subway train. a fiery explosion leaving several commuters injured. we're live with the investigation now under way. a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm marcus washington. we are here on this friday. we made it. >> now we've just got to make it through the day. cooler temperatures out there this morning. >> yeah, you really feel it, especially if you walk out the door, you don't have a jacket and you're like, oh, this is different. it's been a while since we've had such a cool start. but this is where we should be, starting out with temperatures in the 50s and mostly clear skies. we're seeing a few clouds. here is a live look outside in san francisco where it is mostly clear there, and the temperature starts out at 59 degrees. here is how you make plans for the day. some of the warmest temperatures will be between 1:00 and 3:00 this afternoon, reaching 66 degrees. so we'll talk about more of what's ahead and some events going on coming up in a few minut minutes. >> speedwise this is where we

should be as well. looking good for a friday morning. at almost 5:01, we expect light traffic anywhere. over here west 237, this should get even lighter because this incident on the right shoulder, clearing from the lanes. i'll let you know if there's anything to hang you up there. north 85, the disabled vehicle, it sounds like it's all in the center divide which is a concern. folks have to make their way from the center divide to the right shoulder. be careful as you get toward that junction. over here a nice drive for our travel times, no problems or delays coming towards the bay bridge. i 80 and 680 both moving well from the cordelia junction. here is a bigger look at your approach through the maze. no problems right now. back to you. >> back to the breaking news out of london. a rush hour fire aboard a subway train in london's tube network is being investigated as a terror incident. these are live pictures as

authorities continue to canvas that scene for evidence. we do know 18 commuters are injured. a photo shared on social media showed a bucket on fire. he added an explosion occurred and the fireball blew down the carriage and they jumped out that open door. other passengers described the injuries people suffered. >> i saw one woman on a stretcher, he legs were quite burned and wrapped in plastic, her hair was as well quite charred. >> president trump is responding to the attack this morning. quote, loser terrorists must be dealt with in a much tougher manner. the internet is their main recruitment tool which we must cut off and use better, end quote. >> we're of course going to stay on top of this developing story throughout the morning for you. we are constantly also tweeting out updates as they come in to us. follow us @nbcbayarea.

>> continuing coverage out of berkeley this morning. a story we brought you live team coverage on last night at 11:00. protested lasted well into the night as conservative speaker ben shapiro took the stage. this morning several people are behind bars after some scuffles. police ash rested at least nine people including these five. some of them suspected of carrying banned weapons. this could be the beginning of it. next week a controversial lineup of conservative speakers will take part in uc berkeley's free speech week. >> "today in the bay's" bob redell is live there now with how the school is preparing for the next wave of events, the new information he gathered overnight. >> reporter: good morning, laura and marcus. security for ben shapiro's speech was expensive. uc berkeley estimates the new measures cost around $600,000. it seemed those measures were successful as the protestis

outside the speech were relatively peaceful, certainly not what what we saw months ago, a speech that was supposed to be given by milo yiannopoulos. it surrounded not only where shapiro spoke, but also the student union and other nearby buildings. a heavy police presence, hundreds of officers from other agencies and metal detectors for anyone trying to get into the speech. it does not appear members of antifa showed up to protest. police did arrest nine people including three people for carrying banned weapons, at least one woman was taken to the hospital after she fell and hit her head during a fight over a sign. in about nine days from now, a lineup of other conservative speakers will take part in uc berkeley's free speech week. milo yiannopoulos will speak on three days. former white house strategist steve bannon and commentator ann

coulter also expected to speak. they say no contracts for those speakers have been signed as of yet. live outside cal, bob redell, "today in the bay." >> we posted the full lineup of the conservative speakers coming to cal next week. that story featured on our home week, nbcbayarea.com. happening today, a major deadline for building owners in san francisco. the city must see the seismic safety plans for any building that must comply with new earthquake safety rules. the sf examiner says the owners of nearly 800 buildings have submitted the permits. they have until september 2019 to do the work, but permit applications are due today. you might start seeing some of those changes next week. that's when the examiner says officials may start issuing violations and putting up earthquake warning signs. several small quakes rattled

the south bay. >> the shaking was felt in downtown san jose and milpitas, but the epicenter was in the foothills. >> things are starting to happen. it's pretty eye opening. >> i went to my neighbor next door and i said let's go walking before we all die of an earthquake, before the house collapses. >> come on, ray, don't scare people. geo physicists say there's nothing unusual even though they're all in the same area. they say it's a good reminder for all of us to think about our personal earthquake plan. let's bring in meteorologist kari hall who has a closer look at where the quakes struck. >> that was very close to where i live. so we were feeling it yesterday. the biggest one about 3.4 magnitude. why we're feeling them so much, they're not that deep. it was in east san jose and the alum rock park area.

it's only at a depth of about a half mile. when we have those really shallow quakes, you can definitely feel them. that was along the hayward fault. there have been about eight small quakes, but about five have been at a magnitude of 2.5 or larger. when that happens you remember to drop, cover and hold, kind of remind you of the safety tips and make sure you do have your plan ready and you also have those supplies that you need. the hayward fault, the last major earthquake we had there, it was a very long time ago. it was in the 1800s. it's been about 131 years since we've had a major earthquake. of course, now is the time, of course, to prepare. we'll talk about the forecast and also what to expect coming up in just a few minutes. >> we'll look forward to that. thank you very much. it is 5:07 right now.

new this morning, state lawmakers are expected to take another look at a controversial bill that would push back school start times. it comes after the bill stalled in the assembly late last night. "today in the bay" has been talking with schools and doctors about it as well all week. chris san chesz joins us live in san jose with a closer look at what this could mean for both parents and students this morning. >> reporter: lawmakers essentially hit the snooze on that bill that would have let our teenagers, our middle school and high schoolers get a little bit more sleep. as of midnight, way past their bedtime, lawmakers failed to pass that bill. it was 15 votes short. the bill to delay the first school bell to 8:30 or later wasn't just to avoid the morning fight between our middle schoolers and high schoolers and the parents. backers of the bill say this is about health and biology. teenagers need more sleep for their developing brains and bodies. sb 328 was backed by the centers for disease control, american medical association and the

national sleep foundation. we spoke with a doctor from the stanford sleep medicine center. >> every morning parents having arguments about getting up and going to school. right now there's some kid falling asleep in class. there's no doubt that teenagers are sleep deprived and it's affecting their health. >> we've been tracking the arguments for and against for a while. proponents say more sleep improves grades, increases attendance, decreases suicidal thoughts and car crashes. opponents say this makes family life difficult, reduces local control over start times an conflicts with after-school activities. while the senate killed the bill, the assembly can reconsider it later on today. we'll corporate to track that for you. in the meantime, what this means for you, if you want your teeng agers to get more sleep, you have to get them to bed early. good luck with that. >> i was going to say the very same thing. thanks a lot, kris. california task force three

those temperatures dipping. look at santa rosa right now. 45 degrees as you get ready to head out. it's been a long time since we've had weather that cool to start. 49 in morgan hill and in san jose, 57 degrees. the seven-day forecast is at the bottom of the screen. now it is 15 degrees colder than it was yesterday morning at this time in santa rosa. most of us feeling temperatures at about five to ten degrees cooler. as we go through the day, it's going to warm up to right where we were yesterday afternoon. reaching into the upper 70s for the south bay. 84 in concord and 74 in hayward today. for the peninsula, upper 70s for palo alto and daly city expecting a high of 67. 67 in the mission district in san francisco. the north bay looking at 70s to lower 80s with a lot of sunshine. if you're planning on hitting the links, half moon bay, no fog, a lot of sunshine. it will be cool during the morning. if you get out there during the

afternoon, nothing but sun and more comfortable temperatures and going to napa valley today, it will start out with some cool temperatures once again. but today, afternoon highs in the low 80s. what are you doing this weekend? the monterey jazz festival is happening. we'll have great weather. coming up in about 20 minutes, i'll look at more weekend events going on. san francisco will also enjoy nice weather, but a little cool to start. upper 60s but mostly sunny skies and into next week we keep the 60s while the inland areas will be warming up for the weekend. mike says so far no major problems. >> no problems. a couple folks when we were at the giants game, they said we really love it when kari points out the weather for the weekend events. so keep it going. as you expect on a friday, look at the green sensors -- i want to do a major comparison, you'll like these numbers. upper eastshore freeway out of cordelia and across the carcinas

watch out, watch out. >> please! please! >> who is in there? my daughter! >> makes me want to cry. the firefighter went inside the smoke-filled room bud he had to get out. that's when a second firefighter jumped in and found that teenager already unconscious. we're not showing the moment that girl was pulled out. firefighters did perform cpr, she suffered minor burns but miraculously expected to be okay. >> so glad to hear that. 5:25. new this morning, an alarming study just released shows the number of young people addicted to powerful pain killers. this morning we're taking a close look at what doctors are calling a pediatric public health crisis. researchers at university of iowa say nationwide 135 young people test positive for opioid addiction every day. the doctors fear that could be the tip of the iceberg. that's because those opioid addictions are only recorded when kids and teens are taken to the emergency room for other

issues and they're screened for the drugs. >> i think it gives validity to what we have been seeing and thinking and feeling which is now put in numbers. >> most of the patients in the study were college age. some were as young as eight years. 5:26 right now. california fishermen are doing their life to help protect marine life from abandoned crab pots. fishermen can use cell phones's gps and cell phone area to pinpoint lost and abandoned gear. if they retrieve it they get paid $65 per pot. according to noaa, 48 whales were found entangled in fishing gear on the west coast, the highest number since they started keeping the records in 1982. those are confirmed cases. in california last year, 66 reports of whales entangled in the fishing gear.

area on twitter. a busy day for california lawmakers. it's the last day of the legislative session, and there are still a lot of bills up for debate. >> what can they get done? one of those is the sanctuary state bill. it wou . >> lawmakers are making progress on several affordable housing bills. new this morning, "today in the bay's" kris sanchez is live in san jose with what this could mean for people in the bay area. good morning, kris. >> good morning, marcus and laura. we just told you yesterday that only a quarter of one percent of all single family homes in all of santa clara county are on the market this week. there kreerly is a housing crisis in santa clara county area, up and down the state as well. these lawmakers are trying to address this by addressing the affordability issue at its base. now, the lawmakers passed a number of bills last night

taking action on the housing crisis. one is a $75 fee on refinances, mortgage refinancing and other non-sale transactions. this would be for homeowners and business owners as well. this would create a fund to build more affordable housing. also they passed a desire to put a $4 billion bond on the vote -- before voters to creigh fund loans for veterans. also there is a move to ease local building restrictions to make sure that when builders want to build, they have the ability to do that. now, senator nancy skinner who represents the east bay authored a bill, also, to require local governments to hold on to property that can have housing on it because when governments sell off that property, suddenly there's no room for anyone to build. we're going to continue to follow this for you, put information up on twitter and facebook so you can follow the story as well.

we know this is of interest to every single person, homeowner, renter, folks who have nowhere to go. kris sanchez, taish. new this morning at 5:35, the palo alto police department spending big money on hiring officers from other departments. the "mercury news" reports today the department will start offering up to $25,000 bonuses to new officers. the catch, the money is only available to experienced officers who come from other agencies. the department is also offering $10,000 bonuses to recent police academy grads. starting salaries range from $100,000 to $119,000 per year. the department is budgeted to have 92 officers. there are currently 71. the palo alto department says nearly every department in the state is short an officers, creating a lot of competition. overnight we looked into some of the numbers out of san jose, the bay area's largest city. this summer the department reported having 983 officers

well off their high a decade ago of about 1,400 officers. experts say it's normal to see fewer police department applicants when the economy is doing well and private sector jobs are available. 5:36 and only on nbc bay area, exclusive details about one of three suspects in a deadly san francisco choshootin. eric garcia pinetta was wearing an electric monitor issued by immigration officials at the time of the killing. he is an undocumented immigrant. sources say the 18-year-old was claiming as sigh lull in the u.s. saying he was being hounded by ms-13 gang members. he and two other suspects pleaded not guilty to a deadly august shooting. an additional twist to this, police say a gun taken from the arrest was registered to an sfpd offic officer. authorities say the suspects stole it from the officer's patrol car. police say it's too early to say if the officer should be

disciplined. >> in this case should the officer be disciplined? >> we have to investigate. it would be irresponsible and premature for me to say what's going to happen until we have the facts. >> friends of the victim say they are still trying to process his death. hear from them by going to our website, nbcbayarea.com. at 5:37, disturbing accusations at a day-care. officers arrested the worker wednesday afternoon at jumping up learning circle in san jose. the suspect has allegedly touched a 9-year-old child multiple times throughout the summer. new this morning police tell "today in the bay" they're worried there could be more victims. >> the mere fact that he's actively working with children and based on the interview, it occurred at the facility, we want to make certain that no other children become victimized, so an immediate response is required. >> make sure there aren't other kids out there who are victims.

mr. is are working with the day care program to determine if there are any other children out there who may have been victimized by this person. 5:37. more and more coyotes are showing up in urban areas of santa cruz counties. coyote attacks on pets are up even in places like downtown santa cruz. experts say it's because there's easy access to food. coyotes do most of their hunting at dawn and dusk and generally stay away from humans. new this morning, we squeezed the city of san jose for insider information about sunday's party. more than six miles of san jose streets will be closed to cars as they were last year. this time, however, it will go from japantown to alum rock and end at lake cunningham park. here is what we've got for you before everyone else. they're going to put up a zip line in the middle of the street in front of mount pleasant high school.
