what was that last part? friday morning? rainy day. you were telling us a storm was coming. >> it will rain off and on, not all day long, that's the good thing. you'll be able to take breaks and allow the moisture to soak into the ground. as you get started this morning looking at, yes, green on the radar. it's fairly light in most spots. let's zoom in and get a closer look. 680 looking soggy there. as we look at the south bay, just south of san jose and around los gatos, the rain showers lifting to the north. we will talk about how this may affect your day. that is coming up. mike is showing wet roads and a crash in marin county. >> here is the golden gate bridge. light traffic. slick conditions there. we'll look at the map coming down to the golden gate bridge. a crash around alexander. the official location.

it will be a distraction. everything got moved quickly to the shoulder. green here, here and in oakland. the rest of the bay show where conditions are slick. be careful, but traffic is light right now. back to you. >> thank you, mike. winter is coming. here come the storms. city and water leaders in san jose want to be prepared. >> kris sanchez is live in san jose. kris, what are they doing differently this year? >> reporter: i can tell you, they have been pulling debris and foliage out of the coyote creek, a sight of catastrophic flooding. the crews are dumping alongside the creek. this looks like a pile of dirt and plastic. the santa clara water district says this should protect the area. the barrier will be five feet in some spots. marty grimes said it is not a

permanent fix here in the rock springs neighborhood, but should get them through the winter. >> exactly like that, it would protect it because it's sized to protect against exactly that level of flow in the creek. if we had a bigger winter, a bigger storm than that, then it wouldn't protect. >> reporter: now, a big part of the catastrophic flooding we saw here in san jose was the fact folks didn't know they needed to get out until it was too late. we saw the critical nature of information in the north bay wildfires as well. the santa clara water district is aiming to boost emergency communications beefing up the alert emergency system. you need to sign up for it. you can get the ready scc preparedness app. the county will inform you via twitter and facebook and the water district website,

watervalley.org. i'm posting this because you may not be able to stop to sign up for those alerts but will want to do it later around the lunchtime hour when you have a couple minutes to yourself. this is the way you are going get the information. with fewer of us have been lan lines, it is difficult to get the information via the reverse 911 system. we saw that in the north bay. >> good advice there. stay dry out there. meteorologist kari hall has been tweeting the latest forecast for you this morning. you can follow her with what's happening next on the storm. happening now, in washington, d.c., president trump is preparing to take off to an asian ten-day visit. this is as we are trying to cool tensions with north korea. here at home, they are trying to get support for the newly unveiled tax reform plan.

blaine alexander is live with what to expect on this much anticipated trip. good morning. >> reporter: absolutely, laura. good morning to you. this is going to be a major trip for president trump. certainly, his first trip as commander in chief to north korea's backyard. we have seen the president trading insults and words with north korean leader, kim jong-un over the last few months. president trump is going to look to those surrounding countries for help when it comes to getting north korea in line. president trump leaving washington for his longest, most high stakes foreign trip yet. ten days, five countries, stopping in china, japan, south korea, vietnam and the philippines. his first presidential visit to the region, amid growing tension with north korea. the president telling fox news he's confident his trip and talks with north korean ally, china, will help the regime.

>> north korea is a thing i think we will solve. if we don't solve it, it's not going to be very pleasant for them or anybody. >> reporter: hr mcmaster saying, do not expect the president to take a different tone. >> he's been very clear about it. >> reporter: while president trump is over seas, top advisers will stay behind pushing republican tax reform. the plan includes fewer tax brackets, higher standard deductions and a new family credit along with a lower corporate tax rate. >> some families will be better off, some will not. we are shifting who is paying more and who is paying less. >> reporter: republicans saying it helps the middle class. democrats argue it does the opposite. more now on the proposed republican tax bill, how it could impact families here in

the bay area. in short, home buyers may take a hit. tax pro po sales puts interest deductions for loans at $500,000. currently, you can deduct up to $1 million. buyers may lose tax savings there. deductions for second homes no longer allowed. 5:06. happening today, the san francisco police commission could make a decision whether or not to arm officers with stun guns. bob redell is live with what it means for those living in san francisco. good morning, bob. >> reporter: good morning to you, marcus. you might not know this but san francisco and boston are two major cities that allow their police officers to use the less lethal option of tasers. recently, the san francisco police officers association is airing radio ads pushing for the use of tasers. last night, police chief william scott wrote an opinion editorial

backing tasers. he writes not having the option of using a taser is prolonged, hands on physical force by police officers and higher probability of resistance by a suspect. the police commission is expected to talk about and vote on whether they will be allowed to carry tasers. a focus on de-escalation because of protests surrounding the 2015 death of mario woods, a man armed with a knife in the bay view, shot and killed by sfpd officers. they are releasing a report on use of force. force, in their definition is officers pointing their weapon to physically controlling suspects. our newsroom reviewed the data and found overall use of force fell by 32% from july to september of this year, compared to the same time last year. we are going to put numbers up on the tv screen.

african-american males are, by far, the largest group that force was used against. of the more than 600 cases, close to 300 involved black men. that's 44%. the next group were white men, 140 cases, 23%. the third group, hispanic men over 100 cases, 16%. during that time, it should be noted, officers shot and killed one suspect. live in san francisco, bob redell, "today in the bay." >> thanks for the latest there, bob. it is 5:08. new this morning, a frightening night for a stanford student. a man grabbed her on campus early thursday morning. it happened as she walked near the lakeside dining hall. she tells police the man grabbed her by the wrist and waist but she was able to get away. they do not know each other. they searched for the man and have not found him.

75 cases of hepatitis a since april. our sister station reports, this morning leaders are taking steps to stop the outbreak. that includes adding public toilets, hand washing stations and the homeless health project outreach. we are covering this for months and looked up more detail for you. the state department of health says there are 633 cases in california. that's in santa cruz, san diego and l.a. 416 people have been hospitalized, 21 people have died. right now, 5:09. i'm keeping an eye on the rain for you and where we are seeing the showers moving through. now, as we see the biggest cluster of the rain moving through the east bay, it's lifting off toward the north. we have rain in the north bay as we get a closer look, mostly light activity over santa rosa, extending south of calistoga and off toward the south and east. we have a couple systems in place here and as we get a look

at some of the rain that continues to move through walnut creek and the north, we are tracking rain moving back into downtown san jose, mostly light rain. this off and on throughout the morning and afternoon, i'll have more on this in a few minutes. mike is tracking that alert out of the north bay. >> i want to show folks, most of the bay no problem. behind me, that blue blotch there, that's where the rain is having more significant impact. this is the road weather index. they are tied together so the rain above you has the impact on the road where you find slicker conditions. a little slowing remains eastbound 80. look how far this is. dixon, heading to davis, it's way out there. this is the traffic alert i have on my system because of a car fire. no injuries. a smooth drive and a crash earlier in marin cleared. back to you. >> thanks, mike. coming up, the anticipation is building and so are the lines.

in san jose, a little soggy as you get ready to head out. don't forget the umbrella. take a look at the temperature trend for santa teresa. upper 50s later this morning. a very mild start. it looks like the rain will be more of a miss than a hit. make sure you are prepared. we'll continue to track this as the rain moves through the bay area this morning. that's coming up in five minutes. right now, the travel time is just starting to creep up a little bit. slicker roadways are more of a concern than the volume right now. i have an issue to report for the east shore freeway. taking a live look outside in palo alto. yep, we are seeing crowds here as well. people lined up outside the apple store. they are all waiting to buy that apple iphone x. yep. it's interesting to see. >> not a long line. >> not really. there are chairs, i guess. >> later today.

scott mcgrew joins us now. >> they took that news about america and ran with it. remember, washington wants companies to bring their revenues back to the united states so we can tax it. the white house says, it's new tax plan will encourage that. we are lowering the corporate tax rate. president trump congratulated republicans on their new tax plan yesterday. broadcom would move headquarters and some manufacturing back to america. >> my administration is working to make the united states the most attractive place in the united states to do business so more and more companies like broadcom come back to our shores, grow their business zs and create more and more american jobs. you see it happening on a daily basis. >> in a tweet, it will result in $20 billion in revenue, $6 billion in manufacturing. i spent a long time going round

and round with broadcom about exact numbers. the headquarters moves back to san jose, which was already the american headquarters. lower paying manufacturing jobs will likely go to pennsylvania. speaking of jobs, 5:30 our time, should be a big number. firth month after the hurricanes, suppressed hiring last month. president trump tweeting this morning, my twitter account was taken down by a rogue employee. i guess the word is getting out and having an impact. twitter confirmed that, it was an employee on his or her last day at the office. we have been talking about the tax bill, tesla's inability to make new cars. the republicans tax bill takes away the electric tax credit. california keeps its tax credit, but if the tax law passes, it goes away at the end of the tax year. tesla may not eliminate it.

online and in designated shops. we'll see if there's any around here. it will go toward camp experiences for ill children. that, we can all afford. a little sweetness. >> we want to support the children. >> right. >> it is for the children. >> looks like a moon pie, right? >> there you go. >> get your ice cream, sit back tonight and watch it rain. >> right. i'm so excited we are going to get some rain. it's not going to be a terribly heavy rain. not expecting strong winds. it's the best case scenario for us with the exception it's coming through on the weekend. we are going have that rain moving in. let me show you what's going on here. i'm looking at the rain moving in a couple directions here. notice the showers moving in from the north bay. this is actually part of the cold front. just ahead of the cold front. ahead of this, we have the showers lifting to the north. this system is feeding into that cold front. we are seeing the enhancement

and showers and moisture moving in. as it has day goes along, we see the rain moving from north to south. so, we have a little bit of a couple systems in play here. we are giving a little light rain as we get ready to head out the door. not seeing anything. once again, very heavy as the rain continues to move through calistoga. some of the burn scar areas we have to continue to monitor. also, looking at a little bit of heavier rain moving through parts of the east bay, just to the east of walnut creek, closer to antioch. ten or 15 minutes before it is right over you, if you are getting ready to head out the door. 580 is wet. rain coming from hayward to livermore and tracy for the past 20 minutes. we have light rain in south san jose and moving toward east san jose as well, looking at another round of rain moving closer to los gatos. that is moving to san jose as well. the santa cruz mountains getting

light showers at this point. the rain is going to be hit or miss throughout the next several hours. as we go into this afternoon, not everyone will see the rain at the same time. that's why it will be important to have the nbc bay area app to let you know where the rain is and where it is headed as the day goes along. we'll also have showers moving through by tomorrow morning. a lot of that tapering off as we go through the day and a little bit of a break between saturday afternoon and early sunday morning before the next round of rain moves in. looking at the high temperatures today, it's going to be a fairly cool day. it's only going to be up to 64 degrees in east san jose and the east bay going to see those high temperatures low to mid-60s. checking out the forecast for the sierra, going to be cold and snowy throughout the weekend with the potential of one to two feet of snow and some of the mountain peaks. we are going to fall back sunday morning with the chance of showers sunday night. then you can see beyond that.

with lake city officers maneuvered the car and arrested that boy. word says he smashed her keys as she was unloading groceries. she instinctively got in the car and dialed 911. >> it could have been so much worse. i mean, several people could have been killed. you know, him, me and others. he had no regard for anybody in that car. >> police do not recommend doing what she did by getting into the car. the weapon turned out to be a pellet gun. no word on whether he will be tried as an adult. the man arrested for opening fire in a colorado walmart is heading to cart. he allegedly walked in and started shooting randomly inside the store. this is north of denver. three people are dead. no word on a possible motive. 22 years after her death, the queen of music will receive

an honor. salina's star will be unveiled on hollywood hall of fame. she was shot and killed at the age of 23 by a fan who helped run her fan club. her sister says she would have been over the moon about this kind of recognition. the star will be unveiled near the capital record building where she got her start. meteorologist kari hall has been tracking this storm. >> yeah. the roads are wet this morning as you get ready to head out. you need the umbrella and shoes you don't mind getting wet. we are tracking the storm. that's coming up, next. communities continue to recover following the north bay wildfires. the incoming rain is the cause for concern, specifically when it comes to the area of water quality. i'll explain, next.

just enough to make the roads wet. it may slow you down a bit. we are tracking the rain moving into the north bay as well as the east bay as we get a closer look at what's happening around sonoma county. roanoke park and glen ellen seeing the rain around petaluma and the north and east. we have a cluster of showers moving through closer to antioch right now and also brentwood. get ready for the rain to move into your area. coming through the alt month pass, you have some of the rainmaking those roads more slippery and it's going to also make you keep in the back of your mind you need that umbrella as the day goes along. mike, we always check the bay bridge at this time. metering lights on? >> yes. even on a friday. back up is forming more gradually because it's friday. you are going to want to put in that washer for your windshield. lighter rain will keep it muddy like on the lens. you are going to need the wipers

to clean your windshield as well. the clean roadways, they are pretty clear. just about 15 minutes from highway 4 to the berkeley curve. the tri-valley, 580 corridor. watch for that. back to you. >> thanks, mike. continuing coverage of the storm kari was talking about. the communities in the north bay fire zone, like this here, are concerned about the impact the rain will have emotionally and environmentally. the rain could unleash toxins into the burned out neighborhoods. for a better view, we go to "today in the bay's", pete suratos live with the concerns many people have. pete? >> reporter: good morning to you, marcus. folks are recovering after the north bay wildfires. now, that rain brings on another concern, specifically when it comes to preserving the water quality. we are in coffey park, an area that saw a lot of devastation.

the debris is left. this area has been checked out by the epa. the concern here is the ash from the debris flowing into the drain. you are talking 600 streams of water. they are putting this in the drain so the toxic ashes don't go in there. we have pictures of who is installing the straw waddles in the area. they want to prevent the toxic ash from getting in. it affects the water quality and the aquatic life in the area. that's throughout the north bay. we talked to an official talking about the damaging affect of the toxic ash getting into the water streams. >> concerned about protecting the streams because they are a drinking water supply for sonoma county residents. natural water should filter it. it's important to prevent the ash and pollutants from getting into the streams.

>> reporter: now, sonoma is one of the counties keeping their eye on the rainfall and the wildfires. you have napa as one of the other counties. tips for rezsidents as far as dealing with the rain. we are telling folks to drive cautiously, especially with everything with the wildfires and zones. certain areas are blocked off. they are offering sandbag ifs you need them. install erosion control, if you can. we take you back out live. we show you the damage. we showed you some of the straw waddles they have set up. sonoma county installed 200 of these and should be doing more of this this morning as they are waiting for the rain to come in. live in santa rosa, pete suratos for "today in the bay." >> good advice as the clean up continues. thanks, pete. you can keep track of the storm in the palm of your hand. download the nbc bay area app. it is free.

the excitement is in full swing in palo alto. apple fans are lining up this morning for the first to own the next generation iphone x. we are seeing the same things outside apple stores around the world. some stores already opened. the next time you get a call from overseas or a face time down the block, it may be from the brand-new iphone. if you are not waiting in line this morning, a few people in the bay area may already have the iphone x and it may be hot, as in stolen. more than 300 iphone xs were stolen from a u.p.s. truck in stonetown mall in san francisco yesterday. police believe three men broke into that truck. they have not been found. brooklyn police asking for help finding three people involved in violence during a summer protest. investigators released images of the man and woman they say were

involved in fights during a rally on august 27th. police say attendees were punched, kicked and struck with a weapon. three people are allegedly tied to felony type assault. police released graphic body cam of a deadly police shooting from march involving an unarmed man. this comes as officers were cleared of wrong doing. we have frozen the video just before the shots were fired. >> let me see your hands. >> let us help you. >> let me see your hands. >> that shows the 24-year-old run from officers who followed him. they said officers were not sure if he was armed and believe he would have been a threat to people in neighboring homes. the suspect's family called police that day. they believed officers would take him to get mental assistance. the stepfather says he had no idea that this would all end in death. >> what i saw was flat-out

murder. they said they tased him. i never saw a tazing. i never saw nothing. he was in the bushes getting shot. >> the family filed a wrongful debt suit that is playing out. the d.a. did not issue a comment along with the announcement. 5:37 right now. the kate steinle murder case takes a day off. when they start next week, it will be the defense's turn. the prosecution took a rest. they tried to show he tried to kill her. they took the clothes and showed the jury how the gun could be concealed in the pocket. the gun barely fit inside the suspect's jeans. here is the district attorney spokesperson. >> whether it was concealed in the clothing is relevant to whether he intended to pull the

trigger. >> there were a lot of pockets that gun could fit in. this is a new theory they are putting forward. they never bothered to test the pockets for gunshot residue. >> that was the defense attorney, matt gonzalez. he will have his turn next week. we told you about meetings caltrain was holding to figure out a plan to manage bikes. they finally figured it out. caltrain will increase bike parking and bike locking options. they hired a dedicated project manager to oversee the bike issues. overnight, we looked closer at the numbers. 6,000 bikes are brought on board each day. 19% of caltrain riders ride their bike to the station. out of that, 93% take their bikes on the train. word of warning, wet

season. as we take a look live at saturday's forecast for the coast, bay and inland. a chance for rain early in the day. then, we'll start to see those showers tapering off as the day goes along. the highest chance of rain will be before noon. for sunday, we'll also have the chance of showers. that chance will be later in the day. so, if you want to get out there, it's going to be cool and breezy, then another round of showers moving in during the afternoon. if you are planning to go ice skating this weekend, it is going to be a good one. also, wear your coat and be bundled up while you are out there ice skating. upper 50s. there will be sunshine. expect clouds as we go into the evening. we have a lot more day of the dead celebration happening in san rafael. this will be, also, very nice event with temperatures in the low 60s to start during the middle of the day. cooling off quickly as the night

as well as the wet roadways coming up. >> thanks, mike. just in, new unemployment numbers for october. employers added 261,000 jobs. that's a huge jump from september when hurricanes forced thousands of businesses to close. the unemployment rate dropped a tenth of a percentage to 4.1%. that's the lowest rate in nearly 17 years. new video of a california family found after they were attacked by pirates in the amazon. the family from sacramento were aboard a ferry in the amazon delta. armed gunmen stormed the boat. the boat sat docked on the pier. villagers on wednesday found that family nearby in the jungle, unharmed. developing this morning, isis claimed responsibility for this week's terror attack in new york. the group did not provide

evidence. memorial for the victims is growing. thursday night, some new yorkers held a candlelight vigil and marched in the area where eight people died. republicans buckle down to try to get the new tax plan passed. >> the president seems distracted. >> he does. he's been on a terror accusing democrats of crimes calling for an fbi investigation. he's got two big jobs today. he leaves on a 12-day trip to asia and has toz convince lawmakers to support the tax reform. let's talk tax reform. paul ryan walking you through what tax reform would mean to the middle class. he says a typical family of four, earning $59,000 a year save $1,182 a year. the problem for us in the bay area is when washington talks about the average family earning $59,000 a year, they are not

talking about us. i mean, of course, there are households here in the bay area earning very little money and of course we want those households to succeed. our local government says a household income of $105,000, qualifies for section 8 housing. a san jose police officer makes more than what speaker ryan considers to be the average american family. that's just him or her by himself or herself. $78,000 a year to begin. that makes tax bracket information we have to deal with in the bay area more complicated. it's like washington is speaking one language, we are speaking another. another news coverage you see has to be translated into bay area dollars. our income is different. the place where people lineup to spend $1,000 on a telephone

little bit higher. >> supply and demand. >> no kidding. >> try to buy them right there. not a good idea. okay, it's going to be a great weekend. we are excited about the snow moving in and also rain here in the bay area. a light rain as we get this friday started. grab the umbrella. here is a look at the radar right now. we can see the spotty activity that continues. right now, san francisco is already seeing the rain moving through and also the rain cleared the peninsula. you are stepping out the door, it may not be pouring as of right now. it did earlier this morning. the bulk of the rain is moving into parts of the north bay. here is that snow in the sierra where we see the shades of the white and light blue. that's where it transitions over to snow. we are going up at 6,000 to 7,000 feet. as of right now, those are the snow levels, but they may be dropping. as we look at what's happening in the north bay and solano

county, light rain is coming down now. we are seeing rain moving through the delta. so, some downpour that is will last 15-20 minutes before it moves on and a little bit of heavier rain right now on 580 coming into the tri-valley. looking at the rain that's starting to clear san jose, into the hills and as you head farther south down 101, light rain at this point. as we go through the day, the high temperatures will reach into only the low to mid-60s. oakland today, 63 degrees. 64 in livermore and the temperatures much cooler than average. getting dressed this morning, make sure you have the umbrella. also, the rain gear maybe a rain jacket. as the day goes along, a great one for the long sleeves and a good day for the boots. we have quite a few puddles out there. that will be the case. we have rain in and around the bay area as the day goes along, seeing spotty activity.

not going to see a solid shield of rain throughout the day and start to see the heavier activity lining up overnight into early tomorrow morning before it gives a break. another round of rain moving through on sunday. overall, it looks like our rain totals over the next couple days will stay below a quarter inch for most of the bay area. higher for the santa cruz mountains and north bay. the temperatures stay cool throughout the rest of this forecast. only in the 50s for san francisco this weekend. some low 60s. mike starts out with a slow drive for san jose. >> my driver, they are slowing here. look at the map. this is traditional, north 101 past 680. the speed sensors show a slower drive past the junction. that's about it. it eases right now and kicks in about 6:30. the green highlight is the weather. that shows where things might be

in cities and countries across america including san francisco, leaders are trying to save public housing by selling to private companies. >> what does the change mean to seniors or those with disabilities. bigad shaban is digging into it. >> good morning. the idea is to remodel the public housing from the inside out by companies pledging to renovate the building and managing them. they are in need of $26 billion worth of improvement. the federal government hopes offering tax credits will lure private investors to improve the buildings. over the past two years, 55% of san francisco public housing, that's 3400 apartments have been sold to non-profits. our investigation revealed after the buildings were sold, the new owners aren't given all the records and documentations to show what needs to be repaired
