today and parts of the bay area. temperatures 10-15 degrees hotter today than it was yesterday. take a look at san francisco, reaching 80 degrees today. it's going to be breezy and reaching the peak of the temperatures there, tomorrow. then, for the inland areas, the heat pretty much continues. yes, the hottest part of the day will be tomorrow. we will talk more about that and also what you can expect and how to prepare for this. as we head to mike, trouble spots in the tri-valley. >> we had slowing and construction. we'll zoom over here toward everything that is not green on the map. this is the slower zone southbound 680. the crash is on the shoulder, blocking the slow lane as folks come down and merging with the traffic out of pleasanton. that's highway 84. that's where the activity is blocking the slow lane. we had slowing as one crew clears for the morning. 680 and mission boulevard south has to pick up.

it should be clear in a few seconds. it should be an easier drive. they are the only slow spots for the bay. the bay bridge, no delays for the travel times. marcus and laura, you are following the news this morning, which was a big deal. >> certainly a dangerous drive overnight as an uber driver became victims of shooting. >> they left sfo and ended with shutdown 380 overnight. kris sanchez is live with some of the clues that may help police find the shooter. good morning, kris. >> reporter: good morning to you, laura and marcus. we don't know why that uber driver might have been targeted, if he was targeted. we know it triggered what could have been a deadly chain reaction on 380. the freeway is open now. the gunshot calls started coming into chp at 11:00. officers found that uber driver shot in the neck with a passenger in the backseat.

that passenger was not injured. officers also found a vehicle from a traffic crash that happened because of all of this on 380 west, headed toward 280 north. there was another vehicle that was also hit by gunshots with a bullet hole in the front window and in the rear mirror as well. the gunshot victim was transported. chp believes this person will survive. they are talking to a lot of people about what happened. >> we have the investigators talking to not just the driver. also to passengers. [ inaudible ] >> reporter: now, westbound 380 was closed between 11:00 last night and 3:00 this morning. it reopened, so you don't expect any residual traffic. the crime scene, we saw the leftovers there of the investigation. it was about a mile long.

so, certainly this is going to be a difficult investigation for the chp because it is so dark and they have to gather clues that way. in san bruno, kris sanchez, "today in the bay." >> while they work on that, police have not released a description of two suspects in a different shooting involved in an uber driving over the weekend. it happened in pacific heights. uber is confirming the victim wauz driver. the company was not giving a ride at the time. the victim was not seriously hurt. vallejo police are on the run for a driver that injured two young children. it happened before 6:00 p.m. on turner foothill drive. a mother was pushing a stroller holding her 2 and 3-year-old children. the children were taken to the hospital. the mother was not injured. police believe the car might be a white acura tl. looking ahead today, opening

statements set to begin in a bay area trial that will be watched nationwide. jose garcia is accused of killing kate steinle in 2014. national attention because he is an undocumented immigrant with a criminal record. the gun used in the crime was stolen from a federal agents car. the defense team is likely to argue the shooting was an accident. the trial starts at 10:00 a.m. in san francisco city hall. excuse me. today, washington lawmakers return with a goal in mind. >> they are facing a deadline with the budget. >> reporter: good morning. republicans wanted to get tax reform done by the end of the year. now, the president is pushing that deadline. he says he wants something on his desk by thanksgiving. congress is back this week with a thanksgiving deadline to

>> i would be okay with making it if i get something for people in exchange. >> reporter: health care and tax reform, both center stage this week. tracie potts, nbc news, washington. at 5:06, the new report this morning indicating pg&e delayed mapping the most dangerous power line two days before the start of the deadly north bay wildfires. state regulators demanded utilities create detailed maps showing the greatest wildfire risk from power lines. according to the news, pg&e delayed those efforts. utility and cal fire are looking into whether it was partially responsible for the fires that started two weeks ago. 5:06. happening today, a live look at santa rosa's coffey park. you can see right there. so many of the homes were destroyed in the deadly wildfire. letting residents back into the fire damaged neighborhoods

continues today. right now, only people who live there are allowed in. starting today, residents will have to receive entry passes at the city offices. the passes will be issued between 8:00 and 5:00 p.m. for the north bay families, ice time has allowed them the precious chance to escape hardship caused by the fire. the fire related power outage, along with bouts of ice threatens to cancel a weekend hockey tournament. the volunteers and donations brought everything together. the game went on as planned. parents say it was a great chance for the children, some of whom lost everything. >> to not be on the ice for a couple weeks, two or three weeks has been hard on them. my daughter barely could go to sleep last night she was so excited to get back out here. >> 19 families of the children playing in the tournament lost homes in the fire. san jose sharks pitched in, donating new skates and gear for the fans.

today it's hot. that's why you have to keep checking in with me to see what's going to happen today. as we take a live look outside in the tri-valley, it is clear. 65 degrees on the right side of the street. looking live in pleasanton. as we look at the east bay, it is already moving out there. it's 54 degrees. san francisco, at 58 degrees and 51 in the north bay. then, let's take a look at the high temperatures today. it is going well above where we should be for this time of year and east bay and san jose, a high of 88 degrees. 90 in gilroy today. we'll be hitting 90 in pleasanton. oakland, 70 or 85 degrees today. it will be 78 degrees in half-moon bay. few 70s on the map. mostly low to mid-80s for the peninsula and low 80s in the mission district today in san francisco. 91 degrees in santa rosa with the winds coming from the south. that is what we can expect as we go through the day. as we take a look at the east

bay morning commute, we start with the need for the heater on in the car, maybe turning on the defroster. as we head into the rest of the day, warming up into the low 70s. if you have the day off, you are going hiking today in the south bay, a chilly morning. it does warm up quickly. here we are by 11:00. it's 72 degrees. then, if you are going out in the middle of the day, not the best time, you have to make sure you pack lots of water and have sunscreen and something to keep you nice and cool. as we go into the next several days, san francisco, reaching low 80s. the peak of the warmer temperatures will be tomorrow while the inland areas have to deal with serious summer-like heat. i'm expecting numerous record highs to be broken today as well as tomorrow and then it gradually cools off. mike is tracking a new crash in the south bay. >> that's right, kari. most of the sensors around the bay are green, as expected. we have a couple spots to call out. the newest is southbound highway 85 approaching central expressway off 101 and

begin in san francisco in the case that has become a flash point. a man who entered this country illegal will go on trial for the murder of kate steinle. >> "today in the bay's" bob redell joins us outside the court in san francisco. we have been waiting for the case to start for quite some time, bob. >> reporter: good morning to you, laura and marcus. president donald trump and conservatives argued this is a case of why this country needs tougher immigration laws. the defendant jose garcia was deported five times before he shot and killed kate steinle while she walked with her father in july of 2015. steinle, from pleasanton was 32 years old. they will argue the shooting was accidental. he claims he found the gun on a nearby bench, it went off and

the bullet ricochet into steinle. the gun was stolen from a federal agent and the defense is expected to argue that type of gun has a history of misfiring. the prosecution argues who recollects cares? why is that relevant? the gun was fired. a legal analyst says the prosecution won't be able to prove premeditation, but he was reckless. >> going to have to show his conduct was reckless. his conduct caused that harm. that's going to be somewhat difficult with the evidence we have heard about so far. >> reporter: as a result of the case, the u.s. house of representatives has passed kate's law, which would increase deported immigrants who enter the united states illegal. opening statements expected to start later this morning at san francisco's superior court. according to one report, it is expected to last around seven weeks. in san francisco, bob redell,

remaining wildfire evacuations are expected to be lifted later this morning. that's where the bear wildfire has been burning in rugged terrain last week. it destroyed nearly 400 acres. it is now 80% contained. around the bay, we are showing this crash still on the sensors as far as chp goes. as far as speed, it's not a problem at the dumbarton toll plaza. we'll track that. zoom over to the tri-valley. pleasanton, no problems after the construction and the earlier crash. remember, 84 out of pleasanton, sunol, there is a crash. over in castro valley, typical build coming into the tri-valley and getting toward the bay bridge, of course you have a build up at the toll plaza. a quick check of fremont drive. 880 past the truck scales, no delays. fremont this week, kari, as you

mike. it's 5:40 right now. new this morning, san francisco state university reportedly denying allegations of age discrimination in the firing of the school's wrestling coach. over the summer, the school told the former coach, lars jenson his contract would not be renewed. they report a 27-year-old coach filled that position. he filed a claim saying the school let him go because he did not bring in enough minority athletes. they said several things factored in and discrimination is not a role. seven citations and four cars impounded. >> it happened when chp said side shows caused major traffic back ups. the cameras caught the side shows in action. one took place on highway 101 in san jose. another took place on highway 87. chp says there were more than 100 cars involved and it

a sudden oak death disease is spreading deeper into the east bay and peninsula. they looked at results from cal researchers 2017 sudden oak death blitz. 16% of the trees in eastern contra county are infected with sudden oak. on the eastern side of the peninsula, 36% of the trees were infected. those percentages skyrocketed in the past few years. 5:44. recent cancellations from the north bay wildfires are putting san francisco's biggest annual high school football game in jeopardy. they report the status of the annual turkey day football game is uncertain. school leaders have to figure out what to do. if they decide to make up those games, the league has to wave the make-up policy to fit in the playoff schedule. new this morning, the president says he is against the key part of the republican tax plan. >> scott mcgrew, the plan would

have cuts on money you could save for retirement. >> it would reduce the permissible amount of tax-free dollars you can set asaid from 18,000 dlarls to $2400 a year. the president, this morning, says he doesn't like that idea at all. he tweeted, there will be no change to your 401(k). this has always been a great and popular middle class tax break. it works and it stays. this is actually the second time the president has had an issue with his party's own tax plan. earlier this month, bloomberg says the president lashed out at advisers after they explained to him the republican tax plan would take away the ability for people to deduct what they pay in state taxes from federal taxes. that's the salt deduction, state and local taxes. if you never see the money you

farms. it is going to feel more like summer. you are out of that mind set of thinking about fall and cooler temperatures especially when talking record high temperatures today. so, as we start out this morning, looking at the golden gate bridge, let's get a look at the forecast for today and what the record is for this date and where we are headed. in livermore, we may be one degree below a record high temperature and this is a long standing record set back in 1942. san jose may also be a couple degrees below a record. some of the spots we have to watch closely will be san francisco as well as oakland over the next couple days. but, today, looks like those records will hold. tomorrow, all bets are off. the high temperatures today, for the south bay reaching into the upper 80s to lower 90s, 89 degrees in danville and oakland, 85. san mateo, a high of 83 degrees

and 79 on the ek bark dare row. the north bay, upper 80s there as well. navato, 87 degrees and sa ta rosa, 91 this afternoon. a quick ramp up in the temperatures after a cool start to the morning. you will need a jacket to start. then you may need short sleeves under that. you will be taking that jacket off and you want to stay cool. a day for shorts and sunglasses with all that sunshine, we are back to the summer-like weather for a few days. if you are heading out jogging, going out early in san jose is going to be cool to start. beautiful sunrise, then as we go through the day, temperatures warming up quickly. lunchtime, very nice. 76 degrees. but, later this afternoon, our highs reaching into the upper 80s. san francisco, that school day forecast gets us started with jacket weather in the upper 50s and then, as it has kids head out for recess, mid-60s. 72 degrees as you are walking home with a high today of 80 degrees.

85 degrees tomorrow. that's going to be the warmest day of the week. then it cools down, at least for the coast and in san francisco. that cooldown for the inland areas is going to be much more gradual, but then by the weekend, really nice as we talk the pumpkin mazes and the pumpkin farms and mazes. let's head to mike, a crash in dublin. >> we have one. it's causing quite a bit of slowing. we may have two. the sensors look great and what you would expect here. extra slowing into the dublin interchange. west 580, a crash in the two middle lanes the best i can tell. chp is headed out there. look how quickly this back-up forms. the camera, where the arrow is on the map. we see on the shoulder, a second crash. it's slow here over. that is a slow section at dublin interchange and will add five to ten minutes of time to the

this fall day. told to be cautious of scams and fraudulent calls. people are told to be aware of fake offers from state and federal aid and to be especially careful when giving out sensitive information. you are urged to be aware of phony housing inspectors. anyone with knowledge of fraud or abuse is told to call the fema disaster fraud hot line, 866-720-5721. meantime, it's fire safety month. according to liberty mutual insurance, 31% of people don't test their smoke detectors twice a year. make sure that you know how old the smoke detectors are in your home. you could find out checking the date and manufacturer on the back of the alarks. they should be tested twice a year and replaced within ten years of the manufacturing date.

a new study is detailing how accurate police body cameras are. 2,000 washington, d.c. police officers were tracked over 18 months, half with body cameras, half without. researchers found those with body cameras used force about the same rate as those without. civilian complaints were no different, a contrast to a previous, smaller study showing body cameras did change police behavior. >> people, they really want to know that your police department is being transparent. it's nice to have a, you know, accurate record of interactions with the community. >> researchers found african-americans are more than three times as likely as whites to be treated forcefully by police. happening today, a vietnam veteran will be awarded the medal of honor. president trump will award it to retired captain gary rose from

the vietnam war. he risked his life several times serving as a medic. he exposed himself to enemy fire to reach and treat the wounded, even after he, himself, was injured. two peninsula cities review rules regulating marijuana. according to the daily journal, the city council are expected to introduce ordinance for retail stores. they are expected to propose a ban on retail marijuana, but considering allowing commercial marijuana within the industrial zone. meantime, redwood city will review banning the use except for deliveries. both cities are trying to narrow down the rules by the start of next year. this is when the laws will take effect. 5:58. new this morning, a germ filled place this winter. pediatricians are urged to make the waiting room safer.
