic impact is really too early to tell since they don't have a specific location in mind but the last day of this listening tour, the a's team president will meet with folks regarding the site at 4:30 p.m. at the cafe in oakland. we're live in oakland coliseum, pete suratos for "today in the bay." >> all right, pete, thanks for that. taking you live to the golden gate bridge at 5:36 this morning. there is a planned protest. a mysterious post on facebook is calling for the alt-right to gather for an anti-marxism

rally. officials say they're aware of the facebook posting and they'll take action if there is a march. we'll continue to watch for it as well. >> in the newsroom and the center. everything is calm and most of the bay looks really good. we have your build at the bay bridge toll plaza as metering lights are. in the south bay we do have this issue northbound 101 slows because of the traffic build. story road off ramp, the southbound side is also slowing as folks come through the area. we'll show you also the travel times. we're going to end with the maps as we're showing you the travel times are not a problem right now. i have my eye on that fire in san jose no homes affected. it's a small brush fire. story road is open. you might want to avoid that. >> a little distraction. it looks like folks are up and about already on this wednesday morning. >> working for the week. >> and it's almost upon us. a holiday weekend and a lot of people will be out.

they'll be hot. we have to make plans now to prepare for the hot weather that will be come in to the bay area. as we look at our dangerous heat that will be moving into the valleys where inland areas will be up to 106 degrees, the bay will be at 94 and the coast 83 degrees. upper 70s for the coast and 89 degrees for the bay. inland areas up to 103 degrees on sunday. so as you make plans maybe you're going to the sausalito art festival. the forecast for saturday will be starting out in the upper 70s at 11:00 and throughout the day our temperatures reaching into the mid-80s there but this going on from 10:00 a.m. to 7:00 in the evening. if you are planning to go to the sierra and the forecast for heavenly we'll be in the upper 80s there so swimming definitely in the in the lake tahoe area and then los angeles and l.a. will see those temperatures also reaching into the upper 80s.

mike traffic tease it is 5:42 on this wednesday morning. as we get started we're seeing just a few clouds as we take a live look outside over san jose. let's go to the village of los gatos as we will be at 66 degrees at 9:00 this morning. some mid-70s by late morning. a great day outside but it does start to heat up into the upper 80s slightly above where we should be for this time of year but nothing compared to what's on the way. i'll have a look at some higher heat in the micro climate forecast coming up in five minutes. the fire 101 we're seeing

smooth drive times in the south way bay. >> and continuing coverage out of houston as you can see right there a reporter helping -- we want toen in to what they're saying right now. >> is this your home? >> took the tent down. >> it looks like they've been helping the woman out of the area there. >> it looked like she is able to walk away. even in the background people are using boats, trying to go to their homes to gather things they can or even help other people get out. we've seen many rescues happen in the houston area. they're walking around and as you can see probably hugging the person that helped her get out of that situation.

we will continue to stay on the story as it continues to unfold. and this morning at 5:43 the leader of houston's largest church is speaking out about claims he did not promptly respond to the disaster by opening his church for stranded victims. lakewood church is stepping up its flood relief efforts. he spoke to the "today" show on the initial delay. >> if we needed to be a shelter we would have been a shelter right when they first asked. never dreaming we had this many displaced people they asked us to be a shelter. i think this notion that somehow we would turn people away or we weren't here for the city is as off as it can be. >> the building can up to 16,000 people. you can watch the full interview later this morning the "today" show. the president is back in washington this morning. >> scott mcgrew, a trip hailed a

secretary of defense says he will suspend the president's order to kick transgender people out of the military until further study. james mattis says that well within his authority under the president's order. now what he didn't say is they have already been done by the defense department and the studies found the cost of transgender soldiers were not high enough to worry about and transgender soldiers could be integrated into the military. the link is still on the department of defense's website, they've taken down that video. you can find my link on twitter. let me know what you think of the president and our coverage. 5:46. the u.s. military confirms naval teams have conducteded a successful planned missile defense test off the coast of hawaii.

the test comes one day over the japanese island of hokkaido. the government release d picturs last night. tensions have been heightening between the u.s. and north korea. 5:47. starting today people living in the monterey bay region can text 1 for help. it's an alternative to calling the emergency certificate. governor brown signed a bill into law three years ago requiring emergency service departments to offer texts to 911 options. so where does the bay area

it's unreal to see that play out even above the rainfall amounts we could have ever imagined for texas. that and our weather linking into that as very high temperatures are expected to move in over the next couple of days and this is our little break. this morning a deeper marine layer and a breezy wind that will bring in cooler temperatures even to parts of the bay area. cupertino up to 83 degrees. also 83 in san jose. as you check out the seven-day forecast it is going to be over 100 degrees heading into the labor day week. 75 in san mateo. san francisco reaching into the mid to upper 60s today. a high of 80 degrees. as you're getting ready we start out with a few clouds.

any incident and so is that transition to 680 and 280. speed sensors slowing down. then at about 6:30 that commute starts to build up throughout silicon valley. only slowing in hayward, the tri-valley is not a major problem. heading over to san jose, the purple route, the easiest route and the other routes we show you about 5 to 15 minutes longer. there it is in big letters and there's my big phone showing you how to do that. first happening now the 18,000 people have fled violence in myanmar and crashed into

our investigative unit give us a call 888-996-tips or send us an e-mail at the uni unit @nbcbayarea.com. a new anti-gun program is moving forward in one northern california city. sacramento city council approved an advanced program in the wake of a deadly shooting. 50 young men have been identified as responsible for much of the gang violence in the city. the program would create mentorship, education, and job training opportunities for the men who are selected. they could even be paid to $1,000 a month for successfully meeting program goals. the mother of a gun violence victim says this could save dozens of lives. >> they may have not had any men or women in their homes who sat with them and showed them love and encouragement. >> the goal of the program is to reduce shootings and homicides by 50% over the next four years.
