"today in the bay" continues right now. i )m laura garcia. a very good morning to you, it's thursday. thanks for joining us, i'm laura garcia. >> and i'm marcus washington. as you step out the door typically a pretty pleasant day. >> it will be a nice day, it is a little cool this morning, we've been starting out with some 40s in starts of the bay area and as we go into the day it's going to be really nice. we will start to see more clouds moving in and that's ahead of the cold front that will be bringing us some rain tomorrow. as you step out the door in santa rosa only mid 40s, a few clouds, patchy fog and a mix of sun and clouds throughout the day. looking at all of our high temperatures we will be up to 67 in antioch today as well as palo alto, san jose 68 degrees and 62 in san francisco. we will talk more about the arrival of the rain coming up, but mike has a new crash now on the south bay. >> i do. this is an issue for the south bay, however, the commute doesn't usually kick in down in

this portion of the bay until later on. so the light volume of traffic we're already seeing the slowing. we had slowing around sunnyvale saratoga and heading up toward marry. that crash looks like it's over the shoulder at the 85 junction and looks like no more issues. i'm going to track that just in case because the south bay doesn't see any slowing aside from that. we do have slowing some coming off of the castro valley y and 880 down through union and hayward city. over here by the coliseum. let's give you a live look southbound 880 there may be a disabled vehicle south of here, i'm going to swing the camera around and show you if i find anything. 6:02. happening today three families are expected to announce lawsuits against pg&e claiming the utility caused the deadly north bay wildfires. >> "today in the bay" kris sanchez is live this morning. we know a news conference is happening in just a few hours. what are we expecting to learn this morning? >> reporter: well, we're expect to go learn more about who those

families are and why they are joining the 12 other families that are already filing suit against the utility company claiming that they are partially responsible for that natural disaster and firestorm. those three families again joining 12 other victims in suing the utility company for what their lawyer calls gross negligence and failing to maintain their equipment, including those downed power lines that sparked and for allowing vegetation and trees dangerously close to the power lines. now, the nbc bay area investigative unit has been following this part of the story for the better part of a month and you can find a timeline of some 20 incidents in the time frame of the fires under the investigative tab. we did a public records request. now, the north bay wildfires killed 43 people, nearly 6,200 homes burned, 2,000 outbuildings like garages and sheds burned, 150 commercial buildings were

destroyed. the fire is now 100% contained. now, the lead attorney also represents many of the families in the ghost ship warehouse fire and we expect that we will get an update on that legal action as well. kris sanchez, "today in the bay." back to that developing story out of new york city. the investigation into this week's terror attack intensifies. there is still a lot of police presence in lower manhattan this morning, but those barricades and police tape they're gone. >> and this morning we're learning new details about the attack as president trump ramps up his criticism. first the suspect appeared in federal court late wednesday. there are new images showing him also inside the home depot where he rented the truck that he used to run people over. we now know he continued -- or he planned to continue his attack along the brooklyn bridge, but he wrecked his truck before he got that far. federal agents say they found isis propaganda, a lot of it, on his phone. we're also hearing for the first

time -- >> when normal people take a coffee break he took a bike break and that's when it happened. >> we're also hearing for the first time from the family of one of the victims you heard there, jamie drake said his son visited that bike path almost every day. okay. what he was saying earlier is that his son used to always ride it on his break. he was devastated of course by the attack. yesterday president trump says he thinks the suspect should now get the death penalty. coverage of the investigation into the deadly terror attacks in new york city continues next on the "today" show as the suspect makes his first appearance in court. we also have new details this morning on the police shooting in san francisco's castro district on halloween. we've learned now that an armed carjacking may be connected. police say the car that officers approached on halloween night was stolen. after the shooting in the castro police say two women and a man car jacked a taxi near the shooting scene. police found that cab abandoned

on oak wood in the mission. in the castro one witness describes the violence that unfolded. >> we ran down the hall to make sure that we weren't going to be hit and, you know, trying to think about what are we going to do. then it was enormous police presence immediately. i saw a guy down on the street. >> this morning the officer remains in critical condition. police say the suspect is also in the hospital with life-threatening injuries. looking live in capitol hill right now, today we expect to get our first look at the republican tax reform bill. confusion and disputes between gop lawmakers have delayed the plan's release. originally planned for wednesday. now, when that plan does come out we will go through that for you here "today in the bay." republicans now have just ten official legislative days remaining before the holiday break. president trump is set to leave tomorrow on an economic trip to asia. rougher running late and trying to make mass transit?

bart is warning people to from racing on to trains and jamming doors. "today in the bay's" bob redell live in fremont with information bart wants every rider to know. we've all seen people racing towards those doors. >> reporter: we have. we all know that everyone is in a hurry to get to their job but if you're clumsy when taking bart you can really mess it up for everyone else. case in point, take a look at this video provided by bart. it shows a commuter racing for the train and, you guessed it, getting stuck in a door. the transit agency is trying to get the word out, please stop jamming the doors, otherwise cars and sometimes entire trains are taken out of service and they end up here, in one of bart's maintenance yards. a bart technician at the concord location yesterday showed us how passengers rushing for the rain can force the door off track or dislocate the rubber seal between the two doors. in august alone bart had to take

out around 200 cars for service because of impatient commuters. >> you are in a race to get on that train, you don't want to wait that extra 15 minutes. totally understandable but what we're hoping is that people keep in mind if they're stuck in our door or force a door open, that that's going to have a long-term impact that literally is going to impact the time of thousands of people, it's going to take one of our cars out of service unnecessarily, it's going to create a more crowded environment. these are all bad things we're trying to avoid. >> reporter: laura and marcus, as you might be aware, bart will be phasing in new trains, the doors on those new cars will not pocket like the existing ones, they will be on the outside of the trains, they will be more durable, more soundproof. the transit agency hopes to have 20 of those next generation cars in service by the end of this year. reporting live in fremont, bob redell, "today in the bay." 6:08. happening today the drive along

san francisco's busy van ness corridor becomes a little more complicated as work continues for the ongoing rapid bus lane project. starting today the southbound lanes are being shifted to the center of the roadway and some bus stops are being moved to some temporary platforms. crews are also restriping van ness to accommodate those changes. 6:09. houston, we have a champion. this after the astros big win last night claiming their first ever world series crown. >> 3-2 to springer. shot into left center field. back at the wall, it's gone! >> yeah, george springer hit his world series record tying fifth home run in the second inning. yeah, taking the astros to that 5-0 lead over the l.a. dodgers in game seven. houston held on to that 5-1 victory. springer won the most valuable player award. the astros had never won a series in their 55 seasons. >> and the win gives many people reason to be happy, that includes hurricane victims

trying to rebuild. giants fans are celebrating not only because of their rivalry with the dodgers but because this saves the giants from having to witness a championship ceremony during opening day of next season when they face the l.a. dodgers in l.a. there's also one houston astro celebrating twice over after the big question he asked following the big game, we will have that part of the story coming up at 6:26. and right now at 6:10 it's time to get out and get moving, our temperatures are starting out nice and cool, checking out the day planner in oakland, we will be at 50 degrees at 8:00 and then making it into the low 60s today, a very nice day but you will want to make sure you get the tires checked, the windshield wipers are good. we will have rain moving in tomorrow. also a day to get out and get some yard work done, clear away the leaves from the drains as we will have those high temperatures in san jose reaching into the upper 60s. we will talk about the day planner as we go to fremont coming up in four minutes. mike says there is a motorcycle

crash on the bay bridge. >> the bay bridge and motorcycle crash, no major injuries. the rider reportedly got out of lanes and complaining about a sorry foot but that's the worst of it. the impact on your commute minimal if at all at this point. we will look at your map and show you the travel getting into the area, basically at speed coming through the maze, there's the thursday commute building off of the berkeley curve, in oakland that disabled vehicle, i didn't see any major problems, but i will double-check that, give it a second look. coming up on "today in the bay" a string of rolex robberies in one east bay city, the arrest made in connection with the case plus we take a closer look at the riser crime rates in the bay area gentleman and getting our first look at those facebook ads created by the russians. did you fall for one? we will take a look when "today in the bay" continues.

it's 6:14 as you get ready to head out in fremont this morning, all clear and cool. may have to crank up the heater in the car as you get this day started. as we go into this afternoon it will feel much more comfortable as our highs reach into the upper 60s with a mix of sun and clouds. we will have those clouds moving in ahead of a cold front that's going to bring us some rain. we will talk about that rain coming up in five minutes. and we're looking over here at the bottom number, number 42, that's how many minutes right now from vallejo over to lakeville highway, there is a

crash but it's out of lanes now as you're crossing over the sonoma creek bridge. we will bring you the latest on what i found in oakland as well. 6:15 now and this morning two rolex robbery suspects are off the streets in the east bay. san leandro police have released their booking photos. police say larry ward from oakland and henry johnson from antioch face multiple charges. they include robbery and assault with a deadly weapon. police say they robbed people of rolex watches once in july and again in september. overnight we looked deeper into the crime trends in san leandro and the latest numbers are from september. robberies using a firearm is up 2% compared to this time last year. assault with a deadly weapon is up 34%. total violent crime is up 7%. it's 6:15. as executives from google, twitter and facebook talk with congressional investigators about russian interference in the 2016 election, only on nbc apple ceo tim cook is talking about privacy and challenges

facing tech companies. >> well, we see privacy as a fundamental human right and so -- and we know that with all of the hacking going on and getting more and more sophisticated, et cetera, that we need to help our customers with their privacy and secret. we feel an incredible responsibility to do that. >> cook tells lester holt he believes these tech giants have a big problem to deal with. more of his interview is coming up at 7:00 the "today" show. we are finally seeing some of the advertisements placed on facebook by russian agents. >> scott mcgrew, we know who they were targeting. >> yeah, the ruggianos used their marketing smarts to figure out the people who would most believe and share the ads and posts. let me show you a couple of them. the house select committee on intelligence released these to the public, they're made by russians to inflame americans. so, for instance, there's an add that pits jesus against hillary clinton. this is not the creation of some

evangelical, this was created by russians. we get the targeting data, it tells us to whom the russians sent the ads and how many people saw it. some ads absolutely failed, 60 people saw them, 70, in the says of the jesus ad it was 71. but others were blockbuster ads. this one calls for the ban of bushing cass in america, ads targeted at liberals as well, this one supports black lives matter. the point was to inflame passions and divide america. in one case a rally to support the man shot by police am minnesota philando castile drew hundreds of supporters and counterprotesters and the whole thing was set up on facebook by russians. president trump is expected to name a new fed chair, we believe it will be powell. the analysts say he will probably continue the feds

current policies. we warned you yesterday about gloomy news we expected from tesla. the company did turn in its biggest financial loss in its history as it opens its book to investors. it also said it would slow the production of the model f and model x to work on the model 3. tesla said it made 260 model 3s in the past quarter. assuming you're running that plant seven days a week that's a little less than three cars a day. three. >> three cars a day. >> a little less than three cars a day and there are 400,000 plus people waiting who have put down money for deposits. so 400,000 people waiting, three cars a day. >> so your odds of getting it by christmas -- >> seriously. >> pretty low. >> 2045 maybe. >> take that off your list. 6:18. new this morning, is college necessary? that is the question posed by the public policy institute of california. the majority of people say it's not. why?

in a new survey 56% of californians say affordability is a big problem in the state colleges and universities. 18% say overall quality a big problem. majorities are dissatisfied with the way campus officials are handling free speech, sexual assault and hate crimes. >> i can hear my mom saying i don't care what that study says -- >> you're going to school. >> you're going to college. >> i struggled to save. all right. let's move on to the forecast right now and a nice day to enjoy, don't wash the car. >> right. i wouldn't wash the car. don't worry about it because it's going to be pretty soggy tomorrow and the next few days and i know we've all been driving around with a layer of dirt on the car but make sure those windshield wipers are working, too. of as we start out this morning it's very chilly, only 47 degrees in the tri-valley right in the middle of the screen, the peninsula showing 52 degrees as we look live in palo alto and san jose at 50 degrees, as we check out right now fremont in the east bay, 49 degrees and 47

now in the north bay. the seven-day forecast is coming up at the bottom of the screen, you will see that there will be a lot of rain drops on down the line, but it won't rain the whole next several days. we will talk about the timing. but today we are looking at temperatures in the upper 60s for the south bay, also for inland valleys of the east bay, 66, palo alto expect a high of 67 today and 61 in ingleside, north bay mid 60s as well with the breezy wind starting to pick up. as you're making plans to go out for a morning jog in san mateo or along the peninsula temperatures in the upper 40s and a few clouds here and there. then we will be making it into the low 60s. overall a nice day for that. we also will have the dia de los muertos festival in san francisco. a nice and cool evening for everyone going out for some of those celebrations. then we are getting ready for the rain set to move in early

tomorrow morning. starting as spotty light rain but the roads may be a little wet. we will see that rain off and on between tomorrow and early saturday, a break saturday afternoon and another round moving in on sunday. there will be some times you can get out there and try to get in some of those outdoor activities. we are looking at some mostly light rain for the south bay up to a tenth or quarter of an inch but some of the higher rainfall amounts, i don't know if that will all play out looking at about a quarter inch of rain or less. we will have chances of showers in the forecast into early next week. mike is looking at something on the oakland cam. >> we will take you to the time machine, over here southbound 880 we passed 98, i didn't see any problems, the disabled vehicle was just right here until about three minutes ago, they cleared that. no slowing past the coliseum southbound. look at your map and the live picture. northbound we do have the slowing on the sensors because of that volume. that disabled vehicle just cleared minutes ago. the bay bridge toll plaza that will not clear, that's just

start across the bay area-- and right now at 6:30 we are off to a cool and cloudy start across the bay area and we're tracking some rain in the forecast as we creep closer to the weekend. taking live look outside overlooking san jose. the lights are illuminated, very nice start to our day. thanks for joining us, good morning, i'm laura garcia. >> and i'm marcus washington. it is thursday and we are looking forward to the weekend but first before you head out the door we have to figure out what's going on today. meteorologist kari hall has been tracking what's going on. a pleasant day to the start anyway. >> it will be a nice afternoon as well. we will be tracking that rain not set to arrive until tomorrow. we are still seeing that rain well to the north up around washington and moving into oregon. we will have those high temperatures today, still on the cool side, only reaching the 60s

for san francisco and half-moon bay, livermore a high of 66 and 69 today in concord. overall very pleasant, we will start to see more clouds moving in out ahead of that cold front and we will talk about how much rain could be ahead for the weekend forecast in about seven minutes. smooth drive, pretty standard tri-valley and the east bay. san jose we showed you that slowing north 87 and our report of a crash from our mystery wazer. now chp has that report they are heading to northbound 87 at curt ner as you see the slowing right at the scene as well as the slowing for 101 and 85 coming up through san jose now pushing up, look at this, up toward cupertino north 280 past wolf and saratoga. we will look at your travel times toward the bay bridge a half an hour from highway 4 to the bay bridge, there may be a crash around golden gate field,

i will bring you an update in the next report. new this morning we could see more construction in san francisco as developers push for an upgrade to a popular street in the city. >> "today in the bay's" pete suratos is live along powell street this morning. i know you have the details on how this will impact drivers and walkers. >> reporter: good morning to you, marcus and laura. for the most part it's going to impact pedestrians because this area that we're talking about along powell street is already pedestrian friendly, it's a car free zone, you're seeing mostly cable cars and commercial vehicles going along that area of powell street, in fact, we will show you guys the map in this area between gary and ellis, that was a part of this 18 month pilot program that was put in place in 2015, it's now permanent now, but as part of this program this powell streetscape program they want to make the sidewalks wider, add more lighting and also make -- add a flat curb level. this is part of a pilot project to make powell streetcar free which was made permanent in

july. the areas between gary and ellis. now, that change to a car free street reduced traffic volumes by 60% reducing the likelihood of auto/pedestrian collisions. they will hold meetings on this project today in san francisco at 12:00 p.m. and 6:00 p.m. if all goes as planned construction will start in 2021 but the board needs to approve this project first in january. we're live in san francisco, pete suratos for "today in the bay." 6:33. developing in colorado this morning, authorities still searching for whoever shot and killed three people at a walmart in thornton, colorado. it's just about 15 minutes north of denver. overnight we got to listen to some of the first audio that came in from dispatchers. >> we have a shooter inside the store. we've had multiple calls. >> [ inaudible ] inside the store. suspect [ inaudible ]. >> police have released surveillance images of a person of interest.

you see him here. officials also released photos of the car they say that suspect drove away in, a red mitsubishi mirage. so far detectives say they do not think the shooting is terrorism-related. >> as of right now what we've been -- what we've dernld is that it's random as of right now because there was no direction or anything like that as the witnesses stated, the person came in and just shot towards the group. >> witnesses say the suspect simply walked inside that walmart and opened fire. developing right now, police in dublin are investigating reports of a student assault that started with racially charged words. the parents of a 14-year-old african-american girl at dublin high school say their daughter heard students using a derogatory term and asked them to stop. that's when she says that a white 14-year-old boy punched her in the mouth and gave her a concussion. that incident happened last week. now, the district would not comment directly on the incident due to privacy concerns, but did speak about the school's policy. >> we don't tolerate that

behavior and we take it seriously and we absolutely go out of our way to make sure that we are correcting that waiver in one form or another. >> the girl's parents say that the boy received a three-day suspension but they want him expell expelled. when they never heard back from the district they went directly to police. in fire ravaged sonoma county the clean up is just getting under way. the epa will address the efforts to remove hazardous materials. they will show off some of the equipment being used and containers being used to store the hazardous waste. also happening today help coming for businesses that were affected by the north bay fires. today the small business administration is opening a recovery center in santa rosa on stonie circle. the center will provide businesses with services they need to try to move forward. plenty of small businesses like restaurants that were not damaged in the fire lost a lot of revenue because they had to close or customers just weren't

coming in during the fires. 6:35. in the kate steinle murder case continues today. yesterday a very revealing interrogation video of the suspect josé garcia zarate was the focus. he was questioned using a translator. on that tape zarate offered three different versions of what happened. during the four hours of questioning. at one point he decinied he wasn the pier, then said he was shooting at a sea lion, he changed his story again saying he stepped on the gun and it went on accidentally. here is how his attorney explains his client's responses. >> i have seen a lot of videotapes of interrogations and it's very common that people do not want to started a myth to things until, you know, it's proving to them and demonstrated to them because they don't know what kind of trouble they're in. and we are expecting another day of intense testimony.

our sam brock will be there. you can follow him or nbc bay area on twitter for the latest from the courtroom. new this morning no new charter schools for san jose. last night the santa clara county board of education denied a bid to create a second school. opponents had concerns about the impact a new school would have on the district's finances. the group that would have operated the school already runs 12 schools in the bay area including one high school and three middle schools in san jose. continuing coverage now on a breaking news we first brought you yesterday here on "today in the bay." this morning repairs are still under way after this fire along the train tracks in san jose. that woodel trestle is part of the track that carries union pacific trains across willow creek. it could be days before this is fixed. investigators say a transient started that fire. and as we noted yesterday this will not appreciably impact the caltrain traffic. anything after those first early morning trains that doesn't go down past there anyway. we are doing okay on that part of the commute. south bay 87 that crash of

curtner is the only thing of note in the south bay. we will zoom over towards the east shore freeway westbound central just before golden gate field there is a crash but only affecting the off ramp. that will be an issue only for folks exiting off of central. the rest of the build off of richmond typical. westbound 37 there is a crash just before you get to the bridge over by sonoma creek. that adds to your travel time out of vallejo. it's right by there is a thing called the lone toilet, guys. there's actually pictures of a toilet off the roadway, looks like an art installation. >> why don't they move it. >> >> i don't think it's movable. >> all right. appreciate everything. appreciate the weekend right around the corner now, too. >> we're getting ready for some rain. the big take away from this weekend's weather forecast is that it won't rain the whole weekend there will be some breaks and there will be times

warm jacket. we just saw those temperatures in the upper 40s and you may be peeling it off as the day goes along as our temperatures make it into the upper 60s. you will probably be comfortable wearing pants and not having to switch over to shorts all day long. as we get out the door in oakland for the school day forecast we will be at 50 degrees as you're walking to school or going through you the drop off line or the bus stop. we will see more clouds in the knicks today and highs in the low 60s. great day to get out and go to the park after school before the rain moves in. we are looking at the timeline of this rain and when we could start to see at least a spotty showers arriving in time for tomorrow morning's commute, this is all out ahead of the cold front and we will have more of an on-shore flow throughout the day. this is not going to tap into any sub tropical moisture which could enhance the amount of rain we get. it looks like it will be a fairly dry system and some breaks in between. mostly cloudy skies and then we will take a break for saturday afternoon. that's your window to get out

the time 6:55. here are the top stooers on "today in the bay." the investigation into this week's terror attack in new york is intensifying. the suspect making his first court appearance last night. we're getting a new look at images showing him inside the home depot where he rented the truck that investigators say he used to run people over. investigators say he planned to continue his attack along the brooklyn bridge but wrecked his truck before he managed to get that far. federal agents say they found isis propaganda, a lot of it on the suspect's phone. coverage of the investigation into the deadly terror attack continues next on the "today" show. as the suspect as we told you made his first court appearance skroo a manhunt is under way this morning for the person who shot and killed three people at a walmart in colorado. this happened late last night outside of denver. police released surveillance images of the person of interest as well as photos of that car they believe that suspect drove away in. so far detectives do not think the shooting is terrorism

related. we're learning more about a police shooting in san francisco's castro. we brought you this story as breaking news yesterday on "today in the bay." now we've learned an armed car jack ing may be connected to the shooting. police say the shooting happened when officers approached a stolen car on halloween night. one officer was shot and in critical condition it morning, the suspect was also hospitalized in life-threatening injuries. after the shooting police say two women and a man car jacked a cab at gunpoint nearby. the cab was eventually found abandoned in the mission district skroo looking live in fremont, bart is asking people to slow down while getting on the trains. officials say the damage to the doors is impacting service for everyone. bart provided this video, it shows someone racing to catch the train and jamming themselves in that door. officials say the problem is so bad that some of those trains have been taken out of service for repairs. bart is phasing in new trains with doors on the outside may make them more durable. happening today another
