this is new video from times square where the new line was released overnight. the beginning of -- augment reality event called find the force described as a global treasure hunt. fans can use the star wars app. it hits theaters on december 15th. it is 6:00 right on the dot and right now we are tracking the heat wave as we get ready for it to peak today. the potentially record breaking temperatures we could see in some spots. with the heat a lot of people will be running their air conditioners on full blast. >> and cleanup begins in texas as remnants of hurricane harvey

"today in the bay" continues right now. good friday morning. i'm chrkris sanchez. >> and i'm marcus washington. we want to check in with mike who has a lot of breaking news with the traffic. sky ranger has arrived. all this stuff, the white stuff scattered there and notice there is what appears to be a rectangle. that's the truck. what's left of the truck that got sheared off by the overcrossing and that scattered across the right two lanes. let's show you the map. folks coming off the bridge through san pablo to san pablo dam road. down to the bay bridge that

keeps it clear for everybody else in the east bay. we're jammed for about a mile. our photographer is out there and he has the progress. we have two lanes moving. there's a crash, took the live shot. they've cleared a number of tires. the fuel is off of the roadways. they can then open the lanes. we're hoping for another 15 minutes. we're still waiting to make sure everyone is safe. >> anything you have to do, make sure you get it done early. the morning hours will be the best time and will have a cooldown later on this evening. even for the coast we have a heat advisory in effect.

we have a spare the air alert. if you can, car-pool or if you can try to stay inside. we saw that haze and another hot one. today will be the hottest this summer. i'll have more on that in a few minutes. >> we have team coverage of weather. a lot of people will be blasting the air conditioning as it peaks today and that could be a major strain on the power grid. >> "today in the bay's" karen tells us how we are responding to power outages. sharon? >> good morning, chris and marcus. the spokesperson tells me fortunately there were no major power outages. you can see behind me rows and rows of transformers ready to go. it's already about 75 degrees.

what pg&e is worried about the transformers were working so hard yesterday with everyone using their ac late into the evening they didn't have a chance to cool off overnight so the bay area may see some major power outages around noon or later today. pg&e says they're ready to respond and will send out backup transformers. they ask customers to be ready today and the next few days for power outages. >> waiting until after 10:00 p.m. to use washers, dryers, have a vacuum cleaners. avoid using your oven. use a microwave or go outside and grill. >> keep your pets indoors and give them plenty of water. we are in for record heat.

new video showing a tornado that spawned from harvey. this image was captured in kingston county, alabama. >> here is where the situation stand this is hour. today marks one week since hurricane harvey made landfall. more than 500,000 people lost their cars, trucks, their vehicles to flooding and there are 38 people confirmed to have died. a lot of folks are still missing and so that number could still rise. "today in the bay's" sarah dallof is live in houston with the desperate search for people who are still missing. we know that a lot of our bay area firefighters are there trying to help as well, sarah. >> reporter: yeah, we've seen people come from all over the state both profession al al and

every day people. some are able to get back into their homes. and when they do it's very shocking, about 100,000 are damaged. waterlogged and weary. furniture and mementos destroyed. >> all of this is material and can be replaced. we have each other and that's all that matters. >> reporter: still, other homes remain under water. >> what do you need at your house? >> reporter: desperate residents continue to be rescued. flood watters in beaumont, texas, overwhelmed the main water pump station forcing the evacuation of patients from a hospital. vice president mike pence toured damage thursday. just days after the president's visit. >> not in just the weeks and months but the years that it will take for us to rebuild.

and we know we will with these good and strong people. a series of explosions rocked the area. new dangers emerging days after harvey moved on. and most people do not have flood insurance here. only one in six do and as little as an inch of rain can cause around 20,000 in damage. the dry wall and the carpeting. >> a lot of people want to help. we made it easy to give to the red cross. head to our home page for a link. >> and back to our micro climate weather alert right now.

san jose and the golden gate bridge, that shot is absolutely beautiful. that haze there, the fog. >> really hard to find unless our going swimming and livermore where temperatures could possibly set an all-time record high and we are going to definitely see the daily high temperature record smashed as our temperatures go up to 110 degrees by 3:00 and 113 by 4:00 today. we'll spend several hours above 100 degrees. live in san jose and the temperature transfer where we will be up to 105 by this afternoon. mike is tracking some live pictures.

>> reference this and get out of the way. chp is doing the clearing work. a little more to go and they have more boxes to pick up here. they can then clear and take care of the fuel on the side later as the commute continues. now other than that there's only one other area we have a slow drive. friday before a holiday. we expect that lighter commute but here up in san pablo the chopper shot there. sky ranger is overhead. look at all of this debris. only two lanes of westbound 80 are opening and here you see it. that's over on its side. the top is shredded and that's all the debris in the area. these folks are getting on.

we're coming up on 6:14. you know it's going to be a hot day. let me show you how hot it's going to be in fremont with already a busy start. by 10:00 we're in the mid-80s and reaching into the low 90s by early afternoon. a day to stay inside as we stay at 100 degrees for several hours this afternoon and we could have spots as hot as 115 degrees today. i'll have more on that coming up at 6:19. and here's our view, yes, that's debris. that's blocking half the freeway of westbound 80. you see that truck has the top sheared off. in san pablo your commute is jammed here. we're tracking the cleanup where that crash and the overturned vehicle in san jose coming up. it's 6:14 and will be a busy week for bay area law enforcement agencies out in full

force looking for drunk drivers. the california highway patrol is going to maximum enforcement. that means all available chp officers and deputies will be out patrolling. local police departments will be doing the same. we checked our archives and found during last year's labor day weekend, 38 people died, up 20% from the year before. last year chp says there were more than 1,000 dui arrests. samsung now has a permit to start testing self-driving cars here in california and it comes just months after rival apple got permission. samsung plans to use their car to develop technology that can drive in bad weather. samsung says it has no plans to actually make cars. the company has not said exactly where it will be testing the cars in california but we do know there is a samsung office in san jose. and the latest employment data shows a slowdown in jobs

growth and the unemployment rate picks up. >> scott mcgrew, only slightly. >> and, kris, i've been telling you for 20 years now, a tenth of a percent either way is not something to celebrate or worry about. the american economy put 156,000 more of our friends and neighbors to work in august. now that's less than economists expected. more importantly the numbers from past months were revised downward. the unemployment rate goes higher but, again, little moves are not worth getting worked up about. other news, the california supreme court ruled on thursday citizens have a right to the data collected by police automated license plate readers and police departments can't prevent people from looking ta-da at that by claiming an ongoing investigation if there is no specific investigation. some police departments already turn the data over gladly because they consider it to be

public record. oakland's been really good. a man in san leandro asked for it there. they turn it over. earlier this month the federal government passed a law, a bipartisan law, that will allow local police departments to use rapid dna machines. this is a simulation that you're seeing here. police officers will swab people accused of felonies. put the samples in a machine. as of now we're going to talk a lot more about the privacy issues and the business issues sunday mornings after "meet the press." >> i'm told it will help with the backlog with rape kits as well. >> it can because it's much faster than by mail. all new this morning people living near levi stadium may

want to brace for a late night next month. the 49ers are warning santa clara officials cold play will likely defy the city's 10:00 p.m. week night curfew. it's on october 4, a wednesday. cold play typically plays until 11:00. the city council denied the request to extend the curfew. they claim abruptly stopping the show could pose a public safety threat. officials say it would be up to police to force the concert to stop. and now let's continue to watch our micro climate weather alert. we were talking about how to stay cool and what are the signs to look for. pete suratos is over at the alameda county fair grounds. you might want to avoid going out if you can. >> if you can. a lot of people have to work outside. we do have to be really careful out there with this extreme heat and our temperatures start out

at 67 degrees in the tri-valley and peninsula. 71 degrees and now 58 degrees from the cooler temperatures now in the north bay but later today that's where some of the hotter temperatures will be. we'll be up to 105 degrees in napa and santa rosa. in the tri-valley it's going to top out at 113 degrees today. also in livermore. now if we go two degrees above 113 degrees we could tie the all-time hottest temperature we've ever had in livermore which was set back in 1950. so we'll be watching that very closely. we will most likely break the record today in san jose. 103 and 93 degrees is the expected high. be really careful for the kids going to school. it is a warmer start to the day but we will have a lot of kids going out earlier in the morning or staying inside during recess to do some crafts or staying inside the gym. as you go pick them up today it

will be extremely hot so no playing at the playground. poor air quality and it's best to try to stay inside and keep that air conditioning running. we will have that excessive heat warning also for antioch. we're watching spots where it will be very hot. not much of a wind. poor air quaul because a lot of those get trapped close to the ground. 113 degrees by 4:00 today. half moon bay will be very warm. now looking at temperatures there in the upper 80s today and if you plan on going swimming keep in mind the water temperatures are still in the 50s. a lot of people will be hitting the roads today. it will be hotter in san jose than vegas this afternoon. something to think about. 93 degrees in san francisco. a slight chance of some thunderstorms for sunday and monday. i'll keep an eye on that. otherwise it's going to continue to be hot into next week. mike starts out in the east bay with a sig alert. >> sky ranger, our chopper is over the scene of the crash and what's left of this truck sheared off i think by the

overcrossing at san pablo dam road. you see a couple of folks assessing what to do. a lot of cleanup. it's not just the truck on its side but the right side of the freeway. sky ranger widens out, you see the two right lanes are blocked. debris before you get there and after that scene. folks on the freeway from the top of your screen. the see the flashing lights. it's arrived but they're not going to clear that. look at the backup and debris. this is on your map. jammed up right here in san pablo. a lighter traffic flow keeping that as the only big backup. the rest of the bay moves very smoothly including the bay bridge toll plaza except for san jose. this crash is jamming up for a mile. let's check in with our live shot in san jose. they just opened one more lane. i have that confirmed.

i'm kris sanchez in for laura garcia-cannon. >> and i'm marcus washington. mike inouye has been tracking several problems for commuters. >> as they righted the truck in san jose, after they cleared that they were able to clear all the tire, the glass, all the debris. to the map because our photographer has been asked to leave the roadway. they opened all lanes southbound 101. this should quickly clear out. as you would expect that is the only real problem here. the rest of the bay is also moving well except for one key spot on the upper east shore freeway, approaching san pablo dam road. this truck that got sheared off, the top sheared off by an over crossing. you see all of this debris.

a medium ridge truck. here that is the truck over on its side. all that cleanup has to go on there jamming up. folks coming into the area of san pablo, that will be an issue. that's a lot of physical labor, kari, and things are getting very warm, tough later on. hopefully they can clear this soon. what do you have for temperatures? >> a very hot day from the hottest weather since july of 2006 with this extended heat wave our temperatures in the valleys should be as hot as 115 degrees for the coast and the bay looking at highs up to 98 degrees with unhealthy air quality today. if you have to be outside it is unhealthy for all groups, even if you're a healthy person, you should limit your time outside in the east bay and the south bay especially. we could see the haze with high temperatures this afternoon up to 101 in the peninsula. 115 in the tri-valley.

the north bay up to 105. look at san francisco, 93 degrees. we'll talk about this and the week forecast coming up. >> heat could be a factor. this breaking news out of napa county this is new video in this weekend. new information from firefighters and they tell us most of the debris burning is organic and processed wood products. crews may have a tough time because the fire is in a remote location. the battalion chief tells nbc bay area it's going to be a long day and right now there's no word on a cost. 6:32. we want to get back to our top story. a lot of big events planned even though it will be extremely hot, a lot of people say they just don't know what to do. >> the warning signs

particularly if you have health that's not ideal and you have young kids. pete? >> reporter: i will give you some important tips. 107 degrees over the weekend when the scottish games will take place behind me at the alameda county fair grounds. about 35,000 people. folks concerned about this event they are prepared for the heat. >> all of the buildings that house vendors will have air conditioning. we'll have misters, five stations to help with people. the foregrounds have many, many trees. it's pretty easy to get out of the sun.

that video you're looking at is video we got from the fair grounds yesterday as crews are putting cover over. there will be plenty of medical assistance on site as well. you have heat exhaustion and heat stroke. symptoms are typically faintness, nausea and weakness. you want to have the person drink cool water and cooldown by spraying or sponging with cool water. heat stroke symptoms are different. you see a fever in that case, a rapid pulse and rapid breathing. cover that person with cool sheets, place ice packs on the neck and use a fan while misting with cool water. get medical heat but the most important part stay hydrated

you may be heading around the bay area making plans for this long holiday season. some dangerous heat for the inland areas even for the bay. 89 at the coast. and on sunday a little bit more humid making it feel just as warm. it's going to be in the low 90s throughout the afternoon. bring something to keep you cool, those misting stations. they will help keep people cool but it is still going to be up to 111 degrees tomorrow afternoon. a one-mile run along the track. try to take it easy and stay hydrated.

you're under arrest. >> i can't be under arrest. this is not okay. >> this happened july 26th but was just released by the salt lake city police department. an officer tries to put the nurse in handcuffs and she's heard shouting she did nothing wrong. the nurse says the officers did not have a warrant and did not meet any of the mandatory criteria needed before drawing blood from a patient. >> the only job i have as a nurse is to keep my patient safe. a blood draw just gets thrown around like it's a simple thing but blood is your blood. that's your property. >> the nurse was released shortly after that incident and was never charged with the crime. she is calling for better officer training and likely a lot of folks are, too. the police department opened an investigation into what

happened. a georgia police lieutenant is under fire for making comments for a traffic stop all caught on dash cam video. >> but you're not black. remember, we only kill black people. we only kill black people, right? >> that's lieutenant greg abbott talking to a driver for dui last year. he was telling the driver to grab her phone which was sitting in her lap. she said she didn't want to because she was worried about all the recent deadly police shootings that happened during traffic stops. that's when he told her, quote, we only kill black people. he didn't say it just once. he said he only made the comments because he was trying to de-escalate the situation. but the police chief says those comments are unacceptable in any situation. >> they're not indicative of the values i'm trying to instill

"the washington post" is reporting abbott is resigning because of the scandal. abbott is a 28-year veteran of the force. scott mcgrew, the president's lawyers are talking to the special counsel. >> trying to convince robert mueller the president's actions are not obstruction of justice and the president can't be convicted of obstruction of justice one way or the other. the president was fired, fbi director james comey. you'll recall trump outright said he fired comey because of the russian investigation. in an interview with lester holt. the big particularaway today, trump's lawyers seem to think obstruction charges are something they need to worry

about. the end of daca as soon as today that was put into place by president obama. the presidential act has sheltered undocumented youth from deportation so they can study and work in the united states. steve mnuchin and his wife are under investigation after their rather infamous flight to ft. knox, kentucky. his wife got into hot water for making fun of somebody on the internet that day. now there are questions as to why they were on a government jet. cabinet members usually fly commercial. there are also questions about the coincidence they flew to a spot where the path of the solar eclipse happened to pass overhead the very same day. he also says he's not committed to putting harriett tubman on the $20 bill.

here are the top stories on "today in the bay." as you might imagine they're related to heat. we are in the micro climate weather alert as we track the heat wave in the bay area. a live look at pg&e. officials are concerned about the impact excessive heat will have on the power grid. the utility is worried about transformers blowing out as people run air conditioners into the evening. they say parts of the bay area may see outages around noon. crews are prepared to respond quickly if that happens. now there are also concerns people will overheat ahead of a very busy weekend as we look live at the fair grounds. that is the site of the 152nd annual scottish games. heat exhaustion and heat stroke could set in and if you or a loved one start to feel faint or nauseous move out of the heat and get some water. that could be heat exhaustion. if someone develops rapid breathing, use ice packs and call 911.

that could be heat stroke. a lot of people right now are talking about the weekend, holiday week, and the weather. >> because you have to make your plans around this weather. and you may have changed it up to go to the beach this weekend because it's still going to be warm there but nice swimming weather. you really have to be careful of the rip currents as well and temperatures will be in the low 90s in san francisco today and tomorrow. inland areas over 110 degrees. >> all right, guys. we'll take you out with sky ranger. we have a sig alert. the chopper is over the scene where they're trying to -- they just moved up for a weather shot. we'll show you on the map coming off the east shore freeway. san pablo is jammed. there was a truck that got its top sheared off. there's debris and right now the on ramp is blocked by a tow truck trying to right that rig. we'll continue to follow that as best we can. >> usually friday light. >> it is everywhere except there. >> thank you very much, mike.
