definitely a day to get up and get out. up since 4:30. we are ready. >> we are going to help ease you into your day. kari? >> i have been hearing people say i like the cool morning and the warm afternoon. that is what we are going to have this today. it did get breezy at times yesterday, the winds picking up. look at the high temperatures for this afternoon. expecting highs in san jose up to 75 degrees. 81 in concord and napa, expect a high of 78 degrees. the next several days, cooler temperatures and a chance of showers. also tracking what's going on with hurricane maria, now a category 5 hurricane. wind speeds at 160 miles an hour over the next several days. that is expected to move very close and maybe be a direct hit to puerto rico. i'll have more on that in a few minutes. mike, you are tracking a motorcycle crash? >> i am. in san francisco, we are looking at 101. most of the bay is pleasant for

this time on a tuesday. southbound 101, the off ramp is closed because of a crash that was down there. sounds like the motorcycle driver has been taken to the hospital. there's still activity because of the crash. maybe some debris. we are tracking that. an easy drive to the 281 and 101 split. the bay bridge toll plaza does have metering lights on. slowing in the south bay. back to you. >> thank you very much. 6:01. breaking news. we are tracking this monster storm, hurricane maria as it sweeps through the caribbean. this is almost all red, orange and yellow. we are getting the first images, too, showing the monster storm as it moves on land overnight. >> wow. this is video taken from the island nation which took the

direct hit. you can see those winds from the category 5 storm lashing down. meantime, to the west in puerto rico, san juan's airport is shutting down tonight. the governor issued a warning about that storm. >> difference between life and death. it's really that simple. >> we are very, very, very worried. >> the last major hurricane to hit puerto rico was hurricane hugo in 1989. it was a category 3. >> we want to bring in meteorologist kari hall. we know irma skirted past puerto rico, they lost power, flooding, but nothing like this. >> it could be a direct hit to puerto rico. we are seeing the tweets from some of the governors on the islands saying one of them said, my roof is completely gone. that definitely exposes you to the elements. they had to be rescued. now, that hurricane is just west of guadeloupe and it is over open water right now. it could continue to strengthen. it is now a category 5.

as it moves over puerto rico, which has very mountainous terrain, it could weaken, but also cause a lot of rain. looking at that moving into parts of hispaniola as a category 4 hurricane and into the bahamas. after that, there's potential to see it over open water or this may make a little bit of a shift toward the west. that's something we will continue to monitor as we go toward the weekend and early next week. kris? >> thank you, kari. we are going to stay on top of hurricane maria on air and online. head to www.nbcbayarea.com. 6:03. happening today, relief could be on the way for san jose residents looking for better rent prices. the city is considering plans to boost the affordable housing supply. rick boone is in san jose to explain how it could impact your life. >> reporter: good morning, marcus. this could impact a lot of

wallets. a lot of folks are waking up this morning, some rents went up this morning, higher than some salaries out there. the city of san jose says they have a way to fix that. they have a plan in place. they are considering new apartment construction to include a certain number of affordable housing units. right now, more than 200 subsidized apartments in san jose. 1 17,000 people are on the list. the list is growing as the average rent in san jose is $2400 a month. that amount is pushing a lot of people out. a poll found 51% of bay area residents considering to get out of here and not live in this area anymore. now, as for that bill, it's on the governor's desk right now. he has decided when the bill is going to say there could be more subsidized housing and apartment units. how soon it could happen, when it could happen. that needs to be worked out.

as i said, it's the 19th, rent is due on the 1st. it's 12 days. hopefully it will come fast. live in san jose, rick boone for "today in the bay." >> families paying close attention to that. thank you. more details now. we have researched the bay area housing market. a report from the california association of realtors shows the median price for a single family home in the bay area, not a townhouse or condo is more than $908,000. a combination of job growth, low inventory and good mortgage rates driving prices higher. statewide, the five counties with the lowest inventory are all in the bay area, san mateo, santa clara and contra costa. last week, i filed a detailed report and talked to experts about this topic. you can find the story at www.nbcbayarea.com. investigators are releasing detailses about the bizarre attempted robbery investigation.

an oakland woman tells us she was handsed a note while on the bart train, a note demanding she give up her wallet and phone claiming two guns were pointed at her. the suspected robber may have been caught on surveillance video. you are looking at it now. the woman there, strawberry blond wearing sunglasses told the would be victim she wanted her money and phone. that woman, the victim, faked a seizure to keep from handing over her wallet and the suspect took off. 6:06. president trump is on the road getting ready to make a debut at the united nations. >> here is a live look as folks start to arrive. the president is expected to speak in less than two hours. already, he's giving a hint at what his message will be. we expect some america first talk. >> reporter: exactly. that's been the president's theme since he took office, america first. how does that jive with what the united nations has to do worldwide? nations, dozens of them cooperating on things like north korea, a hot spot right now for the u.n. we'll likely hear a lot about that, plus how the united nations is or isn't operating on the inside. >> reform and reform is what we are talking about. >> reporter: president trump is expected to walk a fine line urging nations to solve problems together. north korea, iran -- >> i think we have a chance. >> reporter: chiding the u.n. for being inefficient. >> they have not reached their full potential because of beaurocracy and mismanagement. >> reporter: sending a clear message other countries need to kick in more cash. >> we must ensure no one and no

>> thank you very much. >> we will carry president trump's address when it happens. it's scheduled for 7:30 our time. stay with nbc bay area and the news for latest. 6:09 now on this tuesday morning. mostly clear start as we get a look at the school day forecast for the north bay and santa rosa. it will be at 56 degrees at 8:00. a very chilly start. look what happens as we go through the day. it's going to be really anything. by the time the kids get out of school, it's going to be in the mid to upper 70s with sunshine. looking at the high temperatures, up to 81 in antioch, one of the warmer spots. 81 in concord. oakland will be at 71 degrees. san jose, expect a high of 75. more on the forecast and a chance of rain coming up. mike has a new crash for highway 4. >> a spot for the commute, coming out of antioch, a big build expected right about now. traditionally starting later these days.

the crash not creating much of an issue. it may be over and blocking part of the slow lane. we see the build over toward pittsburgh and bay point. we are looking good for highway 4 so far. looking at slowing for southbound 680, a lot of slowing approaching sunol boulevard. a crash slowly moving to the shoulder. the last five minutes show the traffic sensors adjust. it may have made it out of the lanes, we'll check with chp. pleasanton and livermore, keep that in mind. the rest of the bay is a nice, smooth flow. the bay ridge, under 25 minutes to the bay bridge. back to you. >> it is 6:10 now. coming up, eyes in the sky. how some bay area law enforcement agencies are hoping to use drones to fight crime. new, cool features for your iphone. isle walk you through them when "today in the bay" continues.

it's 6:13 with a mostly clear and cool start this morning. let's take a live look outside in san jose. starts out very cool. look at these temperatures today as we go through the neighborhood of willow glen. 65 degrees at 10:00. many more people up and about. we'll see the high today of 75 degrees. we'll keep a couple days with temperatures like this but then it does heat up. we'll talk about what's ahead for the weekend in five minutes.

looking at your travel times, you have yellow, orange and red. red is 85. we talked about the slowing through pleasanton and livermore. we'll show the entire area coming up. congress may block rules forcing you to keep dogs on leash in most of golden gate park. that proposal is in the hands of the senate. the house passed an amendment that blocks the national park service from making you keep your dog on their leash and blocking access to dogs at the park. that move comes nine months after the national recreation area restricted off-leash dog walking. 6:14. north bay law enforcement ag agencies are hoping to get their drone program off ground. they have their gears in place. according to the press democrat, a few hurdles have to take place

before they take flight. they are hoping to use them from tracking suspects to helping search and rescue. specific policies need to be drafted. that comes after each agency receives public feedback. if you have an iphone, you get a new iphone today. >> sort of. >> kind of. >> apple has new features. >> that's right. in the form of a new operating system. i have been checking mine to see if it's time yet. not yet. ios 11 brings new augmented reality software like dinosaurs on the playground. that promises to be fun. your phone will be able to detect when you are driving. your friends will get a text that says, hey, i'm driving, i'll contact you later. new emojis like zombies and zebras. the iphone 5 and 5c are too old for this. some old apps may not work. you can check your phone's apps

ready to head out the door and it's going to be a really nice day. it is cool to start in some spots. 6:18 in the south bay. 59 degrees. 54 in the tri-valley. check out the north bay. a wide view and it's 49 degrees and 58 degrees in san francisco. we have 40 minutes until sunrise. looking at the high temperatures today, we'll be up to 76 degrees in cupertino. gilroy, a high of 78 degrees. the seven day forecast on the bottom of the screen starting in the south bay. danville, 79. hayward, 72. temperatures pretty much where they were yesterday with upper 60s, low 70s. the north bay and sonoma today, a high of 77 degrees. winds will be breezy today. we are looking at some winds coming from the northwest at 15. at times, 20 miles an hour. san francisco is going to be even more gusty.

definitely a bad hair day. don't worry about it. for the evening, the winds calm down a bit. if you are going hiking in the south bay, mostly cloudy to start. with the breezy winds, the temperatures, low 60s. it will be on the cool side until early afternoon. heading out to school this morning in oakland, 58 degrees and then mostly sunny skies by the time the kids get out of school, perfect weather. 69 degrees. also be tracking a chance of showers in the forecast, especially for the north bay tomorrow morning and during the morning commute, shows there could be spotty rain as we go into late morning and early afternoon tomorrow. i'll keep you up-to-date on that. mike is tracking what's happening now on the roads. >> relatively calm. i hope i didn't jinx anything. looking at mostly green. typical friends on 101 and 87 build. here, the tri-valley, we'll zoom over and show hayward has

brand new jeep. ==marcus/2shot== nbc bay area responds to a man with problems with a jeep. >> done deal, you would think. consumer investigators chris chmura is here to tell us the story. >> thomas bought a new jeep in 2015, but he says within days the check engine light came on. thomas says the jeep was in and out of service several times for several months. he says jeep finally offered to replace the vehicle with a new one. they couldn't find a 2015, so they gave him a 2016 instead. that's great news, but thomas had one request. he paid for upgrades to his first jeep, like a towing kit and special door protector plates. he wanted jeep to either install those on the new jeep or reimburse him for it. he did not get that. it never happened. he finally turned to us for help. we contacted jeep and they

agreed to reimburse $2700 the amount he paid for them and the rental cars he needed while the first jeep was in for service. fiat jeep says they took extraordinary steps to bring this to a resolution. it pointed out they waived fees thomas was responsible for. log on to www.nbcbayarea.com/responds. new this morning, track star and convicted murderer, oscar pistorius could get more jail time. the south african supreme court will hear a case for overturning his sixth year prison sentence for murdering his girlfriend. the sentence was too lenient. pistorius shot his girlfriend several times tlau bathroom door in 2013. he claims he mistook his girlfriend for an intruder.

thanks so much for joining us on this tuesday morning, i'm kris sanchez in for laura garcia-cannon. >> i'm marcus washington. certainly a beautiful view out there, just to give you a glimpse of what to expect as you walk out the door. a closer look with meteorologist kari hall. >> it's feeling chilly out in some spots. here is a look at those high temperatures today and where we are headed, the upper 70s. north bay, a high of 75 degrees and 76 degrees in palo alto. the warmer spots like antioch and concord still in the lower 80s. we can all leave the air-conditioning off today and be able to continue to do that over the next several days. there will be a chance of scattered showers in san francisco and areas to the north. for tomorrow, during the morning and as we go into the weekend, it will be feeling warmer as we head into the first few days of fall. we'll talk about that weekend forecast coming up. mike says the commute is sneaking up on us. >> yeah. it's behind me, isn't it? yeah. there it is.

a slower drive starting to build. more volume through the tri-valley and south bay. a slow, steady build. this is tuesday, we expect more traffic. here is the tri-valley. things sorted out. i think the debreeze has been cleared around. it does look like things are moving smoothly and calming down out of pleasantton. hayward shows a slower drive toward the san mateo bridge. just building for the dunbmbart. there you go. it's kicking in. not affecting highway 101, fwu build will be there over the next few minutes. back to you. >> thank you, mike. if it feels like the commute is getting worse and worse and worse, you are right. take a look at the four busiest commute spots in the bay area. the cameras there. newly released study finds the freeways are getting more

crowded and now the bay area is ranking the ten worst commutes when it comes to congestion. >> "today in the bay's" bob redell is along 680 in fremont to break down the new report. good morning, bob. >> reporter: good morning. we are here at mission boulevard. you can see 680 behind me. come this afternoon, the northbound direction will be crammed with commuters trying to get to sunol grade banging their head on the steering wheel. those people who sad in that situation are not surprised to hear the metropolitan transportation ranks that commute the fourth worst in the bay area, up from six the last time the study was released. they just released the study that found traffic congestion increased 80% here in the bay area since 2010. if you look at 2010, most people were spending, on average, two minutes stuck in traffic at 35

miles an hour or less. 2015, spending 3.5 minutes in very, very slow traffic. we have listed the top ten worst commutes if you want to look at the tv screen. the worst is the afternoon commute out of sf, drivers trying to get from 101 to the bay bridge. two on the list, the worst morning commute is for commuters right now, trying to get from places like hercules in the east bay into the city, mainly the east shore freeway down to and across the bay bridge. the study found that corridor is the only route that stays congested throughout the day with no break in between. if you look down the list, you can see familiar hot spots for bad traffic in the afternoon. you have highway 101 in mountain view, the sunol grade, 880 in san jose and the list goes on. mtc points the increased drive times show the job market in

silicon valley and sff are strong but it's hard to find affordable housing to their jobs considering how far they must drive to and from work. we found research and found a mapping country that listed the worst ranking of the worst commute nationwide. snow is two on the list, just below l.a., above new york city, san jose, number five. a lot of people hopping in their cars to try. it does not come as a surprise. live in fremont, bob redell, "today in the bay." >> all right. we want to bring in mike inouye for a closer look at the new report. part of the reason is people are working, right? that's a good thing. >> you have to drive. you have to live. bob talked about san francisco and san jose as two parts. east bay is also very tough. let's show you what's going on. the freeway, interstate 80 through berkeley and richmond, almost always, all times of day

jammed up. this is the commute westbound past the well lit golden gate field to orient you off the bridge toward the bay bridge. this stretch almost always jam packed. as we look at the map, this is the area we see traffic. the entire east bay toward the bay bridge. here, the walnut creek interchange here, a lot of folks moving out over the last decade building up the community there. out of the north bay, pleasant hill, concord, a lot of friends moving to this area as well. housings was an option there. as prices continue to flow to the bay area, so does the commute. to widen the shot out, a lot of people moved out, we heard of the explosions and all the traffic is westbound 580. that commute starts very early. gilroy, highway 17 out of scotch valley, they all flow into the bay area for the morning

commute. travel all around the bay, silicon valley, santa clara and the approaches throughout the day. starting in the early afternoon and evening, folks make their get away. south, highway 101. 17 over the santa cruz mountains, 680 through sunol is a congested point because of people heading out to the altamont pass. this area here, the san mateo and dumbarton bridges gets worse every day. even on the weekend, these are crowded between those two bridges. back to you. >> thanks, mike. new this morning, lanes of eastbound 80 are back open after nearly 40-minute closure. chp says someone hit and killed a man walking along the freeway before the bay bridge. this happened before 4:00 a.m. all lanes re-opened before 440. happening today, san

francisco leaders will vote on a plan to make rental cars less visible to thieves. supervise zers are considering two proposals, one calls for rental car companies to take the bar code stickers off and advertising off the vehicles. the other requires them to educate tourists about taking valuables with them. car break ins are prevalent in tourist hot spots. we have been showing you this for months, car break ins have been epic. in 2015, there were 26,000 car burglaries and thefts in the city. that was up 34% from the year before. we found the problem isn't just in san francisco, it's happening, really, all across the bay area. 6:37. san francisco leaders are moving forward with a plan to rename justin herman plaza on the embarcadero. a board of supervisors will vote calling for a name change.

the resolution only urges the recreation and parks commission to remove the name. the commission will make a full decision. justin herman was accused of forcing people out of neighborhoods in favor of massive developments in the 1960s. you almost heard audio of a crash happening here. the studio is okay and so am i. i just showed you the commute spots. we kept the live sensors up there. you know why the traffic build is coming from the altamont pass. 87, 85 is starting to build up here. my concern was an earlier crash through sunol. it was clear. a smoother drive. here, highway 84 had a lot of slowing. here is the build. southbound out of hayward and

down toward fremont, southbound 880. the nimitz freeway shows more. we'll track that as the traffic slows. typical pattern. no delays just yet, i say just yet because once it kicks in, it is bad for san mateo and palo alto. >> thank you. >> you have to look ahead to the weekend. something to make you say, ahhh. >> it will be nice this weekend. make plans to get outside. we will be talking about festivals and things going on around the bay area starting tomorrow. looking at the overall picture for saturday, just want to get you thinking. it will be up to 79 degrees by the bay, 74 by the coast and 84 for the interior valleys. also very nice on sunday. warmer for the inland valleys, but looking like a comfortable weekend. a live look outside in yosemite this morning.

rental developments. we are waiting to see if governor brown signs that law. he was in the conversation, so it is highly likely. leaders will discuss regulating the short term renting market. the board of supervisors will take up this issue at 9:00. san francisco regulates the industry requiring hosts to register with the city and limiting unhosted stays with the host is present, the limit is 90 days. 6:45. new surveillance video of the deadly new york city bus crash. we cover the breaking news as it happened this time yesterday. we are seeing the moment when that tour bus crashed into a city bus in queens. the person walking on the sidewalk died. so did the driver of the charter bus and the passenger on the city bus. more than a dozen others were hurt. the free tuition program at city of san francisco is

working. enrollment is up significantly for the fall semester, which happens to be the first semester they offered free tuition to san francisco residents. enrollment is up 11%. most of the newly enrolled students are from san francisco and likely signed up because of the free city program. today, we are expecting to get a better understanding of how many new cases of hiv infections are recorded in san francisco. a new report will be released this afternoon by getting to zero. it's a program that was started by the united nations to end new hiv infections. san francisco adopted the program in 2015 and hopes to be the first to achieve the goal. the number of hiv cases have been declining for more than a decade. officials reported 223 new infections reported in the city in 2016. that's down slightly from the year before. overnight rksz we searched through the public health data

and found a better perspective for you. so far this year, 104 cases have been reported. that's new cases. that's a contrast to back in 2006 when there were 530 new infections. last year, 16,000 people were living with hiv in san francisco. about 90% of them were men and more than half were white. nearly 500 san francisco apartment buildings are reportedly not in compliance with the city's earthquake safety laws. the chronicle reports the buildings missed friday's deadline for the work permit. that retro fit is required by city law. they say each building will be tagged with violation notices and voters say the owners will have 30 days to respond. this morning, hearing from former fox news host, bill o'reilly in his first tv interview since the firing six months ago over allegations of

it may possibly make a direct hit over san juan, puerto rico. it is right now just to the west of guatemala lup. over the next several days, we continue as a hurricane and curving out into the atlantic. also, for our family and friends on the east coast, dealing with hurricane jose. wind speeds at 75 miles an hour, this may spread rain over toward new england and bring in high weaves for the cape cod area. we will have a chance of rain early tomorrow, most likely in the north bay. it may reach san francisco in time for the morning commute. after that, we dry things out. inland areas are heating up for the weekend and next week. mike is tracking a new crash off the east shore freeway. >> as bob redell talked and as you know, the east shore freeway is one of the worst commutes anytime of the day. all these headlights at gillman. the off ramp is what i'm understanding is where a crash
