ad lib live picture -san francisco- morning. let's make it through. taking a live look outside, a beautiful look at san francisco this morning, very nice start to our thursday morning. thanks for starting out with us. 4:30. good morning. i'm laura garcia. >> and i'm marcus washington. friday eve. it is here. >> here we go. >> and looking at that shot of san francisco it looks nice and cool. going to be a little bit warmer, though, we've been seeing that all week. >> it's still going to be a warm day. it's nice to get out there early and get out those outdoor activities, at least for the first part of the day and then you know how it's been all week long, expect more of the same today. as we check out the east bay we're going to see those highs reaching into the upper 80s and low 90s, hayward 84 degrees, 85 in san mateo and 89 in palo alto. san francisco we're back in the

80s again today and for the north bay some upper 80s, up to 88 today in sonoma -- rather in napa and santa rosa. we will talk about what's ahead coming up. mike, you're already tracking a crash on the peninsula. >> you can say i'm still tracking a crash on the peninsula. just after midnight over on that side of the bay you see the green sensors there was a crash south 101 at wood side and it's still got activities there. there was a crash, then a car fire for one of those vehicles involved. a lot of activity off of the roadway but your two slow lanes were blocked. so far chp hasn't updated with the all clear so i'm just going to give that note. you see theres no slowing on sensors. east bay approach to the bay bridge we've seen this, a little slowly northbound 880, i think it's a construction crew but i will double-check and let you know if there are any problems for the nimitz. for that very reason we will check back with you. happening today, new security measures take effect for all u.s. bound flights, it could mean longer check in times at

overseas airports. some airlines are telling passengers to arrive 30 to 60 minutes earlier than they normally would. among the top concerns, terrorists who travel through multiple countries before boarding a flight to the u.s. the changes include closer inspections of personal electronic devices as well as beefed up security in passenger areas and around the aircraft, and more thorough interviews with passengers as they check in. in washington today congress could take the next step to approve a budget. >> that's "today in the bay's" tracie potts reports, that may mean money for tax reform. >> reporter: the house is expected to vote today on a budget that includes $1.5 trillion for president trump's tax cuts. >> i did make a couple of calls, i said, fellas, please, no changes, just pass this along. we have to get tax cuts. >> reporter: in a wide ranging interview last night with fox business network's lou dobbs the president insisted his party is unified. >> i tell you there was a lot of

love in that room. >> reporter: despite public criticism from two republican senators. >> i'm glad that jeff flake and bob corker and others are giving voice to some of these concerns that so many of us talk about privately. >> reporter: but republican leaders eager for a win on tax reform would rather see those differences kept private. >> it's in our interest to have party unity so that we can continue to work forward on an agenda. >> reporter: still unclear, will democrats have a say on tax reform? >> if they need our votes we're going to have to have some influence on what that legislation is. >> reporter: the president promised that legislation would not affect 401(k) retirement accounts, but now says they may be up for negotiation. the idea there was some lower tax free contributions to help pay for those tax cuts. tracie potts, nbc news, washington. now to a big development overnight in the story we've been following nor years, it looks like martin beach in san mateo county will remain open to the public.

california supreme court has declined to hear an appeal from the beach's billionaire owner, that means the lower court ruling requiring the beach to be open to the public will stand. for years the beach was a popular public destination, mike systems co-founder bought it in 2008 and closed it to the public. years of legal battles followed, but again, it should now be open to the public. the search is on this morning for two men suspected of killing a man in an upscale north san jose apartment. police release this had video right here showing those suspects and investigators think that they are part of a criminal group targeting high end brothels across the bay area. three other members of that group have been arrested in los angeles county. investigators say that group is responsible for a string of violent crimes that includes an execution style shooting last month off of montague expressway. police say those men targeted brothels all within about 45

hours. new this morning uc berkeley is working to address concerns raised in a recent audit that it hasn't met its own fair wage plan. two years ago president janet napolitano announced plans to guarantee minimum wage at $15 an hour, a recent audit obtained by some news agencies indicates the university hasn't met its own targets. unions that work with the school now question whether the whole idea was just a publicity stunt, but regents insist the school is working to get things right. right now there is more purpose behind warrior star klay thompson scoring during upcoming games. for each point he scores money will go to north bay fire victims. thompson is donating $1,000 for each point he scores for the three games on the warriors current home stand. last night against toronto he dropped 22, that's $22,000 in donations. he will do it again tonight and sunday, thompson says this is his way of giving back. >> i know a lot of people in the north bay come to watch us play,

the dow falling to 23,239 on the back of disappointing corporate earnings, the nasdaq down 34 to 6,563. ups is raising rates on some services by 4.9%. the rate increase will apply to ups ground, air and international services and will go into effect on december 24th. the rise of e-commerce and on line retailers like amazon are increasing the amount of deliveries to residential addresses, therefore, increasing the cost for shipping companies and ups isn't the only one raising rates, in fact, fedex announced last month that it will raise rates at its express unit by 4.9% on january 1st. uber is getting into the credit card business, the ride sharing company teaming up with barclays on a new visa card that will be available next month. riders can apply for the card within the app starting november 2nd and can immediately add the card to their uber wallets. card issuers are offering better rewards and sign up bonuses to lure in those millennial

new this morning, talk about a ride, two major tahoe ski resorts may soon be connected by way of a 13,000 foot gondola. if you stop to do the math like we did dwroefr night it's about two and a half miles in length. the group that owns squaw valley and alpine meadows is talking about constructing what would be the california express. if regulators actually approve it may be up and running by the start of the 2019 season, but like a tricky slalom run there will be some gates to clear first. some environmental groups are reportedly coming out against the plan, of course, we want to protect our beautiful sierra, but getting up there and getting down the mountain would be nice. >> it gets really windy in some places near the peaks so that's a long windy ride. >> i've been at the top of the peak there, just battered by a lot of snow. >> i can't wait, then. a field trip. >> we are looking forward to a snowy winter around the sierra

and rain in the bay area, but unfortunately there is no rain in the forecast as we take a live look outside right now, getting you started in oakland, looking at oracle arena, it's a beautiful morning, cooler temperatures, but we did set some records yesterday in concord and san jose, actually concord tied the old record set back in 2003 and san jose went one degree above that record and we will still be on record watch today as our temperatures will be well above average. as we start out this morning we are at 63 degrees in san francisco, it's 54 degrees in morgan hill, 55 in livermore and 53 in fairfield as well as napa, then look at these highs today, into the upper 80s again. 91 in concord, 90 in livermore, these temperatures pretty much on par with yesterday, maybe able to bring it down a couple degrees for half-moon bay and san francisco where it's still been really hot. as you're starting out this morning looking out the wintd dough, let's get you dressed this morning, another day for a hat. if you are like me you like to

bring your own shade wherever you go so a big hat will give you shade and something lightweight, light colored to help you out with the hotter temperatures, for the men short sleeves and sandals kind of day. for the weekend we will be cooling down a few degrees by the end of the weekend. as you get ready to head out for that commute in the south bay we will have upper 50s for the next few hours, by 8:00 as that really busy commute starts to kick in it will be nice, all clear, sunny, temperatures in the low 60s and warming up quickly. we're still going to have some warm temperatures tomorrow in san francisco into the upper 70s and 73 degrees on saturday, upper 60s on sunday and as we get ready for halloween it cools down just a bit. as we look at the inland areas it takes a while before it really cools down, but monday is looking really good, we will be back to some seasonal temperatures fore this time of year. now, mike, you're checking in on another vehicle fire? >> that's right. we had the first one over in redwood city and that has has

activity on the shoulder around wood side, you may have a lane still blocked by crews, that's on 101. the other vehicle is a truck that was on fire overnight here, west 580, your commute direction over at grant line road. from what i understand there was no one injured and in fact it may not have been the truck, it may have been the grass on the shoulder that was on fire, but there's still activity there as well. you see slowing, a pretty smooth drive, standard flow past grant line. i will continue to track that and let you know if chp has to clear that larger vehicle. the dublin interchange, castro valley and the dumbarton bridges, an'sy drive. the bay bridge, the maze is moving slowly across the carquinez and benicia bridges at the top. you are at speed for all of those routes and on the rails and rest of the buses for the transit agencies which is a great start for your thursday. back to you. take a look at this, pretty wild new video into our newsroom

showing the moment an out of control driver smashes through the wall of a maryland restaurant. it all happened during the lunch rush hour, can you imagine being in there. the car just barrelled through that crowded area, people got up, tried to walk out. ten people were actually hurt. two seriously when the car came barreling through a brick wall into the babes and boys tavern. the tavern's owner who used to work in law enforcement says he's relieved that accident wasn't worse. >> all the events i've been at, it's amazing people aren't dead. i just can't believe it. >> police are still investigating why that car even crashed into the building in the first place. there are new questions this morning about how the orange county fire authority handled the so-called canyon fire that burned earlier this month in southern california. right now there are concerns about the timeline and actions of some fire agencies. the canyon fire began on october 9th and burned more than 9,000 acres before it was contained more than a week later. during that time 25 structures

were destroyed and 55 more were damaged. also, four people were injured. despite concerns the orange county fire chief says he is proud of the work his firefighters did. >> we've devastated homes are lost. i'm devastated, but the number that were saved, the 300 to 400 is because of people like this. >> today he's expected to call for an independent and unbiased review to help learn if they could have done things differently. it's 4:50. happening today if you ride bart you've probably seen them, people jumping the gate to avoid paying the fares. now bart police are considering taking another step to crack down on the fare evaders. bart officials will discuss an ordinance that will implement a proof of payment. >> he definitely had an escape route planned so, you know, he did have some thought into this.

here is a look at those high temperatures in the north bay reaching into the upper 80s, another day to crank up the ac and maybe go swimming like i took my son yesterday kim swimming. it's going to be in the low 80s in the san francisco and you can see that we will be heading towards some cooler temperatures over the next several days, inland areas will still be in the upper 80s today, tomorrow mid 80s on saturday, sunday is the day that we will start to feel the difference. so we will talk more about that, mike now you have a new crash this concord? >> i do. the speed sensors look great around most of the bay. i want to take you to some slowing, highway 4, where we typically see slowing build out of antioch but right now it's approaching port chicago highway and highway 242, a crash involving four or five vehicles reported there, should be out of the lanes but a distraction as it happened and moved to the shoulder. i'm going to track that. so far, though, things south of the sent is that bridge 680 are moving slowly over toward the walnut creek
