i'm laura garcia-cannon. >> i'm marcus washington. certainly, we have a lot of news to get to. first, we want to head to you, kari, with a look at the forecast. >> not bad in the weather department. we start with mostly clear skies. we'll start to see clouds moving in as we go through the morning and also cooler temperatures with a chance of rain. right now, as we look at three of the microclimates in the tri-valley, it's breezy and 59 degrees. also looking at the north bay, mostly cloudy, 61 right now. we will have a chance of rain as we head through the 8:00 to 9:00 hour. in parts of the north bay, spotty, light rain across the coast. all of this moving to the coast. not all of us will see it. it will last a few minutes and move on with light measured rain across the bay area. we'll talk more about this and what to expect for fall and the weekend. that's coming up. vianey arana is tracking what's going on with the roadways. >> we can expect to see more cars out there during the 6:00

a.m. hour. that's typically when we see the heaviest of the build up on the road. you can see slowing in the oakland area as well, which means, yes, we are starting to see more folks heading to work. right now, a quick check of the south bay drive times. northbound 101 from highway 85, 24 minutes. northbound 280 to highway 101 changed from moofive minutes to eight minutes. east bay drive times showing slowing. a quick reminder, the metering lights have been on 30 minutes so seeing bumper-to-bumper traffic. over to you. >> thank you. we begin with breaking news this morning. hurricane maria is slamming puerto rico this morning after making land fall overnight. >> here is where the situation stands at this hour. the hurricane made land fall about 3:15 this morning as a category 4 storm with winds up to 155 miles an hour. as much as 25 inches of rain

could fall during the duration of the storm. >> we are getting lots of new video into the news room asthma ria slams puerto rico. a man sent this video to the weather channel showing whipping winds and rain in the streets of san juan. >> see how strong it is. gadi schwartz is in san juan where people are sheltering but he says the roof there is starting to leak. the families are having to move their cots. he tweeted video of people in a prayer circle as the storm slammed the shelter. we have team coverage this morning. meteorologist kari hall is tracking the hurricane's path for us. >> as you can see, the shelter is the worst case scenario. when the place where you are trying to hunker down starts to take on water and unfortunately, when you hear 125 inches of rai it's because of the mountainous terrain there. wind speeds 145 miles an hour

with the latest update. we are seeing gusty winds. the current track takes it north of the dominican republic and may make landfall again in the turks and caicos. still a major hurricane. what's happening with jose may influence whether or not this makes landfall for the mainland of the u.s. this will be something that needs to be monitored over the next several days. i'll talk more about this and more updates throughout the next newscast. meteorologist kari hall has been tweeting updates on hurricane maria throughout the week. our twitter feed is a great resource for breaking news. @nbcbayarea. we are following breaking news in san francisco where three people are in the hospital after an early morning fire. it happened at a home next to mclaren park. firefighters arrived by the home fully engulfed.

one of the victims is in extremely critical condition. there's no word on what caused that fire. new this morning, a very dramatic chase spanning five counties comes to an end in san francisco. in fact, this map shows you the route. look how it started down there in san joakim county along interstate 580, 680, you name it and 80 and stopping in san francisco. "today in the bay's" bob redell is live to explain what led up to all of this. bob? >> reporter: good morning to you, laura. that driver is now under arrest after a chase that you can see right there lasted about an hour and a half. this is video of the suspect driving through emeryville. this is a chase, a pursuit that started in the central valley when the san joakim started to make the stop because they were wanted for robbery and the vehicle he was in, the honda suv

was stolen. he was having none of that. he led deputies and officers on a chase westbound 580, through vallejo, back down 80 in san francisco. officers deployed spike strips, popped the tires forcing him to come to a stop. this is by the u.p.s. building on 16th street. this is around 12:30 this morning. nobody was hurt. you might notice he had a dog. they have taken the dog to the spca. bob redell, "today in the bay." >> active one there. thank you, bob. at 6:05, we are following breaking news out of mexico where search and rescue crews are searching for survivors. after the massive 7.1 magnitude earthquake slammed the region. this is new video into the news room where police and firefighters are bigging for survivors in collapsed schools, homes and apartment buildings

overnight. the epicenter of the earthquake was 80 miles from mexi mexico city. many people who live there say it felt like a direct hit. >> it's unbelievable to see. this morning, the damage is mounting as we now recover all this video of buildings that were collapsing. the death toll is mounting as well. 217 people confirmed dead according to mexico's civil defense agencies. at least 25 of the bodies were recovered from a school where children were trapped inside. government officials have declared a state of disaster. it comes less than two weeks after a magnitude 8.1 earthquake hit mexico, killing nearly 100 people. >> miguel almaguer is in mexico city with the rescue operations. >> reporter: good morning. this is the scene across mexico city. building after building, block

after block in ruins. this is an employment agency over my shoulder where they have rescued dozens of people and at this hour are looking for dozens more said to be trapped in all that rubble. this massive 7.1 quake dropped this region to its knees. coming up on the "today" show, we will show the stunning images after the quake was triggered and what first responders are doing at this hour. back to you. >> thank you, miguel. >> damian trujillo is heading to mexico city, reporting live on nbc bay area from the earthquake zone later today. at 6:07, new this morning, two people are injured and a dog dead after a fire at a duplex in san jose. it happened on hazel del rey near 280. >> that's where we find "today in the bay's" kris sanchez live. good morning, kris. >> reporter: good morning to you marcus and laura. two people had to climb out a window to safety, leaving their dog behind.

when they get home, they will find some of their charred belongings here in the front yard. right now, they are in the hospital. the smoke was coming from the attic and at least one window. they quickly used the chainsaw to vent the roof and get to the flames as the rezsidents watche from outside the home where they told firefighters the fire woke them from their sleep. >> they woke up to the sound of fire and crackling and heavy smoke in the apartment at the time they woke up. they actually escaped through a bedroom window. >> reporter: now, the neighbor in the other duplex unit was out during this fire fight. to give you an idea of how fast this can change, it burned about 15 minutes. it was long enough for folks who suffered smoke inhilation and a slight burn. they are at the hospital getting checked out. when they get home, the red cross will continue to assist them. i don't know if smoke detectors were a factor in this fire. i did post information about how

"today in the bay," kris sanchez. >> thank you, kris. s it is 6:09 right now. i want to get a look at the forecast. kris had a jacket on out there, kari. it is a cool start. as we go through the day, temperatures lower than where we should be for this time of year. it's in the upper 50s in san jose and livermore. lower 60s for oak larland and p alto. highs in san francisco reaching 67 degrees. 77 in antioch and in san jose, expect a high of 73 degrees. we'll talk about that rain and take a look at today's temperature trend for today coming up in four minutes. vianey arana takes us on the roadways with a look at where you may be slowing down. >> the east bay and tri-valley

it's 6:13 on this wednesday morning as we look outside in san jose. it won't be sunny all day long. clouds will roll in soon. let's go to evergreen where we see the clouds by 10:00. also a slight chance of rain today with temperatures reaching into the low 70s. it will be cooler than normal and breezy, but a nice day to get outside. we'll talk about what's ahead in the forecast, coming up in five minutes. >> we are starting to see stop and go traffic. a quick check of your drive

cross hairs during the speech to world leaders, the president gave praise to russia and china for backing sanctions. some were stunned by the pro-america stance on the global stage. >> will always put america first, just like you, as the leaders of your countries will always and should always put your countries first. >> he's not talking about the steps we have to take right now to get the world community on our side. >> the president re-emphasized the attempt to pull out of the iran nuclear deal. that had visible support from some leaders including israel's prime minister. 6:15. the iphone 8 hits stores on friday. is it worth the upgrade? >> today is the day, laura, they all agreed with apple, this would be the day to show off their reviews. bottom line, most of them saying

"the new york times" says this morning, if you have a really old iphone, then the iphone 8 will seem like a nice upgrade. jeffrey from "the wall street journal" said the iphone 8 reminds me of the fifth transformers movie. you know it's new, but can't for the life of you figure out how it is different. >> the feds conclude their two-day meeting and will reel in the money they pumped into the american economy starting back in 2009. we are talking about trillions and trillions of dollars. the markets start at yes, new records. hundreds, maybe thousands of people got an odd e-mail from amazon on tuesday letting them know somebody bought them something they lifted on their baby shower wish list. many responded, that's odd, i don't have a baby and i'm not expecting one. a few people got the e-mail and

panicked a bit. amazon said it was a glitch. don't worry, you are not having a baby. though a reporter at "the washington post," one of the people tweeted amazon informed me someone purchased a gift for my baby registry. my baby is 21 and hopes it's a keg. >> a lot of people are like, what? >> a lot of people may have been surprise zed. guess what? amazon is working on a wearable device, smart glasses. they report they would be able to call on alexa anytime, anywhere. they a your phone is needed nearby to use it. the glasses transmit sound through your skull to your inner ear. >> hmm. all of us are like, really? >> i don't know about that. we'll see. let's head out the door and get

you out there with what to expect for the day. the weather starts nice and clear. don't expect it to look that way all day long. here is a look at the radar. not a lot happening here until you are closer to eureka with spotty rain coming down. as that has approaches, the potential of light rain around santa rosa by 8:30, 9:00 this morning. more people getting up and about. there will be rain in and around the area. we could also see the rain along the coast. so, watching out for that out ahead of this cold front moving in and even later on this afternoon, we could start to see the rain across parts of the bay area. not expecting heavy downpours, just enough so your car looks dirty, then gone. we are going to have that kind of rain today. as you get ready to head out for school this morning, in oakland, mostly cloudy skies. temperatures staying in the 60s. it will be breezy and today, we won't get that clearing like we

normally see. i think the clouds will linger longer with high temperatures in oakland reaching 69 degrees. low 70s for palo alto and san jose and mid-70s with warmer spots in the upper 70s. if you are planning to head to the beach, heads up for surfers or anyone going out on a boat, a beach hazard in effect. swells up to ten feet and a long period in between the waves and we may have rip currents and sneaker waves. watching for the east coast and tropical storm jose. it's producing rain around cape cod area over the next several days. it will churn up those waves to bring in gusty winds. this will also help steer maria away from our coastline over the next several days. it's making landfall on puerto rico right now, wind speeds of 145 miles an hour. really destructive and continues on as a major hurricane over the

next several days. once again, expected to make a curve to the north for the weekend. we'll continue to monitor that and right now, vianey arana is monitoring what is happening out there for your commute. >> it is 6:20. w we have a couple delays on the roads. a quick check westbound 580 toward richmond bridge, eight minutes. westbound 80 toward the bay bridge, 17 minutes. to the san mateo bridge, 17 minutes. i have good news in terms of public transportation. no delays. bart reporting 54 trains are up and running. as of now, the morning commute, if you are taking mass transit isn't too bad. a live look at san mateo bridge. bumper to bumper traffic. the bridge continues to build at this hour. take that coffee to go. back to you. >> don't spill it like i did this morning. i have to cover it up. coming up next on "today in

following several breaking news stories including hurricane maria making landfall early this morning in puerto rico. this is what maria looks like on the satellite this morning to see how large it is as we continue tracking the powerful storm system. a very good morning to you. thanks so much for joining us. i'm laura garcia-cannon. >> i'm marcus washington. we'll have full coverage of hurricane maria in a moment. first, want to check out the local forecast with meteorologist kari hall. >> good morning. we start with mostly clear skies. we'll start to see clouds moving in as we track rain well to the north of us right now and moving through eureka within the next several hours. the temperatures today will be in the mid-70s. spotty light rain possible after the rain we are seeing on the radar moves to the south. cooler than normal temperatures. temperatures start to warm up, upper 70s in san francisco while inland is going to feel hot

temperatures once again. we'll talk about the weekend forecast coming up in about seven minutes. now over to vianey arana with an update of what's happening on the roadways. >> if you are trying to drive in from tracy, the morning commute is going to be a mess. a couple fender benders that caused earlier delays. not just in tracy, but westbound 580 in livermore, there was a lane blocked behind that, 205, there was another accident. the good news, they have cleared that to the side. we are still seeing slowing on the sensors. red is no go, it's bumper-to-bumper. northbound 101 to 85 is about 26 minutes. a live look at oakland. we continue to see the build up of traffic. not a pretty commute, but at least there aren't accidents reported along 880 as of this hour. back to you. we are following breaking news out of the east bay this morning. firefighters are still at the

scene of a deadly apartment fire in oakland. "today in the bay" is live at the scene with new information that he's getting from neighbors. good morning. >> good morning, laura. you can see fire crews are out here as they wrap up this investigation. we see residents waiting for word on when they will be allowed inside. as you mentioned, one man was found dead outside of his apartment on the top floor of this apartment building. let's show you video from earlier this morning. this is the 400 block of fairmont avenue. the fire broke out before 4:00 a.m. about 50 people live inside the building. some of the residents we spoke with say the building's fire alarm did not go off. many of the people were woken up by the smell of smoke and people yelling fire, trying to warn others to get out. the victim's identity hasn't been released, but neighbors described him as an elderly man, possibly in his late 60s.

i spoke to a neighbor who lives across the hall. she didn't want to be identified but says when she opened the front door, she saw him engulfed in flames and tried to grab a fire extinguisher to help him. >> i grabbed my fire extinguisher, woke my mom up to get up. i tried to spray, but it was too hot to get close. i committed to getting my mom and dogs out the house. >> reporter: now, the fire chief says the fire was limited to the one unit. there are no reports of any other injuries. the cause is still unknown. neighbors still don't know when they will be allowed back inside the building. we will continue to follow this and update you throughout the morning. live in oakland, "today in the bay." >> thank you. back to breaking news. hurricane maria is slamming into the u.s. territory of puerto rico at this hour. this is a look at the storm from or satellite. >> if you are just joining us,

here is the latest information on the hurricane. it made landfall about 3:15 this morning, our time. maria was a category 5 storm, but when it made a direct hit on puerto rico rksz it roared in as a category 4. winds were blowing over 155 miles per hour. up to 25 inches of rain is expected. we have brand-new video in from outside of san juan southeast of where maria's eye made landfall. it's powerful. it's sent by someone in puerto rico. the hurricane continues to devastate that island. >> local leaders in puerto rico say the storm is devastating the island. let's take you to the ground in puerto rico. >> gabe gutierrez is battling maria to show what is happening. this repart was just filed in san juan. >> reporter: the situation is dire. the winds have been intensifying. the worst is yet to come. we have taken shelter in a

concrete structure. there's a wall blocking the wind to our right. as you can see behind me, a scene of utter chaos here in puerto rico's capital. authorities have been warning people for days if they live in wooden structures or flood prone areas they need to evacuate or die. the time for that is past. there's nowhere to turn at this point. we have seen parts of buildings blown off, debris strewn, trees toppled and communications are starting to go down. the power is out to a large chunk of san juan already. this, in a region that was grazed by hurricane irma but knocked out hower to 75% of the island. authorities expect maria could knock out power to some parts of this region for four to six mon months. this will be catastrophic. again, we expect to get hit by the howling winds for the next

several hours. there's no telling how much damage it could cause. back to you. >> as we continue to track hurricane maria follow us on air and online for coverage. we are constantly posting updates on twitter. meteorologist kari hall will track the storm for us on the air in a few minutes. now, more catastrophes internationally. this in mexico. >> following the country's deadliest earthquake in decades. the quake struck yesterday afternoon. here is the latest we know. the death toll stands at 217 according to the civil defense agency. at least 25 of those bodies have been recovered from a school where children were buried underneath the rubble. a search for survivors continues. mexico declared a state of disaster. this comes two weeks after a

magnitude 8.1 quake hit killing nearly 100 people. >> nbc bay area is focusing on this story. damian trujillo is traveling to mexico city and will report from the earthquake zone live on air. >> at 6:36, new this morning, drivers like to put the pedal to the metal cutting tlau town. >> they are going to see a lot more red. bob redell has been working on this story. he is live in hayward with what the city is up to this morning. good morning to you, bob. >> reporter: good morning to you, marcus and laura. the city of hayward received a number of complaints from pedestrians telling them it is too dangerous to cross a street, mission and foothill. we are at mission and b rilght now. the traffic lights are timed such that drivers can catch most, if not all the greens,

then go through the 25-mile-an-hour speed limit. there are four lanes of traffic and it can be daunting for someone on the sidewalk or using the crosswalk. today, the city of hayward is retiming the traffic light sos drivers hit more reds and have less runway to ramp up and speed. there are 20 traffic signals in question. here is why it matters if you drive this area. these are all located along the so-called downtown loop here. the city is tweaking the signals along a street. this is between mission and foothill, then between a street and fletcher. the city hopes these measures will discourage commuters from use zing the downtown as a shortcut around 880 on their way to and from work. >> those commuters who pass through and they are like hey, what are you doing? i like speeding through hayward. i like going as fast as i can and not stopping.

we are not trying to accommodate those individuals. we are trying to acam date residents and businesses who are addressing concern over the speed and people not able to come downtown and feel comfortable shopping and walking. >> it is a problem. i don't normally cross there, i try to stay on this side of mission when i'm parking. every once in awhile, people don't pay attention, they go fast, especially here. >> drivers just go and don't care. >> reporter: about? >> walking. most the time they put their eye on the phone instead of the driving. especially, this is a lot of people downtown and they drive crazy, you know. >> reporter: the city is retiming the lights as part of a pilot program. they will tweak if necessary along the way. they are looking at long-term solutions to calm the traffic. that would include converting some lanes to bike or transit. that would be five or ten years out. the city is looking for your

feedback. they posted a link online for a survey. we have that link attached to our website at www.nbcbayarea.com. reporting live here in hayward, bob redell, "today in the bay." >> nobody likes it in their neighborhood. >> those running late are not fwoung to be happy about that. >> hopefully, you are not running late this morning. we want to check the morning commute. >> the 6:30 hour is never a good hour to run late. we are starting to see that typical morning commute build up, slowing in the south bay. seeing that slowing along 880 toward oakland and heavy delays out of tracy because of fender benders. mass transit is good. bart is reporting 54 trains up and running. the bridge drive times, we are seeing slowing there. westbound 80 toward bay bridge, 13 minutes. westbound 92 toward san mateo 22 minutes. westbound 85 to dunbar ton, 12

minutes. there it goes, those metering lights have been on for an hour. we are seeing build up between the san mateo bridge. a lot of folks are up and at it. >> you have to get to work. >> thinking about the weekend. especially on a weekend. >> starting to make plans. we'll talk about that. let's get a look at saturday's forecast across the bay area. temperatures along the coast in the mid-60s. the bay, 79 degrees. a breeze on sunday and just a little bit warmer with high temperatures reaching the upper 80s. the bay will be at 81 degrees. the chili cook off happening in sausalito, if you are going, it will be a hot event, but not temperature wise z. spicy chili. temperatures in the upper 60s.

highs reaching the mid-70s as we go through the day. if you are going to napa valley this weekend, it will be very pleasant, but it does start to warm up on sundays with highs in the mid-80s by the end of the weekend. if you are hitting the road, look at heavenly and what to expect. cooler temperatures there. there may be a little bit of fresh powder after this system moves through the bay area. today, it could bring light snow to elevations above 7500 feet. that's something we will be watching. let me know where you are going this weekend, what you are doing and what events are happening in your town. you may see it here at 6:38 tomorrow morning. i'll have a look at today's temperature trend in three minutes. laura? >> thank you very much, kari. coming up, the earthquake in mexico hits close to home for people in the bay area since we also live in earthquake territory. we investigate the progress scientists are making on an early warning system to alert us to when a big earthquake is

seeing clouds moving in. sunrise happens in less than ten minutes and we will see more clouds coming in through the next several hours through santa teresa, temperatures upper 60s by 10:00 and highs only in the low 70s. it will be a day with mostly cloudy skies and even a spotty shower or two. i'll talk about that and the full microclimate forecast coming up at 6:50. we are getting reports of an accident along southbound 880 right near west grand avenue. that is starting to cause delays. right now, southbound 880 from 230. southbound 680 from 580 to vargas road, 22 minutes. i'll have an update on the accident. 6:45. we are following breaking news in san francisco. three people are in the hospital after an early morning house fire. this happened at a home on burrow street. firefighters arrived to find the

home fully engulfed in flames. one is in extremely critical condition. there's no cause on the fire. the search is under way right now for survivors of a massive 7.1 magnitude earthquake in mexico city. here you can see a building that just collapsed upon itself in the quake. you can see the rescue crews trying to go step by step trying to pull away the rubble. this morning, the "today" show has a building collapsing and the fire ball erupting during the quake. the death toll stands at 217. how soon will we know if we are the next big earthquake? we have been looking into that question. >> california is working on an early warning system since 2006 but it's only half way complete. 750 monitoring stations have been set along the west coast.

once again be disappointed? >> i think so. this bill is ten would you say. it's an effort to end the affordable care act, it's called grah graham/cassidy and has to pass soon. right now, republicans control everything so they are in a hurry. president trump, just a short time ago tweeted, i hope republican senators will vote for graham/cassidy and fulfill their promise to repeal and replace obamacare. money directly to the states. now, this is really bad timing on the president's part. just hours earlier, republican governors spoke out against this bill and last night, so, too, did jimmy kimmel, the late night talk show host, usually uninfluential in health care. in may, he talked about his newborn son's heart surgery. it was an emotional appeal to never pass a law to leave

parents without being able to save their children's lives. that inspired bill cassidy to invent the kimmel test. no health insurance should have lifetime caps or restrictions on pre-existing conditions. that's the kimmel test. well, this new bill, once again repeal obamacare, called graham/cassidy after cassidy, the guy who invented it and passed the kimmel test, but this doesn't pass the kimmel test even though he wrote the bill. >> not only did he fail the jimmy kimmel test, he failed his own test. this bill is worse than the one that, thank god, republicans like susan collins and lisa murkowski and john mccain torpedoed over the summer. >> republicans have days to pass this bill to end obamacare then the new rules kick in and give democrats a say and the bill is

with light rain possible across the bay area as we go through the day. mostly cloudy skies. don't expect a lot of sunshine. breezy with cooler temperatures and a chance of rain into the evening before the clouds start to clear out. drier air moves in. early tomorrow morning, breezy and cooler. as you get ready this morning, standing in front of the closet, grab your umbrella. we are not all going to see this rain. the showers that move through are going to be a quick hit or miss. also, a great day for pants if you are wearing a dress like this, it's going to be windy, once again. skirt alert. i think you will be more comfortable wearing pants today. also, heading out the door for school, palo alto, mostly cloudy skies and temperatures in the upper 50s. a cool start. look at those high temperatures. today, it is going to be nice and comfortable. here is an update on now tropical storm jose and bringing rain across cape cod right now.

gusty winds. you can see the span of the clouds as it continues over the next couple days. why am i showing you this? it will have an impact on hurricane maria. over the next several days, it continues on as a major hurricane over the caribbean islands but may steer it away from the mainland as we go into the week. we'll continue to monitor that. let's head over to vianey arana with a look at the roadways. how is it looking? >> we may have an issue along the bay bridge. we are picking up what looks to be a fender bender that may be causing delays. as you know, once a lane gets blocked, it becomes a big headache. we saw the metering lights were on. add that on top of it. going to see major delays. we are seeing heavy delays along 880. reports of a couple crashes along this area northbound and southbound. it looks like that remains very

here are the top stories on today in the b 6:56. welcome back. before you head out the door, here are the top stories on "today in the bay." >> following breaking news out of oakland where one person died in an early morning apartment fire. it broke out near oakland avenue and 580. it was a four-story building. fire officials say the fire started inside a single apartment. crews managed to contain the flames to that one unit. dozens of people had to leave the building. we don't have details on a cause. this morning, a driver is under arrest after leading police through the east bay and ending in san francisco. police tried to pull over the suv, but the driver took off. after getting to san francisco, officers used spike strips to pop the tires. they initially pulled the man over because the suv appeared to be stolen. the driver is wanted as an

alleged robber. a live look at san jose after an aftermath of a duplex fire. two people were hurt and a dog was killed. this is in a neighborhood close to 280. in all, three people were inside. now, they have to find a new place to stay. they were actually asleep when the fire broke out. they climbed out of a window to safety. two are at the hospital getting checked out for smoke inhilation. no word on the cause. a live look in hayward where the city is launching an effort to stop speeders. the goal, prevent drivers from hitting several green lights in a row. they can drive fast without stopping. the city says endangering pedestrians is also a problem. now the signals will cycle through faster, so fewer cars can make it through green light. that will mean more sitting and waiting at the red lights. city officials will evaluate after three months. coming up next on the
