news. first, we want to get to the forecast as you head out the door. >> starts out nice and dry, baa slight chance of rain late morning and early afternoon. i want to make sure you are prepared for that. otherwise, we are looking at mostly clear skies and cool temperatures as we get ready for a day that will bring in that potential of some rain. as we get a look at the radar, that rain is now up around eureka, well north of the bay area. high temperatures reach the mid-70s for the north bay. oakland, 69 degrees. cooler than normal temperatures with breezy winds and mostly cloudy skies. we'll talk about that. vianey arana is tracking what's happening early on the roadways. >> we have a couple minor fender benders and the rollover in san francisco. an zentd along 580 near the oakland area. we are not seeing major slowing. looks like that accident just

popped up. southbound 280 at ocean drive, this is where we are getting reports of that overturned vehicle. we are seeing a little slowing. the speed sensors aren't picking up anything major at this hour. westbound 80 toward the may bridge, 8 minutes. westbound 92 toward san mateo, 12 minutes. taking a live look right now in san jose, you can see plenty of commuters already hitting the roads. back to you. >> thank you very much. 5:01. we are covering breaking news out of the east bay. one person died after a fire in oakland. we have video now from the scene just coming into our news room. where you see them taking some people to the hospital for safety. the fire broke out near the harrison street off ramp at 580. a lot of emergency personnel at the scene there. firefighters had to go to the top of the building to make sure

there weren't hot spots coming through the attic. you can see the photos where the fire blaze zed through the window. the fire was actually contained to that unit. the rest of the people inside that building have been forced from their home. a crew on the way to the scene to bring you the very latest. we are following breaking news in san francisco. that's where three people are in the hospital after an early morning fire to their home. this happened at the home next to mclaren park. firefighters arrived to find that home fully engulfed. one of the victims, right now, is in extremely critical condition. so far, no word on what caused that fire. new this morning, a chaotic scene playing out on several bay area freeways. an overnight chase leads officers through the east bay. >> bob redell is live now. this comes to an end today bob, good morning. >> reporter: good morning marcus and laura. that driver is now under arrest

after a chase. as you can see right here, lasted about an hour and a half. this is video of him speeding through emeryville. this is a chase that started late last night in the central valley when the san joakim county office tried to make a stop. the honda suv was stolen and the driver possibly wanted in a robbery. as you can see, he was having none of that. he led deputies and officers with chp on a chase west on 580, down 80 into san francisco. once in the city, we are talking around 12:20-12:30 this morning. officers deployed spike strips and forced the driver to come to a stop by the u.p.s. building on 16th street. cps arrested the driver. he had a dog alongside of him. they took the dog to spca.

live in hayward, bob redell, "today in the bay." >> thank you, bob. breaking news, hurricane maria is slamming into puerto rico. this is a live look at the storm from our satellite as it devastates the u.s. territory. here is the latest information we have on the hurricane. it made land fall around 3:15 a.m. our time. it struck as a category 4 hurricane. nbc news reports winds are blowing at winds above 155 miles per hour. we are getting lots of video into our news room as maria slams into puerto rico. it is showing whether i happening winds in the streets of san juan. >> gadi schwartz is there where people are sheltering, but he says the roof is starting to leak. the families are having to move cots. he videoed people in a prayer circle as the storm slammed that shelter. you can see them joining hands

in prayer. meteorologist kari hall continues our coverage this morning with a closer look at the hurricane's path right now. >> it is a huge hurricane and still very destructive as a category 4 and now wind speeds of 150 miles an hour. just had a measured wind gust at the harbor there of 109 miles an hour. so, this is going to cause a lot of damage. over the next couple days, it continues on the west-northwest track, just north of the dominican republic, moving over the turks and caicos and could cause more damage as they tur continue to rebuild after hurricane irma. as of now, it is not expected to hit the mainland of the u.s. this will be something that needs to be closely watched as we go into the weekend and early next week. meteorologist kari hall has been tweeting updates on

hurricane maria throughout the week. our twitter feed is a great resource for breaking news. @nbcbayarea. we are keeping track of the devastation in mexico after a massive 7.1 earthquake slammed that region. this morning, the search for survivors continues. the epicenter was 80 miles from mexico city. you see it right here, how close it was. many say it felt like a direct hit. they have problems with buildings collapsing as well. moments of sheer terror seen across the country after the quake hit. this morning, as the damage is mounting, so is the death toll. right now, it stands at 217 according to mexico's civil defense agency. at least 25 of those bodies have been recovered from a school where it is believed some children may be still trapped. a search continues for survivors. mexico declared a state of d

disaster. it comes after an 8.1 quake hit mexico killing 180 people then. miguel almaguer is in mexico city with a closer look at the aftermath left behind there this morning. >> reporter: laura and marcus, good morning. this is the scene across mexico city, building after building, block after block in ruins. this is an employment agency over my shoulder where they have rescued dozens of people and at this hour are looking for dozens more. they are said to be trapped under all that rebel. the 7.1 quake brought the entire region to its knees. coming up on the "today" show, we will show the stunning images after the quake was triggered and what first responders are doing at this hour. back to you. >> heart breaking what they are going through. damian trujillo is headed to mexico city and will be reporting live from the zone later today. 5:07. new this morning, a fire tore through a duplex in san jose.

two people are hurt and a dog is dead this morning. kris sanchez is live at the scene with the damage left behind from the fire. good morning to you, kris. >> reporter: yeah, the fire campaign here said at least two of the three people affected were asleep and woke up to the fire and forced to climb out the window for safety. as you said, the dog didn't make it. the firefighters on scene say the smoke was coming from the attic and at least one window when they got here and they quickly used a chainsaw to get the flames out. the residents watching from outside the home, well, they told firefighters they woke from sleep because of the sound of the fire. >> they woke up to the sound of fire and crackling and heavy smoke in the apartment at the time they woke up and they escaped through a bedroom window. >> reporter: the neighbor in the other duplex unit was also out of the home during the fire. firefighters didn't say whether

smoke detectors in either unit alerted the folks inside. to give you an idea of how fast life can change, this fire only burned about 15 minutes but it was long enough for two of those folks to suffer smoke inhilation and one of them a slight burn. they are getting checked out at the hospital. many of their belongings are out here in front of their house. they have to deal with this when they feel better. they will get help from red cross. kris sanchez, "today in the bay." >> thank you, kris. at 5:09, we are starting out with mostly clear skies and temperatures in the upper 50s. it's 59 degrees right now in the peninsula. in the middle of the screen, san francisco, 60 degrees. breezy out there and a cool start. we will see mostly cloudy skies in the north bay. we will have a chance of spotty showers throughout the morning and early afternoon. you can see in santa rosa by 9:00, light rain moving through. also spotty showers elsewhere across the bay area. make sure you grab your umbrella.

right now at 5:13, we start out with mostly clear skies, another nice and cool morning. taking a live look outside in san jose as we go into the afternoon in willow glen, the temperatures go from the mid-60 toz the low 70s today. not a lot of sunshine. we'll have a slight chance of rain. i'll talk about that and heads up for surfers or anyone

licenses online. new this morning, even more evidence that california's housing crisis is not improving. we checked out numbers from the association of realtors. inventory is a problem. active listings are down 12%. every county experienced a drop in the houses available. it takes an average of 18 days to sell a home in california once it hits the market. a week ago, kris sanchez filed a detailed report and spoke with experts about this topic. you can find that story at www.nbcbayarea.com. markets will open in another record this morning. all three major indexes at highs. >> here come the feds. >> yeah, it could spoil the party. the fed concludes the two-day interest rate meeting this morning. we expect it will reel in the money they pumped into the american economy back in 2009. we are talking trillions of

dollars. it could give us a hint on interest rates as well from the feds. the iphone 8 hits stores on friday. this morning, reporter who is got an early look at the phone are out with their reviews. the bottom line is the iphone 8 is a nice phone, but they are eager to get their hands on the iphone 10. that comes out in november. about the iphone 8, over at "the new york times" they said improvements over the iphone 7 are minor but if you have an older model, the 8 will feel like a solid upgrade. "the wall street journal" said the iphone 8 reminds me of the fifth transformer movie. you know it's new, but you can't figure out how it's different. apple rolled out the new ios 11. we talked about that yesterday. we are noticing differences in the control panel. if you are driving, it will text your friends if they text you saying hey, i'm driving, i'll get back with you later. the augmented reality thing, i

news out of puerto rico. these are so many people that have been moved to shelters nearby. this is in san juan. the problem that they are having now is the roof of this shelter is also leaking. we saw people that were huddled earlier praying as the hurricane was hitting that region there. you see all the people that just gathered there. they are hoping. they don't know what they are going back to. the shelter itself continues to leak. we are monitoring what is happening on that front for those people. 5:18 now. >> right now, we want to see what is going on with the weather. a nice day. >> a very nice day here, a few spotty showers, can't complain about that especially when it's going to bring in cooler temperatures as we start out the first day of fall. the rain, well to the north of the bay area. that will work south as we go into late morning. as you head out the door, all clear, dry temperatures in the

upper 50s to lower 60s. seven day forecast is up at the bottom of the screen showing that we will have a few more days of milder weather and higher temperatures heading up to 74 degrees. 72 in cupertino and 69 degrees in oakland. nice and cool, even into the tri-valley. livermore topping out at 76 degrees and lower 70s in palo alto. engleside, a high of 65 degrees and the north bay, mid-70s for much of the inland areas. now, if you are planning to head to half-moon bay, it is going to be nice and cool. a lot of clouds. don't expect a lot of sunshine today. temperatures stay in the lower 60s with breezy winds. if you plan ongoing to the beaches, surfing or will be going boating today, it's not the best day for it. we will have a hazard statement in effect until tomorrow evening. the swell will be at about 16-18 seconds and coming out of the

northwest at 6-10 feet today. heading farther inland to a spot like the tri-valley to go golfing, mostly cloudy and temperatures in the low 60s. more comfortable later on today. then we start to see a little more sunshine. breezy winds tomorrow as well. then fall officially begins on friday. the weekend, our temperature starts to warm up, mid to upper 70s. look at next week. even though it's fall, that does not mean we are done with the summer-like weather. we are going to feel hot temperatures by tuesday of next week. now for an update on what's happening on the roads and the bridges, here is vianey arana. >> itd is the middle of the week. we are starting to see an interesting pattern in terms of the traffic. i can tell you, we are starting to see a couple more fender benders on the road. it looks like we are starting to see slowing along the concord area along 680. there was a crash earlier there. the speed sensors are picking up slowing. thankfully, it looks like no

major delays. however, westbound 80, chp is reporting some type of incident. i am going to be looking into that as soon as chp updates the report. the speed sensors are picking up slowing along westbound 80 along the bay bridge. right now, the south bay drive time starting to see more of that early morning build up. northbound 101, highway 85 about 20 minutes, northbound 280 from highway 101 to highway 85 about eight minutes. the toll plaza, we are not seeing metering lights. i was mentioning that slowing. it's a big week for football here in nbc bay area. first the 49ers host the l.a. rams thursday. our coverage begins at 5:00 p.m. the raiders go to washington for sunday night football here on nbc bay area. >> 5:21. coming up, putting a cork on wine tasting rooms. the city considering putting a

leaders are considering a plan to put a cork in the bottle. the number of tasting rooms nearly doubled in sonoma to more than 30. many are concentrated in sonoma plaza. city councilmembers are considering a moratorium to consider possible new regulations. they say otherwise, wine destinations are considering similar limits. 5:25. happening today in the city of petaluma. happening at 6:00 tonight, at the community center. also today, saratoga city council holds a public hearing growing medical marijuana for personal use at 7:00 tonight at city hall. city leaders will discuss adding license plate readers in the city. this morning, the government is working to better understand algae blooms.

they are funding a research in seven states, including california. they are monitoring algae that is toxic to animals. the bay area is where blue algae grows. we researched the highest profile locations with warnings across part of the russian river. this morning, a warning went out covering the north bay and east bay that followed the death of two dog that is went swimming in a napa pond. at least two waterways have been closed this summer. one in oakland and one in fremont. in discovery bay, one location closed earlier this summer. at 5:26, several news stories we are covering this morning. hurricane maria makes lands fall in puerto rico. the new images of destruction coming into the news room. a massive deadly quake shakes mess coe. the search for any survivors this morning.

may be catastrophic. a very busy wednesday morning, good morning to you. i'm laura garcia-cannon. >> i'm marcus washington. we want to head over to kari hall for the forecast. >> we start with mostly clear skies at 5:30 and the high temperature today will be much cooler than where we should be for this time of year. looking at mid-70s for napa and santa rosa. upper 60s for san francisco and oakland and lower 70s for san jose and upper 70s for the tri-valley and interior valleys. the temperatures stay cool, then start to warm up in time for the weekend. as we officially begin fall, it will feel more like summer next week. coming up, i'll have a look at the exclusive weekend forecast as we get an update on the roadways. how is it looking? >> few delays. we are seeing fender benders, overall, the speed sensors showing mostly green, which is a

good sign. remember, i was talking about the slowing along the bay bridge? good news, it's just because the metering lights are on. thankfully, it's not because of an accident. there might have been a car stalled but that has been cleared out. the ridge drive times looking good. here is a live look. there's the bumper-to-bumper traffic along the bay bridge, so leave now. >> thank you very much. now to that breaking news we are following this morning. one person is dead after an oakland apartment fire overnight. "today in the bay" is live at the apartment complex. what have you been able to learn this morning? >> reporter: marcus, right now, you can see an active scene. fire officials are trying to figure out the cause of the fire. earlier, fire crews arrived, working on the third floor of the apartment building. this is the 400 block of fairmont avenue.

they went around telling residents to get out as soon as the fire broke, yelling fire, trying to save people and rescue them as soon as they left the building. the fire was limited to just one unit. the victim was found outside the apartment, perhaps trying to escape. the fire chief is saying they don't know if there are other injuries or anybody else that had to be transported at the time and the identity of the deceased has not been released. the cause of the fire under investigation. we'll continue to bring you updates throughout the rest of the morning as more developments become available. extremely critical condition. there's no word on what caused that fire. 5:32. back now to the breaking news. hurricane maria is slamming the u.s. territory of puerto rico at this hour. behind me, you can take a look at the satellite of the storm. huge right there in the area. if you are just joining us, here is the latest information on the hurricane. it made land fall around 3:15 a.m. our time. maria was a category 5 storm. overnight, when it made a direct hit on to puerto rico, it roared at a category 4. winds were blowing at over 155 miles an hour. up to 25 inches of rain are expected. as puerto rico gets slammed, new video from maria continues to pour into social media. a few minutes ago, gadi schwartz posted this video for the "today" show. you can see the strong winds and rain sweeping through that parking lot. you can barely make out the parking lot. toppling over many strong, huge

trees there. also new, we are seeing this image from inside a san juan hotel. likely filled with island visitors and locals seeking shelter. a puerto rico lawyer tweeted this out. as you can see there, guests hunker down emergency stairs in the midsdle of the building to find shelter. they say this storm may be catastrophic. right now, let's take you to the ground in puerto rico. gabe gutierrez and his crew are battling maria to show what is happening. this was filed from san juan. >> reporter: the situation in san juan is dire. the winds have been intensifying and the worst is yet to come. we have taken shelter in a concrete structure. there's a wall blocking the wind to the right. behind me is a scene of utter chaos. authorities have been warning people for days if they live in wooden structures or flood prone

areas, they need to evacuate or die. the time for that has passed. there's nowhere to turn at this point. we have seen parts of buildings being blown off, debris strewn throughout the street, trees toppled and communications are starting to go down. the power is out. this is a region that was hit by hurricane irma. now authorities here expect that maria could knock out power to some parts of this region for four to six months. authorities are warning this could be catastrophic. again, we expect to get hit by the howling winds and torrential rain for the next several hours. there's no telling how much damage this could cause. our big concern is the storm surge. back to you. >> those are strong winds. as we continue to track hurricane maria, follow us on air and online for instant coverage. we are constantly posting

updates on twitter, nbcbayarea. kari hall will track the storm for us on air in a few minutes. now, more catastrophic internationally. this time in mexico. rescue efforts are under way following the largest earthquake in decades. it struck near mexico city yesterday afternoon. the death toll stands at 217 according to the civil defense agency. at least 25 of those bodies have been recovered from a school. the search now continues for survivors. mexico declared a state of disaster. it comes less than two weeks after a magnitude 8.1 quake hit killing over 100 people. nbc bay area is continuing to cover this story from mexico city. damian trujillo is heading there this morning. he'll be reporting from the

earthquake zone and tweeting for us later today. the coast guard will show off its haul from recent busts made from the high seas. that includes the crew from alameda. they will off load about 25 tons of cocaine and heroin. that's the haul from 25 separate drug seizures over the past six weeks with a street value of $700 million. this morning, too many drivers like to put the pedal close to the metal when cutting through the east bay. >> those drivers are going to be seeing more red. "today in the bay's" bob redell has been working this story since yesterday and live in hayward with what the city is up to this morning. good morning, bob. >> reporter: good morning to you, marcus and laura. the city of hayward, you see the number of complaints specifically from pedestrians that it's too dangerous to cross a street, foothill and mission boulevard here in the downtown

area. especially here at mission and b because of the traffic. i checked with the city to find out about the impact. the traffic lights are times in such a way drivers can catch most, if not all the green. they end up blocking the 25-mile-an-hour speed limit, four lanes of traffic and it's daunting for someone on the sides walk or trying to use the crosswalk. today, they are going to be retiming these traffic lights so that drivers hit more reds like the drivers here behind me. if they have less run way to speed, there are 20 traffic signals in question. here is why it matters if you drive this area. this is located along the so-called downtown loop here in hayward. they are tweaking the signals along a street, and mission. they are tweaking those on mission and foothill between a street and fletcher. they run parallel to each other. the city hopes the measures aimed at traffic will discourage commuters from using downtown as

a shortcut around 880 on their way to and from work. >> the commuters who pass through already and they are like, hey, what are you doing? i like speeding through hayward. i like going as fast as i can and not stopping. we are not trying to accommodate those individuals. we are trying to accommodate residents concerned about the speed and feel comfortable shopping and walking. >> it is a problem. i don't normally cross there because it is. i try to stay on this side of mission when i'm parking. once in a while, people don't pay attention, they go really fast, especially here. >> they don't care about people walking by and not, you know, most the time they put their eye on the phone instead of the driving. especially this is a lot of people downtown. they drive crazy, you know? >> reporter: the city is retiming the lights as part of a

pilot program. they will tweak if necessary and evaluate after three months. they are looking at long-term solutions. that includes converting bike lanes. this would happen five, ten, 15 years down the line. the city is looking for your feedback. they have a survey. we have that link on our website at www.nbcbayarea.com. reporting live in hayward, bob redell, "today in the bay." it is 5:40. the tri-valley is already starting to see a big headache, at least for one particular area. not just eastbound and westbound, also along the north flynn road area. we are not seeing why we are seeing two accidents. one accident involved could be two big rigs. the other is a car that is stalled on the road. look at the heavy delays out of that area. we are seeing those speed sensors picking that up. a quick check of the drive times

to 680 about a 25 minute delay there. if you take a live look right now outside at some of the roads, there go those metering lights. that always gives mae headache. if we look at san jose, also seeing pretty heavy build up in terms of that traffic. no major accidents out of san jose. we are half way through the workweek already. we are taking a peek at that weekend forecast. >> a lot going on. nice weather. we officially begin fall. we'll have a lot of events kicking off and celebrating the temperatures in the mid-80s. on saturday for the inland valleys, 84 degrees. the bay at 79. 74 for the coast. on sunday, expect more of the same, warmer for the interior valleys. if you are heading to napa valley, 76 degrees on friday. low to mid-80s throughout the weekend. for the sierra, a look at heavenly and cooler temperatures there. there may be en fresh powder on

through the day. that's something we will watch for. if you have the nbc bay area app, you will get alerts if there's rain moving in your direction. let me show you what it looks like on the radar. light showers to the north of us around eureka within the next hour or so. hour-by-hour, we could see rain moving into santa rosa by 8:00. looks like light rain, not a heavy downpour. along the coastline, we could see the clouds dropping light showers and that will continue throughout much of the morning into the afternoon. very hit or miss activity and hard to pinpoint exactly where unless you have the app and it gives you a heads up. looking at the seven day forecast at the bottom of the screen, more cool temperatures, at least for the next couple days. even at 4:00, we will have a chance of some of that spotty rain moving through parts of the east bay and south bay as well as clearing tonight. if you are getting dressed this morning, standing in front of

mile of debris. they are going to verify weather it was, indeed, a tornado. details on the failures of the dam. a group of nonprofits warned of the dangers of the dam more than a decade ago. now they have recommendations to prevent it from happening again. 200,000 people were evacuated in february when the primary spillway failed. many of the levees, dams and bypasses are aging. among the recommendations, building a new emergency spillway at the dam. >> let's build facilities that are safe to use and don't cause havoc to use them. >> other projects are under way including the folsom dam. the development of water resources are trying to rebuild orrville spillway.
