we're going to start with hope amid the rubble in mexico city. earthquake survivors are still being found. we want to get right to nbc's miguel almaguer. miguel, good morning to you. >> reporter: savannah, good morning. this is the most active search site anywhere in this country. overnight, there were several rescues. at this hour, crews are still digging through the rubble. nobody here ready to quit. this morning, this is the sound of hope. three days after mexico's massive 7.1 earthquake. but the rescues here are happening less often. and today, more victims will likely be pulled from the rubble. >> my cousin is there. >> reporter: maria is desperate to find her cousin, ivan. buried alive at work, he is likely somewhere under six stories of concrete. >> we need information. any type of information. >> reporter: confusion has rattled the country. rescue teams said three kherpb

were alive here trapped under three floors of debris. but the mexican navy says classmates are accounted for. inside this courtyard, the center of the rescue efforts, there's a clear sense of urgency, a race against time, for first responders who have not slept or eaten in days. their job couldn't be more dangerous. teams crawling through small crevasses, where support beams could collapse at any moment. now, what is left of the school is threatening to collapse on the 700 workers below still looking for survivors. diageo says that it was ugly when it came down. his teachers were covered in blood. on campus, 25 have died. 11 children were rescued, they refuse to walk away. the drama playing out live,

across mexican tv for a nation praying for survival. overnight, there have been rescues. at this factory, three said to be saved. but up to four more may still be inside. nearby, another race against time. five taiwanese citizens among the missing. and now, looking for a car buried beneath debris. we yelled, if you're in the car, bang three times, he says. and that's when they heard knocking. so many have lost so much. the building that christian and wendy alvarez lived in has crumbled to the ground. >> i see it. >> reporter: our worst nightmare has come true. our building is no more. this morning, heartbreak is written on so many faces. this man lost his brother. but today, asks his country to

korean leader has addressed an international audience. kim jong-un says he takes trump's threats personally. he's been rattled. he's rattling the world with a new threat of his own, of a nuclear test explosion over the pacific. from north korea, a unique threat. and from kim jong-un, a first message in english, vowing to make president trump, quote, pay dearly. calling him a mentally deranged dotard or a senile old man, that word treading online. for his threats in his speech to the u.n. on tuesday. >> rocket man is on this mission for himself. >> reporter: calling that a personal insult, kim said trump was a rogue and a gangster, playing with fire. his foreign minister adding more fuel to the file threatening to test a hydrogen bomb over the pacific ocean. the war of words is deepening. sanctions escalating. president trump ordering new

ones. >> north korea's nuclear weapons and missile development is a grave threat to peace and security in our world. >> reporter: the president also praising china -- >> i want to say and thank president xi of china. >> reporter: for ordering its banks to stop business with north korea. but sanctions haven't stopped north korea's nuclear tests. conducting its sixth and largest this month. >> we're not going to run scared. if for any reason north korea attacks the united states or our allies, the u.s. will respond. period. >> reporter: talks seem remote. though president trump is not closing the door. >> is dialogue still possible? >> reporter: but a nuclear threat in the pacific, has raised this crisis to a new and dangerous level. and that war of words escalating

this morning, with president trump tweeting, kim jong-un, who is obviously a madman, who doesn't mind starving or killing his people, will be tested like never before. well, china this morning, is calling on the u.s. and all sides to stop irritating each other. one minor but immediate result of this escalation is a growing threat to the winter olympics in south korea in just over four months. france, this morning, becoming the first country to say it will stay home if security there can't be guaranteed. craig? savannah? >> bill neely in london for us. thank you. breaking overnight, iran also responding to the president announcinging plans to boost its missile capabilities. president hassan rouhani was speaking at a military display, where a ballistic missile was on display, capable of several hundred miles. the iranian leader said, quote, we will not seek permission from win to protect our country.

the announcement comes after the president blasted iran at the u.n. and suggested the u.s. may decertify and get out of the iran nuclear deal. now, to hurricane maria's relentless devastation with more likely to come. right now, damaging winds and flooding rains are lashing turks and caicos. we're looking at the storm's trail of death and destruction in puerto rico and other parts of the caribbean. al has the latest on maria's track in a moment. let's start with gabe gutierrez who remains in san juan for us. gabe, good morning to you. >> reporter: craig, good morning. this historic building in old san juan was being restored. now, it's collapsed. puerto rico's infrastructure is decimated. communication systems are down and power is out to virtually the entire island. the confirmed death toll throughout the caribbean by maria is at least 18. but local reports suggest it could be much higher. hurricane maria causing new problems for a new caribbean

island this morning. tearing through turks and caicos, unleashing another round of destruction. now heading forth after ravaging the dominican republic and puerto rico. in san juan, trees and tree block streets. >> we just cleaned the streets. >> reporter: from irma. >> from irma. and now we'll clean again. >> hopefully today and tomorrow we will start cleaning again. >> reporter: throughout the island, treacherous flooding is making it difficult to evacuate. others walking through waist-high water. some have been left stranded in the storm's wake. we rode along with the national guard and the island's governor, as they rescue residents in the coastal town of loiza, that is under water. communication on the island is shattered.

under the government is having trouble getting ahold of local officials and his own parents. >> our people are resilient people. >> reporter: back in washington, sonia sotomayor is asking for prayers, saying she has not heard from her family that live in puerto rico. the need for power is growing dire. >> we are going one day at a time. >> reporter: nearly 3.5 million are in the dark. people lining up at gas stations, hoping to get fuel for generators. in dominique virtually all communication to the outside world has been cut off. the island, now, a wasteland. vegetation ripped from the ground, neighborhoods destroyed. the death toll throughout the caribbean, likely to rise. this is new dramatic video of a rescue off the coast of puerto rico. the u.s. coast guard and the british royal navy, plucking a woman and two children that were trapped on an overturned vessel.

it had reported a distress call. 115-mile-per-hour winds and 20-foot waves. the concern, now, is for the rest of the island communicating with the rest of the island. many loved ones in the u.s. mainland have not been able to communicate with relatives here in puerto rico. craig? >> that is remarkable. gabe tkpwaou teaaire out there for us. thank you. >> this is the latest. 125-mile-per-hour winds. it strengthened overnight. moving northwest at 7. its forward speed has slowed up. we have hurricane warnings for turks and caicos. tropical storm watches for the bahamas. saturday morning it continues its trek and drops down to a category 2 storm by tuesday morning, and it's just off on wednesday between the cape

hatteras coastline and bermuda. here's what we've got as far as steering currents. a big high of pressure east of bermuda. big high over the great lakes. it looks like it will slide between those two. most of the ensemble models will keep it offshore. there are a few that brings it into the carolinas. but for the most part, it should stay offshore. we have another system that will come in and bring storms in. we think we are out of the woods. were cautiously optimistic. we're still going to have to watch this thing into next week, guys. >> al, thank you. we'll come back to you in a few moments. there's a lot more to get to this morning, including new developments in the russian scandal. bowing from the pressure, come from congress, mark zuckerberg says he will turn over thousands of russian-linked political ads that appeared on the social network during the presidential campaign. kristen welker has the latest on that. good morning. >> reporter: craig, good morning to you. for months facebook has been under mounting pressure to be more transparent after

revelations russia used its platform to try and meddle in the 2016 election. now, the decision to release thousands of ads marks a major shift that could impact the russia probe. but some lawmakers are asking this morning, is it enough? this morning, facebook is facing new scrutiny over its role in the 2016 election. >> i don't want anyone to use our tools to undermine democracy. that's not what we stand for. >> reporter: founder and ceo, mark zuckerberg, announcing the social media giant, plans to turn over 3,000 russian-linked ads to congress and special counsel robert mueller. those ads with a price tag of $100,000, pushed social issues, from race and gay rights. adding new evidence of russia's influence in the campaign, which u.s. intelligence officials say was designed to show political chaos, to help president trump

and hurt hillary clinton. >> there was certainly, we know, a plan from putin and the highest levels of the kremlin, to influence our election. we now know it was everything from facebook ads. >> reporter: zuckerberg acknowledging, more russian-linked ads may come to light. >> we may find more. if we do, we will continue to work with the government. >> reporter: but facebook won't release its findings publicly. instead zuckerberg says the company will high 250 new staffers to ramp up scrutiny of advertisers and transparency of who buys ads. >> we won't catch everyone immediately. but we can make it harder to try to interfere. >> reporter: before facebook's announcement on thursday, michael bloomberg insisted the company must do more to combat potential foreign influence like this. >> they have a responsibility. and if they say, we have no other way to do it than have a human being read every message, i'm sorry. you have to do that. >> reporter: the top democrat

praising facebook's move as an important first step, but says more questions need to be answered. >> the americans deserve to see the political content that is being used in a political campaign and we need to know if that content is being driven by a foreign power. >> reporter: and this morning, a kremlin spokesman says russia didn't use facebook to med until the 2016 election. the president is tweeting about it. the russian hoax continues. now it's ads on facebook. what about the biased coverage in favor of crooked hillary. twitter executives are going to capitol hill to discuss whether they're platform was manipulated by the russians. >> kristen welker, thank you. now, to a maker milestone for the u.s. marine corps. for the first time in its 250-year history, the marines will have a female infantry officer. the lieutenant is scheduled to graduate with her all-male peers

people. all in an attempt to cut into the nation's addiction rate. in communities across the country, it's a daily tragedy with deadly consequences. the very pills meant to alleviate pain, instead, producing more addiction and overdose. on the front lines of what many call a national emergency, pharmacy giant, cvs, which says it will limit access to widely used opioids, like oxy chaconti percocet and vicoden, which are prescribed for pain after surgery. cvs will provide pills for just seven days at a time. >> we've seen some situations in which we think there's certain physicians who are prescribing way too high of doses. and way too strong of medications. >> reporter: starting in february, cvs' 90 million caremark members will have to go back to their doctor for a new

prescription if they need another week of opioids. patients with chronic conditions would have dose limitations. there would be some for cancer patients. pharmacists will docounsel them about the dangers of addictions. >> it would be better to be using less of this medication. that's going to be a sensitive discussion. >> reporter: over the past two decades opioid prescriptions have almost tripled. the number of deaths quadruples. in florida, brittany got addicted to opioids as a teenager after having her wisdom teeth removed. she applauds the move to limit opioid pills. >> if the physicians would have taken the time, years ago, when i was an adolescened a leadoles prescribed controlled substances and educated me and my family, things could have ended up

differently. >> reporter: it's not just cvs, trying to curb addictions. walgreens launched a new campaign called it ends with us. >> the epidemic is out of control. i think that there needs to be more people trying to fight this. >> reporter: there has been some pushback on social media. some people saying that cvs should not be taking over the role from physicians in determining how much of a painkiller you get. this drugstore says we're in a crisis across the country. it felt like it had to do something. >> it will be interesting to see if other pharmacies follow suit. mr. roker is back. we're looking at storms that popped up. >> we're going to see some severe weather in the next 24 hours. making its way from the upper mississippi river valley to the plains. look at the storms firing up from duluth to minneapolis. these storms are going to build as the day wears on. strong to severe storms

nationwide. but one city really caught our attention, cincinnati. the city's emergency 911 system keeps going down, leaving people to fend for themselves when they're most desperate. and now, we're learning that the company that runs it, may run yours, too. when you call 911, you expect to hear this. >> 911, what is your emergency? >> reporter: but in cincinnati, a public safety crisis. callers can't get through. total strangers in all parts of the city, with similar stories. matt wood saw a possible drugged driver. >> i called 911. he takes down the street and drives 70-mile-per-hour. >> reporter: huge danger. >> absolutely. through a residential street, it was insane. >> reporter: in another glitch, bernie tried to get through, too. >> i saw a car smashed up against a pole. >> reporter: wow. >> i called 911, two, three times, and they never answered. >> reporter: you were trying to help that driver who may have

needed medical attention. >> correct. >> reporter: and countless others. >> we called them three times and no response. >> no one answered. it rang and rang and rang. no one answered. hung up, called back, same thing. >> reporter: 911 operators eventually called back. but in an emergency, it could be the difference between life and death. according to an internal city document obtained by nbc news, there's been ten 911 outages since june 2016. the latest one this last summer. lasting 3 hours and 30 minutes. we went straight to the cincinnati city manager. you had at least ten outages. what is going on here? >> these 911 systems have been designed and built for land lines. now, we have proliferation of cell phones. 90% of our calls are cell phone based, which means we can't control how they get to us. >> reporter: cell phones are nothing new. >> it's the volume.

>> reporter: he blames most of it on a private company called comtech, that runs the 911 system. >> we have a service provider that's not as reliable and dependable as we needed them to be. >> reporter: you're getting rid of comtech? >> basically. >> reporter: it turns out, comtech is a major player in the nation 911 system. they are utilized by literally millions of people in more than 30 states. the company's own website says, it supports half of all u.s. wireless e911 calls. and cincinnati isn't the only place experiencing problems. in connecticut, officials replaced comtech's system with a new company after a three-hour outage at 52 call-taking sites. in south dakota this year, officials suspended payments to comtech, saying the company was slow to fix several recuring problems found within the

system. comtech didn't respond to multiple calls and e-mails to nbc news. i paid them a visit at their new york headquarters. we see the company's cfo. we're from nbc news. doing a story on the 911 system. outages in cincinnati. wanted to get some answers. he disappears behind closed doors. we wait and wait, for more than 15 minutes. but he never reemerges. instead, sending out the receptionist. >> they're not coming out. >> reporter: they're not going to come out? >> no. >> reporter: but the cfo is right in there? >> i was just given that information to say. i'm sorry. >> reporter: they don't want to talk to us. as for cincinnati, it will take months to remove comtech and get the new system up and running, leaving locals to wonder if emergency dispatchers will pick up the phone during an emergency today. >> it's scary. it's unsettling. one of the primary roles of

people still mising in the earthquake rubble. miguel joins us again from mexico city. good morning. >> savannah, good morning. still a very active rescue scene here. this is one of the largest search sites in all of mexico. overnight here they recovered at least two people and at this hour the search for more victims and they do continue. crews are here for all over the world. people in los angeles are also on the ground here in mexico helping in this relief effort. the agencies continue to pour in as they look for more victims. the death toll stands at about 300. they fear that number will rise. officials say a survivor can only last about four days buried beneath the rubble until their chances begin to diminish. crews all across this area say they will continue to look for the desperate. they this is as aid pours in from across the world. there is a very active scene here. search teams like this will continue to work over the next several days. back to you.
