street, the two major road ways in oakland. commuters are worried. the freeway speed sensors are showing green all over the bay including high street ramp. high street is okay as you enter or exit 880. the crash is a few blocks away. you can head over to san leandro street. 40th avenue you have to use. 42nd goes under. it's complicated in that area, but that is the traffic flow. avoid the police activity at international. as you show the activity, the traffic impact is minor. the commute is light. a big story. sharon, it looks like a huge crash. what do you have on scene? >> reporter: yes, stay away from this area this morning. the investigation is still going on. you can see behind me, there's a white mustang involved in this accident as well as a police cruiser, you can see banged up

near the valero gas station on international boulevard near 44th avenue and 42nd avenue. what we are heard is two police officers were taken to the hospital. we are still trying to confirm that information and their condition. there were at least four cars involved, i'm told and we are waiting for the watch commander at the scene to come out and give us the latest. so far, as you can see, there were several cars involved and they have this area of international boulevard closed off. that's the very latest from here. reporting live in oakland, sharon katsuda, "today in the bay." >> all right, sharon, thank you so much for that. >> 5:01 on your monday morning. let's see what the weather is holding. >> it's going to be a warm one, maybe hot in spots if you are in the east bay or valleys, we are talking upper 80s. right now, not bad. you may need a light sweater. palo alto, 55.

san francisco, 57 as you make your way outside in oakland, 53 degrees. here is a quick look at what you can expect for today. we are talking highs in the upper 70s for san francisco. maybe hitting 80 degree mark in downtown san francisco. then for the south bay, upper 80s. the warmer and hotter spots in the east bay, which is why there is a red flag warning in place. it is expected to remain in place on wednesday. we have changes in the form of high pressure. today, expect dry, clear conditions across the area. a great day, hotter than it should be for fall. i'll have more details on what to expect for the workweek in a bit. >> thank you. 5:02, the search continues at the bay bridge. >> "today in the bay's" bob redell is live with more on this. good morning, bob. >> reporter: good morning to you, marcus and laura. chp tells us two men drove up in a sedan here at the bay bridge

toll plaza and demanding the toll taker give them money and took off. turns out the toll plaza took something of the suspects as well. it took their photo and chp is putting it out for the world to see in case you recognize the car or the driver. you are looking at a black mercedes with paper plates from carmax and distinctive chrome accents added to the vehicle. inside the car, two men. you are only able to see the driver wearing blue or purple latex gloves, appears he has a mask on. chp says the driver and the passenger are african-american. they first robbed the car key nas toll plaza yesterday morning then the bay bridge plaza yesterday afternoon. they are not saying how much money was taken. our understanding is both toll takers were not hurt during the crimes. you might recall, late 2015 when

two men used a gun to rob toll plazas, demanding their empty their cash registers. they assaulted a toll taker during a crime. several months later, law enforcement arrest a 21-year-old man and 17-year-old boy. reporting live outside the bay bridge toll plaza, bob redell, "today in the bay." >> thank you, bob. this morning, we are getting local reaction to president trump's new travel restrictions. the rules go into effect in mid october and may impact citizens from north korea and venezuela. we spoke with a bay area man from venezuela who said the order surprised him. >> we never thought we would be part of a group. >> the new order replaces a previous ban on visitors from six muslim majorities, which expired on monday. sending a strong message. tonight, the dallas cowboys and

they are expected to discuss expanded oversight when it comes to use of force by the police department. it's happening tonight at 7:00. police chief, eddie garcia is expected to attend. continuing coverage, 100 schools will reopen in mexico city while life returns to normal for some. following the deadly earthquake, some say the tragedy is bringing the country together. >> you can really be proud to be mexican when you see everybody in the city only want to be, how can i help. >> there are 9,000 schools in mexico city. officials say it will take weeks to inspect each one to make sure they are safe for people to return. the government plans to announce each week which buildings are clear to resume classes. damian trujillo has been reporting on the ground. to hear all the stories head

minutes. when can we expect to see more traffic? that's the top number, 580. nothing major, but it's there. we'll show you the rest of the commute, coming up. we look forward to that. thank you very much. 5:15. this morning, state lawmakers say it will be tough to repeal a law that limits rent control. lawmakers met with renters advocates yesterday. the group is hoping to repeal the 1995 act that seeks people from getting rent control on single family homes and new construction. the law allows landlords to set new, higher rents after a tenant leaves voluntarily. a repeal has a lack of support in the state assembly. overnight, we did more research on the most expensive rents in the bay area. san francisco, mountainview and redwood city is the most

expensive. 5:15. warnings about fake news. former president obama spoke to facebook ceo mark zuckerberg about his concerns. according to "the washington post," mr. obama pulled him aside during the asian economic summit. he said unless facebook cracks down on fake news it will only get worse the next presidential election. they said it wasn't a major issue and there's no simple way to address it. facebook said it sold 3,000 political ads to russian groups. it is now trying to address the issue of fake news on the social network. more business in tech news. disney threatening to pull programming. >> we turn to landon dowdy live at cnbc headquarters. good morning, landon.

>> good monday morning to you both. wall street could start the trading daylightly in the red. markets coming off a mixed week. the nasdaq fell fractionally. they will get a ton of economic data with reports on home prices, sales, durable goods and gdp. the dow fell. disney is threatening to pull programming from the fourth largest cable provider, which is better known as optimum. they face a deadline by the end of the month to reach a deal. optimum says disney asked for hundreds of millions of dollars in new fees to keep carrying its channels, including espn and abc. as ratings suffer, disney says the channels will go dark without a new deal. customers are in the new york,

new jersey, pennsylvania areas. hurricane maria halted drug manufacturing in puerto rico, which could lead to shortages. companies from eli lilly are assessing damage. there are 50 pharmaceutical plants on that island. most have back-up power generators, but most employees are unavailable. farm su pharmaceuticals are 75% of exports. prices at the pump are falling. a new survey shows the average price of regular unleaded is down seven cents in the past two weeks to $2.62 a gallon. the refineries affected by hurricane harvey bounced back. expect prices to keep falling. here in the bay area, gas prices are sliding. san jose's average is $3.14. three cents less than last week.

enjoying summer-like temperatures around the fall time. i know, we just got away from the hotter temperatures and were falling into place with cooler temperatures, but we have a ridge of high pressure. that's going to warm things up, at least through the middle of the week, anyway. san jose, 58 degrees right now. palo alto, 55. san francisco, 57 degrees. it is a little cooler to start off your monday. not too bad. you can have that cup of coffee. you'll want to switch over because we will climb to the upper 80s. livermore, 87. antioch, 90 degrees. for the east bay, these are the warmer spots. the coastline and san francisco, we will be climbing to upper 70s and 80s. because we are going to expect cooler, drier weather and gustier conditions, that's going to bring in the factor of a red flag warning. that's going to remain in effect until wednesday evening, that's because the winds are expected

to pick up tonight. 10 to 25 miles per hour. over the next seven days, here is the change in weather pattern i was mentioning. a bit of a warm up. wednesday, 87 degrees in san francisco. that is definitely summer-like temperatures. we cool off, at least, for next weekend into friday. we head into the 70s, then yet again, inland spots, talking 90s into tuesday and look at thursday, 95 degrees before we start seeing a slight cooldown into the 80s. but, we've only got a taste of fall. mike, how are the roads looking. >> we'll talk about the temperatures. i don't know if there's anything you can do about it. the freeway moves smoothly. this is 880 at high street. i'm talking about high street. that's the concern as we look at the map. we have the breaking news off the freeway. international over at high street, police activity continues. the police cruiser, we showed the suv that smashed up vehicles

a very good monday morning to you. it's 5:30. thank you for joining us, i'm laura garcia-cannon. >> i'm marcus washington. we begin with breaking news in the east bay where a car crashed involving an oakland suv. sharon katsuda is live on the scene. sharon, i know you just received new information from police. >> reporter: that's right. we just talked to the lieutenant, the watch commander and she updated us saying this followed a shooting incident in oakland. take a look. there are still officers investigating here, looking through the scene. you can see the police unit that was involved. let's look at video from the crash earlier. this happened after 4:00 a.m. we are hearing four vehicles were involved, including a police unit. two police officers were taken to the hospital. the lieutenant told us, she does not have the conditions of those o officers. this happened on international boulevard at high street here

between 42nd and 44th avenue. we are getting more information on this, but, again, here at the scene, one of the officers of the unit crashed into a suspect who was involved in a shooting earlier. that is the latest that we have from the lieutenant at the scene. live in oakland, i'm sharon katsuda, "today in the bay." >> a lot of information to take in. thank you so much, sharon. >> in the meantime, as we follow what is going on there, how could this impact your morning commute. let's check in with mike. >> as sharon showed you, they were a block away from the crash because of the one-block radius. a perimeter of four blocks is blacked off. international at high street. two major roadways. the on and off ramps to 880 are open and accessible. you have to use san leandro street and 40 to get around the scene. sharon talked about the shooting. she is going to follow that on

surface street. expect that to tie up traffic around 880, high street and international. the bay bridge toll plaza metering lights are on as you would expect. the crash was southbound 101. the slowing started to clear everything on the shoulder. vianey arana what do you have for the weather? >> cooler temps for now. enjoy them before we see that warm up, again, across the entire bay area. not even just the valley inland spots, we are talking the coastline as well. 56 degrees as you wake up in the peninsula. tri-valley, 52. the north bay at a very chilly 47 degrees to get you started. san francisco, 56. for the most part, we are nice and clear. not really a lot of fog. in fact, no fog in sight, which is great news. we have an on shore flow. we have high pressure that will be dominating in the forecast. that will make the temperatures jump up into the upper 80s.

act. in an effort to turning out for the hard push for them, more gop members are coming forward against the proposed bill. the republicans only have one week before the senate rules change, making it even more difficult for this to pass. edwa edward launs is live in washington with what we could learn about the bill. good morning. >> reporter: good morning, marcus. this could be a crucial day and week for health care reform. the latest pitch to sell it starts today on capitol hill with a public meeting. one of president donald trump's biggest campaign promises faces a critical week. a plan to repeal and replace obamacare could be up for a vote as early as wednesday. >> the republicans have been saying repeal and replace. now they have a chance. >> reporter: the latest plan put together by republican senator bill cassidy and lindsey graham. >> the amount of money we spent

on obamacare and let states design systems. >> reporter: critics say it gives states a chance for a waiver to eliminate the coverage for pre-existing conditions. >> there is nothing that protects that person from the state. you are assuming the state will do it out of the goodness of their heart. there's no legal remedy. >> chuck, there is nothing that takes away pre-existing coverage. >> reporter: it will be a close vote. sempl republicans are against the plan like senator susan collins of maine saying safeguards need to be stronger. >> it is hard for me to invision getting to yes on this bill. >> this is a bad idea. it's not repeal. >> reporter: to entice senators on the fence, a revised plan will be unveiled today giving more money to hold out states. at 5:35 on your monday morning, happening today, redwood city councilmembers are set to raise the minimum wage.

it would increase it to $15 an hour before the state requires it. california's minimum wage is set to increase a little each year. if they eventually approve the proposal, redwood city workers would hit that mark as early as 2019. we do not expect a vote tonight. more details now. overnight, we looked at the impact of raising minimum wage on restaurants. a study found the higher the living wage in san francisco, forced restaurants out of business. those closings were mostly among lower rated restaurants. the study found san francisco's minimum wage, $13 an hour is leading to fewer new restaurant openings. 5:36. an evening curfew is forcing a popular singer to say no thanks to the bay area. ed sheeran will not perform at levi state yum. he was planning to play august 21st. it was a tuesday, and that means

he would have to be done playing by 10:00 p.m. his agent says there's no way he will be done at 10:00. officials are upset for not allowing a waiver. the team gets a percentage of any concert that plays. the mayor said the weekend noise will be limited. two former san jose councilmembers are pushing to rezone an area set aside for business development. the measure would allow for 900 new homeses on an empty lot in east san jose. it provides some relief in the housing crisis. critics say the plan only enrischs and would not provide affordable housing for those who need it most. the measure goes to voters in june. this morning, we took a look at the housing crisis in san

jose. according to the housing market update, the median single family home cost $996,000. you have to earn over 191, $000 a year to afford it. the average rent for a fwo-bedroom apartment exceeds $2600 a month meaning you have to make $104,000 a year. new this morning, an update on the progress of the erosion at half-moon bay. they are dredging pillar point harbor. it makes more room for boats at the harbor and replenish sand at the beach. they hope lessons learned will apply to other spots in california. >> sam trans is going to hold a meeting to aim to ease congestion along the dumbarton

corridor. this is just one of a series of meetings to get the public's feedback. the meeting is at the minimal park center happening at 6:30. 5:39 right now. we are learning about plans to make bicyclists safer in antioch. the goal is to make sure cyclists can safely access the bart station opening in spring. it will be from pittsburgh to facebook to antioch and highway 4 median. right now, it runs through several lanes of traffic. leaders tell the paper they are not comfortable with the current configuration. >> not comfortable. sure. over here, they would be okay because traffic is very slow. as you would know, don't ride your bikes through this area, you are not allowed on the bay bridge. fast track lanes are moving. as you expect, the metering

report going out. police say people should avoid hiking or jogging alone, especially in the early morning hours. 5:45. the investigation continues this morning into a deadly police shooting in san francisco. it happened around 11:30 saturday night in the city's knob hill neighborhood. a man with a weapon refused to come out of a house where he was holding his wife and two children hostage. officers eventually shot the suspect. the wife and two children are okay. a developing story this morning. a sunday church service turned nightmare. a gunman opened fire killing one woman and injured six others before killing himself. it happened in nashville, tennessee at the chapel church of christ. a man wearing a ski mask stormed in. an usher tackled him. during the struggle, the gunman

shot himself. the gunman never said a word. >> the guy came from the right side of the church and was shooting. >> police say the gunman is 25-year-old emanuel sampson originally from sudan. he came to the u.s. in the 1990s and used to attend the church. the usher is hailed a hero. new steps to release prisoners. lawmakers sent two bills to the governor aimed at keeping the prison population in check. one would have parole officers release older prisoners who were young. another mandates officials to consider whether young offenders fully understand their crimes. overnight, we sorted through the data of jail overcrowding in california. we found a report from the public policy institute of california. it says california's prison population is more than 112,000.

it's 35% over capacity. it is down from 163,000 in 2016. in 2009, the u.s. supreme court ordered the state to reduce the prison population. a new report takes aim at the university of california pension. the l.a. times reports the number of uc retirees that collected six-figure pensioned jumped in the past five years. more than 5400 received pensions of $100,000. the pension for fully vested retirees is $80,000. it's leading to higher tuition costs. we are learning president trump's son-in-law, jared kushner, used a private e-mail account to conduct white house business. this comes after president trump's criticism of hillary clinton. kushner is an adviser to the president. it was set up last december.

the lawyer says fewer than 100 e-mails were sent to or from kushner from his e-mail account. they were usually forwarded news articles. an outrageous stunt by a man in perth, australia. he's clinging to the back of a moving train. he was holding on toe a windshield wiper. the train zipped along at 68 miles per hour. someone riding on the highway next to him recorded the stunt. the 23-year-old man was eventually arrested at the train's next stop. less than smart. no one try that here. do not try that. >> you miss the train -- >> the train has left the station, you shouldn't be on it that way. >> for anyone taking transit, the weather is not going to be bad. warmer than expected. >> it is a monday, but at least we have sunshine.

i like when we start off the workweek with a lot of sunshine, personally. anyway, the temperatures are in the 50s, which is normal for this time of year. what's not normal is the warm up that's going to kind of take us under a little bit of a summer feel for the bay area. santa rosa at 47, as you are waking up in san francisco, 57. as you wake up in palo alto and san jose, mid to upper 50s for the most part. climbing to the upper 60s, 70s, along the coast and we are talking 80s and 90s. let's get a quick check of your microclimate for the day. high, 87. east san jose, upper 80s. walnut creek, upper 80s. danville, 87, oakland, 80 degrees. the peninsula, 82 degrees. san francisco, upper 70s, possibly up to 82 degrees for mission. definitely a very nice, dry day across the san francisco area. now, north bay, 90 degrees for

santa rosa. navato 89 degrees. there is a red flag warning because it is going to be very dry. we expect a bit of a slow to come in and pick up those winds geting gustier to the evening hours. this will kick up 10-25 miles per hour, warming temps for the week. tuesday and wednesday, we'll keep the nice, dry north winds bringing in the ridge of high pressure, warming us up through wednesday before we see a change. it keeps us hot. thursday and friday, we see that high pressure moving out of the area. cooler by friday and then it starts warming up just a tad bit by the weekend. i think we have a pretty good workweek ahead, not bad for a monday, mike? >> not bad for a monday. it's not bad at all, period. the bay bridge, the metering lights are on, you expect that. slowing through richmond as well as the area of hercules.

too many cases, not enough judges or resources. >> we have been looking into problems behind u.s. immigration courts for three years now. he joins us with the latest crisis hitting the courts. >> reporter: good morning. we found record backlogs in u.s. imbra immigration courts. the most severe is here in san francisco. according to federal court records, 6,17,000 cases are backlogs. each judge carries an average of 1800 cases. >> the immigration judges have been the canary in the coal mine saying we were going to be overwhelmed and needed more help
