"today in the bay's" bob redell is live outside of levi stadium. this is something you don't hear about too often. what prompted the 49ers to reach out to law enforcement? >> reporter: correct. good morning, marcus and laura. we're still waiting to hear from the 49ers but keep in mind this pledge comes in the wake of the controversy surrounding nfl players taking a knee during the national anthem. that's a movement that started here at levi stadium by former quarterback colin kaepernick, a movement that critics see not

only as disrespectful to the flag but to the military and law enforcement as well. later this morning the 49ers, the san jose police officers association and several other poas from the west coast and new york will sign a so-called pledge for a more understanding and safer america. all who sign will promise to push for legislation that bans the bump stock mechanism that turns semi-automatic ep p weapons into fully auto like the weapon the shooter had when he killed all those people in las vegas. additionally the pledge will call for a ban on armor piercing bullets and silencers. we will advocate for better mental health services and the 49ers will also team up with police to create public service announcements to foster better relations between officers and the community. >> when we talked about players talking and players kneeling is we are asking now the to kneel. come take a seat at the table. be a leader. be a leader like some of the associations that have come across the nation.

international airport. what's this mean for travelers and, pete, this also comes with something no traveler wants to hear could mean more time at the airport. >> reporter: good morning to you, marcus. it really remains to be seen how much more time this will be for passengers when flying internationally and coming back to the u.s., but this was a deadline set by the -- as far as parents implementing these new security guidelines. this is going to apply to every single international flight coming into the u.s. here is what they will be looking for specifically, closer inspections of personal electronic devices as well as more security in passenger areas around around the aircraft. there's also going to be more thorough interviews with passengers checking in with the hopes of identifying terrorists. these changes were announced this past summer after intelligence suggested isis was able to smuggle explosives into laptops. one of the top concerns for homeland security are that terrorists can travel through multiple countries before boarding the flight to the u.s. i did get a chance to speak with

it's from a fire boat and it shows the minutes before the shooting at san francisco pier 14. the images are grainy, but that green arrow is highlighting a chair that the defendant josé ines garcia zarate reportedly sat on. the defense argues several people were hovering around the chair and they may have left the weapon used in the shooting. the point being the video might cast doubt that zarate stole the gun from the car of a federal agent. >> we looked at that, we identified a grouping of, you know, six people gathered at that very seat, not in the general vicinity, but at that very seat. >> people in the courtroom gasped as the video was shown. testimony continues this morning. 6:06. the suspect accused in the shooting of four people in lake county this week is expected to enter a plea. police say that this is surveillance video of 61-year-old alan ashmore, he answered to 22 charges in court

yesterday, accused of shooting and killing his father and another man near his clearlake home on monday. two other victims including a chp officer suffered minor injuries. ashmore will be back in court in two weeks. new this morning up to a dozen football players at antioch high school have been disciplined after they reportedly sexually harassed a group of girls. the school's principal tells the east bay times six members of the junior varsity football team made profane, vulgar and sexually explicit comments monday as female students walked by the locker room. the incident happened a week after some players attended a seminar on sexual assault and bullying. tomorrow's football game has been canceled. etch tears, students and staff in san francisco will head back to schools this morning worried about their water. concerns about led contamination are prompting school leaders to shut down drinking fountains at three schools. samples from taps at westportel and malcolm x elementary schools along with international high school contained elevated led

near the bed, bath and beyond store at gregory lane and contra costa boulevard. we checked in with investigators who say they are he a running on few leads but a vehicle may have some minor damage to it they're looking for it. victim is expected to survive. the president trump administration is making an immigration policy change that could have a big impact on silicon valley companies. >> the renewal process for the h-1b visa program will be more time consuming and complicated. "today in the bay" kris sanchez joins us from scott mcgrew with the impact this could have on local companies and the community as well. >> good morning. this would be like the dmv making you take the driving test and the written test every single time you need to renew your driver's license instead of just renewing that license based on the fact that you already fulfilled those requirements. sort of like that. that's what we're talking about this morning. according to the u.s. customs and immigration service as of this week h-1b visa holders will

face the same level of scrutiny for a visa renewal as they did for that initial application. only 65,000 h-1b work visas are granted every year, a few more for education visas. now, a new change means that every one to three years visa holders would have to provide proof of a job with a sponsoring company, copy of that i ever passport, their degrees, their transcripts, a letter of current and their previous employment. previously the administration already stopped the fast track for h-1b visas. tech companies like google and apple depend on h-1b visas for some of the highly skilled workers that they need. this will be stressful for the visa holder and the family and a burden for companies which often do a lot of the legwork for employees that they want to bring here, but the trump administration says that this is truly about cracking down on abuses of the h-1b visa program and also about protecting workers and making sure they

have a fair shot at some of those highly skilled high paying jobs. in j is, kris sanchez, "today in the bay." 6:34 right now, now to a big development in a story we've been following nor years here on "today in the bay." it looks like martins beach in san mateo county will remain open to the public. the california supreme court has declined to hearen a a beach from the beach's bhl nare owner. that means a lower court ruling requiring the beach to be open to the public will stand. for years the beach was a popular public disnaegs. the sun micro systems owner bought it and closed it off for public access. it should be now open to the public. i don't ut rage in one peninsula city. people say they weren't warned with a new store opening up that sells guns. a dozen people showed up at the san carlos city council meeting last night asking leaders to stop turner's outdoorsmen from

moving in. they learned the chain to sell the guns was preparing to open a retail center via social media. >> if you go into any of the down unto areas or retail areas it's teaming with children. we want to make sure that the ps shos that come into this area reflect that. >> the san carlos city manager says the store needs the police chief to approve a security plan because it sells guns but there is no requirement to inform the public about the opening. the city council is considering changing that rule. with he did reach out to the company for its reaction but haven't heard back. new this morning parents in piedmont reportedly is volunteering concerns about a piedmont high school teacher recently investigated for inappropriate behavior. east bay times recording administrators and police have loo kd into the teacher's actions and complaints from some female students but so far they have determined the actions did not amount to abuse or miss con ukt did. the district allowed the teacher to return to work after a three week leave of absence outraging

some parents. and this morning in the south bay the seven continues for two men accused in a homicide. police released video and they say that these men are part of a criminal group parting high end brothels across the bay area. police say these men three others arrested innings la less county. investigators say the group is responsible for a string of violent trials. that includes the execution style shooting in a north san jose apartment last month. police say that the men targeted both else in san jose, milpitas, fremont and south san francisco all within about 48 hours. new details on the new 680 express lanes in contra costa county. it's been a couple weeks since the lanes opened and we are taking a close look at how it's all going. according to a new report more than 22,000 new flex tags have been activated since those lanes opened. it's about the same amount activated when the 580 express lanes opened back in february of 2016. solo drivers with fast track can

use those lanes with a fee that adjusts depending on the traffic levels. and those traffic levels change throughout the morning and we're seeing over in that area we're seeing a build. let me show you the sensors we see the south bay the build for silicon valley, northbound and of course southbound for 880 through hayward and union city coming through you that same stretch 680 shows slowing around oak park boulevard south of 242. there is a crash just got moved to the shoulder we should see residual slowing but the build off of 242 and concord that's an issue as well as over here getting to if a fate as you're passing through the area off of the walnut creek interchange. you also see highway 4, there is a new crash reported at san marcos, it's been a tougher drive in through concord. you see over on the left side, too, of your screen showing on the east shore freeway and look we've already jumped up to about 40 minutes of travel time from highway 4 to the bay bridge toll plaza that's the unpleasant news, the good news no crashes

there and the rest of the maze looks good. >> avoid the red there. there are so many costume parties and celebrations and that last weekend before halloween everyone wants to head out to the pumpkin maze. so i've got you covered here. let's check out that forecast overall for safety, the coast will be cooler at 66 degrees, the bay at 77, but still pretty warm inland but it will be cooling off on sunday, 76 degrees for the valleys and the coast at 65 degrees. you may be heading to santa rosa to the pumpkin patch on saturday and this goes on all day long. we start out with temperatures in the upper 60s at 11:00, mid 7.0s by early afternoon, eventually peaking at about 82 degrees. if you want the cooler weather go early in the morning or later in the evening especially if you will be wearing a cost um auto. how about this wrapping up the

happy friday eve. it is 6:43 as you get ready to head out the door let's take a live look outside in san jose. a cool start, all clear, and we go to nearby santa clara to check out the temperature trend for the day. at 7:00 we will be in the upper 50s, mid 60s by 9:00 and then by noon as you get ready to head out it's going to start to heat up, upper 70s and we will continue to rise from there into the upper 80s later today. we are about to shake this shot weather. we will talk about that in five minutes. the bay bridge notice this weird traffic pattern over on the lower lanes, the lanes on your left approach.

why i think that shift is happening right now. and 6:43. new this morning a live look at levi stadium, that's where the san francisco 49ers will team up with police officers association to call for stronger gun control and better regulations between police -- relations, rather, between police and the community. the 9ers will join police unions for eight departments including oakland and san jose. they're calling for a ban on bump stocks for semi-automatic weapons. bump stocks are the device that is turn the las vegas massacre gunman into a virtual killing machine. today's pledge follows the controversy surrounding nfl players kneeling for the national anthem. police groups see today's announcement as progress. >> jed york and his executive team he is one of the only owners that has reached out to law enforcement to sit down and make a pledge on concrete issues. >> you may remember colin kaepernick last year started the

entire kneeling protest. today's pledge will call for a ban on armor piercing bullets and next generation silencers. opinion is shifting in favor of athletes protesting during the national anthem, that's according to a new poll out from hbo real sports and maris. 51% say they oppose rules requiring players to stand during the national anthem. 47% support the rules. statistically speaking it's a tie but a shift in favor of athletes from results a year ago when 43% thought players should be allowed to protest. san francisco leaders are reportedly questioning the work habits of a key emergency service worker and whether it contributes to the problems during the intense september heat wave. triple digit heat left much of the city paralyzed and emergency workers every whelmed. the department of emergency management deputy director lives nowhere near san francisco. according to that report he telecommuted through most of the

heat wave from sacramento. that's 87 miles away. they are calling that unacceptable. new this morning, talk about a ride, two major tahoe ski resorts may be connected by way of a 13,000 foot gondola. it's about two and a half miles in length. the group that owns skau valley and alpine meadows talk about constructing the california express. it may be up and running by the start of the 2019 season, but like a tricky slalom run there will be gates to clear first, for one environmental groups are already reportedly coming out against that plan. happening today if you ride bart you have probably seen people jumping the gate to avoid paying the fares. bart police are stepping up to crack down on the fare evaders. at a meeting this afternoon bart officials will discuss an ordinance that would implement a proof of payment fare checking system. it would impose fines on those

caught on the trains without paying. and the mysterious trump dossier is back in the thus this week. >> new revelation democrats they helped pay for it has the white house this morning. >> they will talk about the dossier to anyone who wants to listen, the white house will despite the fact they had pretty embarrassing allegations against the president in it. if you have not heard of this it was opposition research paid for by a republican to stop trump from winning the republican nomination. but when it became useless to republicans because trump won the nomination, democrats picked it up. the "washington post" earlier this week said the clinton campaign helped pay for it once the republicans stopped paying. now, the president has been making all kinds of claims, the dossier is fake, it's been disproven, the fbi paid for it, all things the republican -- the president has said not me, the democrats have been caught he says somehow. let's take a look at those point

by point. trump has tweeted several times the dossier has been discredited but parts have been proven true by our own intelligence agencies. he says it was a plan by the democrats but it was created by the republicans. and this one is clever, i like this one, he calls it the russian dossier. we do, too, sometimes. but the dossier contains allegations about what trump did in russia. it was written by an english man working for an american company based in washington, d.c. now, could there be some connection to the russians? absolutely because it seems like everything has a connection tots russians these days, but remember, the american intelligence community has said russians wanted trump to win not lose. the house may take the next step in tax reform as soon as today. that idea is to reduce the amount of money you can set aside tax free in your 401(k) is in that plan. republican lawmakers not backing down, even though the president specifically said he doesn't approve of it.

and a dog. a future veterinarian there. >> as the snake gets bigger she may not have as many pets. >> how big is that da you go? >> nature. >> nature, it's going to be a hot one. >> it is going to be a hot day. we will have a few more days of this before we go back to some fall-like weather but as you get ready to head out it's cool, we do have cool mornings where you can open up the windows and let it cool down before it heats up. as we take a live look in dublin, sun starting to rise and it's all clear. that's what we are seeing all around the bay area. here is a look at those high temperatures, north bay back into the upper 80s, concord 91 degrees, a record high there yesterday and it's going to be still really hot today. we also had a record high set in san jose and today we will be up to 89 degrees. so we should be in the low 70s and it is well above that. so as you're getting dressed this morning you look out the window it's going to be another

day for the summer gear. if you are like me you like to bring your own shade especially if you're going to be outside for a long period of time so the floppy hat a good option, also something light weighed and light colored we advise that in the summertime, that includes short sleeves and sandals again today as we are going to have probably another day to head to the pool or beach. if you have to go to school you head out the door with cool temperatures in palo alto checking out that school bay forecast in the upper 50s, it quickly warms up. by the time of recess it will be in the mid 70s, you will be turning on the air conditioning as you go through that pickup line. in the east bay it's going to be best to head out early if you're going out to some of the parks and hiking trails by the middle of the afternoon we are in the mid to upper 80s. we will feel low 80s in san francisco today, 77 degrees tomorrow, we continue on with cooler weather by the end of the weekend and early next week and

for the inland valleys we don't have that cool down until sunday into halloween. we will talk more about that but mike has a crash at the bay bridge toll plaza. you see how the traffic now just starting to fill in the lanes as you get over toward the left side of the toll plaza. back here just before you get to the lane split we do have one crash blacking one of those lanes coming off of 580 and the maze causing this break here because most folks are funneling over to the fast track lanes. the crash still there. i haven't see flashing lights a right just yet. it's not adding to a lot of time as you're coming off the maze. it is adding to the transition off 580. the rest of the bay and the approach moving smoothly and something at the bay bridge typically has those crews handle it quickly. the rest of your typical commute for the south bay on the hayward side, we will talk about that in a second. this new crash south 101 around 92 may be an issue.
