"early today" starts right now. >> good to be with you on a monday morning. i'm frances rivera. >> and i'm phillip mena. millions are at risk this morning as a powerful storm batters the northeast. heavy winds are whipping the

coast at high speeds, blowing in dangerous conditions. flash flood warnings were issued across multiple states and at some points as many as 460,000 people were without power. new york's emergency operations center has been activated in advance of the storm. and officials advise to avoid driving on those waterlogged roads and stay indoors if possible. nbc's dan has more on the threat. >> reporter: a powerful storm is bearing down on the east coast. 45 million people are under a flash flood watch. winds could reach up to 70 miles per hour and waves could crest up to 25 feet high. >> those are significant conditions, certainly not to be underestimated. people need to take it very seriously. >> reporter: earlier on long island, first responders spent the day getting ready. their biggest concern, wind. >> the wind takes out power lines, trees. >> reporter: severe weather is striking on the 5th anniversary of super storm sandy which caused billions of dollars worth of damage up and down the east coast. >> sandy was hard and today

seems like a fitting day for that. hopefully it won't be as bad. >> reporter: those who remember sandy hope this latest storm doesn't pack the same punch. dan shen aman, nbc news. >> the white house is scrambling according to some reports after multiple news outlets including nbc news confirms special counsel robert mueller the man at the helm of the russia investigation will issue his first indictment today. charging one or more individuals just five months into his investigation. the news coming as the president hits his lowest approval numbers yet with just 38% of voters approving of the job he's doing in office. 58% disapproving. that's down quite a bit from just september making the lowest approval numbers in modern times for a president in the first year of his presidency. >> still, as 81% of republicans continue to have faith in his presidency, will mr. trump's base continue to throw their support behind him as today's indictment or indictments come to light? that could explain why mr. trump tweeted up a storm this weekend

urging, do something when it comes to democrats who he claims are waging a witch hunt for evil politics, referring to the russia investigation as phony. the question this morning is just who has mueller targeted and for what kind of alleged crime? for more on this we go to nbc's tracie potts on capitol hill. good morning, tracie. >> reporter: hi there, good morning. this is the biggest secret in washington right now as it should be. lawmakers say because it is a federal grand jury indictment. we don't know who and we don't know what the charges will be. we do know there is some scrambling going on behind the scenes. take a look, politico is reporting that over the weekend the president's personal attorneys, the white house attorneys were scrambling to try to find out as they put it, where the knife may fall, that attorneys saw their phones, their cell phones ringing off the hook as they were trying to connect and get more information on this. what we know, two people for sure that sources have told us have been targets of this

investigation. former national security advisor michael flynn, the fbi looking into his ties to russia, his business ties to russia that weren't initially disclosed. and as you see on the right here, paul manafort, former trump campaign chair, also with business ties to russia, wire transfers and other things that they've been looking into. and now some lawmakers are speculating about whether one of them could be the target of this indictment. >> it could be manafort, it could be flynn. many people have been pointing out you generally go after the small fish first. >> right. >> those are not small fish. we're talking about the national security advisor for the president and we're talking about the president's campaign manager. >> yeah. >> if those are the small fish, then the big fish has to be pretty big. >> reporter: now, you mention that the president had been tweeting up a storm on this, calling it a witch hunt. he also suggested that it was a distraction, a deliberate distraction from the big debate coming up on tax cuts.

some lawmakers here also wondering if this indictment, once the details are out, could distract from what they're trying to get done between now and the end of the year. back to you. >> could be an explosive day in washington. tracie, thank you. >> puerto rico's electric power authority says it will moving to cancel a controversial contract with a small montana energy company. the announcement coming just hours after governor ricardo roseo asked the power authority to pull the plug. the $300 million deal with white fish energy came under scrutiny after questions were raised about the possible ties to interior secretary ryan zinke who is also from white fish, montana. white fish ceo says neither zinke nor the trump administration had anything to do with the contract. the power authority ceo says he is somewhat disappointed in having to cancel the contract, but he does think it is necessary. >> we are managing risks. there's a perception risk. a reputational risk. and a delay risk.

>> over 70% of puerto rico remains without power five weeks after hurricane maria devastated the island. officials say the cancellation could delay power restoration by several months. >> military authorities are investigating the death of an army green beray as a possible crime. staff sergeant logan mel gar reportedly died in the capital of mali back in june. according to "the new york times," medical examiner ruled his death a homicide by asphyxiation. no one has been charged but two navy seals from the elite seal team 6 are reportedly under suspicion. according to "the new york times," they were flown out of m mali shortly after his death and placed on administrative leave. military officials confirmed the death, but we are not hearing details. >> two men rescued by the u.s. navy after five months at sea, jennifer and tasha were in good spirits aboard the uss ash land. look at their big smiles there. the pair thanked the crew for saving their lives and going

responding to a sexual misconduct allegation leveled against him by actor anthony rap, oscar award winning actor kevin spacey made news of his own. rap alleges that while he and spacey were appeared on broadway in separate shows, spacey placed the then 14-year-old rap on his bed, saying, quote, then lays down on top of me. he was trying to seduce me. spacey was 26 years old at the time, rap now 46, told no one about the experience. however, now says the hollywood scandal involving harvey weinstein forced him to act. in a statement, spacey said, i honestly do not remember the encounter. it would have been 30 years ago, but if i did behave then as he describes, i owe him the sincere est apology for what would have been deeply inappropriate drunken behavior. he continued, this story has

encouraged me to address other things about my life. i know that there are other stories out there about me in my life i have had relationships with both men and women. i have loved and had romantic encounters with men throughout my life and i choose now to live as a gay man. i want to deal with this honestly and openly and that starts with examining my own behavior. >> responding to the spacey news, actress rose mcgowen tweeted this. bye-bye, spacey, good-bye. it's your turn to cry. that's why we've got to say good-bye. mcgowen has been at the center of her own sexual assault allegation against disgraced producer harvey weinstein. now in an interview with "the new york times" mcgowen says through her lawyer someone close to weinstein offered her hush money just before a series of exposes would bring to light sexual misconduct. weinstein contact offered her $1 million in exchange for signing a nondisclosure agreement. she responded by asking for 6 million. mcgowen says, quote, but i was like, eww, gross, you're disgusting. i don't want your money that
