"early today" starts right now . deadly wild fires are sweeping across northern california this morning. at least 31 people have been killed and they're trying to track down 41 others who are missing. officials are warning of winds that could wildly shift the fire's devastating path. meanwhile, the fire continues with the california national guard as they drop water from a bucket dousing the raging flames below. in santa rosa for us this morning and what is the latest on this ongoing disaster? >> reporter: well, you mention the winds and that's what we're going to be watching very closely as this day goes on. the forecast is not good. that's not good news for the fire fight. the expectations is the winds are going to kick up by this afternoon and continue blowing hard through tomorrow. that's going to be an issue for places like calistoga to the

east of here where they did evacuations yesterday. fire jumped a highway when the winds kicked up and they didn't kick up as severely as some were expecting. but it's supposed to be bad again. that northerly dry wind that fans the flames. you can see what it did already in places like this, the coffee park neighborhood in santa rosa. in places like this comes the grim work of recovery. 17 of the 31 deaths were here in sonoma county and some of the bodies burned so badly that officials were only able to identify them by looking at the serial numbers on hip implants, others by dental records. that's how ferocious this fire can be and they're hoping to head off some of it now this morning before the winds kick up this afternoon. philip. >> terrific imagery, scott, thank you. >> president trump is threatening to pull emergency responders from puerto rico

where 80% of the island remains without power, roughly 40% without drinkable water and the death toll has risen to 49. on the ground in puerto rico. good morning. >> reporter: good morning. the president tweeted that fema and first responders can't stay in puerto rico forever and that the island's infrastructure was a disaster with before the hurricane. in puerto rico some feel the president's words add insult to injury. >> i'm completely sad, completely disappointed. >> reporter: the president seeming to break the promise he made last friday. >> we will not rest until that job is done. >> reporter: a promise echoed by vice president pence. >> we are with them for the long hall and we will see this through. >> reporter: puerto rico's governor with this plea. >> as you're citizens we're not asking for better treatment, for less treatment. we're asking for equal treatment. >> reporter: in the remote town,

residents say they've seen little if any federal response. marie gonzales has cancer and is desperate for a generator. what would your message be? >> come on. do what you're supposed to do. >> reporter: fema says 19,000 civilian and ( military responds are in puerto rico in the u.s. virgin islands. the acting homeland security secretary met with officials here. >> we heard elderly people want to come out, then they need to let us know. >> reporter: how can they let you know? >> the mayors are getting out also and we're continuing to get out too. >> reporter: but some volunteers aren't waiting for fema. these u.s. veterans are on a mission. >> we're reaching out to people to cut the red tape so people in this town can get what they need. >> reporter: they brought food and water to a neighborhood still trapped by a mud slide. >> if i was stranded in the mountains, i'd want someone to

come help me and i wouldn't want anybody to forget about me. >> reporter: they plan to stay here as long as it takes. the official death toll in puerto rico is up to 49, including several people who died from bacterial infections after the storm. speaker of the house paul ryan and a congressional delegation are expected here later today. >> thank you. this morning the international community is on edge, awaiting a critical decision from president trump. he's expected to make an announcement later today with holding recertification of the iran nuclear deal. >> the failure of the nuclear deal undoubtedly will undermine the political credibility and the international stater of the u.s. in this tumultuous political environment. >> nbc's tracie potts from d.c. this morning.

>> reporter: it sets off a 60-day timeline if the president decides to decertify. for congress to act, congress would then have 60 days to figure out whether to reimpose sanctions. president trump has said repeat lade he doesn't like this deal, he thinks it's a bad deal and all indications from our sources is he will decertify. that doesn't pull us completely out but it does force congress to make decision on whether or not to impose sanctions on iran. the white house says this is part of a larger strategy to deal not only with their missile capability but with iran's support for terror and we can learn more about that this morning. here on capitol hill, democrats and republicans are split on whether or not iran is actually complying with the deal. that's the essential question with the president's decision. is iran complying with the terms of that deal?

40 bay area firefighters who lost their homes, even as they battle to save others from the same fate. he's seen what's left of it for the first time. >> there's going to be time to deal with this, time to recover. right now we just have a lot of work to do. >> chris christianson and menso worked at different departments but lived just blocks apart. both told their wives not to worry, their homes would be safe. both returning to this. >> i didn't know what gone meant until i saw it. like nothing. left. >> reporter: in glen ellen volunteer firefighter christian johnson returned home to find fellow first responders at her doorstep. memories lost in the ash. >> we carried what we could in our cars. >> reporter: johnson got her three-year-old to safety and as
