the autumn carved turkey is back for a limited time at subway. so much turkey. fire fight, but it )s not over yet. good mog gaining ground in the north bay fire fight. it is not over, yet, as you can see here. i'm marcus washington. right now, a new threat lingers as some evacuees are allowed to return home. >> i'm laura garcia. this eighth day brings more hope and a bigger sense of community. one of the worst fires in california history. the headlines at this hour, 40 people are confirmed dead with hundreds more still missing. all eyes on another new fire, which continues to burn in the oaklawn area between santa rosa and kenwood. in some areas, people returning to their home including calistoga, which has been

deserted for days. pg&e expects to restore power to almost all customers in napa and sonoma county. >> here is what cal fire is telling us this morning, the tubbs fire is at 60% containment. the atlas fire in napa and solano county sits at 65%. the pocket fire in geyserville is 30% contained and the nuns fire is at 40%. here is what cal fire is telling us this morning. the tubbs fire that caused most of the destruction in santa rosa is 60% containment. right now, we want to head to meteorologist, kari hall. she has been following all of this. what kind of weather conditions today, kari? >> we are going to see some improvement today. we have this very dangerous air quality that lingers over the north bay. the rest of the area is unhealthy. the air quality will be improving as we go through the week. the other big story, the wind. the good news is we start with

calm winds this morning. very light winds throughout the day. it is very dry, blowing those winds offshore and then, as we go into the afternoon, not seeing the winds increase very much. good news here. it is still very dry and we will have some breezy conditions picking up as we go through the week. also, the humidity going up as we go into the rest of the week. we have been talking about that chance of rain, so we'll talk about that in a few minutes. >> we'll talk about the shifting of the fire. the atlas fire is still going on. the tubbs fire here. that's going to keep some of the roadways closed like highway 29 and portions of 128 in calistoga. meanwhile, near glen ellen on the map is a portion off the freeway. a lot of local closures as evacuation areas open up for resident who is live there, that's going to be more traffic

through the area. again, stay clear and watch for that traffic control as things continue to shift around. back to you. now, back to the north bay fires and the deadly fires still under way right now. it has been more than a week since those deadly fires broke out. as we told you a few minutes ago, a new fire is burning. >> right. mike mentioned, it is the oakmont fire, it's 15% contained. "today in the bay's" tom sinkovitz has more of how it is. >> reporter: east of santa rosa, the fire burns along the steep terrain covered by brittle, dry vegetation and trees. nearby, inside the city of santa rosa, where so many lives and homes have been lost, a glimmer of hope, as this latest fire, at least burns away from the city. >> today, finally, is a day where at least we, here in the city of santa rosa, feel like we

can take a breath. >> reporter: fire officials feel like they are finally getting the upper hand on the largest of the fire. the new fires, like the oakmont pick up quickly when the wind scatters embers for miles. >> we have a lot of aircraft on them. they are bucking us back. you would never know it is middle of october in sonoma county and we have fire behavior like this. >> reporter: overall, optimism with new progress reports showing the crews completed new lines around the largest fires. >> they are not going down easy, but we are getting them. new this morning, the effort to fight the flames is literally worldwide. cal fire says crews from 17 states and one other country have come to california to help fight the fires. firefighters and equipment have come as far east as new york and

florida. help has even come from australia. some evacuees are getting a chance to return home. a big sense of relief in calistoga, which became a ghosttown when they faced mandatory evacuation. yesterday, bumper-to-bumper stream of cars packed highway 29 with belongings and pets. after an evacuation left them fearing the worst. >> it was scary. 4:00 in the morning, getting a knock on the door. it is very terrifying. they are telling you, you have to leave and try to get my kids up is very hard. >> calistoga's major stores are up and running. other businesses will likely be closed a few more days. >> as people return home, officia officials want to warn of health problems. don't play in ash. if you get ash on your skin, wash it off as soon as possible.

swipe the surface. wear a protective mask if you are around the ash. school districts that closed because of the fire, will reopen. that includes some districts in sonoma county. many will remain closed. that includes santa rosa schools, which will be closed all week. we have a full list at www.nbcbayarea.com. now, on the college level, san francisco state university resumes classes today. the school shut down last week because of the air quality in the city. university leaders have more disposable respirators available for people who need them. coming up on "today in the bay," the damage caused by the fires estimated to be in the billions of dollars. the way one state senator is breaking down the destruction. a number of tesla employees, the people who got the pink slip and the reason. live look outside over san jose this morning, hoping for

positive territory. t the dow is coming off five straight weeks of gains. the country's big oil refineries, look for data on prices, manufacturing and housing and of course lots more earnings reports. on friday, the dow rose to 22,871. the nasdaq was up 14 to 6605. tesla fired hundreds of workers in the past week. the list includes engineers, managers, sales people. tesla ceo elan musk says there have been bottlenecks in the production of the model 3 car. amazon is in full effect and looking to take on a nike, underarmor and lululemon. reports the online retailer is working with suppliers and manufacturers in the sportswear market. it's in the very early stages. they haven't signed long term contracts and only ordering

small batches of products for a trial run. >> maybe a new outfit will motivate me to work out, thank you. new details this morning on the damage from the north bay fire storms. state senator mike mcguire is tweeting damage estimates topping $3 billion. about two-thirds of the damage is for portions of unincorporated sonoma county. another third or $1 billion covers the extensive damage to santa rosa. mcguire tweeting, he expects those numbers to climb. kari continues to track the weather as the fires continue to burn in the north bay. >> today will be a very warm day. starts nice and cool, right at about 50 degrees for the napa county area. we'll have quickly warming temperatures throughout the day. still in the upper 80s this afternoon. but, the winds will be light. we'll talk more about the wind speeds and the upcoming chance

and a live look outside overlooking san francisco this morning. a nice start to our morning. we continue to follow the fires in the north, getting relief as they contain the fire. the smoke quality in the air. everybody was talking about it. >> this weekend, we did see some improvement, especially in parts of the east bay and the south bay. it's still going to, at times, be bad because we have light and variable winds. as we start out this morning, our temperatures are very cool in the north bay. look at santa rosa, 44 degrees. oakland, 51 degrees. san jose, 55. 58 in san francisco. let's get a look at the high temperatures for the afternoon. it is still going to be a warm day for this time of year, reaching into the upper 80s for the south county. as we move over toward the east bay, danville, 87. oakland, 83 degrees there. the peninsula reaching into the

upper 70s to low 80s. half-moon bay, 76 degrees. redwood city, 82 degrees with lower 80s. in san francisco and the mission district, the embarcadero, a high of 78 degrees there with upper 80s in the north bay. with the hot temperatures, the very low humidity, it does make it difficult because it does create such dry conditions for those wildfires and the containment as well. then, as we go through the day, the relative humidity will be only at 17-16% for parts of the north bay around those fires. while the rest of the bay area will have a little bit of recovery during the overnight hours. then we are going to have a shift in the winds tomorrow and that is going to help out significantly. by tomorrow, our winds coming in on shore. we'll also see the return of the marine layer that is going to bring in higher humidity over the next several days. then, we get ready for the front that is going to bring in some

rain. that starts to move in late thursday into early friday. we will have a pretty good shot of rain farther to the north. the system does fall apart as it moves through san francisco and areas to the south. it is so good to see at least a chance of rain in the forecast over the next several days. let me show you how much some of the computer models are putting down, up to a tenth inch of rain in santa rosa. slightly lesser amounts, but with the higher humidity and also looking at some light winds. that's really going to help out with the containment by the end of the workweek. now, normally, for this time, for the month of october, we get over an inch of rain in much of the north bay. the south bay sees up to three quarters of an inch. we have that slight chance of rain in the forecast for thursday and friday. san francisco is going to have cooler temperatures moving in tomorrow, once again with the return of the on shore flow. that will work its way inland

with cooler temperatures and rain starting late on thursday. as we head over to mike, you have a truck stuck in the trivalley? >> i do, i do. there is a truck stuck in the tri-valley. traffic is light, the sensor is not showing slowing. the tow truck had to come from t tracy in. hopefully they can move it in the next few minutes before the traffic builds up. i'm worried because this is a zone where it is dark and there are secondary crashes. we'll track that. no problems right now for the flow of traffic. no problems for bart out of that area. smooth drive under the way. it is moving nicely. as we look at the approach for the maze and where bart takes you under the water, construction getting into san

francisco and moving vehicles right now. moving up to the north bay, again, the fire zones, if you don't have to go into the area, if you don't have approval to get into the area, and evacuation hasn't lifted, stay out of the area. more folks are traveling through. you have to avoid the areas from 128, highway 29 through calistoga and lots of local closures for on and off ramps for 101 as well as coming up through the area. you have to keep track of all the changes. i know you have one major change for mass transit. >> that's right. you know about this. happening today, full rail service set to resume. smart offering free rides through wednesday for people affected by the fires. the line runs from the sonoma county airport to downtown san rafael with several stops in between. a zero tolerance for looters and anyone caught will be prosecuted. >> that's a stern message on

facebook over the weekend. officers arrested a man looting homes in coffey. they said this is what was stolen, cell phones, jewelry and a b.b. gun. the police took the man into custody. santa rosa chp are reminding everyone, all drones are grounded indefinitely in the active areas. emergency crews are fighting the fires in the area as well. a cal fire team was briefly grounded when a 24-year-old man flew a drone near the airport. the drone was confiscated. so far, the nfl is not responding publicly to the collusion grievance filed by the former 49ers quarterback colin kaepernick. he filed it friday. it accused nfl owners of depriving him of his right for

advocating for personal justice. last season, he opted out of the final year with the niners to become a free agent. since then, he's gone unsigned. he started a controversy when he chose not to stand for the national anthem. kaepernick's attorney issued a statement saying, quote, colin kaepernick's goal has always been and remains to be treated fairly by the league he performed at the highest level for and return to the football field. an arbitrator will decide whether or not to initiate those proceedings. a law requiring candidates to disclose tax returns has been shot down by governor jerry brown. the governor, late last night, vetoed the bill. lawmakers approved it in the wake of the trofrs surrounding last year's presidential election. to this day, president trump has not released his tax returns. they said he was concerned about the law starting a wave of requirements. he suggested the courts would

overturn it. race for a seat is heating up. dianne feinstein announced her plans to run for re-election. she's got competition. yesterday, kevin deleon announced his plans to challenge feinstein. many democratic heavyweights are throwing their support behind the five-term u.s. senator. travel plans canceled. our consumer advocates respond. happening now, two bodies have been found inside the joshua tree national park. this comes three months after a couple was reported missing and failed to check out of their airbnb rental in july. they are blaming arsonists for fires burning in spain. we'll be back in two minutes

helping tackle the growing water crisis in hurricane 4:55 on your monday morning. e.p.a. is involved in helping tackle the growing water crisis in hurricane ravaged, puerto rico. it's been three weeks since hurricane maria tore through the island. the number dead stands at 48. leaders say more than 35% of the island is still without safe drinking water. e.p.a. is testing water wells to make sure they are safe. nbc bay area responds to a saratoga man who lost 200,000 hotel points with no explanation. >> a lot of money. he turned to our consumer team

for help. >> he had nearly 600,000 starwood hotel points, which translate into a decent amount of money. if you bought them, they would cost $21,000. he called in december to confirm his points weren't going to expire. he was told he was fine, as long as he kept his starwood credit card, which he did. he saw 263,000 points vanish from the account. they were deducted with a forfeitture message. he called to get them back. he had no luck. he turned to us for help. we contacted starwood and they reinstated his points. that is a savings of nearly $9,000. the parent company, marriott said we frequently communicate the details of how points can be
