>> good morning i'm phillip mena. >> and i'm dara brown. francis has the days off. >> breaking news overnight is rattling millions in the u.s., including hundreds of thousands of young undocumented immigrants. politico is reporting that president trump will soon halt daca. the program granting work permits to those undocumented immigrants who arrived as children. the president is expected to make an announcement on tuesday after wrestling with what to do on the issue for months. here's what mr. trump said in february. >> we're going to deal with daca with heart. i have to deal with a lot of politicians, don't forget and i have to convince them that what i'm saying is right. >> reports of the president's decision comes as up to ten states threaten to sue the administration if the program is not cancelled by tomorrow. and with nearly 800,000 daca recipients already shielded from deportation since the program started in 2012, the ramifications could be massive, impacting those so-called dreamers. the reaction has been fierce and immediate from facebook ceo mark

zuckerberg and trump's former rival hillary clinton to actor george takai. lawmakers of all stripes are voicing their concerns, slamming the president for his yet to be announced decision. >> for more on this let's go to nbc's edward lawrence live for us on capitol hill. >> good morning, phillip. politico is reporting that this program, the daca program, will end with a six-month delay. that will give congress enough time to pass a law, if they want to keep the program, sort of the president kicking the can over to congress. the website is also reporting that president obama will break his silence speak out on social media if this announcement happens. now critics of daca, the federation of american immigration reform, says that they do not appreciate it. they say the president does not have the authority to set immigration law. that falls to congress. they do approve of daca being removed, and disregarded. now the anne frank center released a statement saying that this is child abuse under the guise of public policy. they say this is inhumane. i talked with a dreamer who said

that he paid fees to be in daca. he worked through congress -- or worked through high school and to get a diploma at the university of maryland. he says that he could face deportation, even though he went through the entire process. phillip? >> a very impactful decision for so many people. edward, thank you. and as texas recovers from harvey's devastation, donations from across the country continue pouring in. first to wisconsin where 26 cheese companies are sending over 17,000 pounds of cheese to houston's largest food bank. next nfl star j.j. watt who a week ago set out to raise 200 grand but managed to amass over $18 million in donations for flood relief. the houston texan hasn't started using that money yet but he, his teammates and other volunteers unloaded ten semi trucks filled with donated water, food and other supplies giving it to storm victims. in washington, treasury secretary steven mnuchin is pressuring congress to raise the government's debt limit, arguing

that not doing so could endanger nearly $8 billion in federal relief aid for texas. >> the president and i believe that it should be tied to the harvey funding. that our first priority is to make sure that the state gets money, it is critical, and to do that we need to make sure we raise the debt limit. >> in the meantime authorities have lifted the evacuation order in crosby, texas, near the chemical plant that exploded multiple times. last night the plant's own purposely burned the remaining trailers there to prevent any more explosions and make it safe for residents to return. we are in houston and sarah, let's start with you. it is going to be a long road to recovery. >> that's right, phillip. it's labor day here. but it is far from a holiday in southeast texas, where cleanup is just beginning from harvey. while many neighborhoods look like this, there are still many people without a place to call home. and while these floodwaters are

now receding, we're starting to get a clearer look at some of the damage. as you can see, all of this stuff is piled out here on the street. these are the things that, you know, people came home to and this is what they found and now many of their appliances are out here on the street. the need here is also great. we're seeing that people have been waiting in line for water, and in places like beaumont, texas, they've been without power and city officials there are working to restore power to that area. meantime, local officials here say their top priority is to help clear out some of this debris and to try to help people find housing as soon as possible. back to you, phillip and dara. >> all right, sarah, thank you. >> and now to maya rodriguez at the george r. brown convention center. maya, how are the relief efforts going down there? >> well i can tell you that over the weekend they told us that here at the convention center they had about 1700 people still inside. that is down from a high of more than 10,000. last week during the height of the storm recovery. now, in addition to that, there are about 32,000 people that

remain in about 200 shelters across texas. these are staggering numbers. but when you really think about it, the scope of hurricane harvey was massive. it affected just so many communities, and of course, the houston metropolitan area, which, as you know, is quite large. now you mentioned that the arkema evacuation order had been lifted. that is true. however, there is still one set in west houston for 4200 dwellings, because of flooding there. dara? >> maya rodriguez, thank you so much. tensions on the korean peninsula are heating up with a possible nuclear game changer after north korea released pictures of kim jong-un inspecting what it claims is a hydrogen bomb that can be launched by an intercontinental ballistic missile. hours later, a massive underground blast was detected at a nuclear testing site measuring 6.3 magnitude by the u.s. geological survey. president trump responded on twitter, calling north korea a rogue nation, whose words and actions are very hostile and dangerous to the u.s., and

defense secretary jim mattis said this. >> we are not looking to the total annihilation of a country, namely north korea. but as i said, we have many options to do so. >> nbc's in beijing for us. janice, what is the latest on the standoff? >> well, not only are there reverberations from yesterday's nuclear test but south korea is today warning that north korea could be preparing another launch. possibly an intercontinental ballistic missile. they say there's evidence that preparations are under way. south korea has been preparing, as well. carrying out bombing drills today, simulating ballistic missile strikes on north korea, saying the objective of these drills, which will continue, would be to wipe out the regime of kim jong-un. the government is also continuing with the rollout of the controversial u.s.-made missile defense system. this is the one that china and russia are so strongly opposed to.

president trump has said at this point, all options are on the table, and that there would be a massive military response if the provocation from north korea continues. it again puts pressure on china. with president trump tweeting that any country that does business with north korea would not be able to trade with the united states, that, of course, means china. but china is hesitant to cut off oil shipments to north korea, even though it could shut down the regime. they don't want regime collapse. phillip? >> janice mackey frayer for us in beijing, thank you. we have some very happy breaking news from the royal family. kensington palace announced that the duke and duchess of cambridge are expecting their third child. the palace said the families of prince william and kate middleton are delighted with the news. as with middleton's previous pregnancies she is again suffering from a severe form of morning sickness. she had to cancel a public appearance for today but she's being cared for at kensington palace.

this dramatic video comes from staten island, new york. it shows the moments when an suv crashed through a laundromat on sunday, hitting several people inside. witnesses say one of the injured was a pregnant woman. the 74-year-old driver said he hit the gas instead of the brake when he pulled out of the parking lot. the victims were taken to an area hospital. police didn't charge the driver, saying it appeared to be an accident. >> so hard to watch. leading the news, los angeles county is in a state of emergency this morning, as firefighters battle one of the biggest wild fires ever to breach city limits. over 7,000 acres have burned destroying multiple homes. as of last night the blaze is only 30% contained. nbc's steve patterson has more. >> reporter: firefighters battling a blaze spread out over thousands of acres forcing hundreds of evacuations, destroying homes in what's being called the largest fire in l.a. history.

north korea's military tests a reported hydrogen bomb has stock markets rattled around the globe. cnbc's gem ma acton is following the fallout. good morning. >> reporter: good morning. yes, well it's safe haven very much in demand so we're talking gold and the swiss frank or the japanese yen. as a result we're seeing a little bit of weakness this morning in the u.s. dollar. but gold is really the one to watch. it's up around 1% so far today and it looks like it might actually manage to pierce the 12 month tie it raged last september the 24th. if it keeps going with the current momentum. well stock markets are a sea of red over here. there's not a single european stock sector that's trading in the green so far today.

>> odd summer for the northwest. >> yeah. >> all right, bill, thank you. one of the country's biggest fuel suppliers says that it plans to reopen a critical pipeline today, after it was shut down by hurricane harvey. the 5500 miles normally carries more than 3 million barrels of gasoline, diesel and jet fuel from houston up through the east coast. the company says the fuel should start flowing again on tuesday, and this could help lower national gas prices, which have spiked by an average of more than 20 cents per gallon over the past two weeks. tragedy at a popular burning man festival in nevada over the weekend. a 41-year-old man is dead after leaping into the flames at one of the event's ceremonies on saturday. aaron joel mitchell broke through the security perimeter before a crowd of 70,000 people. firefighters on the scene gave chase, but they were unable to stop him. he was eventually pulled from the flames, and airlifted to a burned treatment center where he died sunday. authorities are investigating. the red bull cliff diving
