not a surprise there. the bay bridge toll plaza also in the a surprise. easy drive, still under 20 minutes from highway 4 down to this backup. all the fast track lanes are moving and even the cash lanes are visibly moving. that's actually good guys, back to you. >> thank you very much, mike. it is 6:02. live to london for the latest on breaking news we've been following. there has been an explosion on a subway train. we're learning now 22 people are injured, many suffering flash burns. it's happening at parsons green station in southwest london. it is being investigated as a terrorist incident. the explosion happened during the busy morning commute. in fact, take a look at this photo. it was posted on twitter showing a bucket on fire. you can see wires protruding out of it. >> the twitter user who posted that photo says an explosion happened sending a fireball through the car, causing a stampede of people to exit the train. forest johnson spoke moments ago

controversial conservative speakers plan to take park in uc berkeley's free speech week. this morning new, "today in the bay's" bob redell is live in the campus of cal this morning. he's explaining what police are doing to prevent violence the next time. bob? >> good morning to you. yes, good morning marcus and laura. i can tell you security for last it in's speech by ben shapiro was expensive. uc berkeley suggests the university spent about $600,000. the new security measures seemed to work as the protests last night were relatively peaceful, nothing like we saw months ago when people set fires outside what was supposed to be a speech by melo yiannopoulos. the barriers surrounded not only zeller back hall but mrs. the student union and other buildings nearby. metal detectors screening for anyone trying to get into the

speech. it does not appear that members of antifa showed up to protest. police did arrest nine people. at least one woman was taken to the hospital after police say she fell down and hit her head during a fight over a sign. as you were mentioning, about nine days from now, there will be a lineup of other conservative speakers taking park in uc berkeley's free speech week. milo yiannopoulos on three different days, steve bannon and ann coulter also set to speak. the university is prepared to spend hundreds of thousands of dollars again for security but says no contracts have been signed for those speakers. reporting live at cal, bob redell, "today in the bay." >> thanks for the latest there, bob. >> we posted a full lineup of the speakers coming to cal next week. that's featured on our home page at nbcbayarea.com. happening today, major deadline for building owners in san francisco. the city must see the seismic

safety plans for any building that must comply with new earthquake safety rules. "the examiner" reports the owners of nearly 800 buildings have not submitted permits. they have until september of 2019 to do the work. permit applications are due today. you might start seeing some of the changes next week when the examiner says city inspectors will start issuing violations and putting up earthquake warning signs. >> several small quakes ratding the south bay. >> the shaking was found in downtown san jose and milpitas. the epicenter was in the east foothills. it jolted some people who live just a couple miles away. >> things start to happen, pretty eye opening. >> i went to my neighbor next door and asked him, let's go walking before we all die here, before the house collapses. >> geo physicists say there's nothing unusual about this quake. even though we're all in the same area, say i it's a good

reminder we do need to all a think about it. have your personal earthquake plan. let's bring in meteorologist kari hall. did you feel them? you're in that area? >> i did. it was yesterday evening. you could see some things in the cabinets start to rattle. east san jose really felt it because it was a shallow quake. it was in the alum rock park area. everyone, especially on the east side of san jose into milpitas, even downtown san jose felt a little something. this is something that we usually see but the hayward fault hasn't been all that active recently. i want to show you a look on my graphics. eight small earthquakes but five were 2.5 magnitude or larger on that hayward fault. the last one was right before 1:00 in the morning. the hayward fault, of course, we monitored that one closely because it is one of the more dangerous faults that we have in the bay area. the last major earthquake we had

their bedtime, that bill failed. backers of the bill say this is about biology, that teenagers need mosh sleep for their developing brains and bodies. sb 328 was backed by the centers for disease control, american medical association and national sleep foundation, too. we spoke with a doctor from the stanford sleep medicine center. >> every morning parents are arguing with kids about getting kids up to school. right now there's a kid falling asleep in class right now. there should be no doubt that teenagers are sleep deprived and it's affecting their health. >> reporter: proponents say more sleep improves their grades, increases attendance, decreases suicidal thoughts and car crashes. opponents say this would make life difficult for families. it would reduce local control over start times and conflict with after-school activities. you're probably saying why are

you telling me this if it failed overnight? there is a chance the assembly could revisit the bill later today. in the meantime, what this means for you as a parent, if you want your child to get more sleep, you can't count on your local school times. you're going to have to try to get them to bed early which we all know is a very tall order. in san jose, kris sanchez, "today in the bay." >> it is a tough one for parents. it's 6:10 right now. now to a subject near and dear to our hearts certainly here at nbc. cats and dogs evacuated from florida because of irma are now in bay area shale terse. >> a florida shelter put 230 animals on a plane and flew them to california. the goal was to make space for pets whose owners couldn't take care of them do you recall the storm. officials say the animals are going through required medical checks but are eligible for adoption here. the berkeley humane society, east bay spca and walmart based arf are hosting.

coming up on 6:15. we're about 30 minutes away from sunrise. a live look outside in fremont this morning. already busy. as we look at the temperature trends, a nice cool start, but a comfortable finish to the day. as we enjoy this friday, you might want to make plans to spend a lot of extra time outside. we'll talk about the weekend forecast and what's ahead and go into the next several days coming up in about five minutes. spending more time on the eastshore freeway. top number there, 20 minutes. it will build because i'm tracking down a crash on the upper eastshore freeway which will add to your travel time to the bay bridge. it is quarter after 6:00 this morning. new this morning, an alarming study just released shows the number of young people addicted to powerful pain killers. this morning we're taking a close look at what doctors are calling a pediatric public health crisis. researchers at university of iowa say nationwide 135 young

people test positive for opioid addiction every day. the doctors fear that could be the tip of the iceberg. that's because those opioid addictions are only recorded when kids and teens are taken to the emergency room for other issues and they're screened for the drugs. pediatricians say they're not surprised by the new research. >> i think it gives validity to what we have been seeing and thinking and feeling which is now put in numbers. >> most of the patients in the study were college age. some were as young as eight years old. >> the largest hospital chain in the bay area is taking a closer look at how doctors prescribe opioids. >> kaiser discovered the most common medicine it provides is vicodin. the hospital chain is trying to educate doctors about what else they might be able to prescribe to keep the number of opioid prescriptions down. the "san francisco business

times" says kaiser has been able to cut opioid prescriptions by one third in just two years. kaiser also urine-tests opioid patients to make sure the patients do have drugs in their system. if they don't have opioids in their system, it might be a sign they're selling the pills instead of taking them. the iphone 8 and 8x went on sale at midnight. it will cost $949. the $1,000 iphone x won't be on sale until november. features turned lower after the mom went off in london. we've seen several records on the markets this week. facebook in menlo park facing controversy this morning after the journalism group pro publica discovered facebook allows people to advertises specifically to anti-semites. facebook allows incredibly

targeted ads. you can send ads to women over age 40 who like dogs and board games. some of those categories are kpurter generated like unfortunately a category who expressed anger at people who have jewish faith. enough people talk about it on facebook, facebook computers will create an advertising category. even facebook didn't know it was there until pro publica figured it out. they've gotten rid of it. >> also on facebook, the company is employing a snooze option, allowing you to unfollow a person or page for a day, a week or month. to access snooze, you can click on the drop-down menu of a post. there's a permanent unfollow option as well. so if you have a friend that's

overposting. >> if you look cooler temperatures, today is your day. >> thumbs up. nice weather this weekend. it's going to be nice and comfortable, especially when you compare it to last weeknd when we had all that heat. this weekend it starts out nice and cool. you step out the door and it's like oh, my goodness, it feels like fall. 45 degrees in santa rosa. a long time since we've had temperatures that cool. livermore at 55 degrees. 49 now in morgan hill. the seven-day forecast is coming up at the bottom of the screen. we'll have this weather for a little while longer. here is a look at the temperature change from 24 hours ago. in some spots nearly 15 degrees cooler than yesterday at this time. especially in the north bay as well as the south county. most of us feeling temperatures five to ten degrees cooler. grab a jacket. later today you'll take it off as our temperatures warm up into the upper 70s. up to 76 in cupertino.

days, temperatures hold steady in the 60s in san francisco. slight chance of rain early next week as the cold front drops in and temperatures cooling off as well. mike is tracking a new crash in the east bay. >> i was very core read about this on the upper eastshore freeway. speed sensors looking good. this crash reportedly over on the right shoulder. and for the last five minutes i've been tracking it. haven't seen any slowing at all. that's good news. west 80 at san pablo dam road can get crowded. right now we don't see the sensors slowing off the carcinas bridge. they don't slow until you get to golden gate field. that's typical for friday. backup at the bay bridge toll plaza as well. the slowing over the castro valley y and hayward not a big deal. nothing like yesterday for the castro valley drive. all of your routes out of the area, about an hour and a quarter. make sure you check your waze profile. you want to be on our team, nbc bay area wazers and we can share

washington, d.c. tracie, this is something the president tweeted about a couple of times this morning. >> reporter: exactly. he started off calling them loser terrorists, whoever was behind this. the president tweeting another attack in london by a loser terrorist. these are sick and demeanted people who are in the sights of scotland yard, must be proactive. then he goes on to talk about how he should deal with what he calls loser terrorists in a much tougher manner. talks about them using the internet to recruit people. something we heard law enforcement say here in washington which means we've got to cut them off. interestingly the president uses that to transition into a justification for his travel ban, banning people from certain countries with majority muslim populations, countries that he says also harbor terrorists. the president tweeting it should be larger and tougher and more specific.

lay tors to pass the bill. with one bill is aimed at solving the affordable housing crisis. kris sanchez has more on why it matters for homeowners and people hoping to get into the housing market. >> reporter: good morning, marcus. home ownership in california is at an all-time low. we told you yesterday here in santa clara county only .25% of single family homes are in the market. inventory is one problem but affordability is a different problem. lawmakers passed a $75 fee on mortgage refinances and other non-sale transactions to create a permanent affordable housing fund. they also agreed to put $4 billion bond on the ballot. easing local building

restrictions and requiring local communities to plan for low and moderate housing. we tracked our local lawmakers through this process and they were very active. senator jim bell of campbell backed that bond issue. scott weiner of san francisco pushed to make local government accountable for meeting those accounting demands. nancy skinner of oakland pushed for cities to push for low and moderate housing. there are other actions that have to happen related to this package of housing bills. because the governor is in on the planning of all this, it is expected this is basically a done deal. so perhaps relief, though it will be a long time before we actually see it. in san jose, kris sanchez, "today in the bay." >> thank you, chris, for that. >> it is 6:36. new this morning, the palo alto police department is spending big money on hiring officers from other departments. the "mercury news" reports today the department will start offering up to a $25,000 bonus

to new officers. there is a catch. the money is only available to experienced officers who come from other agencies. the department is also offering $10,000 bonuses to recent police academy grads. starting salaries range from $100,000 to $119 per year. palo alto police say nearly every department in the state is short on officers creating a lot of competition. we looked at numbers out of san jose, the bay area's largest city. this summer the department reported 983 officers, well off their high a decade ago of about 1,400 officers. experts say it's normal to see fewer police department applications when the economy is doing well and private sector jobs are available. 6:37. more and more coyotes are showing up in urban areas of santa cruz county. the "mercury news" reports this morning coyote attacks on bets

have to find someplace else to stay for now. police say the driver was not impaired. 6:47. learning chilling new details about a triple homicide in west sacramento. three children were killed in their home and their father is in custody. this is video shows a vigil held for those children. their father, robert hodges is in jail this morning on murder charges. police say he has no criminal history, but this morning we're hearing from a neighbor who witnessed what happened. she says the children's mother had just returned home from work when she was attacked by her husband. >> she comes running out of the door, and she's screaming help me, help me. it sounded faint to me at first, i hadn't even realized what was happening. i had asked her if her children were okay -- if they were home -- excuse me. she said i hadn't even had a chance to check yet. at that point we both ran back upstairs together and discovered

them. >> wow. police won't say how those children were killed. their father is due in court monday. switching gears, the california assembly has passed a bill that says presidential candidates must show tax returns if they want to be on the california ballot. >> scott mcgrew, a law like this would have kept trump's name off the ballot. >> that's right. if approved by the state and senate and assuming trump doesn't relates taxes between now and then. trump was the first candidate in modern history not to provide tax returns. he says it's because they're under irs audit. even the irs has said it would be fine for him to release them. president trump has angered scotland yard again. the london metropolitan police says this tweet is speculation and unhelpful. trump tweeting another attack in london by a loser terrorists. these are sick and demented

people who were in the sights of scotland yard. must be proactive. this is not the first time trump blamed organizations in london in the midst of an attack. the president called the mayor london's response to the london bridge attack pathetic after the mayor called for calm saying there was no reason to be alarmed. the mayor was talking about after the london bridge attack, not the attack itself. our president seemed to have misinterpreted the statement. steve mnuchin says i didn't use a government jet on my honeymoon, and if i did, i would have paid for it. that's a bit of a head fake on his part. nobody was accusing him of using the plane on his honeymoon. reports say he asked to use a government plane and was rejected. treasury secretaries usually fly commercial and certainly fly commercial when they're on vacation. we examined the president's tweets and executive orders and

speeches each morning on "today in the bay." we'd love to hear from you. you can contact me on twitter, i'm @scottmcgrew. we're not going to hear from nasa's cassini spacecraft. bringing tears to the eyes of some of nasa's workers. the finally early morning mission was emotional for people at nasa. we have video from our sister station in l.a. tweeting it out early this morning. it's being retired. within the past couple hours the spacecraft actually broke apart in saturn's atmosphere. nasa launched it in 1997. for years cass seen any has been giving us closer views of saturn. nasa vapor rised it because it's getting low on fuel and nasa wants to leave the area undisturbed. >> you work on a project. it's been out there for two decades and worked on it before then. now it's just gone. >> amazing pictures of saturn. it was really cool.

>> we are also looking at what's happening in this atmosphere today. >> a little closer to home. >> we are going to have a beautiful day. take a look at the sunrise as we get a look at the view over san francisco. you can see the cranes are already out there working early this morning. as you get ready to head out for school, going through the drop-off-line, in san francisco it's going to be cold to start. we have temperatures now in the upper 50s. all that sunshine makes for a very nice day with high temperatures reaching 66 degrees. let's start out in the south bay, looking at our high temperatures today. the south bay seven-day forecast at the bottom of the screen, east san jose will be up to 78 degrees. for the east bay up to 83 degrees in antioch. hayward expecting a high of 74 today. it will be at 76 for the high in redwood city. san francisco reaching into the mid to upper 60s with breezy winds there and sunshine in the north bay. novato expecting a high of 81

degrees. as you're starting your day, you might need a light jacket. later the day it will be great for short sleeves and pants. you'll be comfortable with all the sunshine and it won't be as hot as the weather we've seen recently. as we get a look at what's happening elsewhere, we've been continuing to monitor tropical storm jose out in the atlantic. it's been swirling around in the atlantic for the past several days. now we have a heads-up for the east coast. this could be heading up toward new england as a category 1. we'll keep you up to date on that. bringing it back to san francisco, we will have a chance of showers on monday as the cold front drops in, our temperatures will stay in the 60s, and for the inland areas very nice today, warmer tomorrow and cooling down early next week. now mike is tracking two crashes for the east bay. >> that's right, kari, one is the second crash for the same area. friday lighter flow of traffic.

6:57. before you head out the door, here are the top stories on "today in the bay." >> we continue to follow the latest out of london with live pictures. there's been yet another terrorist attack. this time police say someone exploded a device inside a train car injuring 22 people. it happened during the morning rush hour at a station in southwest london. one person actually tweeted out a picture of a bucket saying this was the actual device that exploded. wires were protruding out of it. this hour london police confirmed it was a terrorist attack. no arrests have been made. we were the first to report a few moments ago b.a.r.t. police here in the bay area will be stepping up patrols in response to the overseas attack. >> today is the deadline for building owners in san francisco to comply with new earthquake safety rules. according to the examiner owners of nearly 800 buildings haven't submitted changes. today is the deadline for permit applications.

this comes after a series of small earthquakes rattled the south bay. a total of six small earthquakes were recorded last night centered in the east foothills. you could feel the shake from the downtown area of san jose and milpitas. want to get a look at our forecast for today. it's a little cooler as you step out the door. >> it's nice. some of the spots are about 15 degrees cooler than yesterday at this time. you can feel it. but our temperatures will remain about the same for our highs, reaching into the mid 60s in san francisco, inland areas upper 70s. a bit warmer for tomorrow. >> thank you, kari. >> a live look by the coliseum. i was concerned because of reports of an animal run manage the roadway. i didn't see anything. but we did see brake lights, it just started sorting itself out. traffic has a memory. if someone hits their brakes, it ripples back in the area. >> hopefully no accidents.
