breaking news -- an officer shot in the castro in san francisco we begin toods in the bay with breaking news we are following. an officer shot in san francisco during halloween celebrations. we are live at the scene with the overnight developments. good morning, thanks for joining us, i'm laura garcia. >> i'm marcus washington. we are following that breaking news and breaking news in the south bay. a fire involving train traffic. first, we want to get to the breaking news in san francisco. pete suratos is live at the scene. pete, what do we know so far? >> reporter: good morning to you, marcus, back at the studio. it's still an active scene following an officer involved shooting. take a peek over my shoulder

there. you can see the active scene in the 18th and diamond street area where the shooting took place. i want to show you video we got earlier this morning, not long after this took place. according to san francisco police, it happened after midnight on 18th and diamond street. officers working in the area on halloween night, a busy night in the castro district was flagged down for a suspicious vehicle. gunfire was exchanged. you have an officer that was shot, a suspect that was shot. both sent to the hospital, their conditions are unknown at this time. as far as street closures, there are a number of street closures on diamond and market. you have 19th affected as well as castro to eureka. questions on what led to this and what made the car suspicious. was it related to a party.

castro district is popular on halloween night. we are told by police, a briefing should happen this morning. we are going to monitor the situation. we'll have another live update in an hour. pete suratos for "today in the bay." >> thank you so much for that update. we will stay on top of this breaking story all morning long as well as on air and online. pete suratos will tweet updates. now, breaking news in the south bay where crews are on the scene of a fire that may impact train travel. >> kris sanchez is live at the scene of the fire. have you been able to see that damage so far? >> reporter: i have not been able to see the damage, but i was able to snag a talk with the captain who will tell us about the fire and impact. is the fire out at this point? >> the fire is. it's still actively burning at this point. our crews gos on scene about

3:10, just over an hour ago for reports of a wildland fire. the first company noticed it was more than a wildfire, it was a tressel, upgraded to get the appropriate units out here. we have been fighting the fire. >> reporter: there is going to be impact for mass transit? >> that's correct. there's two different tracks in the area where the fire is located. one is union pacific and the other is caltrain. caltrain will have an impact with trains. they have set up buses to treat the bridge arnds the area to get people to and from where they need to go. >> the fire is going to be burning, no injuries, i assume no cause for the fire. sometimes there are homeless camps along the area. >> the fire is under

investigation at this point. this has been a problem area for fires due to the high population of homeless people that live in this area. we were just out here a couple nights ago for the same thing, for a grass fire in the area. >> we know the smoke was visible from the freeway. at least that's not a brake tapper. we want to let you go because you have another active fire. we'll bring the details on that as well. we'll work with mike in caltrain to figure out what the impact on traffic is going to be. the flames are out. at this point, a localized impact in the neighborhood in addition to the caltrain impact. kris sanchez, "today in the bay." >> thank you so much, kris. >> let's check in with mike and a look at that effect on caltrain. >> thank you for the firefighte firefighters being out there and making arrangements to take the

bus around the fire. what's going on is a fire on the tracks, on a tressel there, fully involved on the tracks at diridon station. vta is the alternate here. here is the fire. i want to correct the location once kris got us the specifics there. we are looking at the fire along 87, which is not as big of a factor as it was for caltrain. i don't know where all the caltrains are held. that may be an issue. if they are all held south. the first trains out of gilroy, we have to get off there and take the bus in place and get on the train heading up to the peninsula. that will be a problem for the morning commute. the other issue is a deadly crash. this is san pablo, i-80, one lane blocked. the fast lane is blocked because of a deadly crash here causing a ten minute delay.

i'm covering both issues and more on caltrain back to you. >> we are going toss it over to kari for a check of the forecast. a cold start for the first day of november. >> it is going to be nice and cool as you head out the door. quickly cooling temperatures late yesterday evening. now, this morning, 48 degrees in oakland and livermore. 44 in napa and 42 now in santa rosa. i wouldn't be surprised to see 30s in the north bay. we will recover to the upper 60s this afternoon. a beautiful day ahead. more on this coming up later. >> thanks, kari. now, a developing story we kon continue to follow out of new york city. you are looking at lower manhattan. the investigation into the terror attack that happened yesterday continues this morning. >> it is the deadliest in the city since 9/11. here is what we know about the suspect. his name is sayfullo saipov, 29

years old, a native of uzbekstan. he's in the hospital, recovering after being shot by a police officer. he is refusing to answer investigative questions. overnight, police searched his new jersey home. >> he drove down the river front bike path near the world trade center. this happened yesterday afternoon. this is a popular bike path. the truck drove south more than ten blocks leaving bodies in the wake before it crashed into a school bus. >> eight people are dead, 11 others in the hospital this morning. law enforcement officials say they found a note in the truck claiming he carried out the attack for isis. the governor says new york will not live in fear. >> being new yorkers and live your life and don't let them

change us or deter us. >> now the president of that country is offering the u.s. assistance. president trump ordered homeland security for vetting on immigrants. the house tax bill. we'll take a look at it. house republicans are delaying the release of it. when it is now expected to roll out. business in san jose?

degrees in the north bay. what a chilly start. now the seven day forecast is at the bottom of the screen. you will see we will have rain in the forecast from friday on. it looks like we'll get to the rainy season and the temperatures today will be up to 70 degrees. 70 is just perfect with all the sunshine and a light breeze, up to 68 degrees in morgan hill. 69 degrees in walnut creek. oakland, 64 today and 68 in palo alto. daly city, reaching 60 degrees, a couple degrees warmer than yesterday. embarcadero, 59 degrees with upper 60s for the north bay. as you are getting dressed this morning, yes, it is a chilly start with mostly 40s and 50s. grab a hat, also a nice, warm jacket. for the rest of the day, something that will keep you comfortable like light, long sleeves and pants. it is definitely fall and we'll have the type of weather you add

on more layers. throughout the day in oakland, we talked about the fir friday. today, it is beautiful with highs reaching the low 60s. we are tracking that rain set to move in friday evening and continue off and on through saturday and sunday. this area of low pressure dropping in from canada. a cool system brings in several shots of rain as we go into early next week. we check out the seven day forecast, reaching the upper 50s for the weekend. for the inland areas, more of the same. i'll keep you up to date on the timing and the rain to expect. mike is tracking that deadly crash at san pablo. >> we start out with unfortunate news, someone died as a result of a crash on the upper east shore freeway. the maze moves well. it affects folks coming off the carquinez bridge. you are only allowed through in one lane. one lane of traffic, the fast lane is open.

the rest are closed because of a two vehicle crash that resulted in the death of at least one of the people involved. here is the back up here. an early back up. coming off highway 4 will be a problem. san pablo avenue, can't get you through that. it's a major street. there's an issue for caltrain. we know there's a bus trip because of a fire. it's south of highway 87. this will affect the track. depending on where your train is held overnight, it may affect whether or not your train can come through the area. trains in san francisco should be okay. we are going get an update and bring you more specific information as it affects your ride. it is an issue with caltrain. we're follow thing that with kr sanchez. >> thank you. frustrated neighbors in castro valley turned to our

investigative unit for help. >> vicky nguyen looked into the concerns and joins us now with more. >> good morning. people in castro valley say they are tired of battling with county leaders over sidewalks. they went years looking for construction, they want basic solutions to make getting around safe for kids, disabled and the elderly. castro valley is the largest unincorporated area with 60,000 people. it's ridiculous trying to walk anywhere. kids on the way to school have to contend with cars rushing by and drivers parking on the few sidewalk that is do exist. there's little enforcement with the sheriff's department writing one ticket a day in all of alameda county for blocked sidewalks. the works department agreed to review temporary solutions to improve safety. in the meantime, they tell people to walk defensively. watch the county's $4,000

area cities rushing to get marijuana on the books before pot becomes legal on january 1st. we discovered bay area cities are trying to stop dispensaries from opening. antioch will consider banning all recreational pot dispensaries. this week, palo alto leaders voted to do the same. last november, nearly 60% of voters in california approved legalizing recreational pot. governor jerry brown has a busy schedule coming up. he heads to germany for the climate change project. the white house retreats, brown will be busy in europe. he will attend the climate change summit, then meet with scientists in norway next week to make several other stops related to climate change.
